WELCOME It gives us great pleasure to welcome you to the fourth International Engineering and Technology Education Conference (IETEC'17) on behalf of the organising committee! This year’s IETEC theme is “Engineering and Technology Education Quality Assurance: Embracing the Future”. IETEC'17 is organised to foster cooperation between a wide range of stakeholders of engineering and technology education to facilitate educational policy developments, learning, teaching and research that will help enhancing engineering and technology education. The IETEC'17 brings together international academics, professionals, researchers, students, employers and policy makers from around the world to interact with each other. It is hoped that IETEC’17 will provide an excellent platform for discussions on important issues of engineering and technology education. The conference is structurally organised in order to promote active participation of all attendees and presenters via plenary presentation sessions, key note addresses, interactive workshops, panel discussion and special sessions. In addition, facilities are provided for group meetings and one-on-one interaction of the participants to discuss issues of engineering and technology education and to network with conference participants and organisations. IETEC’17 is jointly organised by a consortium of universities composing of the host university, Hanoi University of Science and Technology (HUST), Hanoi, Vietnam and Deakin University Australia. The conference is supported by Ho Chi Minh City University of Technology and Education, HCMC, Vietnam and Lucian Blaga University of Sibiu, Sibiu, Romania. CONFERENCE INFORMATION The International Engineering and Technology Education Conference (IETEC) is a series of conferences initiated and coordinated by a team of engineering and technology educators from around the globe which has now transformed to an open, collegial and supportive working group. The IETEC involves multiple likeminded universities and organisations from around the world. The IETEC features significant keynote addresses, plenary presentation sessions, interactive workshops, a panel discussion, exhibition stalls and opportunities for international collaborations. The IETEC provides opportunities and forum for engineering and technology educators to discuss important issues and develop strategies to foster engineering and technology education. The inaugural IETEC’11 was launched by the Malaysian Higher Education Minster’s representative and was jointly organised by Australian and Malaysian Universities; that is CQUniversity Australia, Taylor's University Malaysia, Universiti Teknologi Malaysia (UTM) and the Universiti Tun Hussein Onn Malaysia (Malaysia (UTHM). National Instruments and Taylor & Francis Asia Pacific were exhibitors and sponsors. The 130 academics and experts who attended from 25 different countries covering the Asia Pacific, North and South America, Europe, the Indian sub-continent and the Middle East regions contributed 75 papers across 16 plenary presentation sessions, including special sessions. IETEC 13, 2nd in the series, was held at the Ho Chi Minh City University of Technology and Education, Ho Chi Minh City, Vietnam. The approach to cooperation and collaboration is once again evident in IETEC’13, which was jointly organised by a consortium of universities composing of the University of Technical Education Ho Chi Minh City, Vietnam, CQUniversity Australia, Universiti Teknologi Malaysia, Tomsk Polytechnic University, Russia and Deakin University Australia. National Instruments and Texas Instruments were the exhibitors/sponsors at this conference. Approximately 120 participants from countries covering the Asia Pacific, North and South America, Europe, the Indian sub-continent and the Middle East regions had the opportunity to interact and discuss concepts, ideas and practices at the conference. The IETEC’15, 3rd in series was staged in Europe jointly with 7th Balkan Region Conference on Engineering and Business Education (BRCEBE). IETEC-BRCEBE was sponsored and supported by Lucian Blaga University of Sibiu, Romania, Ministry of Education and Scientific Research, Romania, School of Engineering, Deakin University Australia, UTM Razak School of Engineering and Advanced Technology, Universiti Teknologi Malaysia (UTM), Continental Automotive Systems, Sibiu, Romania and Marquardt Schaltsysteme SCS Sibiu, Romania.

IETEC’17-Hanoi IETEC’17 is the fourth conference in the IETEC series under the theme, Engineering and Technology Education Quality Assurance: Embracing the Future. IETEC’17 brings together a wide range of engineering and technology education stakeholders from around the globe to explore the building of new capacities in engineering and technology education that are essential in creating environmentally and socially sustainable 21st century economies.

