Task Force on Traffic Capacity Across the Chesapeake BayFindingsolutionstothecapacityandsafetyneedsassociatedwiththeBayBridgeisapriorityforGovernorRobertL.Ehrlich,Jr.’sAdministration.TheGovernorincludedtheBaycrossinginhis101OutstandingIdeasforMaryland.

Withreleaseofthe2004TransportationNeedsReport,theMarylandTransportationAuthority,ledbyChairmanandStateTransportationSecretaryRobertL.Flanagan,hastakenacriticalfirststeptowardasolution.TheReportassessesandoutlinesneedsassociatedwiththeBayBridge,includingtheneedforadditionalBaycrossingtrafficcapacity.Todeterminehowbesttoaddresstheseneeds,variousstakeholdersneedtobeconsultedandavarietyofissuesmustbeconsidered.Suchissuesmayincludeenvironmental,economic,traffic,andcommunityimpacts.

Giventhecomplexityandsensitivityoftheseissues,SecretaryFlanaganhasconvenedtheTaskForceonTrafficCapacityAcrosstheChesapeakeBaytohelpeducatevariousstakeholdersaboutthedocumentedneedsattheBayBridgeandtoexploretherangeandcomplexityoftheissuesassociatedwithaddressingtheseneeds.Throughavarietyoffact-findingmeetings,theTaskForcewillhelp

engagethepublicandinterestedstakeholdersinadiscussionofhowtobalancethesecomplexissuestomeettheidentifiedneeds.AlthoughthemembersoftheTaskForcewillassistinbalancingandunderstandingtheseissuesandwhatstepsmaybeneededtoaddresstheneeds,theywillnotidentifyanyspecificprojecttobedeveloped.FurtherplanningforanyfutureprojectwilloccurthroughFederalandStatemandatedplanningandreviewprocesses.

In1991,JimwasappointedasMaryland’sSecretaryofTransportation.Jimcreatedanunprecedentedprogramthattodatehassavedmorethan4,500acresofCivilWarbattlefieldlandinMarylandandisthenationalmodelfortheuseofTEA-21transportationfundsforbattlefieldpreservation.DuringhistermasChairmanoftheGovernor’sGreenwaysCommitteeinMaryland,JimworkedtocreateGreenwaysthroughoutMaryland.HebringsthisproactivespiritanddeepcommitmenttoCivilWarbattlefieldpreservationtohispositionasPresidentoftheCivilWarPreservationTrust.JimhasbeenPresidentoftheTrustsince1999.
