The following points may please be noted:
01. Submission/uploading of Tender:
Tenders will only be received in the website www.tenderwizard.com/DVC up to the due date & time for
submission (uploading) of tender. No hard copy of offer (except EMD and cost of tender document)
will be entertained. The prospective vendors should download the tender documents from website
www.tenderwizard.com/DVCdirectly. Bidder shall have to submit the bid ONLINE in the website
www.tenderwizard.com/DVCbefore the due date and time of bid submission (uploading). All the scanned
copy of supporting documents as mentioned in NIT (ie. Techno- Commercial offer, Qualifying
Requirements and duly filled Techno-commercial deviation schedule) are to be uploaded with the bid
positively. Price-bid schedule and Techno commercial schedule provided in separate MS Excel-sheet
should also be filled (as per instruction) and upload the same.
02. Cost of tender documents:
The cost of tender documents (non-refundable) and its details shall have to be indicated while filling-up

Hard Copy—(The bidder shall scan the receipt of e-payment /Demand Draft/Pay Order and upload
the same in the prescribed form in the .jpeg format and also submit the original receipt of e-
payment/ Demand Draft/Pay Order to the office of SE (Tech), MTPS in separate sealed envelope
before the date and time of openings of the bids).
03. Earnest Money Deposit:
Earnest Money for amount as mentioned above must be deposited at office of SE (Tech), MTPS, DVC in
HARD COPY before the due date and time of bid opening in any of the following instruments—(The bidder
shall scan the instruments (for EMD) / receipt of e-payment and upload the same in the prescribed
form in the .jpeg format and also submit the original receipt of e-payment/ Demand Draft/Pay
Order/BG/NSC/FDR/DVC bonds as the case may be, to the office of SE (Tech), MTPS in separate
sealed envelope before the date and time of openings of the bids.
EMD may be submitted in following modes:

b) Pay Order or demand draft drawn in favor of ―Damodar Valley Corporation, MTPS (O&M)‖. The
instruments should be payable either on UBI, MTPS Br.(Code No.-MPS-56) or SBI, MTPS Br. (Code No.-
6608).
c) Bank Guarantee (B.G) from a Nationalized Bank/Scheduled Bank/Foreign Banks, irrevocable and
operative till the validity of the offer as per standard Performa enclosed.
d) Post Office National Savings Certificate having face value equal to the EMD value and duly endorsed in
favor of DVC.
e) Fixed Deposit Receipt issued by Nationalized Bank endorsed in favour of DVC.
f) DVC Bonds duly endorsed in favor of DVC.
Important Note: Submission of hard / original copy of instruments for EMD and cost of tender
documents to the office of SE (Tech) in separate sealed envelope before due date and time of
opening are essential failing which the offers shall not be considered eligible for opening.
The offer accompanied by B.G. against EMD will only be considered valid on acceptance of the Bank
Guarantee. The offer not accompanied by EMD or specified EMD in proper form as defined above shall not
be considered as valid tender for opening. ―COST OF TENDER DOCUMENTS‖, and ―BID SECURITY/EMD‖
or ―NSIC CERTIFICATE‖ (as applicable) should be sealed in an outer envelope super scribing on it, the NIT
No. and due date of opening should reach SE(Tech.), MTPS,DVC office before due date of bid opening.
DVC authorities will not take any responsibility to accept any documents which are received in this
office late due to postal delay or any other reason.
Note:
Earnest Money will only be refunded to the unsuccessful Tendered (s) after finalization of Tender and
no interest will be paid thereon.
The amount of Earnest Money will be refunded to the successful tendered, after acceptance of
Security Deposit- cum- Performance Bank Guarantee.
Exemption from Cost of Tender Documents & EMD: Small Scale Industries registered with NSIC
and seeking exemption under NSIC shall be exempted from the payment of Tender Document fee and
the payment of Earnest Money (up to their monetary limit). SSI Units seeking such exemption must
upload scanned copies of valid Registration certificate from appropriate Govt. authority giving details
such as Validity, Stores etc. in the website www.tenderwizard.com/DVCand also submit the hard
copy of the uploaded documents in a separate envelope super scribing ―NSIC CERTIFICATE‖ to the
office of SE (Technical), MTPS, DVC before the date and time set for bid submission (uploading).
