Sustainable Development Goals (SDGs) Related Activities of the OIC Institutions The Sustainable Development Goals (SDGs), which were announced at the UN Special Summit in September 2015, have brought a new perspective in handling the development challenges faced by all countries, regardless of their level of development, with new goals and targets to be achieved by 2030. With 17 Sustainable Development Goals and 169 targets, the SDGs have brought a more comprehensive and ambitious development perspective for the world. Being aware of the importance of the new development perspective for all, the COMCEC immediately added this important topic to its agenda. As per the relevant resolution of the 30 th COMCEC Session, the COMCEC Coordination Office (CCO) and the Islamic Development Bank (IDB) conducted a joint study on the critical success factors in the implementation of the SDGs in the OIC Member Countries. The Study put forward five critical success factors; namely, governance, data and monitoring, capacity building, finance and policy coherence for the effective implementation of the SDGs in the OIC Member Countries. This Study was welcomed at the 31 st COMCEC Ministerial Session held in November 2015. Furthermore, the IDB and CCO in cooperation with the SESRIC, ICDT, ICCIA, and SMIIC, conducted the study titled “Contributions of the OIC Institutions to the Achievement of the Sustainable Development Goals (SDGs)” which was welcomed by the 32nd Session of the COMCEC. The 33 rd Session of the COMCEC requested the CCO to continue compiling the SDGs-related activities of the relevant OIC Institutions and submit the list to the annual COMCEC Sessions. Accordingly, along with the COMCEC Coordination Office, the relevant OIC Institutions, ICCIA, ICDT, SMIIC and SESRIC, have prepared the attached list of their SDG related activities implemented/ being implemented in 2018 and their activities scheduled for 2019. Within their fields of competence, the OIC institutions conduct various capacity building and experience sharing activities for facilitating the implementation of the SDGs in the Member Countries. Each institution focuses on some specific goals and targets under the SDGs. The IDB Group conducts capacity building activities in various cross cutting areas related to all the SDGs, more specifically on SDG6 (water and sanitation), SDG11 (inclusive, safe, resilient and sustainable cities) and SDG13 (climate change), SDG17 (global partnership). To illustrate, IDB, in collaboration with UNDP, organized a training activity on “Islamic Finance for achieving SDGs” in İstanbul on 28 May 2018, which is related to SDG17 (global partnership). Sustainable Development Goals (SDGs)

Related Activities of the OIC Institutions

The Sustainable Development Goals (SDGs), which were announced at the UN Special

Summit in September 2015, have brought a new perspective in handling the development

challenges faced by all countries, regardless of their level of development, with new goals

and targets to be achieved by 2030. With 17 Sustainable Development Goals and 169

targets, the SDGs have brought a more comprehensive and ambitious development

perspective for the world.

Being aware of the importance of the new development perspective for all, the COMCEC

immediately added this important topic to its agenda. As per the relevant resolution of

the 30th COMCEC Session, the COMCEC Coordination Office (CCO) and the Islamic

Development Bank (IDB) conducted a joint study on the critical success factors in the

implementation of the SDGs in the OIC Member Countries. The Study put forward five

critical success factors; namely, governance, data and monitoring, capacity building,

finance and policy coherence for the effective implementation of the SDGs in the OIC

Member Countries. This Study was welcomed at the 31st COMCEC Ministerial Session held

in November 2015.

Furthermore, the IDB and CCO in cooperation with the SESRIC, ICDT, ICCIA, and SMIIC,

conducted the study titled “Contributions of the OIC Institutions to the Achievement of

the Sustainable Development Goals (SDGs)” which was welcomed by the 32nd Session of

the COMCEC. The 33rd Session of the COMCEC requested the CCO to continue compiling

the SDGs-related activities of the relevant OIC Institutions and submit the list to the

annual COMCEC Sessions.

Accordingly, along with the COMCEC Coordination Office, the relevant OIC Institutions,

ICCIA, ICDT, SMIIC and SESRIC, have prepared the attached list of their SDG related

activities implemented/ being implemented in 2018 and their activities scheduled for

2019.

Within their fields of competence, the OIC institutions conduct various capacity building

and experience sharing activities for facilitating the implementation of the SDGs in the

Member Countries. Each institution focuses on some specific goals and targets under the

SDGs.

The IDB Group conducts capacity building activities in various cross cutting areas related

to all the SDGs, more specifically on SDG6 (water and sanitation), SDG11 (inclusive, safe,

resilient and sustainable cities) and SDG13 (climate change), SDG17 (global partnership).

To illustrate, IDB, in collaboration with UNDP, organized a training activity on “Islamic

Finance for achieving SDGs” in İstanbul on 28 May 2018, which is related to SDG17 (global

partnership).

