Educational Specifications IntroductionThe purpose of this project is to develop Educational Specifications for the new Elementary School to serve students Pre-kindergarten through fifth grade for the West Valley School District.

EDUCATIONAL SPECIFICATIONS PROCESSWHYThe purpose of Educational Specifications may be defined as a written means of communication between the Owner (user groups) and the design consultant. The user groups identify the overall educational program and individual space requirements that affect teaching and learning. The Educational Specifications provide guidance regarding the user’s intent, functional goal and budget, and will describe all of the educational activities which the proposed facilities and grounds shall support. This will assist the design team in providing the Owner with highly functional facilities that are tailored to meet the specific needs of each user. The Educational Specifications are not intended to replace the design responsibility of the architect. They simply provide a summary of needs from which the architect begins design.

WHOWhen producing Educational Specifications, representatives from the design team will meet with user groups representing each program (i.e. regular classroom, special education, administration, etc.). Each user group is usually made up of several staff members within the school and foundation, creating a broad spectrum of ideas and opinions. This is a “bottom up” approach to planning. During these meetings, each member of the user group will outline his/her educational goals and what he/she feels is required in the program space to accomplish these goals.

PROCESSBefore the meetings, the design team will provide each member of the user groups with a “draft” copy of the Educational Specification sections for his/her area. The design team will take the input from each user group and incorporate their wishes and needs into the individual Educational Specification sections for each area. They will also compare the wants and needs of each user group with the available budget for the project and determine what is feasible to accomplish within the budget. The section for each area will list the size, ceiling height, finishes, built in furniture and other requirements for the space. Moveable furnishings (desks, chairs, etc.) are not normally included. The design team will then create a summary “facility list” that lists each space and the square footage for each. In the end, this list provides a possible total building size that may be needed to accomplish the project. Once each section and the summary list are completed, the design team will provide the user groups with a copy for their review.

FINAL PRODUCTWhen each user group has reviewed the Educational Specifications, they will notify the design team of any changes that they wish to incorporate, and design team will produce a “final” version of the Educational Specifications. The Educational Specifications are evaluated at various stages of design to ensure that the educational program and the proposed facility are compatible.

EXECUTIVE SUMMARY

In February 2019, the West Valley community passed a construction bond measure to build two new elementary schools. The combination of continued growth of the community and aging facilities has resulted in overcrowding of buildings that no longer meet the needs of the students. Apple Valley Elementary, constructed in 1969, and Summitview Elementary, constructed in 1957, are the oldest buildings in the District and have the most critical needs requiring replacement of both. Apple Valley and Summitview each currently serve grades K-4. The replacement of both elementary schools is projected to consist of a prototype design of approximately 60,000 square feet of new construction. The School District has expressed a desire for parity between the spaces at both schools, with each school being capable of adequately supporting a student population of 550 and serving grades Pre-K through 5th grade. Each school will support the District’s long-range planning goals for elementary facilities by accommodating students up to 5th grade in permanent classrooms, without the need for portables.

The following educational specification for the new West Valley School District prototype elementary school defines the programmatic requirements for the proposed facilities. In addition to programmatic needs, this summary also examines possible building systems to be incorporated in the final design. All gathered user group information and space descriptions will be utilized in moving forward into schematic design.

Architectural:The design and layout of the facility will accommodate all users (student, staff and visitors) and serve as a learning institution for many years. The ability to create welcoming, flexible and secure educational spaces is the foremost goal in designing an elementary school. Spaces shall be thoughtfully articulated and sensitive to use and scale of occupants. All materials and finishes selected shall be durable and improve the overall environment of a space. Accessibility and ADA compliant design is important in all areas of the facility. Ease of travel and way findings are elements that need to be researched and discussed with the district. Building security will be improved with both systems and space adjacencies which will provide ample monitoring for interior and exterior surveillance.

School building security has been heightened after recent school incidences across our nation. New elementary schools shall incorporate overall security and improve on the procedures and protocols for safe school operations. This project will consider using a secure main entry screening vestibule which will be monitored at all times throughout the school day. The facility shall limit exterior doors and provide entrances that are easily monitored by adjacent staff and security camera systems. Together, with the school district and local law enforcement, we will take every effort to maximize overall facility security and safety.

The proposed school is expected to house students ranging from pre-k to fifth grade. The facility will be zoned for after-hours use and will accommodate performances and athletic events. A large multi-purpose room will be able to hold a large population for assemblies and events. Utilizing natural daylight to save energy and improve the indoor environment will be integrated into the design. A lobby area with ample natural light will achieve a sense of openness and arrival. The food service area will be designed as a serving kitchen that will be supplied with meals prepared at an off-site location. Outdoor features should be considered that support education outside the classroom including gathering spaces with convenient connections to classrooms or an area for a school garden.

