Sunrise in Gujarat

In May 2013, RESolve released a whitepaper with the ranking of solar projects in Gujarat based on the en-

ergy generation data from SLDC for the calendar year 2012(January 2012 to December 12). It was the first

attempt in the industry to collate information and do a comparative analysis of solar PV plant performance

in the state of Gujarat.

We received some very positive feedback from the industry for the whitepaper, especially from some lead-

ing bankers, project developers, EPCs and component vendors. The whitepaper is now used as a reference

document by many and has been quoted in a few industry conference presentations and has been covered

in the international media.

While the feedback was encouraging, we also received good suggestions for making the whitepaper better.

One of the suggestions was to change the ranking from Calender year to Financial year. Based on this, we

have updated the whitepaper for the period Financial year 2012-13(April 12 to March 13).

The other feedback we received was that the ranking does not really help in benchmarking the plants unless

more details like the module technology, inverter types and several other input parameters are available. In

order to meet that objective, we gathered the details of the components used in the plants (including track-

ing systems) and EPCs of the projects.

In this whitepaper, a total of 50 plants totalling 665.64 MW have been ranked based on their annual

yield(MWh/MW). All these plants have been operational for at least 1 year. Of these 50 plants, 15 plants are

located in Charanka Solar Park and 35 plants outside Charanka. There is an overall ranking of the 50 plants

and a separate ranking each, for plants in Charanka and outside Charanka.

The module, inverters, tilt mechanism and EPC details are also available for several plants. But we would like

to point out that knowing the module, inverter and EPC details is still not enough to benchmark the plants,

because there are other variables that influence the performance of the plant. Some of them include the

degree of design optimisation, quality of Balance of system components, build quality, and Operation and

Maintenance. The more a developer is willing to spend, the better the quality of components will be. In

short, what you get is what you pay for. With that in mind, we request you to go through the analysis carefully

before drawing any inferences.

The information about components and EPCs has been collated based on interviews with several industry

stakeholders and publically available sources. We have taken utmost care to verify the authenticity of in-

formation, but it is likely that some of the information need to be corrected. In case you come across such

information, please let us know and we will be more than happy to correct them.

The total solar power installed capacity in India stood at 1.686 GW as of 31st March 2013 out of a total of 28 GW

of renewable power installed capacity (Source MNRE). The breakup of the capacities is given below.

Gujarat signed Power Purchase Agreements (PPAs) to-wards a total 968.5 MW of installed capacity towards end of 2010 and early 2011. The full list of project developers is available in Annexure A.

As of 31 March 2013, 77 projects totalling 852.31 MW were commissioned and operational. The complete list of projects is enclosed in Annexure B.

District-wise projectsThe Charanka Solar park is spread over about 2000 Hect-ares in the wastelands of the Rann of Kutch. The Rann of Kutch is a salt marsh at the edge of Thar Desert, and it borders Pakistan. The total area available can be used

to set up solar plants of a total 500 MW capacity. Of this, 214 MW has been installed by 21 developers. (As of 19 April 2012 – Source: GPCL)

The below sections aim to quantify the performance of the solar power plants set up in the state of Gujarat. For the purposes of evaluation, the generation data available from the Gujarat State Load Dispatch Centre (SLDC) has been used. Ranking of the power plants has been done on the basis of the Plant Load Factor (PLF) or Capacity Uti-lization Factor (CUF). PLF or CUF is calculated as the ratio of actual energy generated (for a given period of time) to the maximum (theoretical) possible generation of a

power system. The formula for CUF is given below.

Capacity Utilisation Factor (CUF) =Energy measured (kWh) / (365*24*installed capacity of the plant).

While the Gujarat Energy Development Agency(GEDA) has shared a list of 77 commissioned projects totally 852 MW as of March 31,2013, the SLDC data is available only for 62 projects totalling 832 MW. The list of projects for which data is available is given below.

The ranking given below is based on only the energy yield and does not consider the inputs parameters like design optimisation, components used or build quality.

From the above list, it can be seen that Konark Gujarat PV Pvt Limitedcomes first overall, and it narrowly edges it nearest rival, Unity Power (Welspun).

A word of caution here – the ranking above is not an indicator of how good or bad a component or EPC is. For example, plant using First Solar modules are among the top ranking projects and low ranking projects. Similarly, some of the projects executed by L&T are among the top as well as in the middle. The CUF will depend on some more factors like build quality, Balance of Systems used(cables, structures, etc) and design optimization.

The seasonal variation graph represented below has been

rendered using data from power plants which have com-

pleted one year of operation. All numbers in the graph

have been normalized to the total MWh generated per

MW of installed capacity.

