    ABSTRACTA summ ary review is presented of the experiments, motors,generators, devices, and demonstrations that have been reportedin the past several years to produce near-unity or over-unityoperation. Th e concep ts of free-energy, zero-point energy, andover-unity devices are not new, and many examples of suchdevices have been built within the last 100 years. Severalresearchers are reviewed and a few are selected for immediateinterest and support. Whether new form s of potential energycan he dem onstrated and successfully utilized within the near

    future for the ultimate benefit of the human race remains to beseen.DEFINITIONS

    'Energy' cannot be created nor destroyed - it exists throughoutspace and within matter. 'Perpetual Motion' does not exist - andlong lasting motion is easily observable, such as planetaryorbits.'Zero-Point Energy' (ZP E) is known as an energy that fills thefabric of all space. Technically the ZP E results from an electricflux that flows orthogonally to our perceived dimension orreality. Th e mass equivalence of this energy has beencalculated by physicists to be on the order of gms/cm3.Henry T.Moray, Wa lter Russell, and Nikola Tesla described thenature of the ZPE and designed and built equipment to engineerits properties. It may be possible to build devices to cohere thisenergy. This would result in a non-polluting, unlimited supplyof virtually free energy. eitherlittle or no add itional cost, so the additional energ y is essentiallyfree; or (2) more output energy appears to be available than theinput energy, so it looks like some energy is being created, suchas in the case of the detonation of an atomic bom b.

    'Free Energy' is a term that can have two meanings:( 1 ) the additional energy that can be obtained Erom a device at

    'Over-unity Devices' are those systems which appear toproduce more energy than they use. In analyzing such systems,a box is drawn around the device and energy balances areformulated to measure the amounts of energy coming into andgoing out of that box. Whether o r not the device is termed an'over-unity' device will depend upon the size of the box. Whenthe box is drawn large enough, all systems o r devices will havea net energy transfer of zero. On the other hand, when the boxis drawn just small enough, the device will seem to produceenergy out of nothing, and can be said to be an 'over-unity'device - and any intelligent person will know better.From this point of view, examples of existing so-called 'free-energy' and 'over-unity' devices abound: such as Hoover Dam !So then is any battery, generator, or any nuclear reactor: byway of 'potential energy'. More energy certainly com es out of adam than went in to making it (by us, at least). And any damengineer will tell you that i t will produce more energy than itcost to build, and that it will last forever (or at least until hiskids get out of college). So it is seen that these generators canbe thought of as free-energy or over-unity devices, while theyare really only energy conversion devices, and obviously notperpetual motion machines. People who insist that they actuallyare "perpetual motion machines.", are either very ignorant orvery devious. In such cases, it is important to examine theperson's true motives. Another 'free-energy' system which hasbeen carefu lly studied in refereed scie ntific journ als is theradiation that emanates from a hydrogen atom (Puthoff, 1987).

    SOURCES OF INFORMATION AND DATAUltimately, the sources for all information in these areascome from the inventors , researchers , or inves t igatorsthemselves. The U S and foreign patent offices provide someinformation into new developments in these areas, yet the actualpatents themselves reveal very little useful information andalmost no experimental results. Patent law does not require any

    disclosure of the fu ll operational plans of a device or operationaldata, and patents are held nationally. Also, an interesting areaof big business today is the international transfer of patentinformation at no cost. Currently, bills are before both housesof Congress to allow US Patents to be given to ideas alone,much like as is done in Japan, which would strip an inventor ofhis patent protection worldwide [www.eagleforum.org].Other sources of information and d ata include papers, reports,books, and conferen ce proceedings. Papers and book s that areof special interest are those by Hans Coler (1946), the GravityResearch Group (GRG 1956). Hans Nieper (1984), StefanMarinov (1992), and Shinichi Seike (1992). Conferences thathave been recently held to collect and sum marize information inthese areas include the 26th and 27th Intersociety EnergyConversion En gineering Conferences (1991 and 199 2) and thefour Intemational Symp osiums on New En ergy (ISNE) (1993,1994, 1996, 1997). Other conferences and reports have alsodocumen ted some of this information. All of these materials areavailable from the sources identified in the references section.Also, this paper represents an update of a similar surveypaper that reviewed these interesting technologies at the 1993IECEC (Bailey and Grotz, 1993).SUMMARY OF INTERESTINGDEVICES