Money Order, Postal Order, Cheque or any other form of payment other than what is mentioned above, shall not be accepted. Damodar Valley Corporation will not accept any liability for delay in receipt or non-delivery of the same despatched by post or through
Courier.
04. All tenderers would be bound by the terms and conditions as detailed in tender specifications by
the DVC and GCC available in http://www.dvc.gov.in/GCC-2009.pdf.
05. Scanned copies of the past performance/credential (Qualifying Requirement) must be uploaded in the
website along with tender. The Eligibility criteria for selection of bidders (Qualifying Requirement) have
detail been given in the NIT.
06. DVC reserves the right not to accept the lowest rate quoted by tenderer and reject any or all the tenders
without assigning any reason thereof if considered necessary.
07. On the due date of tender opening, first documents related to Cost of Tender and Earnest Money
(uploaded copy as well as hard copy) will be checked. Only after receipt of cost of tender and receipt
of requisite earnest money in proper form, the Techno-commercial Bid will be opened. The Price-Bid
of techno-commercially qualified bidders shall be opened online at a date which shall be notified later
online at www.tenderwizard.com/DVC. Bidders can view the Price bid opening date by logging in to
the website.

08. Downloading of the tender papers/documents shall not automatically imply qualification of the firm for
bidding – which shall be determined during bid evaluation.
09. DVC reserves the right not to accept the lowest rate quoted by a bidder and may reject any or all the tenders
without assigning any reason whatsoever.
10. All legal suits arising out of the enquiry and subsequent Letter of Intent/Work Order, if any, are subject to
jurisdiction in the Court of City of Kolkata in India and no other Court elsewhere.
11.Any addendum/corrigendum/extension, if required, pertaining to the NIT will be hoisted in DVC
website www.dvcindia.org and www.tenderwizard.com/DVC only and will not be published in
Newspaper again. Bidders are requested to visit DVC website regularly for any
addendum/corrigendum/extension till opening of the said NIT.
12. If last date of download of Tender or date of submission/upload of Tender is declared holiday, the due dates
will be the next working days accordingly.

QUALIFYING REQUIREMENT
Eligibility Criteria for selection of Tenderers (Qualifying Requirement):-
A. Technical requirements–
1.) The bidder must be a reputed manufacturer who has already supplied the grinding media balls having
composition of major elements such as Chromium, Manganese & Carbon with hardness of 57 HRC
(minimum) to the Thermal Power Plants in PSU/ Govt. or in any reputed company of other sector of
industry with credentials of supplying at least 1500 MT of grinding media balls of similar composition as
that of the enquired balls irrespective of size, with a minimum quantity of 700 MT at least in a single
financial year during the preceding 07 (seven) years ending last day of month previous to one in which
offers are invited. Relaxation to the tune of 5% in quantity of balls supplied (i.e 1425 MT in case of 1500 MT
and 665 MT against 700 MT) will be allowed to enable the prospective bidders participate in the bidding who
marginally fall short of fulfilling the credential clause but are otherwise eligible. Documentary evidence in
support of supplying aforesaid quantity/ quantities must be furnished along with the tender. In addition to
above, the bidders should have credential of supplying at least 160 MT of Hi-chrome balls of any size
as per specified quality in a span of 30 days also.
2.) Out of the executed Purchase Orders taken as credential, at least one of the Purchase order must have all
the major constituents as mentioned in A(1) above stipulated in NIT so that potential to execute is
established. Note- ―Similar Composition‖ means High Chrome balls (irrespective of size) with all major constituents
like Chromium, Carbon and Manganese with hardness 57 HRC (or above) but should have potential to
supply Hi-chrome balls of composition as stipulated in NIT. Completed Supply Means: ―The executed/ completed portion of ordering quantity, even if it has not been
completed in totality (subject to furnishing the proof of executed quantity of the order in the form of certified
copies of receipted Challan/clear certificate about supplied quantity indicating financial year of supply &
reference of P.O.). However, repeated failure of the vendor to supply within stipulated delivery
schedule/time against any particular order of MTPS shall not be considered.