Seasonal Characteristics

The plant with the best performance characteristics, M/s

Konark Gujarat Pvt Ltd, had a peak monthly production

of 189.95 MWh/MW in May 2012. Though this is not a

characteristic of all the plants in the sample set, a vast

majority had peak production that fell in one of three

months – March, April or May. The highest individual

peak generation recorded was 216.39 MWh/MW by M/s

Backbone Enterprises Ltd in the month of May 2012 but

the annual production of this plant was lower than the

top ranking power plant.

The lowest generation is merely presented here to pro-

vide a representation of the lowest performance and

should not be treated as the general performance of

power plants in Gujarat. It can be clearly seen that the av-

erage performance closely follows the generation charac-

teristic of the best performing power plant in the sample

set. The average annual performance is estimated to be

1581.78 MWh/MW.

Seasonal Characteristics – Charanka

The seasonal variation for plants in Charanka is presented below.

The performance of the highest rated power plant can

be taken as representative of the performance of all the

power plants in the Charanka solar park as the difference

between the average value and the highest generation

is minimal. Peak power output from the solar park was

produced in the month of May as opposed to the three

month spread seen in the above scenario. Additionally, a

secondary peak is seen in the month of October which is

slightly lower than the production numbers in May. The

best performing power plant, M/s Palace Solar Energy

pvt. Ltd., had a peak generation of 172.63 MWh/MW

in the month of March 2013 while the highest recorded

generation for a given month is 179.76 MWh/MW also

generated in the same month by M/s ZF Steering Gear

(India) pvt. ltd.

Interestingly, though the plant with the lowest CUF (M/s

Lanco Infratech Ltd) produced significantly lower output

in the first few months of operation, the yield caught up

during the latter part of the year indicating that the plant

was experiencing teething issues. It is likely that when

the data for the next year is compiled, the lowest per-

formance numbers would be more in line with the aver-

age and that the degree of variation between the highest

and lowest numbers would be minimal. The average yield

year is estimated to be about 1643.28 MWh/MW which is

comparatively higher than the average yield seen across

the state of Gujarat (non-Charanka average).

Crystalline Silicon vs. Thin Film Technologies

To identify the difference the choice of the module makes,

we looked at the performance of power plants within the

same region (only plants in the Charanka Solar Park were

chosen) so as to minimize the variations that may be at-

tributed to external factors such as irradiation conditions,

grid availability etc. In addition to this, the Charanka solar

park has an almost even distribution between c-Si and TF

installed capacity. While analysing the results, it can be

seen that the TF modules perform marginally better than

the c-Si modules with an average performance advantage

of about 0.4%.

Looking at the seasonal variation characteristics of the

plants (refer image below), it is easy to spot the differ-

ence. Plants using TF modules have higher generation

than plants using c-Si modules in hotter months (April to

July) while c-Si modules have higher generation in colder

months (Dec to February) which can be attributed to the

lower temperature derating coefficient of TF modules

compared to c-Si modules (which have a comparatively

higher temperature coefficient).

We would however like to emphasise that the data is not sufficient enough to say one technology is better than the

other.

String inverter vs. Central inverter

Continuing in the similar vein of the TF vs c-Si discussion,

we did a brief analysis of the performance of string in-

verters compared to central inverters. It should be noted

that the sample set available for string inverters is mini-

mal and limited to just one in the Charanka solar park.

With this in mind, the average performance of the top

central inverter plants was compared to the performance

of the solitary string inverter plant. The only real obser-

vation which can be made from this comparison is that

the string inverters offer better performance in the win-

ter as opposed to central inverters which can be attrib-

uted to the fact that the solar park using string inverters

has more MPPTs and hence a better MPPT window when

compared to plants using central inverters.

Of the 50 plants for which performance data is available for at least one year, the annual Capacity Utilisation Factor(CUF) for 70% of the plants is above 18%. The top 3 plants had CUFs of more than 21%. In case of Charanka Solar Park, most of the plants have annual CUF of more than 18%.

One very interesting insight that can be drawn from the performance ranking is that the right component selection is a necessary, but not sufficient condition for the optimal performance of a plant. For example, one of the plants using First Solar modules and SMA inverters has a CUF of 20.6%(WAA Solar Pvt. Ltd) , but another plant using the same combina-tion of First Solar modules and SMA inverters has a CUF of 12.2%(Gangesh Green Energy Pvt Ltd). One inference that could be drawn is that a developer should pay equal attention to the selection of the Balance of system components, ensure design optimisation and select the right EPC contractors who can ensure build quality and high plant uptimes.

Another aspect that could have an impact on the plant CUFs is the Operation and Maintenance (O&M) of the plants. A plant that has a very good performance monitoring system(remote monitoring or local SCADA) and is well maintained will obviously lead to higher generation.