The ICCIA conducts activities on Goals 1, 5 and 8, which are related to poverty, gender

equality and sustainable economic growth, respectively. As an example, the ICCIA

implemented a training program on “Technology Entrepreneurship Advocacy and

Management of Business Incubation & Technology Parks” in İstanbul on 23-25th April

2018, which is related to the implementation of Goal 8: “Promote sustained, inclusive and

sustainable economic growth”.

ICDT conducts activities contributing to the implementation of SDG1 (No poverty), SDG2

(Zero hunger), SDG3 (Good health and well-being), SDG4 (Quality education), SDG5

(Gender Equality), SDG9 (resilient infrastructure, sustainable industrialization) and

SDG17 (global partnership). For example, the ICDT organized the 4th Specialized

Exhibition on "Higher Education Services in the OIC Member States” in Casablanca on 26-

29th, April 2018, which is related to SDG4: “Ensure inclusive and equitable quality

education and promote lifelong learning opportunities for all”.

With regard to the SDGs-related activities of the SMIIC, technical training events are

conducted serving to Goal 17.11. For example, “Halal Tourism Training in Uzbekistan”

was held on 13-15th November 2018.

SESRIC exerts efforts towards contributing to the realization of the SDGs through data and

monitoring, capacity building and policy coherence activities. SESRIC has conducted

various activities related to the goals and targets under the SDGs. As an example,

Statistical Capacity Building Programme on Business Statistics was organized on 22-24th

October 2018, which is closely related with Goal 17.19.

The CCO organizes Working Group Meetings twice a year in six cooperation areas; namely,

trade, tourism, agriculture, transport and communications, poverty alleviation, and

financial cooperation. The Working Groups serve as suitable platforms for sharing

knowledge and experiences in many areas, which are also related to various goals and

targets under the SDGs. Poverty Alleviation Working Group (PAWG) has been elaborating

on poverty related SDGs in its recent Meetings, namely education quality and vocational

education which are directly related to SDG 4: “Ensure inclusive and equitable quality

education and promote lifelong learning opportunities for all”.

OIC Member Countries are also encouraged to conduct projects through the COMCEC

Project Funding (CPF) on the supported themes, some of which are related with the SDGs.

The Member Countries and the OIC institutions have the opportunity to conduct projects

within the framework of the CPF with a view to enhancing institutional and human

capacity in the OIC. For instance, Burkina Faso has implemented a project in 2018, titled

“Strengthening the Resilience of Tourism Sector Against Crises through Communication”,

in cooperation with Niger and Côte d'Ivoire, which has served the implementation of

target 8.9 indicating that “By 2030, devise and implement policies to promote sustainable

tourism that creates jobs and promotes local culture and products”.

IsDB participated in the High-Level Political Forum (HLPF) on SDGs held at the UN Headquarters in New York from 9-18th

July 2018. The HLPF this year was held under the theme ‘Transformation towards sustainable and resilient societies’ and the event focused on SDGs 6,7,11,12,15 and 17. Forty Seven countries presented their Voluntary National Reviews (VNR), out of which 14 were IsDB Member Countries.

The Special Envoy on SDGs at IsDB participated in the Round-Table discussion on “Financing the SDGs in Asia and the Pacific” co-hosted by UNDP, ADB and the Government of Bangladesh on 18th July 2018 in New York.

The Special Envoy on SDGs at IsDB has delivered a presentation on “The Important Role of SMEs in Achieving the SDGs” on 11th September 2018 in ADFMI International Development Forum in Istanbul, Turkey.

5Brainstorming session with the Arab Bank for Economic Development in Africa (BADEA)

IsDB participated with the Arab Bank for Economic Development in Africa (BADEA) in its brainstorming for the alignment with the SDGs for its future strategy in the next 10 years. The event was held between 25-26 June 2018.

IsDB has co-organized with the UN Office of South-South Cooperation, the Regional Networking Forum (RNF) held in Istanbul, Turkey on 28th June with the theme “Innovative Solutions for the Engagement of the Private Sector in Achieving the 2030 Agenda and Promotion of Entrepreneurship through South-South and Triangular Cooperation”. IsDB contributed to this meeting by sharing its experience with Reverse Linkage projects, and how the private sector plays a role in mobilizing expertise and resources to solve development challenges.

UNDP in collaboration with IRTI have hosted their first-ever Islamic finance capacity-building workshop in May 2018, in Istanbul, Turkey. The training included both theoretical sessions on the foundations of Islamic Finance, and hands-on exercise to apply Islamic finance instruments towards development projects.

SESRIC, in its capacity as the Secretariat of the OIC Statistical Commission (OIC-StatCom), organised the annual Meeting with the Delegates of National Statistical Offices of OIC Member Countries on 8 March 2018 as a side event meeting of the 49th Session of the United Nations Statistical Commission in New York, USA.