Venue The venue for IETEC’17 is beautiful Hanoi, Vietnam. Hanoi is the capital of the socialist republic of Vietnam and a centre for culture, politics and economy of the country. It lies on the bank of Red River in the north centre and still maintains many ancient architecture, including the Old Quarter and over 600 pagodas and temples. Hanoi is a very picturesque city, commonly dubbed as the Paris of the East. With its tree-fringed boulevards, more than two dozen lakes and thousands of French colonial-era buildings, Hanoi is a popular tourist attraction. The Conference is being staged at the Hanoi University of Science and Technology (HUST). Hanoi University of Science and Technology (HUST) is one of the most beautiful and largest university campuses in Vietnam located in the centre of Hanoi.

This multi-disciplinary university was established in 1956 to become the first national technical university with the responsibility of educating human resource for the national industrialization and modernization. HUST offers educational and training programs for about 35,326 students with 67 undergraduate, 33 graduate and 57 doctoral programs.

Accommodation and transportation The IETEC’17 Organising Committee has finalised a discounted contract deal exclusively for IETEC’17 registered participants with the beautiful Melia Hotel, a five star Hotel in Hanoi. Participants need to use online reservation facilities available in order to obtain special discounted room rates. The IETEC’17 will provide transportation to all participants between Melia Hotel and Conference Venue (HUST) during the conference (morning and evening).

Conference registration The Conference Registration desk is located at Conference Foyer, 10th Floor (Day 1) and 7th Floor (Day 2 and 3), the Library Building of Hanoi University of Science and Technology (HUST) as well as at Melia Hotel. Information for presenters A standard time allocation for a single paper presentation is 15 minutes, comprising 10 minutes for presentation and 5 minutes for questions and discussion. Please remember that participants can be coming to your session from other break-out sessions of the conference. It is important not to start early or fill gaps made by “no-shows” with actual presentations. Fill the gaps with active discussion but don’t get out of the program sequence, please. Papers not presented will not be published in the Conference Proceedings.

Information for session chairs A chairperson has been allocated for all paper presentation and keynote sessions. Chairs are requested to maintain timelines. Please keep to the time allowed for each paper.

Conference proceedings and publication All the accepted and presented papers will appear in the indexed proceedings. The proceedings of the conference will be submitted for indexing in ISI, Scopus and Thomson Reuters – Conference Proceedings Citation Index similar to IETEC15-BRCEBE conference held in 2015. The full papers submitted and presented at the conference have been considered by the awards committee for the best paper awards. The proceedings will be published after the conference via conference Website once ready. (http://ietec.apaqa.org)

Awards All papers presented at the conference will be considered by the award committee for the Best Paper Awards. These awards will be meritorious and will be selected on the basis of blind review reports and the majority of votes from conference audience/participants.

• The awards will be presented during the Gala Banquet on Day 2 (Tuesday, 5 December) • The judges' decision is final and no correspondence will be entered into • The judges reserve the right not to award Best Paper awards

The following Criteria is applied for all award categories:

• Presents original and accurate scholarly work or practice. • Is comprehensively detailed and stand-alone. • Is presented in a manner consistent with best academic standards.

The awarded papers and other selected papers will be invited to be published in the special issues of International Journal of Quality Assurance in Engineering and Technology Education (IJQAETE) (http://www.igi-global.com/ijqaete) and other journals as announced on the Conference Website.

All papers must be presented by the author(s) personally to be published in the conference proceedings.

Keynote Speakers

A/Professor Nantana Gajaseni Acting Chair, ASEAN University Network –

Quality Assurance (AUN-QA), Bangkok, Thailand

A/Professor Nantana Gajaseni is currently the Acting Chairperson of the AUN Quality Assurance (AUN-QA) Council. She has an academic position as Associate Professor at Biology Department, Faculty of Science, Chulalongkorn University, Thailand with the Ph.D degree in Environmental Economics from University of Edinburgh, UK. Since 2003, she has been engaging with the issue of “Quality Assurance” in particular to her previous position as the ASEAN Co-Director of the ASEAN-EU University Network Programme (AUNP) and later as the Executive Director of the ASEAN University Network (AUN) (May 2009-July 2017). With QA knowledge, passion and experiences gained throughout her posts, she has become a proficient QA practitioner and a QA promoter for higher education quality enhancement in ASEAN. Her concrete results on QA already make the AUN-QA System and Mechanism be recognizable at regional and international level. Currently, the AUN-QA has been implemented among higher education institutions for programme assessment and institutional assessment in ASEAN. Most importantly, the AUN-QA System and Mechanism is clearly aligned with ASEAN Quality Assurance Framework (AQAF under IQA) and other international system.

