    are aware, National Security Decision Directive(NSDD) 38 is the mechanism by which, in consultation with theDepartment of State, USG Executive Branch Agencies agenciesseek Chief of Mission (COM) approval to change the size,composition, or mandate of positions overseas. State's Officeof Management Policy and Planning (M/P) is the coordinator forall NSDD 38 proposals and other COM authority issues.

    In the interest of increasing customer satisfaction,streamlining and reducing paperwork, M/P has worked tc improvethe NSDD 38 process. We met with representatives from * r c s . nother agencies (as well as internal State customers in regionaland functional bureaus) to hear concerns and solicit idea?.The two major problems cited universally were that (1) theNSDD 3 < ' process in Washington is cumbersome, and (2) some O.'Msdo not respond in a timely manner. With the agencies' activecooperation and encouragement, we are happy to announce a newprocedure which we believe will reduce steps and eliminate m < - > s t _ -concerns voiced.

    I I - quickly became clear to us that NSDD 38 cases becomeonerous, both in Washington and at post, predominately becauseof incomplete information. To assist and prompt agencies inproviding full justification and other relevant informationnecessary for a complete request, we developed the attachedchecklist. When proposals include all of the informationsuggested on the checklist, all of us involved in the process(requesting agencies, M/P, other State offices, and posts') willbe able to act upon proposals more effectively and efficientlybecause we will no longer need to seek repeated clarificationsor additional information.

    The resolution of administrative support issues prior t '.the approval of position increases has become mandatory irtoday's budgetary climate. The International CooperativeAdministrative Support Services (ICASS) system, whoseimplementation began April 1, 1996,will overcome many of thesupport concerns which have delayed NSDD 38 cases. IC'ASS willremove most cost issues from the table, allowing COMs to basetheir decisions primarily on substantive policy considerations.