During the meeting, 35 delegates from 19 OIC Member Countries and 3 representatives of the international organisations were briefed on the progress of the OIC-StatCom activities and current surveys conducted by SESRIC including Tendency Survey on SDG Priorities of OIC Member Countries, Survey on the Project of Islamic Finance Industry Database for OIC Member Countries and Survey on Mapping the Architecture of Development Agencies of OIC Member Countries and future projects of the OIC-StatCom.

The delegates also shared their inputs and comments about the possible themes of the Seventh Session of OIC-StatCom that will be held on 2-3 May 2018 in Ankara, Turkey.

At the Side Event, the delegation of the Kingdom of Saudi Arabia delivered a presentation on the Transformation Journey of the General Authority for Statistics (GAStat) and the delegation of Malaysia informed the participants about the 62nd World Statistics Conference to be held on 18-23 August 2019 in

Given the common labour market challenges faced by the member countries and the need for enhancing cooperation to address some of these challenges, the 3rd Islamic Conference of Labour Ministers requested from SESRIC to prepare a Labour Market Strategy proposal for the next session of the conference to be held in Saudi Arabia in 2017. The strategy document identified five thematic cooperation areas for strategic action: (1) Encouraging participation to labour market; (2) Enhancing employability; (3) Protecting the workers’ safety and well-being; (4) Promoting labour productivity; (5) Reducing unemployment. Specific actions under each thematic area, together with some further elaboration on these areas, have been listed in the document. The final version of the strategy document is prepared in line with the comments and suggestions made during the 4th Session of the ICLM.

Finally, the report highlights the potential of Islamic (Halal) tourism in the context of D-8 countries and will list some policy recommendations to serve as a broad guideline for policy-makers.

Participants had the chance to learn techniques on molecular biology with regard to genetic modification, detection of genetically modified organisms, cotton variety approval, and field evaluation, so that they can utilize these methods in their own labs to transform plants & to detect the GMOs of interest.Furthermore, the course was included lectures and demonstrations on methods and techniques on how to improve the agriculture of OIC countries.

This project aims at developing a generic guide in a Statistical Outreach Toolkit (SOT) format to assist the National Statistical Offices (NSOs) of OIC member countries in structuring strategies concerning their outreach activities not only through traditional channels but also especially through emerging ones and engagement with a broad spectrum of stakeholders. It is also expected to facilitate the alignment of the member NSOs’ future data communication and dissemination practices with possible emerging and alternative channels.

Within the project framework, a Questionnaire will be designed, circulated to identify the current status of the usage of ICT services in informing and communicating official statistics through innovative approaches and effective usage of alternative channels. The questionnaires will be designed and circulated in three official languages of the OIC. After the translation into English, all received questionnaires will be analysed thoroughly and evaluated the results through a Roundtable Meeting which discusses the Statistical Competence Enrichment as well. In addition, a Workshop and a Virtual Expert Group Meeting (VEGM) are planned to be held in the first quarter of 2019 with the aim to draw the outline and discuss the content of the SOT together with the potential contributors/experts from national/international agencies including UNECE, PARIS21, Eurostat, TurkStat, Anadolu Agency, etc. The draft SOT revised in accordance with the feedback received from the Workshop

SESRIC will host the 3rd Global Meeting of the Expert Group on Refugee and IDP Statistics (EGRIS) in collaboration with the EGRIS steering committee on 12-14 February 2019. The objectives of this meeting are to develop an advanced draft of the Compilers Manual and to discuss the capacity buidling activities related to the Refugee and IDP Statistics.

The Expert Group on Refugee and IDP Statistics (EGRIS) was established by a decision of the 47th session of the UN Statistical Commission (UNSC) in 2016, against the backdrop of an ever-growing number of forcibly displaced persons worldwide as well as the mixed practices on production of statistics on them. The Expert Group’s original mandate was to develop “recommendations on refugee statistics, as a reference guide for national and international work concerning asylum statistics” and to “include IDPs in the scope of their work”. Based on this mandate, EGRIS is developing guidance on the production of refugee and IDP statistics and working to support countries to improve nationally owned data on these vulnerable populations through both traditional and innovative approaches. With active membership from over 40 countries (mainly representatives of national statistical offices in host countries) alongside international experts, the EGRIS also enables peer learning and mutual exchange of experience.

Implementation of the “Regional Project on sustainable Tourism development in a network of Cross border parks and Protected areas in West Africa”: Steering Committee meeting & Training Workshop for the Managers of parks and protected areas

With the training workshop, the Managers will achieve the tools to manage and market efficiently West African parks and protected areas. The steering committee meeting will enable the preparations of the upcoming Donors Conference aiming at mobilizing necessary funding for the Project.
