Executive Summary

2011-T1 (Requestor) submitted a request to Western Area Power Administration (Western) for new points of delivery. These new points of delivery are:

• East Business Park 15 MW • National Center for Atmospheric Research (NCAR) 12 MW • Swan Ranch 25 MW

Topology around the requested points of delivery was changed to account for this new load, in addition to anticipated projects. Four options were looked at to serve this new load. The best option is to loop-in and sectionalize Western’s Archer – Hayden 230-kV and Ault – Cheyenne 230-kV transmission lines into a new substation called “Cheyenne South.” The estimated cost for this new substation is 5.0 Million dollars.

I. Introduction

The Requestor submitted a request to Western for new Network Load Points of Delivery (POD) in the Cheyenne area. This System Impact Study is to identify the following:

• Identification of any thermal overload or voltage limit violations resulting from the request;

• Description and non-binding estimated cost of facilities required to the Transmission system and to address power flow issues;

A map of the study area is shown in Figure 1.

II. Methodology

A. TOT Description

Within the Western Interconnection there are 80 defined constrained transmission paths. A path’s constraint is due to power branch limitations. The limitation can be either a physical constraint or a stability constraint.

III. Base Case

Requestor completed a load growth assessment for projected load in the Cheyenne area. This system impact study was based upon the results of the 2013 study. More specifically the study outlined the following changes.

• 40 MVAR capacitor at Skyline Substation • 30 MVAR capacitor at NCAR

• East Business Park Substation with projected 15 MW load • NCAR, projected load of 12 MW • Swan Ranch Substation, projected load of 25 MW

In addition to these changes, Western will be installing a second 230/115-kV 200 MVA transformer at Cheyenne Substation.

IV. Transmission Options

In order to effectively serve this new load, Requestor has proposed that a new substation be built, “Cheyenne South.” Four possible interconnection arrangements for this new substation were evaluated. A. Option A

Loop-in and sectionalize Western’s Archer – North Park 230-kV transmission line, into the proposed Cheyenne South Substation.

B. Option B

Loop-in and sectionalize Western’s Ault – Cheyenne 230-kV transmission line into the proposed Cheyenne South Substation.

C. Option C

Loop-in and sectionalize Western’s Archer – Ault 230-kV transmission line into the proposed Cheyenne South Substation.

D. Option D

Loop in and sectionalize Western’s Archer – North Park 230-kV transmission line and Ault – Cheyenne 230-kV transmission line into the proposed Cheyenne South Substation.

V. Criteria

A. System Intact

Voltage will remain within the required 0.95 to 1.05 per unit range (p.u.). Transmission lines and transformer may not exceed 100% of their nominal rating .

B. Contingencies

Bus voltages shall remain between 0.90 and 1.10 p.u. Transmission lines and transformers shall not exceed their continuous thermal rating or an established emergency rating. With the base case modified as described, N-1 single contingencies were taken see Appendix A.

VI. Results

With the proposed addition of “Cheyenne South,” the metering points of TOT’s 3 & 5 may need to be changed. Currently an element of TOT 5 is the Archer – North Park 230-kV transmission line metered at Archer. If “Cheyenne South” sectionalizes the Archer Hayden 230-kV transmission line than a new meter point may be necessary. The following overloads were observed during N-1 contingencies (Appendix A): A. Benchmark Case

• Archer 230/115-kV 100 MVA transformer

The loss of Western’s Archer – Ault 230-kV transmission line, causes the overload of Western’s Archer 230/115-kV 100 MVA transformer. Currently Western is in the process of evaluating options for the Archer transformers. The loss of the parallel 230/115-kV 167 MVA transformer results in an overload of the 230/115-kV 100 MVA transformer. Western is currently in the process of evaluating options for the Archer transformers.

• Sterling-Peetz-Sidney 115-kV transmission line The following contingencies cause an overload of the Sterling-Peetz-Sidney 115-kV transmission line; Sidney-Spring Canyon, Spring Canyon-North Yuma, and Spring Canyon Generation. There currently is a Remedial Action Scheme (RAS) in place, Sidney DC tie runback, to alleviate this overload.

B. Option A

• Archer 115/230-kV 100 MVA transformer The loss of the Archer – Ault 230-kV causes the overload of Western’s Archer 230/115-kV 100 MVA transformer. F. Prior Outage

Due to the failure of one of the phases of Archer KV1A, 230/115-kV 166 MVA, transformer it has been de-rated to 100 MVA. Western is currently in the process of evaluating options for Archer Substation. Due to KV1A being de-rated, the loss of KV1A was taken as a prior outage (Appendix C).

With the prior outage of KV1A taken into consideration, Option D provides the best solution.

These estimates do not include any additional land, or right of way that may be necessary. Western will maintain, operate, and control the 230-kV yard.

VIII. Conclusion

Requestor is anticipating load growth in the Cheyenne Area in the next two years. To serve this new load Requestor has proposed creating a new substation called “Cheyenne South.” To effectively serve this new load, Western looked at four scenarios: • Option A

Loop-in and sectionalize Western’s Archer – North Park 230-kV transmission line, into the proposed Cheyenne South Substation.

• Option B

Loop-in and sectionalize Western’s Ault – Cheyenne 230-kV transmission line into the proposed Cheyenne South Substation.

• Option C

Loop-in and sectionalize Western’s Archer – Ault 230-kV transmission line into the proposed Cheyenne South Substation.

• Option D

Loop in and sectionalize Western’s Archer – North Park 230-kV transmission line and Ault – Cheyenne 230-kV transmission line into the proposed Cheyenne South Substation.

Based upon study results, Option D is best suited to serve this new load. This option is estimated to cost 5.0 Million dollars. This estimate does not include any additional land or right of way that may be necessary.
