Library of this University during the year 2016-2017. Sealed tenders should reach the

undersigned by Speed post/Regd. Post on or before 10-11-2016 up to 4.30 PM.

Veer Surendra Sai University of Technology, Burla invites sealed tender from reputed Distributors /

Publishers/Booksellers having valid registration with National/State Federations Membership with Good

Offices Committee (GOC) or any other recognized national body for supply of books to its Central Library

during the year 2016-17.

The Technical Bids are to be opened at the first instance and evaluated by competent Committee or Authority.

At the second stage Financial Bid of only technically qualified bidders will be opened for further evaluation

and selection of supplier(s).

1. The offers may be submitted in TWO-BID SYSTEM i.e. Technical Bid and Financial Bid in terms of

library discount.

2. Each page of the documents submitted must be signed by the bidder or his authorized representative

with seal.

3. The authority, VSSUT Burla reserves the right to amend or withdraw any of the terms and conditions

contained in the tender or to reject any or all the quotations in whole or in part without giving any notice

or assigning any reason.

Important Instructions

1. Tenders are invited from Distributors/Publishers/Booksellers to submit tender bid in a

sealed envelope super scribing as – “Tender Bid for supply of Books to Central Library

of VSSUT, Burla”.

2. The Tenders should be signed by the authorized person and his full name and status should be

indicated below his signature along with the official seal.

3. Incomplete and conditional offers will be rejected. Quoting unrealistic rates will be treated as

disqualification.

4. If at any point of time any of the documents furnished by the bidder is found to be false, it would be

deemed to be a breach of terms of contract making the firm concerned liable for legal action besides

termination of contract.

5. No bidder will be allowed to withdraw after submission of bids/opening of the tender;

6. Tenders may be sent to the office of the Registrar, VSSUT by Registered/ Speed Post addressing to

the Registrar, Veer Surendra Sai University of Technology, Burla, PO:- Engineering College,

Burla, Sambalpur-768018 which should reach on or before 4.30 PM. Of 10-11.2016. Tenders

received beyond the scheduled date and time will be summarily rejected.

Legal dispute settlement:

While the purchaser and the vendor shall make every effort to resolve amicably by direct informal

negotiation, even then in any disagreement or dispute arising between them under or in connection with the

contract shall be settled under the Court of Law within its Jurisdiction at Sambalpur, Odisha. The resultant

contract will be interpreted under Indian Laws.

Terms and conditions

1. More than one bidder may be selected for books on the basis of highest discount offered which

shall constitute a panel of supplier.

2. The discount is on printed price / catalogue price as applicable.

3. In case of foreign publications, the rate of conversion of foreign currencies to Indian currency

shall be according to GOC rate.

4. If the foreign published books have Indian prints / publication, the supplier has to supply the

books of Indian prints.

5. For the foreign published books, the supplier has to give the certificate / undertaking that the

books have no Indian prints / publication.

6. Where the printed price of books is not available, the supplier has to produce the publisher’s

catalogue / original invoice of the publisher for the verification of the cost of the books.

7. The books will be delivered at VSSUT Central library, Burla. The cost of packing, forwarding

including delivery of books shall be borne by the supplier.

8. The latest edition of books shall be supplied. Preference may be given for the Library edition

books, if available. All the books of same title should have the same year of printing.

Variation in the year of printing will not be accepted.

9. The supplier has to supply all the books placed in the purchase order preferably in one lot. For the

non-supply of books, the supplier has to furnish the certificate from the publisher concerned

regarding the non-availability / out of print status of such books.

10. Old and defective books if found at any stage even after the stock entry and stamping will have to

be replaced by the supplier at his own cost failing which the party may be debarred to participate

in the purchase of books in the coming years.

11. Books are to be supplied within 45 days from the date of issue of purchase order.

12. The payment will be made only after successful supply of books against the purchase order as per

above terms and conditions and upon submission of invoice in triplicate.
