I.1 Hierarchy and Definition of Cambodian Main Legal Norms:

• Constitution: Supreme norm of Cambodian legal hierarchy. Adopted by the constituent assembly; promulgated by the king.

• Constitutional law: Revision or Amendment of the constitution, voted by national assembly with a majority of two-third of all its member.

• Law: voted by national assembly with an absolute majority of all its member.

• Kram: Designates either the promulgated Law and the Act of Promulgation of a Law by the King. Signed by the King or, in His absence, by the acting Chief of State.

II.5 ASEAN Power Grid:

• Energy security and sustainability => Energy market within the region

• Heads Asean Power Utilities Authorities (HAPUA) was established in 1981.

• Asean plan of action for energy cooperation (APAEC) 1999-2004. Covering energy cooperation.

• APAEC 2004-2009: Consists of six programs including Asean Power Grid (APG), Trans-Asean Gas Pipeline, Coal Utilization, Energy Efficiency and conservation, Renewable energy utilization, and regional energy policy and planning.

III.1 Tariff of Energy in Cambodia:

• Tariff of Oil and gas:

Oil & gas are totally imported, depend on international crude oil market.

• Tariff of electricity:

9 - 25 cents USD/KWh for EDC grid

40 - 80 cents USD/KWh for rural area

• Priority of investment in electricity:

High-voltage, transmission connections, large-scale hydropower dams, and coal-fired plants.

The electricity sector remains underinvested

To meet the increasing demand for energy, electricity especially, Cambodian government has promulgated policies to:

• Improve the energy sector structure

• Develop primary energy sources

• Develop renewable energy sources

• Increase energy efficiency

IV.1 Energy sector development policy: Oct. 1994

• To provide an adequate supply of energy throughout Cambodia at reasonable and affordable price,

• To ensure a reliable and secured electricity supply at reasonable price, which facilitates investment in Cambodia and development of national economy,

• To encourage exploration and environmentally and socially acceptable development of energy resources needed for supply to all sectors of Cambodian economy,

• To encourage the efficient use of energy and to minimize the detrimental environmental affects resulted from energy supply and consumption.

Policy target:

• 100% of villages have access to electricity services by 2020

• 70% of rural households have access to quality electricity services by 2030.

IV.2 Electricity law:

Was adopted by national assembly on November 06, 2000 and promulgated by the royal degree No. NS/RKM/0201/03, dated February 02, 2001

- Ensure the protection of the rights of the consumer to receive the reliable and adequate supply of electric power services at reasonable cost.

- Promote private ownership of the facilities for providing electric power services.

- Establish competition wherever feasible in the sector

- Establish the Electricity Authority of Cambodia for regulating the electricity power services, granting the right and obligation penalize, if necessary, the supplier and consumer of electricity in relation to electricity generation and supply facilities.

- Create favorable condition for investment in and commercial operation of electric power industry

IV.3 Rural Electrification Policy: • RE forms an integral part of Government’s wider

rural development and poverty alleviation agenda.

• RE contributes to rural development through supporting livelihoods, income-generating opportunities and improvement of social welfare, education and health.

• RE should provide all communities with the basic electricity service needed to satisfy the demand for lighting and productive applications.

• Within the electrified area, RE should aim to connect as many households as possible to the extent of affordability.

IV.4 Energy Efficiency Policy, Strategy, Action plan:

• Targeting to improve the energy efficiency in industry, end-user products, building, rural electrification and biomass

IV.5 Import of Electricity:

With limited capacity to produce electricity domestically, Cambodia needs to cooperate with neighboring countries to fill the energy gap. Currently, Cambodia imports electricity from:

• Lao PDR: at 22KV to areas in Steung Treng province.

• Thailand: at 22KV via various connection, and at 115KV through Thailand-Banteay Mean Chey-Battambong-Siem Reap lines.

• Vietnam: at 22KV via a number of connection, and at 230KV through Vietnam-Takeo-Phnom Penh line.
