    UNITED NATIONS SECURITY COUNCIL RESOLUTION 2139

    22 February 2014

    The Security Council

    Recallingits resolutions 2042 (2012), 2043 (2012)and 2118 (2013), and its PresidentialStatements of 3 Auust 2011, 21 !arch 2012, " A#ril 2012 and 2 $cto%er 2013,

    Reaffirmingits stron commitment to the so&ereinty, inde#endence, unity and territorialinterity of Syria, and to the #ur#oses and #rinci#les of the Charter of the 'nited ations,

    Being appalledat the unacce#ta%le and escalatin le&el of &iolence and the death of ello&er 100,000 #eo#le in Syria, includin o&er 10,000 children, as re#orted %y the 'Secretary*+eneral and the S#ecial e#resentati&e of the Secretary*+eneral for Childrenand Armed Conflict,

    Expressing grave alarmat the sinificant and ra#id deterioration of the humanitariansituation in Syria, in #articular the dire situation of hundreds of thousands of ci&ilianstra##ed in %esieed areas, most of hom are %esieed %y the Syrian armed forces andsome %y o##osition rou#s, as ell as the dire situation of o&er 3 million #eo#le in hard*to*reach areas, and deploringthe difficulties in #ro&idin, and the failure to #ro&ide,access for the humanitarian assistance to all ci&ilians in need inside Syria,

    Emphasizingthe need to res#ect the ' uidin #rinci#les of humanitarian emerencyassistance and stressin the im#ortance of such assistance %ein deli&ered on the %asis ofneed, de&oid of any #olitical #re-udices and aims, commendingthe efforts of the 'nitedations and all humanitarian and medical #ersonnel in Syria and in neih%ourin

    countries, and condemningall acts or threats of &iolence aainst 'nited ations staff andhumanitarian actors, hich ha&e resulted in the death, in-ury and detention of manyhumanitarian #ersonnel,

    Expressing grave concernat the increasin num%er of refuees and internally dis#laced#ersons caused %y the conflict in Syria, hich has a desta%ilisin im#act on the entirereion, and underscoringits a##reciation for the sinificant and admira%le efforts thatha&e %een made %y the countries of the reion, nota%ly .e%anon, /ordan, Turey, raand y#t, to accommodate the more than 24 million refuees ho ha&e fled Syria as aresult of the on*oin &iolence, hile acnoledin the enormous #olitical,socioeconomic and financial im#act of the #resence of lare*scale #o#ulations in these

    countries, and underscoringthe need for all #arties to res#ect and maintain the securityand ci&ilian character of cam#s for refuees and internally dis#laced #ersons,

    Welcomingthe #ledes totallin 52" %illion at the Second nternational 6umanitarianPledin Conference for Syria, hosted %y 7uait on 1" /anuary 2014, and expressing itsappreciationto !em%er States and reional and su%*reional oraniations that ha&e#leded to #ro&ide humanitarian assistance to #eo#le in need in all #arts of Syria,includin internally dis#laced #ersons, as ell as to refuees in neih%ourin host

    to ensure the #rotection of Syria9s :orld 6eritae Sites,

    Strongly condemningthe increased terrorist attacs resultin in numerous casualties anddestruction carried out %y oraniations and indi&iduals associated ith Al*;aeda, itsaffiliates and other terrorist rou#s, and reiteratingits call on all #arties to commit to#uttin an end to terrorist acts #er#etrated %y such oraniations and indi&iduals, whilereaffirmingthat terrorism in all its forms and manifestations constitutes one of the mostserious threats to international #eace and security, and that any acts of terrorism arecriminal and un-ustifia%le, reardless of their moti&ation, here&er, hene&er and %yhomsoe&er committed,

    3Demandsthat all #arties immediately cease all attacs aainst ci&ilians, as ell as theindiscriminate em#loyment of ea#ons in #o#ulated areas, includin shellin and aerial

    %om%ardment, such as the use of %arrel %om%s, and methods of arfare hich are of anature to cause su#erfluous in-ury or unnecessary sufferin, and recallsin this reard theo%liation to res#ect and ensure res#ect for international humanitarian la in allcircumstances, and further recalls,in #articular, the o%liation to distinuish %eteenci&ilian #o#ulations and com%atants, and the #rohi%ition aainst indiscriminate attacs,and attacs aainst ci&ilians and ci&ilian o%-ects as such?

    E!lso demandsthat all #arties tae all a##ro#riate ste#s to #rotect ci&ilians, includinmem%ers of ethnic, reliious and confessional communities, andstressesthat, in thisreard, the #rimary res#onsi%ility to #rotect its #o#ulation lies ith the Syrian authorities?

    11 Strongly condemnsthe ar%itrary detention and torture of ci&ilians in Syria, nota%ly in#risons and detention facilities, as ell as the idna##ins, a%ductions and forceddisa##earances, and demandsthe immediate end of these #ractices and the release of allar%itrarily detained #ersons startin ith omen and children, as ell as sic, oundedand elderly #eo#le and includin ' #ersonnel and -ournalists?

    on %urden sharin #rinci#les, to su##ort the neih%ourin host countries to ena%le them tores#ond to the roin humanitarian needs, includin %y #ro&idin direct su##ort?