3.) Self certified copies of POs together and its satisfactory execution/completion certificate or documents in
respect of fulfilment of qualifying requirement must be submitted with the tender in the following format:-
4.) The bidder will have to give an undertaking regarding the details of their production equipment, heat
treatment machineries and quality control facilities so that the infrastructural facilities available with them
are sufficient to ensure quality production. Offer to be submitted by the Bidders may not be considered as
NIT compliant who will not furnish the above undertaking.
B. Financial Requirement– Average annual turnover of preceding 3 (three) financial years ending on 31st March, 2012 should not be
less than 30% of estimated cost.
However, a tolerance limit of 5% on the quantum of QR under B may be considered to takecare of marginal
shortfall in respect of the bidders.
C. Essential documents–
The bidder should furnish the following essential documents along with the ‘Techno-commercial part’ to
substantiate credential criteria mentioned under A & B above failing which tender shall not be considered
without any further reference in this regard:
i. Copies of P.Os. (with specification of H. C. Balls) & Execution certificates thereof /Receipted challans.
ii. The bidder should furnish audited annual accounts of last three financial years ending on 31-03-2012 with
auditor‘s report /certificate of Auditor/ Chartered Accountant in support of average annual turn over of
preceding three years.

iii. Undertaking in regard to production equipment, heat treatment machineries and qualitycontrol facilities as
stated under A (4) above.
Note – Essential documents submitted by the bidder are presumed to be genuine. At any stage, before and
after award of Order, if any of the submitted documents is found to be fraudulent / fake, DVC reserves the right to cancel the Offer / Order as well as take punitive action as per DVC’s GCC, including debarment of the bidder in future tendering.
D. The following portion shall also be a part of tender documents as guidelines to the bidders (but not as
QR documents):
Copies of the following documents should also be submitted by the bidders:
1) Overall profitability, Debt Equity Ratio & Cash Profit as certified by Auditor / CA, including Annual
Accounts Report & Balance Sheet of Preceding 3 years. 2) Latest Bank Solvency certificate indicating monetary value from their Bankers regarding financial
soundness.
3) Status of the firm i.e. Company registration, article of association, Proprietorship or Partnership deed, if any, as the case may be with documentary evidence.
4) Certificate of no-relation in DVC (in original by the signatory of the bid). 5) Latest Sales Tax Registration certificate / VATRegistration certificate.
Note: The proofs of above documents duly self certified are to be submitted along with techno-commercial bid. DVC
reserves the right to call for original documents at any time.

COMMERCIAL TERMS & CONDITIONS
1) Unless agreed otherwise, the rates quoted by the bidders must be firm & in Indian Rupees on FOR-
MTPS/destination basis exclusive of Sales Tax, ED etc as applicable. These are to be quoted in an explicit
way. [Please refer Price-Bid Schedule (Annexure – P) (separate excel sheet)]. If Rate/ Price is not on FOR - MTPS basis, then freight, insurance and Octroi charges (if any) up to MTPS
stores are also to be indicated categorically. Bids will be evaluated on total landed cost FOR-MTPS basis. Note – Transit Insurance coverage will be made by DVC under Mega Risk Policy or the bidder may
quote insurance charge separately when price basis is on FOR Ex.works or other than FOR
MTPS/destination. During transit of material if any damage is caused and interference of the Insurance Company is sought, the
vendor will have to be ready for keeping supply flow of the item so that Power House is not disturbed.
2) Offer Validity- Quotation must be kept valid for at least 180 days from the date of opening of the Enquiry /Tender (techno-commercial par) as indicated in the NIT.
3) Deviations, if any, from the terms and conditions of NIT shall be listed only in the ‗Techno-commercial
Deviation Schedule under „Techno Commercial schedule - Annexure – A‟ (Excel Sheet).
