*Each SEA plan must include an assurance that the LEA will “ensure, through incentives for voluntary transfers, the provision of professional development, recruitment programs, or other effective strategies, that low-income students and minority students are not taught at higher rates than other students by unqualified, out-of-field, or inexperienced teachers.”

*ESEA Waiver Update
*PDE requested and received 2 month extension of the March 31 deadline for submission.
*Very minimal changes were made to principle 1 (PA Core) and principle 3 ( Principal and Teacher Effectiveness).
*Changing the exit criteria for focus and priority schools to mirror the entrance criteria.
*A new category of schools that do not quite meet the criteria for focus and priority but are close is being proposed . These schools will be called “alert” schools. Designated Title I alert schools will be required to enter into the comprehensive planning process.

*Focus on “outcomes” not “processes.” Annual Performance Goals will be set by LEAs & reported on.
*Time and Effort reporting will change – to become more flexible. Takes out Single/Split Funding certifications and leaves up to USDE/PDE.
*Moves internal controls from the audit to the administration – becomes PDE’s responsibility.
