PREMIUM INCREASES COULD HALT NY RACINGBy T.D. Thornton The quiet of the current holiday break on the NewYork racing circuit was jarred on Friday afternoon bythe news that a sharp increase in premiums thathorsemen must pay to fund the New York Jockey InjuryCompensation Fund could shut down racing andtraining at Aqueduct andBelmont Park as of Jan. 1. Daily Racing Form firstreported that the horsemenare on the hook for a 59%increase in premiums tocover workers=compensation insurancecoverage for jockeys andexercise riders. DRF quotedthe cost for blanketinsurance at $6.7 million for2015, up from $4.3 millionin 2014. At 4:30 p.m. Friday, whenTDN reached Rick VioletteJr., president of the NewYork Jockey Injury Compensation Fund, he said he wasjust about to take a conference call on the matter anddeferred comment until Monday. AIt=s a real flowing subject right now, with a lot ofballs in the air,@ Violette said. AAnd I=m not going tocomment further until all the balls are in place.@ According to a page on the website of the New YorkState Workers Compensation Board, any Ajockey, apprentice jockey, or exercise person performingservices for an owner or trainer in connection with thetraining or racing of a Thoroughbred horse at a facilityof a racing association@ is considered an employee ofthe owner and trainer, which is why the horsemen areresponsible for providing workers= compensationcoverage. The DRF article explained that horsemen essentiallyhave three choices: Pay the increased annual premiumto the New York State Insurance Fund in full, make apartial payment for short-term coverage while seeking adeal with another insurance provider, or allow racingand training to go dark without any coverage at all. Either way, the Jockey Injury Compensation Fundmust present a plan at Monday=s noon New YorkGaming Commission meeting, where the subject islisted on the agenda under the heading Aemergency andproposed rulemaking.@

CHRB RAT POISON FINDINGS REVEALEDBy T.D. Thornton The rat poison found in the livers of six horses thatdied from internal hemorrhaging almost certainlyentered the horses= systems after stable employeesmoved commercial pest control bait closer to and eveninto stalls in an attempt to more effectively controlrodents, a California Horse Racing Board safety officialtestified at the commission=s Dec. 18 meeting. AI saw no indications of imported feed or othermaterial contamination, and no evidence that therodenticides are being used forperformance enhancement assuggested by some as a bloodthinner,@ Jeff Salmon, head ofthe CHRB's track safetyprogram, told thecommissioners. His backstretchinspections, conducted over thepast year, were part of theboard=s ongoing investigationinto a spate of sudden equinedeaths dating as far back as2011. Dr. Rick Arthur, the CHRBequine medical director, toldTDN on Friday that while thedetermination of anti-coagulant poisoning explains themystery of the unusual deaths, his team will continueto Arefine our diagnostic capabilities@ and will activelyinvestigate any other sudden equine deaths that occurat California racetracks. CHRB cont. AThe bottom line is we don=t think there=s anymalfeasance,@ Arthur said of the poisonings. AWe thinkit is accidental and unintentional. It is a difficult issue, and part of the problem is we have to look atalternative ways for rat control. There=s not a racetrackin this country that does not have a rat problem.@ At the Dec. 18 meeting, Arthur cited a study heco-authored in the January 2015 issue of the Journal ofVeterinary Diagnostic Investigation that examined thesudden collapse and death during exercise of fivehorses (a sixth death occurred after the article wassubmitted for publication). In all of them, massivehemorrhaging was observed in necropsies, andlow-toxicity levels of the pesticides brodifacoum, diphacinone, or bromadiolone were detected. Although only traces of the poisons were found, it isspeculated that exercise-related increases in bloodpressure may have reduced the threshold for toxicity, causing the deaths. The report further cited evidence that the use ofphenylbutazone (Bute) may have potentiated thepoisons in at least two cases. Arthur said rodenticides had not been part of thestandard toxicology screen until the CHRB beganinvestigating the deaths of seven horses trained by BobBaffert between 2011 and 2013, and that at first histeam was Agrasping at straws@ in looking for rodenticidepoisoning.