Professor Nikos Mourtos PhD Professor & Chair, Aerospace Engineering San Jose State University, San Jose, USA

Professor Nikos Mourtos is currently Professor and Chair of the department of Aerospace Engineering at San Jose State University, San Jose, USA. He served as the Faculty Instructional Development Coordinator for the College of Engineering (1996-2002), a Faculty-in-Residence for Innovative Pedagogy (1998-2002) and the Assistant Director for the Center for Faculty Development and Support at SJSU (2006-2008). He offers teaching effectiveness workshops on topics such as active and cooperative learning, teaching and learning styles, conditions of learning, instructional design, course and program assessment. He is a trained ABET Program Evaluator and serves as a consultant to engineering programs in the U.S. and abroad. He served as the Program Assessment Coordinator for the Aerospace (2002 - 2011) and Mechanical (2002 - 2006) engineering programs at SJSU culminating in successful ABET visits in 2005 and 2011. His responsibilities included the design and implementation of a process for assessing the effectiveness of these programs according to ABET 2000 EC requirements.

Professor Sid Nair Executive Director, Tertiary Education

Commission (TEC), Mauritius

Professor Sid Nair is the Executive Director of the Tertiary Education Commission, Mauritius. As Chief Executive Officer of the Commission he is responsible for the formulation and execution of strategies, policies and procedures in the higher education sector in Mauritius. Prior to joining TEC, he was Professor of Higher Education Development at the Centre for Education Futures (CEF) in Australia. His research work lies in the areas of quality of teaching and learning, classroom and school environments, and the implementation of improvements from stakeholder feedback. His current role is to build capacity of academics in the digital delivery of their teaching. His career path also had him as Interim Director and Quality Advisor (Evaluations and Research) at the Centre for Higher Education Quality (CHEQ) at Monash University, Australia. In this role as Quality Advisor he headed the Evaluation Unit at Monash University where he restructured the evaluation framework at the University. The approach to evaluations at Monash University has been noted in the first round of the Australian Universities Quality Agency (AUQA) audits and is part of the good practice database.

Professor Alex Stojcevski Dean, School of Software and Electrical Engineering

Swinburne University of Technology Melbourne, Australia

Professor Alex Stojcevski is the Dean of School of Software & Electrical Engineering at Swinburne University of Technology, Melbourne Australia. He is responsible for providing academic leadership in the field of technology and applied engineering disciplines to all staff and students in the School. Prior to being appointed to Swinburne University of Technology, Professor Stojcevski was the Head of School of Science & Technology at RMIT University Vietnam, and prior to that appointment he was the Deputy Head of Deakin University’s School of Engineering and the Head of Electrical and Electrical Engineering in Australia. Over his academic career, Professor Stojcevski has held senior appointments at Victoria University in Australia as well as invited positions in New Zealand and Denmark. Professor Stojcevski holds a Doctor of Philosophy degree, Masters by research degree in Electrical and Electronics Engineering, and a Bachelor degree in Electrical Engineering. He also holds a Masters degree in Educational Leadership and a Masters degree in Project Based Learning (PBL) in Engineering and Science from Aalborg University in Denmark. Professor Stojcevski has also held numerous external positions such as external Professor of Aalborg University, Council member of the European Engineering Education Society, and is currently an international member of the consultative committee of the Centre for Problem Based Learning in Engineering and Sustainability, Aalborg University under the auspices of UNESCO. Professor Stojcevski is also an invited Fellow of the Institute of Engineers Australia. He has published more than 250 book chapters, journals, and conference articles and has attracted more than AUD$80M in projects funding.

Dr. John Tharakan is Professor of Engineering, Department of Chemical Engineering, Howard University. He has served as Chair, Director of Graduate Studies and is founding Faculty Adviser, Engineers Without Borders, HU Chapter. He received his BS (chemical engineering) at Indian Institute of Technology, Madras, MS and PhD in Engineering Science (Biochemical Engineering) from the University of California, San Diego, with post-doctoral training at American Red Cross, Plasma Derivatives Laboratory and appointment as Research Scientist, prior to starting his academic position at Howard. His expertise is in environmental engineering, biotechnology, appropriate technology, engineering education, sustainable development and ethics in science, He was Fulbright Senior Scholar (’06-’07) and Fulbright-Nehru Senior Scholar (’16-’17) in India researching biological methods of waste treatment and technology innovation and impact.