In terms of PV module technology selection, the difference in plant performance of crystalline Silicon and Thin Film technologies has been found to be very minor. In order to draw any conclusion, we will have to wait for longer term performance of the plants and also get additional plant information like plant design, BOS components used, O&M practices, among others.

The Central vs String Inverter debate is also inconclusive since we could compare the performance of only 2 plants, each using one of the inverter topologies(Central or string).

To conclude, the plant performance data made available by the State of Gujarat has been providing some very valu-able insights into the PV plant performance which will help increase the confidence of the investor community on the technical aspects of the solar PV plant. It also helps other states in the formulation and execution of their policy and regulations.

Interview with Mr. Siddharth Bhandari, Managing Director of ETain ImMODO Renewables Ltd.

Brief Profile of ETain ImMODO Renewables Ltd.

ETain ImMODO Renewables Ltd. is a joint venture be-tween ETain Energy Holding Ltd. and ImMODO Solar S.A. of Spain. The Company alongwith its JV partner has ex-ecuted more than 95 MW of Solar PV installations across the world including at Spain, other European countries and America also. In addition to above, the Group is also man-aging more than 20 Solar Farms across the world. EIRL is a leading turnkey EPC company providing services ranging from feasibility study, design and engineering, sourcing, construction and managing Solar PV Plants in India and abroad. EIRL is currently executing a 5 MW Plant in Rajast-han Solar Park, Rajasthan. In addition to MW business, EIRL is actively into KW size SPV Plants and have executed more than 100 KW installations in different parts of the country.

1. What would you feel are the most important char-acteristics of the (Palace solar) solar power plant that lends to its excellent performance? Palace Solar Plant turnkey EPC is done by ETain ImMODO Renewables Ltd. (EIRL), in a record project time of 61 days and O&M also is being managed by EIRL. The most important characteristics of Palace Solar plant are:

1.1 Highest priority was accorded to design a plant which shall give best performance in terms of generation and sustain it during plant life cycle. The unique approach taken by EIRL and design features provided in this plant are: We selected top notch Tier One module manufacturing company for modules and also one of the top ranking inverter supplier for inverters.

a. Design of our module mounting structure with sea-sonal tilt system was made keeping in mind simplic-ity yet enhancing generation and PLF also.

b. Meticulous sizing & selection of cables helped in reducing cable losses.

c. Proper installation of SCADA Monitoring system up to the most critical level resulted in locating any fault in the least possible time and rectifying the same.

d. Sufficient and standby 11 KV panel and UPS systems for optimum uptime performance of the plant.

e. Optimum design of Ring Main Units helped in dis-ruption-free plant operation.

f. Use of LED lights and other energy efficient equip-ments resulted in very low Auxiliary Power con-sumption.

g. Air conditioners were installed in inverter rooms to totally eliminate derating of inverters during high ambient temperature days.

h. EIRL computes and predicts the best possible en-ergy generation with shadow analysis using lat-est tools like PVSyst 5.66, METEONORM 7 etc.

1.2 Accreditations of EIRL

a. ISO 9001:2008 & ISO 14000:2004 Certified Com-pany.

Other Equipment suppliers are selected as per approved list of vendors of EIRL. 3. Gujarat state policy does not have any domestic con-tent requirement. Did this have a major impact in the selection of modules/inverters?

The Gujarat State policy of not insisting on domestic re-quirement has certainly helped us to source key equip-ments like modules and inverters from among the best in the world with assurance of timely deliveries and quick assistance for resolving initial commissioning problems.

4. What were the major challenges that you faced while setting up the solar power plant?

a) Meeting the extremely tight time lines for project com-missioning was the greatest challenge which assumed greater proportion due to abnormally heavy rainfall and lack of basic infra-structure in the Solar Park area.

b)Our major challenge also was to get the deliveries of some imported items like inverters and String Monitor-ing Boxes in time. To resolve such matters and in order to meet our time commitment, we did not hesitate to air lift such items and even foregoing MNRE Concessions on duties.

5. What factors influenced the choice of location of your power plant? Would you consider setting up the solar power plant in the Charanka solar park (as op-posed to elsewhere in Gujarat) easier?

Yes, In fact we were one of the first SPV companies who gave the concept of Solar Park and the concerned Gujarat Gov-ernment authorities took it very positively. Gujarat Solar Park has provided many common infra-structure facilities like assured Power Evacuation, Water supply, Storm wa-ter drainage system, overall security, Umbrella clearances required for quickly putting up and later on effi-ciently manage O&M of a SPV Project. We consider a State Government Solar Park as the best and quickest option for putting up large capacity MW scale plants.

6. In terms of solar technologies (c-Si vs. TF or central inverter vs. string inverter), as an EPC do you prefer to use one technology over the other? If so can you please elaborate on the same?