But when one of the Baffert trainees showed tracesof the poison, the testing was expanded to all horseswhose deaths could not be otherwise explained. For comparison, Arthur said necropsies on 27 California racehorses that died during the same timeperiod from musculoskeletal injuries were also testedfor the presence of rodenticides, but none were found. AAll of the horses [with traces of poison] died duringor after exercise, which is very important,@ Salmon said.AThere=s no other explanation for why the horse wouldbleed so much internally.@ Salmon explained that brodifacoum is considered aAsecond-generation@ rodenticide. Such poisons are farmore potent than Afirst-generation@ rodenticides thathave been phased out over the past three decadesbecause rats have developed a resistance to them. AThey stay in the horses= system a long time,@ Salmonsaid, from between four and 12 months. Salmon said Santa Anita, Del Mar and Golden GateFields are three California tracks that hire commercialpest control vendors (as of July 1, the use ofsecond-generation pesticides by individuals has beenbanned in California). The companies place therodenticides on the perimeter of shed rows, but stableemployees move them closer to horses, thinking theyare helping to control rats. Cont. p7

Rat Poison cont.

ARodenticide bait theft is common,@ Salmon said.AWhat happens is that backside personnel will loot thestations or remove them completely, and they use themin a way that they see fit. Oftentimes, the rodents willactually burrow up into a particular stall. I sawinstances of poison being placed inside the burrows inan area where we wouldn=t want to see it put in. Themost probable source of the anti-coagulant rodenticidethat is showing up in these horses in my estimation isunauthorized use. I saw many instances of ampleopportunity for contamination in feed bins and othersources.@ CHRB first vice chair Bo Derek said called forAaggressive@ action because Ait doesn=t seem that ourhorses and these anti-coagulants are compatible in aliving situation.@ Salmon said that an outright ban on second-generation rodenticides is not feasible because there isno other plan in place to effectively control the ratproblem. He said the first step will be an educationoutreach program to get backside personnel tounderstand the grave dangers of the poisons. Salmon also suggested that at tracks where stablingis ample, horses could be rotated into different barnswhile vacant stalls are more thoroughly eradicated ofvermin. Arthur said he knows of no proactive blood test thatwould detect the presence of the poisons in a horse=sliver. AWe just don=t think we can identify thisante-mortem,@ he said. Board members discussed the use of cats as naturalpredators for rats. But Arthur said putting out food forcats only lures possums, which creates an EPM (equineprotozoal myeloencephalitis) hazard.

ECLIPSE VOTERS FACED WITH DIFFICULTCHOICE IN 2YO MALE DIVISION By Bill Finley The GI Breeders= Cup Juvenile didn=t provide Eclipsevoters with anything definite. And it doesn=t figure thattoday=s Los Alamitos Futurity, the last Grade I race ofthe year for this division, will either. The race drew justfive horses and the only stakes winner among them isNo Problem (Munnings), who captured the GIII BobHope in his last start. There=s not an Eclipse Awardwinner in this field. So when voters fill out their ballots, they=ll likelyfocus on two horses, Juvenile winner Texas Red (AfleetAlex) or dual Grade I winner American Pharoah(Pioneerof the Nile). It looks like a battle between ahorse that won the most important 2-year-old race onthe calendar and one who was brilliant during anabbreviated campaign. Neither has bad credentials.Neither has perfect credentials. After finishing fifth in his career debut in a maidenrace at Del Mar, American Pharaoh stepped up intotougher company and beat up on four rivals in the GI Del Mar Futurity. Cont. p10

Texas Red finished third, 4 3/4 lengths behind the winner. American Pharoahwould have been the solid favorite in the race, but waswithdrawn due to a bruised left front foot. AWhen I had to pull him out of the Breeders= Cup, itwas such a low point,@ Baffert said. AIt was hard to getback into the Breeders= Cup.@ The race became a wide-open one when AmericanPharoah came out and the horse that stepped up andfilled the void was Texas Red. Just a maiden winner atthe time, he took advantage of a fast pace and closedfrom last to win by 6 1/2 lengths for trainer KeithDesormeaux and jockey Kent Desormeaux. TheBreeders= Cup win was a big win, but it was his lonestakes victory. Texas Red=s co-owner, Eric Brehm Sr., understandsthat American Pharoah did some special things on theracetrack, but he doesn=t believe he accomplishedenough to unseat a Breeders= Cup winner when itcomes to a championship. AHe won the head-to-head match up in the FrontRunner and we won he Juvenile,@ Brehm said. AI guessthe voters are going to have to decided which of thetwo is more important. Of the seven or eight horsesthat have won the Eclipse Award without winning theBreeders= Cup Juvenile, none of them have done it offtwo wins. Usually it has been an undefeated horse thathad four wins or so.@ Brehm knows his horse is no cinch to win the EclipseAward and he also knows he and his partners couldhave clinched the title had they decided to run in theLos Alamitos Futurity. Considering the field it drew, it=shard to imagine Texas Red wouldn=t have won.

