MethodologyThe participants will be actively involved inthe workshop. The sessions will combinepresentations, case studies and discussion onpractical problems. You will have ampleopportunities to present your ownproblematic issues and discuss them with thespeakers and participants from other MemberStates.

Just send to us your cases and questions inadvance! We will forward them to ourspeakers, who will include your issues in theprogramme and answer them during thetraining. All information concerning suchproblems and cases will be treatedconfidentially.

Maciej AulakHead of Unit responsible for the coordination of Technical Assistance in the Ministry of Infrastructure and Development, Poland

He has been working in the area of EU assistance for over 12 years. In the years 2003-2006 he was responsible formonitoring and coordination of Phare programme and for the preparation of Transition Facility in the Office ofthe Committee for European Integration. Since 2007 he has been working in the Ministry of Infrastructure andDevelopment, where he is responsible for the management of the Technical Assistance Operational Programme.He holds an M.A. in political sciences. He speaks English, French and German. He is married and has threechildren.

Olga GuzaDeputy Director of EU Funds Audit Department, Ministry of Finance of the Republic of Latvia

Olga Guza is Senior Expert in the Audit Authority for ESF, ERDF, CF and other financial mechanisms. She has beenworking in the area of auditing EU Funds since 2003. She started as an internal auditor for auditing the EU pre-accession instruments and continued performing and managing system audits of the EU Funds. Her currentresponsibilities are related to the quality control for the Audit Authority’s work. She also is responsible for themanagement of EU Funds’ Technical Assistance project for the Audit Authority, including budget planning,management of the implementation of the Technical Assistance project, budget monitoring and participation inprocurement procedures necessary for the implementation of the Technical Assistance project. In 2014 she alsoparticipated as an expert in a Twinning project with Croatia “Strengthening the competence of public internalauditors in the Republic of Croatia in auditing Cohesion and Structural Funds in line with the best EU practice”.

Zsuzsanna KondorFormer Head of Managing Authority of Operational Programme Technical Assistance and Headof Coordination Managing Authority, Hungary

Zsuzsanna Kondor has been working as a National Expert for the European Policies Research Centre. She hasgained extensive experience in delivering Cohesion Policy in Hungary since 2002 and acting as head of theCoordination Managing Authority over a decade provided insight into structures and practices of other MemberStates, too. She was involved in the design and ongoing development of Hungary's implementation regime forCohesion Policy as well as in executing the Technical Assistance Operational Programme 2007-13. She heldresponsibility for commissioning technical studies, impact assessment and evaluation in relation to the sectoral,regional and technical assistance operational programmes as well as to regulatory changes for the period 2014-2020. During Hungary's EU Presidency her role was the operational management of the Cohesion Policy dossier.As a free-lance consultant since early 2014 she has contributed to several EC, international donor and nationalbudget funded projects exploring various aspects of Cohesion Policy implementation. In September 2016 shejoined the National University of Public Service undertaking the responsibility of designing and implementingpublic policy and Cohesion Policy related research and educational programmes, including the elaboration oftextbooks, case studies and other reference materials as well as the delivery of lecture for undergraduate,graduate and postgraduate students.

Andrew LuffDirector at ACL European Consultancy, Cambridge, United Kingdom

Andy has fifteen years experience of working with European Structural Funds. This includes ten years hands onpractical management of European Structural Funds. This experience was gained during his time as a seniormanager (Head of Programme) in the UK East of England Region. Andy was Head of ERDF and CommunityInitiative Programmes at the Government Office for the East of England from 2001 to September 2007 and thenHead of European Programmes at the East of England Development Agency (EEDA) from October 2007 to June2011 . He also completed a secondment to the UK (England) ERDF Managing Authority (Department forCommunities and Local Government) in August 2011 assisting with transitional arrangements followingrestructuring of the management responsibilities for ERDF programmes in England.Andy has an excellent reputation and proven track record of successful delivery of European Programmes. He iswell known for his partnership working abilities and highly regarded for his technical knowledge and expertise.He is a qualified project manager (PRINCE2). Andy lectures in structural fund programme management at theEuropean Academy in Berlin. He has delivered support for programme administrations in Latvia, Estonia, TheNetherlands and Croatia.Since August 2011 Andy has assisted a range of organisations to access over £30m of European Funding. He hasalso been heavily involved in strategy development and implmentation planning for the 2014-20 programmeperiod.

Urszula WójcikChief Expert on Technical Assistance in Public Administration, Poland

Gained her initial working experience with public administration in the Civil Service Office. Later, she continuedher work in public sector in the field of the European Funds. She is an expert on programming technicalassistance as well as assessing and selecting projects for co-financing. She has dealt with technical assistance forthree consecutive programming periods – starting form financial perspective 2004-2006. She is also involved ineligibility assessment, evaluation process and technical assistance support for increasing the administrativecapacity of institutions, beneficiaries and partners in Poland. She holds a Master’s degree in administration fromWarsaw University of Technology, Poland. She speaks English, French and a bit of Spanish.