    There are several societies and conferences world-wide thatpresent and documen t the results of research in these areas. Asthis work is not considered as mainstream science within theUS, much of the results of these researchers goes by unnoticed.The 26th IECEC (1991) provided a forum for researchers inthese areas to voluntarily come forward and present their ideas,theories, and results to the mainstream scientific community.They were met with interest ranging from mistrust to awe, andfrom feelings ranging from friendship to outright anger. Theranges of these at t i tudes wil l l ikely depend upon thepreconceived ideas and the em otional stability of the listeners.The 26th IECEC created intemational interest that stimulatedfurther review papers in these innovative areas to be publishedin all subsequent IECE Cs. Groups of organizations are nownetworking on a world-wide basis to supp ort and organize thison-going research. Som e of these organizations are listed in thereferences (AERI, AFS, GRI, IASA, INE, JPI, SAFE , SEA, TI,and USP). "New Energy New s" is the large, monthly newsletterof Institute for New Energy (INE), a US technical non-profitsociety, created in April 1993, that is committed to researchingthese technical areas. Note that the references include completeaccurate addresses, websites, and cost information, so thatserious investigators have no exc use to not investigate.This paper reviews all of the information that has been madeavailable to the 1991 and subsequen t IECECs, al l of theIntemational Symposiums on New Energy (ISNE ) conferences,and other contributed personal source information anddocumen ts. Our focu s here is on actual data and results - not onideas or mathematical theories. Ou r emphasis here is onrepeatable experimental evidence - or on the documentedtestimony of multiple reliable witnesses that have been willingto stand-up, testify, and document a description of what theywitnessed.Just because YO U don t see it doesn't w t it s not real!The list of the researchers, experiments, devices, and resultsthat are deemed important enough to be addressed in this revieware listed in Table 1. The list is divided into five sections basedupon our interest, from 'Highest Interest' to 'Lowest Interest',and each section is then organized alphabetically.

    POSSIBLE MISLEADING RESULTSW e feel that the interpretation of anyon e's results can fall intoone of four basic categories: (1) Lying for attention; (2) Lyingfor money (funding, stock options, etc.) ; (3) Inaccuratemeasurement or misinterpretation of the data or results; and (4)Accurate representation of physical phenomena.In our reviews, we have found absolutely no evidence thatany one of the researchers we have studied in Table 1belongedspecifically in categories (1) or (2) (although so far as we knowsome of these researchers have no t been a ble to replicate theirini t ial published results) . Frauds are quickly and easilydiscovered, especially if encouraged to reproduce their resultsand to provide detailed information. So, we are left to carefullyanalyze the results from each researcher, carefully cross-reference all available data, and then draw our own conclusions.Whi le on one hand some researchers may poss ibly beoverstating the cap abilities and results of their experiments anddevices, on the other hand m any so-called 'scientific experts' arevery active in discounting 9of the research results in theseareas withou t investigating th e details of any of them. "TheNobel chemist Irving Langmuir (1881-1957) used to give acautionary talk on pathological science, and ... told a number of

    stories of pathological science and listed the features they havein common." (Cromer, Skeptical Inquirer, 1993). In his eightpage article, Cromer states that there are many lessons fromthis: "(1) Scientists themselves are often poor judge s of thescientific process; (2) Scientific research is very difficult.Anything that can go wrong will go wrong; (3) Science isn'tdependent on the honesty or wisdom of scientists. (4) Realdiscoveries of phenomena contrary to all previous scientificexperience are very rare, while fraud, fakery, foolishness, anderror resulting from over enthusiasm and delusion are all toocommon. Thu s, Glashow's closed-minded 'I don't believe aword of it ' is going to be correct far more often than not."Cromer also cites Langmuir as saying (Langmuir 1989): "Thereare cases where there is no dishonesty involved, but wherepeople are tricked into false results by a lack of understandingabout what human beings can do to themselves in the way ofbeing led astray by subjective effects, wishful thinking, orthreshold interactions. Thes e are exam ples of pathologicalscience. These a re things that attracted a great deal of attention.... [But] the critics can't reprod uce the effects. Only thesupporters could do that. In the end, nothing was salvaged.Why should there be? The re isn't anything there. There neverWaS."A good review paper of this so-called "pathological sciencesyndrome" was given at the 1993 IECEC (Bennett, 199 3).Our sincere response to these viewpoints is: If there is noinitial interest - then there will be no investigation. If there is noinvestigation, there will be no research to replicate.3If there is interest,research, and no replication, then that fact should be publishedand disseminated with integrity. If there are witnesses to theresults and the results were or are repeatable, then we feel allfault and blame lies with the critic and not with the researcher.Therefore, given the experiments and devices referenced inthispaper:--success out of all of the failures i s more than worth the effort!A significant example of this necessary point of view is thatafter the publicat ion of Bennett 's 1993 paper completelydenouncing all "cold fusion" as pathological science, P.     IECEC their results that showed conclusively large excess heatproduced within their ow n cold fusion cells (McKubre, 1994).It is also interesting to note that now repeatable cold fusionresults are being demonstrated world-wide, as reported by otherauthors in papers in this conference (Hurtakand Bailey, 1997).DEVICES OF GREAT INTEREST