AYes, we thought about the Los Alamitos race,@ hesaid. AWe planned first to get to the Breeders= Cup andthen the strategy was how best to get to the KentuckyDerby. To go to Los Alamitos, we had to considerchanging our original plans, which was to give him 45 days off. We could have cut it short, gone after theLos Alamitos race and put the whole Eclipse Awardthing to rest. But we said what do we really want here?It would be nice to get an Eclipse Award but we didn=twant to deviate from our original goal, which was tofollow what we felt was the best plan to have right forthe Kentucky Derby.@ Ironically, Baffert was in the same position last yearthat Texas Red=s connections now find themselves in.He won the Juvenile with New Year=s Day, his onlystakes win on the year. Voters seemed to be looking foranother alternative and found one when Shared Beliefwon the Cash Call Futurity, now the Los AlamitosFuturity, by 5 3/4 lengths. That earned him an EclipseAward. Baffert hopes American Pharoah is on the winningend this year. AIt=s not just that [American Pharoah] won the twoGrade I=s,@ Baffert said. AIt=s how brilliant he was. Lastyear I had New Year=s Day and it looked like he wasgoing to get the Eclipse and along came Shared Belief.People went for him because of how brilliant he was.People tend to look for to go with the brilliance, sothat=s definitely something in American Pharoah=sfavor.@

JACINTO HERRERA--THE MAGICIAN IS BACK,AND HE’S COME TO AMERICABy Diego H. Mitagstein Back in November 1994, when I first met JacintoHerrera, he was already a well-known jockey inArgentina, one of many Peruvians to marvel race fansall over the world. His contemporaries were EdgarPrado and Edwin Talaverano, two brilliant names on along list that includes Jorge Chavez, Rafael Bejaranoand Alan Garcia. On that day in 1994, Jacinto was riding a horse,Orday (Arg), who was bred and owned by my family

and competing atSan IsidroRacetrack. Iclearly rememberwatching the raceat an OTB parlor--Icouldn=t get theday off from workto go to the track--and was amazedas Jacinto keptOrday almost 20 lengths off theleader...in a one-mile race! Using atactic that wouldbecome more andmore common

during following years, Jacinto waited until Ordayturned into the long, uphill stretch at San Isidro beforeturning loose a frantic rush that ended when they bothreached the finish line three lengths in front. That was a typical race for Jacinto, a master inletting a horse relax well off the lead, going long orshort, only to coax from them a true killing rush, andalways causing that mix of surprise and admirationamong colleagues, horsemen and fans. He knew howto calm horses down as well, to the point of havingbecome a sort of last resort for those horses whoseemed like they would not make it at the races. Jacinto became a magician, by consensus and by thejudgment of an awestruck South American racingcommunity. Fast forward toJuly 30, 1998,just another raceat San Isidro, butone that wouldchange Jacinto=slife forever. Therewas a four-horsespill, and Jacintosuffered seriousinjuries to his backthat seemed toend his career as ajockey. But with the help of many, in particular hisfamily and the Ceriani family, Jacinto became a trainer

and had his share of success. Among his standoutswas last year=s G1 Gran Premio Ciudad de Buenos Airesheroine Watch Her (Arg) (Mutakddim). That six-timegroup winner confirmed Jacinto=s link with LaQuebrada, which owned and bred her, and which beganits relationship with Jacinto when he was a fresh-faced18-year-old who had just accepted an invitation to ridein Argentina. But the magician had another surprise up his sleeve.Despite being a successful trainer, he wanted to have ago at rekindling his riding career--this time, in theUnited States. And so, a few months ago, to the U.S.he went. On Nov. 1, he took his first mount for hisfriend Horacio Barbar<n. For the next six weeks, helooked for just another bit of magic on the few horseshe rode. Finally, the magic returned on Saturday, Dec. 6 at Tampa Bay Downs. That=s when the 50-1first-timer Forty Straight (Forty Grams), running frombehind, of course, streaked across the line first in a$25,000 maiden claimer. It was just like the magicianused to do it back in Buenos Aires. His words after the race were measured. AI am hereto enjoy riding, taking it slowly, getting fitter by theday. I have to learn many things here; it is just adifferent style, and the tracks are different.@

