“The Future We Want: Outcome document adopted at Rio +20” paragraph 47 which states:

We encourage industry, interested governments as well as relevant stakeholders with the support of the UN system, as appropriate, to develop models for best practice and facilitate action for the integration of sustainability reporting --Rio+20 Outcome

To reaffirm my commitment and support to the SDIR Programme, I have decided the following:

• Make the scheme for the next reporting period mandatory for all the operators within the sector.

• All operators to comprehensively report their HSE and SD performance and evolve a 5-year strategy that incorporates continual improvement in this regard.

• The report shall be issued each year to the HSE Regulations and Enforcement Directorate who will have the responsibility to produce the Annual SD Report reviewing the overall sector performance and report its key findings to me.

• SD guidelines for the Energy and Industry Sector - Practical guidance to Companies

under Energy and Industry Sector on the following two areas on SD.

• Sustainability Indicators Reporting

• Sustainability Projects-Self Evaluation

• IPIECA/API/OGP Guidelines which we are adopting by the DG guideline was

tailored specifically to the Energy and Industry Sector and is sufficiently

flexible to meet individual Company /Operator needs.

• IPIECA/API/OGP Guidelines 2nd edition 2010 covers a range of issues and

allows companies to select from related indicators and offer a choice on the

depth and detail to be communicated.

• The “GRI G3 Guidelines” and the “Oil and Gas Industry Guidance on

Voluntary Sustainability Reporting- IPIECA/API/OGP, 2nd edition, 2010” are

part of the attachments to this Guideline.

• The Global Reporting Initiative(GRI) has pioneered the development of the

world’s most widely used Sustainability Reporting Framework and is

committed to its continuous improvement and application worldwide. This

framework sets out the principles and indicators that organizations can use to

measure and report their economic, environmental and social performance

• Annual reporting on SDIR indicators by 33 companies and increase of reporting companies every

year

• Climate Change - one of the priority areas of the SDIR programme framework

• Aggregation of performance data of reporting companies, sector and subsector analysis and,

importantly, year-on-year performance comparisons wherever possible.

• Explicit alignment of sector level performance measures with the objectives and measures of the

QNV 2030 NDS 2011-2016, thereby quantifiably capturing the contribution of the sector towards

these national strategies.

• Standardize the collection and consolidation of sector-wide data.

• Important tool for overseeing, monitoring and reviewing progress for effective decision making.