    The researchers and the works that we feel are worthy ofgreat attention in the near future are those that are listed withinthe first and second sections as listed in Table 1.There are also other devices that are listed in the last sectionof the table that are also of great interest, and these are stillunder investigation. After these investigations are concluded,they will be included in their proper positioning in the table.These researchers and devices have been ranked in Table 1,in the 5 sections indicated, by a 13 point "scale of interest" asassigned by the authors. This scale is described in a companionpaper in these proceedings (Bailey, Grotz, and Hurtak, 1997).Additional information on each researcher and each device isencouraged to be received by the authors. The information willbe reviewed, and the interest rankings will change acc ordingly.Each of these devices and all associated data that we receivefor each devic e is being placed into a large database. Asadditional information and d ata is m ade available, the databasewill be updated. Sepa rate web pages will be automaticallygenerated for each device that will contain all of the data in thedatabase for that device. The se web pages and results will bemade available on the INE w ebsite at: www.padrak.com/ine/ .SUMMARY INFORMATION AND DATA

    The Methernitha Swiss M-L Converter developed by PaulBaumann and the Methern i tha sp i r i tual communi ty inSwitzerland has been repeatedly demonstrated to manyscientists upon request (26th IECEC , Nieper 1984,SEA). Itsthree foot counter-rotating disks and specially designed energystorage system are reported to generate a steady output power ofabout 3 to 5 kilo-Watts (kW) indefinitely - while sitting on topof a table. A videotape has been produced and its narration hasbeen transcribed.John and Kevin Moray are pursuing the technology that wasrepeatedly demonstrated in the 1930s by T. Henry Moray. Onedevice was reported to generate 50 kW for long periods of timeby itself, as formally witnessed by the press and others.Viktor Schauberger is famous in Germany for his w ork in the1930s in ' implosion' science and centripetence motion toovercome gravity. His work centers on the use of 3-D vortexmechanics, and his technology offers the implosion motor,suction turbines, and home power plants. Resu lts of his workare now just becoming known in the US (Borderland, 1985).Floyd Sweet demonstrated his vacuum triode device to atleast two exper t engineers that have documented thei robservations in swor n affidavits. Severa l videotap es were alsomade during these demonstrations. From a nine volt batterystarter unit, nearly continuous output powers of 500 - 1,OOOWhave been reported to be observed. Experimentation is still inprogress to further refine the device and to improve itsoperational capabilities.Paramahamsa Tewari has been doing experiments with a N-Machine and has reported over-unity operation from instrumentreadings. His most recent development is a method reported toeliminate back EMF, a condition which has plagued other N-mac hine develop ers. He is currently performing new

    experiments to feed the output of the device back into the inputto obtain a 'free-running' condition. Ma ny researchers haveperformed experiments with these devices, also called, homo-polar generators, or unipolar dynam os. They usually consist ofa rotating magnetic disk where electrical current is passed fromthe center of the disk to its edge. Sma ll increas es in the motorinput power result in large increases of output power, thusencouraging the idea of an over-unity cross-over point.Regardless of all of the theory and reasons pro and con, it willbe exciting to see the results of Tewari 's forthcomingexperiments and the videotapes he has promised.Hans Coler demonstrated two major devices to many am azedwitnesses and officials in Germany during 1925-1945.A smalldevice was replicated in 1937,and the war bombings endedfurther research in 1944. A complete 32 page reportdeclassified by the British Intell igence Objectives Sub-Committee is available (Coler 1946,Nieper 1984). The theoriesexpressed are very similar to those presented in a compre-hensive report (GRG 1956) (the latest unclassified report wecan find so far...) on electrogravitics systems, interactions of E-M with gravity, or counterbary control devices.Barry Davis is the inventor of the 'Davis Turbine' for use inrivers or oceans with tidal currents, which already has provenitself in several prototype demonstration tests of 5 - 100 kW .Formal estimates indicate energy costs less than $0.02k W h .Hal Fox and Edmund Storms have reviewed much of thework done internationally in the so-called area of 'cold fusion',and they have both collected and documented the results of therepeatable work in this world-wide research area (Fox,1997).Stefan Marinov is the editor of Deutsche Physik in Germanyand has demonst rated many exper iments that confoundconventional E-M theory. His recent paper describes devicesthat create anti-Lenz effects, thus increasing the generator'sefficiency.It appears that all serious research and development activitiesin the energy conversion technologies will continue to beclosely moni tored and guarded by the ex is t ing o i l ,transportation, and economics industries. Serious researchers inthese new areas (Methemitha, RQM , etc.) are not allowing "theestablishment" to buy them out. s a me time. there isee v i d e n c e o f w r e s s i v e s- . The Germancompany Becocraft specializing in the development of "newenergy devices" was forcibly shut down and its presidentquickly imprisoned on investment fraud charges in a court casethat had only one plaintiff: the Utility Compan y of Cologne!(Marinov 1992). All of the investors of Becocraft fought thecase to no avail. Closer to home, the US Patent Office hasclassified over 3,000patent devices or applications under the"Secrecy Order," Title 35,U.S. Code (1952)Sections 181-188;http://www.padrak.com/ine/INE14.html, Where d id thattechnology go? m s e oatents would be a great place to start fornew c w a n v involved with defens e conv- 'efor environmental use!CONCLUSIONS

    "It has been said that science is man's futile attempt tounderstand Nature. Wh ile it becomes im portan t to learn,understand, and apply science. in our everyday lives, it is equallyimportant to continue the pursuit of unraveling the secrets ofNature."