4) DETAILS OF QUOTING PRICE:- Bidders are required to quote the price for ‗Supply of Hi-Chrome Balls for Coal Mill # BBD - 4760 & BBD -4772 of MTPS, DVC‘ in the Price-Bid Schedule (Annexure – P) (separate excel sheet) only.
Note –The bidder shall also indicate the additional price, if any, for withdrawal of Techno-commercial
Deviation (if any) in the specified place of Price-Bid schedule under the head COST OF WITHDRAWAL OF
DEVIATIONS (excel sheet).
5) DELIVERY: 200 MT of ball have to be supplied per month at MTPS. 1st lot of grinding media balls should be delivered within 45 (forty five) days from the date of receipt of PO. 2nd, 3rd and 4th lot shall be delivered within 2, 3 and 4 months from the date of receipt of P.O. Final supply must be completed within 4 (four) months
from the date of receipt of P.O.
Note: - Party failing to supply of material within delivery period will not be considered for the next tender. Also, those parties having records of poor quality of materials (during testing at MTPS site), will not be considered for the next tender.
6) The bidder shall upload (submit) scanned copy latest STCC / VAT registration / clearance certificate and Bank particulars.
7) Price Reasonable Certificate (PRC): ―The rates quoted are reasonable and same as charged to other Govt. / PSUs‖ - This certification is to be
made in your offer and to be uploaded.
8) PAYMENT TERMS: 100% payment shall be made after receipt & acceptance of materials at MTPS site with provision of part payment against part supply subject to prior submission & acceptance of Security Deposit of requisite value.
9) Guarantee: The items are to be covered by a guarantee against any defects in material / manufacturing / workmanship etc for a period of 12 months from the date of use / commissioning or 18 months from the date of supply / despatch, whichever is earlier. If any part or parts fails to deliver the desired result or proved defective within this guarantee period owing to defects in design or materials or workmanship, the same shall have to be replaced by the supplier free of cost.
10) Security Deposit (S.D)-Cum-Performance Guarantee: The successful bidder will have to deposit as security, for an amount equivalent to 10% of the order value in the form of Bank Guarantee (as per DVC format) within 30 days from the date of issuance of Purchase Order, from any Nationalised Bank / Scheduled Bank and it should have validity initially for 18 months from the date of execution of BG plus 6 months claim period thereafter. The said BG should be extended suitably covering the entire guarantee period plus 6 months claim period. No payment will be made till the acceptance of the said BG by DVC.
Exemption: SSI Units registered with NSIC, under its single point registration scheme, are exempted from depositing Security Deposit for ordering value up to the monetary limit for which the unit is registered. Small Scale Industries seeking such exemption must enclose valid registration Certificate from appropriate Govt. Authority giving details such as validity, stores, monetary limit etc. failing which exemption will not be
granted. However, SSI Units will have to submit Performance Guarantee for the materials to be supplied as per DVC norms and to be submitted before the despatch of materials and no payment will be effected till the acceptance of the same.

11) Liquidated Damages (L.D) CLAUSE:- In case of any delay in the execution of the order beyond the stipulated date of delivery / delivery schedule including any extension thereof permitted in writing, DVC reserves the right to recover a sum equivalent to 0.5% of the value of the delayed materials for each week of delay and part thereof subject to a maximum of 5% of the total value of the order. Alternatively, DVC reserves the right to purchase the material from elsewhere at the sole risk and cost of the vendor and recover all such extra cost incurred by DVC in procuring the material by the above procedure. Alternatively, DVC may cancel the Order / contract completely or partly without prejudice to its right under the alternatives mentioned above.
