Introduction

1.1. What the document does This Suppliers’ Guide explains what proKura is and how suppliers can qualify to become registered as a proKura supplier.

1.2. What is proKura proKura is a ground-breaking commercial collaboration between the Police ICT Company and our collaboration partner, Fortrus Limited. The proKura collaboration will deliver a £1bn capacity Digital Transformation Framework to policing and is available until 31 October 2022, providing UK policing with rapid access to technology solutions whilst managing a dynamic ICT supplier base. It is designed to procure technology, from commodity purchases through to digital transformation and managed services, without the need for extended and costly procurement exercises. In effect, it provides UK policing with the opportunity to engage directly with proKura-registered suppliers in a compliant manner. proKura gives suppliers, under the umbrella of a framework agreement, access to UK policing in a way that dramatically reduces the time and cost of the procurement process.

2.1 Innovation proKura has been designed to provide

UK policing with an innovative route to market for commodities and transformative services. Enabling UK policing to procure at pace on commercially flexible terms, proKura provides the assurance that the procurement is technically validated and offers value for money.

The framework allows for rapid access and deployment of best of breed solutions and outcomes in order to help streamline public sector organisations in all areas, including managed services.

It is well suited for large enterprise suppliers or SME suppliers who are new to UK policing.

2.2 Pace pro Kura allows UK policing to immediately and directly engage with the full range of proKura suppliers. Working with our collaboration partner, new suppliers, suggested by forces, can quickly be considered for registration.

Equally, by providing this framework as a route to market to policing, proKura is able to offer suppliers direct access to a large customer base with the possibility of securing ten-year contracts until 31 October, 2022.

pro Kura provides an attractive route to market to policing as due diligence and financial checks are undertaken by our collaboration partner, negating the need for long and costly procurement exercises by each individual force and also offering assistance in the creation of business cases.

2.3 Commercial flexibility Once a force has determined its requirement and an appropriate supplier has been identified, terms will be agreed that best meet need.

The force will then award a call-off contract to our collaboration partner reflecting the terms agreed with the supplier(s).

2.4 Technical assurance proKura is designed to support UK

policing to:

identify the outcomes that will help transform UK policing to meet the Policing Vision 2025;

provide a group of approved and accredited suppliers;

quantify and measure benefits to UK policing; and

conduct positive negotiations with all suppliers and stakeholders that can influence the outcomes for UK policing.

What this means for proKura suppliers is:

the requirement to be able to offer solutions which comply to open standards, quality, scalability and performance;

a dramatic reduction in transaction cost and time;

commercial terms can be agreed with our collaboration partner which best suit both UK policing and you; and

the procurement process is assured to be OJEU-compliant.

STAGE ACTION PROKURA PROCESS (V2.1)

Step 1 Register interest

Contact [email protected] and you will be contacted to discuss your service/product offering.

proKura will look to register suppliers whose products and services contribute to and align to the Policing Vision 2025 and serve policing’s needs.

Step 2 NDAHaving met the above criteria, you will be required to enter into a joint Non Disclosure Agreement (NDA) with our collaboration partner.

Receive Pre-Qualification Questionnaire (PQQ)

Following receipt of your NDA you will be invited to complete and submit a pre-qualification questionnaire.

Step 3, 4 PQQ evaluation

The completed PQQ will be evaluated to include an assessment of your financial standing, supported by information from credit reference agencies. If the value of the supplier engagement is to be in excess of £75k the collaboration partner will conduct further financial reviews.

Technical profiles will also be gathered.

Step 4, 5 PQQ clarifications

If there are any issues arising from the information contained in the PQQ the collaboration partner will engage with you to resolve the issues; if the issues cannot be resolved to the satisfaction of our collaboration partner and/or the Company your application will not proceed to the next stage.

Based on your returned PQQ, the Company and our collaboration partner, Fortrus, reserve the right not to authorise the use of proKura for a particular supplier or product/service.

3.1 Qualification process The process for on-boarding new proKura suppliers has been designed to be as quick and straight-forward as possible.

Organisations can register an interest to qualify as a proKura supplier at any time during the duration of the Framework Contract (up to 31 October 2022); there are no regulated timescales or cut-off dates. Our collaboration partner has the freedom to operate a dynamic network of suppliers which can be added to or altered to keep pace with the market.

Step 5, 6 proKura supplier agreement

On completion of the process you will be required to enter into a proKura Supplier Agreement with the collaboration partner and you will become a proKura supplier. Your contract will be shared with the Company.

Step 6, 7 Review of qualification status

Your status as a proKura supplier will be reviewed and confirmed at regular intervals. You will be required to notify the Company and the collaboration partner if your circumstances change thereby materially affecting your ability to satisfy the minimum requirements to qualify as a proKura supplier.

3.2 Contracting proKura will provide a forum to match

the requirements of police forces with the goods and services that you wish to supply.

Our collaboration partner will work with you to match your offering to the force’s requirements. When this has been achieved your offering will be incorporated into a proposal that will be submitted to the force by the collaboration partner. If, and when, the force accepts the proposal, the force will award a call-off contract to the collaboration partner and you will be awarded a sub-contract by the collaboration partner.

Contracts awarded during the currency of the enabling framework can be for up to ten years in duration.

3.3 Supplier relationship management Suppliers are reviewed monthly by our collaboration partner under an Information Technology Infrastructure Library-compliant procedure. These checks include ongoing financial stability, performance and customer satisfaction, including active disputes and/or complaints impacting UK policing. The Company will also consider any other matters which are in the public interest. Where required, additional financial checks are carried out using credit rating agencies. Our collaboration partner will engage with forces to capture regular reviews and feedback after any work is carried out to monitor satisfaction.

Who is Fortrus?4Our collaboration partner, Fortrus Ltd, is a UK-based company with offices in London, Liverpool, Scotland and Hertfordshire. It has been delivering digital transformation projects to the UK public and private sector for over 15 years, ranging from bespoke software development solutions through to multi-million-pound outsource programmes.

Fortrus is a Tier 1 partner with global systems integrators, hardware manufacturers, distributors, software suppliers, professional services, consultancy and resource providers, as well as start-up innovators and Government organisations.

Following a freely competed process, Fortrus has been awarded single supplier status through a framework programme for the public sector which has been let for four years to a value of £10 billion; £1 billion of which is being made available to policing.

The Police ICT Company and Fortrus have established a unique collaboration agreement in order to provide police forces with rapid access to technology solutions via this public procurement compliant route to market whilst managing a significant supplier community.

references proKura is facilitated through our collaboration partner’s appointment as the sole service provider under the framework contract awarded by the Countess of Chester Hospital Foundation Trust. The framework itself is hosted by an OJEU compliant public sector body (The Countess of Chester Hospital NHS Foundation Trust) and has been established under regulation 33(8)(a) of the Public Contract Regulations 2015.
