Agriculture and water: the impact of climate changeClimate change may result in more intense rainfall or prolonged dry periods. Such change in conditions can lead to an increase in pests and diseases in crops and livestock, as well as soil erosion and desertification. Food supply might be affected if farmers are unable to adapt to climate change. Exhaustible sources of water causes competition between its uses (agriculture, tourism, mining, drinking water) and search for alternative sources, such as allowing the production of potable water from otherwise contaminated resources, reuse of used water, desalination and investment in infrastructure for delivery of water resources.

This panel will exchange views, policies and legal issues facing the European and the Arab Region.

Modern agriculture and technologyModern technology is seen as having both positive and negative effects on agriculture. The use of GPS in modern agriculture for example allows for very focused and water-efficient irrigation. The use of pesticides and fertilisers in combination with trans-genetic techniques increase the tolerance (particularly draught and pest resistance) of agriculture produce benefitting harvests. However, controversy has risen on the relationship between various pesticides, pesticide resistance of insects and linkages to cancer and other health abnormalities. GMO is not generally accepted by the public and consumers and its use is legally restricted in certain countries. This panel will address the advantages and disadvantages of modern agriculture on production models and environment.

Territory and quality in international food sales Representatives from regulatory authorities and from major food and wine associations will discuss how to protect the quality of the products and consumers from counterfeit and deceptive or misleading advertisements. Different food labelling rules might apply. In addition, EU schemes known as PDO (protected designation of origin), PGI (protected geographical indication) and TSG (traditional specialty guaranteed) encourage diverse agricultural production, protect product names from misuse and imitation and help consumers by giving them information concerning the specific character of the products. Under which conditions can producers from Arab countries sell in the EU adhering to EU standards?

Food self-sufficiency, distribution and agricultural commerceThe effects of legal obstacles between Mediterranean countries and how legal advances reached in the EU could help to improve agricultural commerce in North Africa and the New Levant. Which international distribution channels of agricultural and food products exist and how can they be made more effective, in particular with respect to the implementation of food and feed safety standards and controls in the food supply chain. How different standards of food product liability shall be considered.

Price controls and other trade barriers on the import and export of food in the Mediterranean region Subsidies and grants to agriculture businesses in order to enhance food security and self-sufficiency might cause direct or indirect trade barriers and create challenges between countries and regions because of different financing schemes (‘public schemes v scarce finance’). Which legal exemptions and sanctions apply according to barriers in international food trade. Selling agricultural products to the feed, food and biofuel markets, with emphasis on the sales into countries of adverse political situations and lower food production standards might pose ethical, political and legal considerations. The panel will exchange views on the present situation from a European and Arab region perspective, opportunities and challenges and the recommended ways to go forward.

Structure and management of Mediterranean law firms – what differentiates them from their Anglo-Saxon and international sister firms and how can they learn from each other?It is often said that Southern European and Middle Eastern firms are less well managed than their competitors, in particular from the UK and the US. The members of this panel are involved in the management of leading firms in their respective jurisdictions and have a deep understanding of international trends and developments. They will discuss the structures of their firms, the market conditions as well as the success factors and compare their models with others, in particular those used in the Anglo-Saxon world.

Conference sell-outsThe IBA places its conference in venues of a suitable size for the event; however there are times when our conferences may sell out. Should this happen, prospective delegates will be informed and a waiting list will operate. The waiting list will function on a ‘first come, first served’ basis, subject to receiving registered delegate cancellations. The IBA will not be liable for any travel or accommodation expenses incurred by an individual who travels to the conference without a confirmed place at the event.

Cancellation of registrationIf cancellation is received in writing at the IBA office by 13 May fees will be refunded less a 25 per cent administration charge. We regret that no refunds can be made after this date. Registrations received after 13 May will not be eligible for any refund of registration fees.

Provided you have cancelled your registration to attend an IBA conference in accordance with the terms of the ‘cancellation of registration’ clause included in the ‘Information’ section of the relevant conference programme, you must then confirm to us in writing at the IBA office as soon as possible but in no event later than one year (12 calendar months) from the date of any such conference all necessary details to enable any reimbursement owed to you to be paid. We regret that no refunds will be made after the date that is one year (12 calendar months) after the date of the relevant conference.

Closely Held and Growing Business Enterprises Committee overviewThe mission of the Closely Held and Growing Business Enterprises Committee is to address issues of particular interest to start ups, owner-managed, closely held and family businesses and their legal advisors, and to organisations with ambitions for growth.

The committee’s aim is to provide a focus for the different needs of ownership, management and financing of such organisations.

International Sales Committee overviewAs part of its activities, the International Sales Committee examines legal issues fundamental to the growth and development of international commerce.

The committee deals extensively with issues relating to international sales contracts, agency and distribution, cross-border acquisitions, warranties and financing of international sales.

In addition to reviewing the current legal position in different countries from a comparative perspective, the committee also examines international and supranational instruments, such as the United Nations Convention on the International Sale of Goods, Incoterms and the Uniform Customs and Practice for Documentary Credits, as well as, for example, relevant instruments of the European Union and Mercosur.

Young Lawyers’ Committee overviewIn 2004, a common understanding was reached that the IBA needed to do more to attract young lawyers to join the association and become active and engaged in its various committees, groups and initiatives. Therefore, the Young Lawyers’ Committee was founded with a clear focus on young colleagues and their specific aims and interests, serving as an ‘entrance door’ for young lawyers and putting them into contact with the rest of the Divisions to become further involved in the IBA. The major goal of all our activities is to create a win-win situation in which young colleagues can enhance their skills and networks thanks to IBA programmes, conferences and other projects, while simultaneously providing the IBA and its constituents with fresh ideas and a vivid contact to the next generation of legal experts and counsel.

European Regional Forum overviewThe European Regional Forum was established in 1989 to provide a focus originally on the work undertaken by the IBA in developing the practice under changing legal systems of lawyers in Eastern and Central Europe. The forum was also intended to act as a channel for IBA communication with the bar associations of these local lawyers.

The goals of the forum include addressing current and long-term needs of professional organisations and individual members within the geographical reach of the forum, as well as increasing membership and participation in the IBA and integrating them within the organisation. The forum will also facilitate cross-border activity between lawyers and bars in different European countries. The forum has a particular focus on cross-disciplinary activities.

Arab Regional Forum overviewThe Arab Regional Forum provides lawyers active in, or with an interest in the region, with a means to establish contact and exchange information with each other. A particular focus of interest is the continuing economic importance of the region, including reconstruction and investment projects following peace initiatives.

Section on Energy, Environment, Natural Resources and Infrastructure Law (SEERIL) overviewThe purposes of the Section – in accordance with its by-laws – are to promote an interchange of information and views and to advance knowledge as to laws, practices and procedures affecting all activities concerning energy, the environment, natural resources and infrastructure projects throughout the world; to facilitate communication among its members; to provide the opportunity to all its members to be active in the Section through its committees and other groupings; and to undertake such related projects as may be approved from time to time by the Section.

SEERIL comprises six committees: Environment, Health and Safety Law; International Construction Projects; Mining Law; Oil and Gas Law; Power Law and Water Law. Each of these committees comprise inside counsels, academics, private practitioners and, in general, experts in the corresponding fields.