12) Pre – Despatch Inspection:- Materials will be inspected by third party inspection agency, M/s Lloyds Register Asia before despatch as per QAP enclosed. The party will have to submit material test certificate at the time of inspection. The third party, M/s Lloyds Register Asia shall duly certify the test reports & endorse for its acceptance. All testing
of the product shall be guided by QAP enclosed herewith and is binding to the manufacturer. Inspection charge, if any, should be clearly mentioned in Price-bid at appropriate place. 13) Testing Clause:- i) The party will have to submit material test certificate at the time of third party inspection. All relevant test documents duly approved by the third party & guarantee certificate are to be furnished along with consignment. ii) Testing of Hi Chrome Balls at MTPS site after delivery of material:-
DVC will test the material received against each lot after collecting samples in presence of supplier’s representative in the following method –
1. Sampling:-
a) A batch consisting of 10 (ten) drums of balls shall be selected. b) 10 (ten) balls from these drums shall be selected randomly as per choice of DVC in presence of the
representative of the party for testing of Chromium percentage and hardness. 2. Testing, Acceptance & Rejection Procedure:-
a) If any two of those balls fail to meet the specified requirement of Chromium percentage or hardness, then the entire batch of 10 (ten) drums will be rejected.
b) If any of those balls fail to meet the specified requirement of Chromium percentage or hardness, then
testing of 10 more balls shall be done by random sampling from the same drums. c) If any of these balls fail to comply with the specified Chromium percentage or hardness requirement
then the entire batch of 10 (ten) drums will be rejected.
Testing of Chromium percentage & Hardness of the Grinding Media Balls will be carried out at
MTPS site in presence of party‘s representative by hiring Portable Metal Analyzer and Portable Hardness Tester from reputed laboratory as per DVC‘s choice by standard procedure.
Rejected material, if any, have to be replaced by the party within 01 (one) month after getting rejection notice from DVC. Rejected material shall be lifted from site within 60 (sixty) days from the date of rejection notice at their own cost and arrangement, failing which ground rent will be charged at the rate of 1% per day on tendered price of each lot/lots or any part thereof remaining unclear.
The party have to depute their representative within 07 (seven) days after getting information about arrival of material at MTPS site from DVC. If the party fails to depute their representative within the above-stipulated period of 07 days, DVC shall unilaterally collect the sample from the supplied lot and the process mentioned above will do testing. Test result/report as obtained by DVC shall be binding on both DVC and party.
Testing will be carried out for 200 MT grinding balls at a time if the party can supply the material
within schedule delivery period of the PO. If the party cannot supply the full 200 MT of material within stipulated period then inspection on part supply, as supplied by the party within stipulated period of the lot, will be carried out. In that case, party has to depute their representative during part inspection also.
Testing charges will be borne by DVC but re-testing charges for rejected and replaced material will be borne by the party.

Page-3 14) Breakage condition:-
If more than 0.5% of the total ball charged in the mill break during first 100 (One hundred) hours of operation, free replacement shall be made by the supplier towards broken balls.
15) Conditions of Forfeiture of EMD: The same shall be applicable as per relevant Clause of GCC.
16) The scanned copies of the following documents (along with documents regarding Qualifying Requirement) are also to be uploaded.
i. Overall profitability, Debt Equity Ratio & Cash Profit as certified by Auditor/ CA, including Annual Accounts Report & Balance Sheet of preceding 3 years.
ii. A latest Bank Solvency Certificate indicating monetary value from their Bankers regarding financial soundness.
iii. Status of organization (i.e. sole-proprietorship, partnership or company) with documentary evidence.
iv. Latest STRC / VAT Registration Certificate.
Note: (i) The proofs of above documents duly self certified are to be uploaded along with techno-
commercial bid. DVC reserves the right to call for original documents at any time.
17) Special Terms and Conditions i. If it is found that all or most of the bidders quote same or equal rates, DVC reserves the right to
place order on one or more firms/tenderers with the exclusion the rests without assigning any reason thereof.
ii. Firms / tenderers who quote in cartel are hereby warned that their names are likely to be deleted from the list of approved sources/ they are likely to be barred from participating in any tender in future or to be black listed for a period of three years.
iii. Firms/tenderers are expected to quote for a quantity/works not less than 50% of tendered quantity/works. Offers for quantity less than 50% of tendered quantity/works will be considered unresponsive and liable to be rejected in case cartel formation is suspected. DVC, however, reserves the right to order on one or more firms any quantity.
iv. DVC, whenever and wherever cartel formation is suspected, reserves the right to place order on any vendors/ firms based on vendor rating/ merit rating based on capacity/resources of bidders to perform the particular contract taking into account experience and best performance of similar job, capabilities with respect of personnel, equipments, of finance over and above, the eligibility condition prescribed in the tender.