At 43, JacintoHerrera is back. The magician fromPeru, the manwho set recordafter record inArgentina, theman whoconvertedthousands ofracing fans intoloyal admirerswith hiscontinuous

surprises. Jacinto is back, and we are all very happy tobe able to enjoy his tricks again. Diego Mitagstein is the editor of TurfDiario.

Malones Purchase Ballylinch Stud cont. from p1 Killeen Group Holdings, the former owners ofBallylinch Stud, have decided to exit the bloodstockindustry in Ireland. The Mahony Family, owners ofKilleen, commented in a release that, Ait is particularlypleased to have completed the sale of Ballylinch Stud toJohn and Leslie Malone, given their longstandingcommitment to, and international standing in, thebloodstock industry. The fostering of Ballylinch Stud, through investment and expansion, was a key projectof the late Dr. Tim Mahony, and it was a personaldelight for him to have seen Ballylinch=s reputation soarinternationally. The Killeen Group believes that the timing was rightfor this sale, given the rapidly improving economicclimate, the positive outlook for the bloodstock industryin Europe and Ballylinch=s significant recent successes, all of which have combined to deliver an environmentwhich sees the Stud trading strongly.@ Ballylinch Stud is the current home to leadingEuropean freshman sire Lope de Vega (Ire) as well asBeat Hollow (GB), Dream Ahead, Intense Focus andLawman (Fr). All of the Ballylinch Stud staff will be retained.

FRENCH STALLIONS IN THE SPOTLIGHTBy Alix Choppin For the first time in over a decade, six stallions willserve covering duties in France at fees of i15,000 andover. The distinguished sextet comprises Siyouni (Fr)(i20,000) and Makfi (GB) (i17,500), both standing atthe Aga Khan=s Haras de Bonneval; Haras de laCauviniere=s Le Havre (Ire) (i20,000); Haras deColleville=s prideand joyKendargent (Fr)(i18,000); AlShaqab=snewcomerOlympic Glory(Ire) (i15,000);and Haras duQuesnay=s starsire Motivator(GB) (i15,000).This number willincrease further inthe near future as Intello (Ger), who served his first twoseasons at Cheveley Park Stud at a fee of ,25,000; andCharm Spirit (Ire), who retires to Tweenhills at the samefee, are both set to relocate to France in 2015.

This season, only three French-based stallionscommanded fees of i15,000 and up, namely Redoute=sChoice (Aus) at i60,000--who will stay in Australianext year--and Kendargent and Motivator, both ati15,000. Two years earlier, Elusive City (Ire) was thesole French-based sire to reach i15,000. Such lack indepth appeared as a severe depletion when comparedto the golden era of the late 1990s, when the likes ofLinamix (Fr), Highest Honor (Fr), Anabaa, Bering (GB)and Kendor {Fr} commanded fees up to i60,000. Georges Rimaud, Head of the Aga Khan Studs, saluted the resurgence of the French stallion roster. AThis really is a positive sign for all those who breed inFrance,@ he said. AFirst of all, this rise in covering fees isa true reflection of the upgraded quality of French-based stallions. Olympic Glory is a four-time Group 1winner, Motivator has sired a dual Arc winner, and theother four are highly exciting young sires, whose firstcrops have achieved outstanding results both on thetrack and in the sales ring.@ He continued, AMore depth in the upper stallionmarket will mean more opportunities for the bettermares to be covered in France, while in recent years, breeders who wanted to use the top-tier stallions hadlittle choice but to send their mares abroad. I evenbelieve that this bunch is good enough to buck thetrend and attract significant numbers of mares fromabroad. Our experience with Redoute=s Choice hasshowed that it is feasible: almost half of the mares hecovered at Bonneval came from the UK, Ireland,Germany and even North America. At every sale thisyear, we saw progeny of Kendargent, Siyouni and LeHavre being bought by investors from as far afield asAustralia, China or Japan, so I can see why morebreeders from all around Europe would want to usethem.@
