This is the first thing that they have made available (we have received /nothing else yet) . /This is unacceptable and we are being slow-walked. I thought that Justiceinstructed the agencies to waive the third-party rule.FYI, Treasury was making similar noises about this in our meeting this morning.I am happy to respond to this but need more information about the status of thethird party rule. Thedifficulty is that they are using these documents to preparerenewals, so each set may be available off and on.     5. All documents , concerning the period from 1998 to September 20, 2001:a. evaluating or analyzing the effectiveness of programs or policies of theDepartment of State specifically, or the U.S^governm ent generally, toanalyze, tr ack or disrupt terrorist activities, including terrorist finance,including, but not limited to, all internal inspections reports, inspectorgeneral reports, and GAO evaluations;b. setting forth, describing or interpreting policies and procedures, includingMemoranda of Understanding, for cooperation with any local, state, orfederal government agency (or between or among components within theDepartment of State), to analyze, track or disrupt the financing activities

    of Usama bin Laden, al-Qaeda or related groups; orc. setting forth, describing or interpreting policies and procedures forcooperation with foreign governments or multilateral organizations toanalyze, track or disrup t the financing activities of Usama bin Laden, al-Qaeda, or related groups .

    The Commission requests that the docum ents requested above be provided as soon asthey are available, even thou gh all requested documents may not be provided at thesame time, through means of a "rolling" production.