Note – All Tenderers would be bound by the terms and conditions as detailed in the tender specification by DVC and General Conditions of Contract (GCC). Bidders are requested to go through GCC (General Conditions of Contract) on DVC website –www.dvcindia.org. Terms and conditions which are not specifically mentioned in the NIT and Tender Documents shall be covered by the General Conditions of Contract.

2. DIGITAL SIGNATURE - The Bidders should have a valid Digital Signature Certificate (DSC) for participating in DVC‘s e-tendering system (for logging in, downloading the bid documents and submitting their e-tender documents by uploading in website).Digital signature certificates shall have to be obtained by the Bidders at their own cost from any of the authorised agencies of CCA (Controller of Certifying Authorities) or through our service provider M/s ITI Limited. 4. Submission of Tender cost, EMD and NSIC certificate for Tender:
The Tenderers shall submit Tender cost along with Earnest Money Deposit (EMD) and NSIC certificate (if applicable) in the following manner: Main Envelope: The Tenderers shall submit their Tenders cost, EMD in sealed envelope superscribing the same with the Enquiry No. & due date of opening which will contain 2 (Two) sealed envelopes distinctly marked ―A‖&―B‖as follows: Envelope – A: The envelope shall contain the Tender Cost of appropriate amount in appropriate form and shall be superscribed with Tender Notice no., Due date of opening and the words “Tender Cost”. Envelope – B: The envelope shall contain the Earnest Money Deposit (EMD) of appropriate amount in appropriate form and shall be superscribed with Tender Notice no., Due date of opening and the words
“Earnest Money”.If the bidder wants to submit NSIC certificate in lieu of EMD & Cost of tender of document the same maybe sent in an envelope superscribed with Tender Notice no., Due date and the words “NSIC certificate”.
All the above envelopes marked ―A‖ and ―B‖ are to be kept in sealed condition inside the main envelope
superscribed on it the Tender Notice No., Due date and the words “Supply of Hi-Chrome Balls for Coal Mill #BBD - 4760 & BBD - 4772 of MTPS, DVC” The main envelope should reach at the office of SE (Tech), MTPS,DVC before the bid opening date and time.
Without hard copy of Tender cost, EMD and NSIC certificate (as applicable) no tender
will be opened. 5. (a) The Bidder shall fill up the Tender document Sheets (all the related Annexure and schedules) in all
respect by inserting correct applicable ‗data‘ against each item / Sl. No. positively in the Techno-Commercial Schedule(Excel sheet) and to be uploaded along with all the scanned documents required as per NIT, failing which the tender may be rejected. (b) Deviations, if any, from the terms and conditions of NIT shall be listed only in the „Techno-commercial Deviation Schedule under „Techno Commercial schedule (Annexure – A)‟.
6. Quotation must be kept valid for at least 180 days from the date of opening of the Enquiry / Tender. 7. The price bid part of techno-commercially accepted bidders shall be opened on a subsequent date for
which the separate intimation will be sent to the qualified and techno commercially accepted bidders.

Page-2 8. All the Annexure, self attested scanned copy of techno commercial offer, supporting documents to
meet qualifying requirement and other necessary document mentioned in the NIT are to be uploaded duly filled in on the www.tenderwizard.com/DVC by the bidder before the date & time set for bid submission date.
9. The bidder has the option for sending the Cost of bid document, Bid Security / EMD, NSIC Certificate (if
any required), by registered post / courier etc. or submitting the same in person, so as to ensure that the same are received in the specified office of the owner by the date and time indicated in this NIT. The owner, however, shall not take any responsibility, whatsoever for any delay in postal / courier etc.
