"The perspective of the MOEW in the management of tighten controls on pesticides in the framework of strategic plans of UAE"

Introduction: The perspective of the Ministry of Environment and Water in the management of tighter control of pesticides, working within the State's plans strategy to implement the decision of the Ministerial Council for Services No. (3/87) for the year 2009, on the launch of the strategy has a national management and tighter control of pesticides in the country (2009-2010) and under the guidance of HH Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, in order to raise the rates of food safety and promote environmental security of the state which does not come only through an integrated system for the management and tighter control over registration, import and release and handling of pesticides and disclosure residues in agricultural products and food commodities.This initiative was based on several topics: Development of pesticide legislation , Tighten controls on the import and circulation and the release of pesticides and integrated pest management programs for pests and diseases , Detection the quality of pesticides formulation and detection of pesticide residues in food.

Development of registration and import system of pesticides in the UAE-Ministerial resolution No. (409) of the year 2009 on the by-law (regulation) of the Arabian Gulf Cooperation Council (AGCC) pesticides law includes availability of two certificate of registration of at least two to have a protocol testing of the pesticide (studies field prior to registration) of the European Union countries or Japan or the United States of America. System has been developed Pesticide Control restricted the issuance of a form of undertaking its responsibilities towards the company's import of restricted pesticides, as well as the adoption of the model signature of the person responsible for the disposal of such pesticides are restricted.

- Ministerial decree No. 579 for the year 2010 to form a Committee for the registration of pesticides in accordance with the recommendations of the Ministerial Decree No. 409 of 2009 concerning the executive regulations of Law (system) of pesticides in the countries of the Cooperation Council for the Arab Gulf States.

Development of registration and import system of pesticides in the UAE

- Ministerial decree 849 of 2010 amending the ministerial decree No. 554 for the year 2009 concerning the banned pesticides and restricted use in the UAE by updating the lists of banned pesticides and restricted use in the UAE that the yum update those lists on an annual basis, with updated lists of banned pesticides (165 pesticide) and restricted (34 pesticides) in the Ministerial Decree No. 554 of 2009 (and for each of agricultural pesticides and veterinary and public health non-classification of the ban or under them) to the lists updated in accordance with established practice recently in developed countries like the European Union and the United States and others in the Ministerial resolution 849 of 2010 so that the lists of pesticides were separated according to the type used and the degree of seriousness in terms of toxicity to humans and animals and the degree of impact on the environment as well as the registration number has been added chemical CAS NO. Each pesticide separately.

Development of registration and import system of pesticides in the UAEThe total number of pesticides to the 401 pesticides were divided into five lists as follows: - Pesticides banned and restricted in the UAE (a total of 285 pesticide): List No. (1) of the pesticides banned and the number of 232 pesticide compounds.

List No. (2) of pesticides and restricted the number of 53 pesticide compounds

- Public health pesticides banned and restricted in the UAE (a total of 108 pesticide): List No. (3) for public health pesticides banned and the number of 80 pesticide compounds List No. (4) for public health pesticides and restricted the number of 28 pesticide compounds

- Pesticides Veterinary banned in the UAE (8 total pesticide): List No. (5) of the pesticides Veterinary banned and the number of pesticide compounds 8.

Legislation on the regulation of pesticides by pest control offices- Created a database of companies importing pesticides in the ministry to include data - for all pesticides imported by each company separately and the date of issuance of certificates of registration of pesticides.-The preparation of legislation provisions for the use of public health pesticides and the regulation of pest control offices and trading of restricted pesticides, out mechanisms that will emphasize the process of granting licenses to these offices and tightening control over its functioning.

Tighten controls on the import and release and handling of pesticides The Ministry of Environment and Water in collaboration with the Environment Agency – Abu Dhabi, creates a sophisticated electronic system on behalf of the integrated system for management of hazardous substances in United Arab Emirates, HAZMAT (http://www.hazmat.ae) which is developed by the Royal Scientific Society of Jordan to build a cooperation agreement with the Environment Agency - Abu Dhabi, so this system is used to tighten controls on the import and release and handling of pesticides in UAE and linked to the regulations applicable to the local departments and following the system of government electronic and creating electronic connectivity with all the plant quarantines of UAE and the Federal Customs Authority to promote follow-up to storage of pesticides to the companies through this program to find out available quantities of pesticides, and sites used to ensure that pesticides banned entry through the ports of UAE. This system will be used as a tool in the management and control of hazardous materials imported in the UAE and will contribute to the strict implementation and simultaneous ports in UAE trading system of hazardous materials and hazardous wastes.

In addition to providing information needed for decision-makers and stakeholders in an integrated manner on the types and locations and quantities of hazardous materials used within the United Arab Emirates. In addition to other objectives such as:

1 - Department of the consolidated list of prohibited substances and restricted by the competent authorities in the UAE(Armed Forces-Chemical Weapons , Federal

Authority for Nuclear Regulation (FANR)- Radiation Sources , Ministry of Env. and

Water-Industrial- Ozone depleting substances - Pesticides and Fertilizers, Ministry of Health - Narcotics/ Precursors, Ministry of Interior- Explosives).

2 - Control of entry of banned and restricted compounds to UAE. 3 - Issuing of import permits for hazardous materials electronically (e-permits). 4 - Pages for safety of chemicals (MSDS). 5 - Follow-up materials and installations dealing with hazardous materials. 6 - Provide a database of incidents related to hazardous substances.

7 - Providing a database of violations related to hazardous substances. 8 - To provide immediate reports and statistics for the hazardous substances. 9 - Creating a database of companies dealing with the ministry. 10 - Design system to track the quantities of imported pesticides.

This will ensure the implementation of this system the link between the concerned authorities to hazardous substances and define their roles so as to avoid duplication and support for complementary action and cooperation in the management of hazardous materials, in addition to that it would be an important source and essential in providing information on hazardous substances for each concerned in UAE.

Scientific basis for the implementation IPM programsWas intensified the role of prevention of risk of pesticides and rationalization of consumption through public awareness and extension of access to global conditions to be met by plantations modern (GAP) Good Agricultural Practice and through cooperation with regional and international organizations, universities and research centers relevant, have been held several sessions Training, seminars and workshops specialized in the safe use of pesticides as: - Was held a training course for engineers and advisers, the Ministry and the local departments concerned for "the use of biological control and integrated pest control" in cooperation with the Dutch company of pesticides called Koprt and King Saud University in Saudi Arabia.- Was held a training course for engineers quarantine departments in the ministry and local authorities on "Diagnosis of quarantine pests“ in order to raise the efficiency of agricultural quarantine inspectors at UAE Ports.

Scientific basis for the implementation IPM programsAgricultural Extension: Completed the preparation of plans and programs of agricultural extension, including the overall objectives of the Plan of Agricultural Extension and justifications, as well as the objectives of the agricultural extension program within the framework of the implementation of the strategy has the ministry with regard to bio-saftey and food in the country. And objectives of the plan of extension is to raise the rates of bio-saftey by reducing the use of pesticides and chemical fertilizers and agricultural development to reduce pollution and the preservation of human health and the environment, strengthen and support expertise to target groups such as agricultural extension workers, farmers, leaders, training and rehabilitation professionals and develop their knowledge art and their ability to link analysis and transfer information to two other, as well as providing information systems for the agricultural sector and discuss the status of the implementation mechanism of how to guide farmers through mass media. Guide the optimum way for farmers to use pesticides safely and periods for each pesticide on various seasonal crops.
