1:1IS Excellency the Governor General in and over the Com-monwealth of Australia, by and with the advice of the

Executive Council thereof, has approved of the following :REGULATIONS FOR THE CONDUCT OF INQUIRIES UNDER THE

EXCISE ACT 1901.Section 15)5.

The written consent of any person to the settlement of adispute by the Minister shall be according to form of theSchedule hereunder.

In cases where the Minister decides to hold an inquiry thefollowing shall be the rules therefor :

The person who occupies the position of defendant in the caseshall have full opportunity of bringing forward his evidence andof defending himself.

The person who occupies the pesition of prosecutor shall makea short statement of his case.

The evidence of the witnesses supporting the charge shall betaken.

Such witnesses may be cross- examined by the defendant, andre- examined by the prosecutor.

The defendant's witnesses shall then give their evidence, andthe defendant may himself give evidence.

Such witnesse§ may ba cross - examined by prosecutor, andre- examined by defendant.

The defendant, or person appearing for him, may then addressthe conductor of the inquiry, and the prosecutor shall have theright of reply.

The conductor of the inquiry shall then give his decision orreserve his decision until some future day and time which heshall announce.

The defendant may be represented by counsel, or (with theapproval of the conductor of the inquiry) by some other person.

IT is hereby notified that a Special Competitive Examinationfor boys between the ages of 13 and 15 years at the

date of examination will be held on Saturday, the 23rdJanuary, 1904, for appointment to the position of TelegraphMessenger at the following places :

The salary attached to the position is Minimum, £26 perannum ; maximum, 252 per annum.

Attention is directed to Section 10 of the Post and TelegraphAct 1901, which provides that candidates appointed to theposition of Telegraph Messenger must retire from the Serviceimmediately on attaining the age of 18 years, unless previouslyAppointed to some other position in the Service.

Subjects of examination will be(a) Handwriting To be tested by copying out at least 200

words from a passage of simple English.(b) Spelling To be tested by writing from Dictation not

less than 100 words.(c) Arithmetic First four rules, simple and money.

Tenders, which must state a price at per mile for new linecomplete, and an additional price at per mile for any addi-tional- wire required, must be addressed to the Deputy Post-master- General, Sydney, and indorsed "Tender for the erectionof telephone line. Graman to Ashford."

The time within which the work can be completed is to bestated.