10. At any time prior to the deadline for submission of bids, the owner may, for any reason, whether at its
own initiative, or in response to a clarification requested by a prospective bidder, issue amendments/addendums/ corrigendum / clarifications to the bidding documents.
11. The amendments/addendums/corrigendum/clarifications, if any, to the bidding documents, will be
uploaded on the designated websites i.e. www.tenderwizard.com/DVC and will be binding on the bidders. The bidders are advised to keep on visiting the above websites for any Notification / Amendment / Addendum /Corrigendum issued by DVC in respect of the bid documents. The information so contained in such Amendment / Addendum / Corrigendum will be deemed to have been taken into account by the bidder in his bid. In order to afford prospective bidders to have reasonable time to take the amendment into account in preparing their bid, the owner may, at its discretion, extend
the deadline for the submission of bids.
12. Bidders are required to quote the price in the Price-Bid Schedule (Annexure – P) (separate excel
sheet) of the NIT only. Note – (a) The bidder shall also indicate the additional price, if any, for withdrawal of Techno-commercial Deviation(if any) in the specified place of Price-Bid schedule (COST OF WITHDRAWAL OF DEVIATIONS).
(b) If quoted basic prices are disclosed anywhere in the uploaded documents other than the forms meant for price bid only, the offer will be rejected.
13. Bids submitted on line after the time & date fixed for receipt of bids as set out in the Invitation of bid will not be entertained.
14. During bid evaluation, the owner may, at its discretion, ask the bidder for a clarification of its bid. The
request for clarification and the response shall be in writing and on line only through designated website. 15. Self certified scanned copies of all relevant documents, wherever needed are to be enclosed and uploaded
with the offer. However, DVC reserves the right to call for original document, if needed failing which the offer is liable for rejection.
16. DVC shall not be responsible in any way for any delay / difficulties/ inaccessibility of the downloading
facility from the website for any reason whatsoever. 17. The tenderers who are found to be indulging in changing/ adding or deleting the contents of the
downloaded tender documents will be liable to face necessary action as deemed fit including banning, suspension of business dealings etc.
18. In case of any discrepancies found between the down loaded tender documents from the website and the
master copy available in the office of the Tender Inviting Authority, the later shall prevail and will be binding on the tenderer(s). No claim / appeal on this account will be entertained or given cognizance.
19. Tenderers will be solely responsible for the correctness / genuineness of the downloaded tender
documents from the website. If the offer submitted through the down loaded tender documents which are incomplete, or with changed contents, the offer will summarily be rejected.

GUIDELINES FOR SUBMISSION OF BANK GUARANTEE
The Bank Guarantee shall fulfill the following conditions in the absence of which they cannot be
considered valid.
Bank Guarantee shall be executed on non-judicial stamp paper of applicable value purchased in
the name of the Bank.
Two Persons should sign as witness mentioning their full name and address.
The executors (Bank Authorities) should mention of the power of attorney no. and dateexecuted
in his/ her favour authorizing him / them to sign the document or produce thePhotostat copy of power of attorney.
The Bank Guarantee should be executed by a Nationalised / Scheduled Commercial Bank only.
BG issued by rural Bank and Cooperative Bank is not acceptable.
A confirmation letter of the concerned bank must be furnished as a proof of genuineness of the
Guarantee issued by them.
Non-judicial stamp paper shall be used within 06 months from the date of Purchase of the same.
Bank Guarantee executed on the non-judicial stamp paper of more than 06(six) months old shall not be treated as valid.
The contents of Bank Guarantee shall be strictly as per our Proforma.
Each page of Bank Guarantee shall bear signature and seal of the Bank.
All conditions, corrections, deletions in the Bank Guarantee should be authenticated bysignature
of Bank Officials signing the Bank Guarantee.
In case banks refuse to issue B.Gs having claim period separately, the validity period of those
BGs may be taken as validity period of offer as sought in NIT plus three months