EIRL, as an EPC company is comfortable with any tech-nology selected by developer. However EIRL certainly recommend for Poly-Crystalline modules and central inverters based on their in depth study and experience gained in Palace Solar plant whose performance is the best among all developers. The most important reasons are:

a)For Modules

Poly-crystalline has distinct advantage of sustained performance in Indian ambient conditions, long term reliability, large basket of tier 1 manufacturers as com-pared to other technologies like Thinfilm Amorphous and even CdTe. A glance at Performance reports of de-velopers in Gujarat Solar Park would reveal that even though some developers have selected Amorphous and CdTe technologies their performance is much be-low Palace Solar Plant where we have used Poly-Cr. The most favorable advantage of TF is its lower ther-mal coefficient for loss of power at higher tempera-tures but since the effect of higher temp is limited only to 2 months of peak summer in India this advantage is gradually lost as cool months approach.

An appropriate seasonal tilt mechanism should also be considered with Poly-Cr.

b)For Inverters:

We strongly recommend central inverters of high ca-pacity compared to string type since they are very robust and reliable, more efficient and cost effective. They have wider range of MPPT voltage with Soft start. Central inverters have been most widely used in India as compared to string. Their Maintenance needs are very low.

However, EIRL being an EPC company, can only sug-gest their preferred technologies. The final choice rests on the developer.

7. Since the plant has been in operation for over a year now, O&M of the plant would play an important role in en-suring top level performance for years to come. Does your company undertake O&M for the power plant? How im-portant do you think is the role of O&M in maintaining plant performance? What are the factors that you look for and address in particular while undertaking O&M activities? O&M practices play very important role in the perfor-mance of a SPV plant. EIRL has undertaken the respon-sibility of O&M of Palace Solar plant. As is the practice in India today most of the developer seek long term guaranteed performance of their plant. In EIRL’s opin-ion such guarantees can be provided by an EPC contrac-tor only if he is also able to operate and maintain the plant at least for the period of performance guarantees.

O&M assumes even greater importance for long term, sustained top level performance with period scheduled cleaning of modules. Similarly seasonal tilts are operated based upon design and technical inputs which helps us in getting best possible generation. Spares management is our another focus area thereby helping us in maintaining best uptime of the plant. Well trained and qualified O&M staff having strict compliance of preventive and scheduled maintenance ensures best generation, minimum Aux con-sumption and provides 24 x 7 availability of supervision at plant site.

2. Power-One plants among top 10(4 among top 10 and 3 among top 5). What are the factors you attribute it to?

We have to understand that inverter is not a commodity, and not all inverters are same. Technology / Algorithm is a big differentiator , Our inverters are more advance in topology, using NPC3 and NPC4 conversion topology.

wider DC input windows making inverter wake up early , Thus providing better energy yield which has clearly come out in the study. They also give distinct advantages like multiple paralleling upto 3 MW block on a transformer.

We are seeing these topologies now propagated by Semi-conductor manufacturers and adaption.

3. Gujarat was the first state in India where PV systems were implemented at a massive scale. What were the challenges the inverter sector in general and Power-one in particular faced?

Not having a national grid standard for Solar was a big challenge, the various parameters like Frequency, Volt-age variation are big in comparison to standard and ac-tual.

We learned and tighten our protection by upgrading the firmware and coming out with India specific version. Site conditions and non availability of trained manpower where initial challenges we faced as an industry.

4. How did power-one overcome the challenges of hav-ing the need to ramp-up sales and technical support teams quickly?

India is a priority market for Power-one and we have made investment in our infrastructure , We have Power-one trained engr. at 5 location presence with spares stor-age facility and soon we will be having a high level repair centre in country.

Our internal target is to be the best service provider with R&R of 24 hr and customer delight.

5. During the first year of operations, what were the common problems related to plant performance that came up, especially since the inverters were used in In-dia for the first time? Adjustment to India Grid condition, along with site con-ditions, accessibility to site and trained/experience man-power were the major challenges. But it is all part of the learning curve. India went from 50Kw to 1Gw in less then 12 months.

Power-One inverters were used in three of the top five best performing plants in Gujarat. In this interview, Mr. Chanchal Bhatnagar National Manager (Business Development) at Power-One shares some of the key technical aspects of inverter that can impact the performance of the plant.

6. Since Power-one also has a big installed base in Rajasthan, can you throw some light on the differences in performance between Gujarat and Rajasthan?

Inverter performance is very similar but other variables Grid conditions, Grid availability are better in Gujarat in comparison. Also Dust & heat related environmental issues are aggressive in Rajasthan.

7.What would be your advice to developers/EPCs regarding inverter selection? Inverter is the brain on the PV plant and only 6-9% of the project cost. Please have a balance between price and per-formance in buying decisions. Technology, Service infra-structure & bankability/global presence of manufacturer Are equally important parameters to consider in making a buying decision.