Civil and Landscape:Safe site circulation is important when considering the site layout of a new elementary school. Accessible concrete walks will be used to collect and route pedestrian traffic from public walks, parking areas and drop-off/pick-up areas to and from the building. Asphalt areas, grass and other landscaping will be used to direct traffic and provide site beautification. Paved playgrounds and grass areas will be located for ease of access and provide continual site safety and security. Ease of maintenance and up-keep will be integrated into the design.

Vehicle circulation shall be orchestrated in the overall site layout. Separation for parents, buses, staff, deliveries and emergency vehicles will be addressed. Event parking and drop-off/pick-up areas are also to be considered and coordinated with building entries and exits. Special needs loading zone shall be incorporated and located near the special needs classrooms.

Water, sewer, power, gas, fiber, and phone lines will be extended to the new building. It is anticipated that the utilities around the site are adequate for the new school. A fire water service loop will be routed around the building for fire hydrants and supply to the building fire sprinkler system.

Structural:The new facility will be one-story and two-story construction with the multi-purpose and gymnasium areas utilizing a high roof structure. It is anticipated that the roofs will be low sloped with metal deck diaphragms supported by steel joists. Typical column spacing will be on a 20’-0” to 25’-0” spacing grid within interior and exterior walls. It is also anticipated that some of the exterior walls may be concrete masonry in which case these walls would provide vertical load carrying abilities. The interior lateral load resisting elements will likely be steel braced frames located within the walls and on each side of the corridors. The exterior load carrying elements will also be steel columns and beams spaced to match the interior columns or a load bearing concrete masonry wall. Lateral load resisting elements will be accommodated with steel braced frames and concrete masonry walls.

The ground floor will be a five inch thick concrete slab on grade over a gravel capillary base with vapor barrier. All the load carrying elements will be supported by concrete foundations that extend below frost depth. The entire structural design shall account for seismic, lateral and gravity loads meeting local jurisdictional requirements.

Mechanical:A group of HVAC systems will be selected for consideration based on a preliminary analysis of the Schematic Floor Plan, along with recent design experience with many similar school projects in this region, combined with early discussions with the school district’s maintenance and facilities staff. This group of HVAC systems shall be modeled in an Energy Life Cycle Cost Analysis (ELCCA) as required by the State of Washington. The final HVAC system selection will be based upon the results of this ELCCA, as well as other non-monetary factors (i.e. owner preference, adaptability to building geometry and space constraints, indoor air quality, ease of maintenance, system familiarity/reliability, etc.).

Outside air ventilation rates will be provided in accordance with the requirements of the Washington State Mechanical Code. Depending upon the type of HVAC system selected, it is anticipated that various forms of energy recovery equipment be utilized in order to minimize ventilation system heating and cooling loads.

Supply air will be distributed from the HVAC terminal units and air handling units by galvanized steel sheet metal ducts. Acoustical duct liner will be used for sound attenuation. For overhead supply air, adjustable core ceiling diffusers will be utilized in areas with lay-in ceilings. Areas without lay-in ceilings will utilize sidewall supply grilles.

Dedicated exhaust fans will handle toilet rooms, custodial rooms and other exhaust requirements. Specialty cooling systems will be provided for IT Rooms, Elevator Machine Rooms and other rooms requiring 24/7 cooling. All of the HVAC systems will be controlled and monitored by a control system that tie’s into the district’s current controls interface.

Plumbing fixtures will be of the low flow type where available. The flush valves will be manually operated, and the lavatories will have metering faucets. Classroom sinks will be heavy-duty stainless steel for longevity and ease of maintenance. Classroom sinks will be provided with bubblers.

A fire sprinkler system shall be incorporated in the facility and will conform to NFPA 13 standards providing coverage to all spaces.

Electrical:New electrical distribution and branch panels shall be provided strategically in the building to provide power for all loads. The switchboard with a 2000A main disconnect shall be provided for the school. All

spaces shall be provided with numerous receptacles, both for computer use and convenience use—both at interior and exterior of the building. GFI and isolated ground (IG) receptacles shall be provided where needed or required by code.

The lighting systems shall be generally designed in accordance with the Illumination Engineering Society’s recommendations and the Washington State Nonresidential Energy Code. Illumination levels in specific areas shall be based on the IES recommended levels for the specific area where these levels can be met while maintaining the lighting power density required by the Energy Code for the area use. Interior lighting systems shall be LED fixtures with auto-dimming features. Exit and egress lighting shall be provided in all applicable areas and shall be powered by battery ballasts. Exterior lighting shall be LED and shall be building or pole mounted. All lighting shall be controlled by the energy management control system.

A new fire alarm system shall consist of a main fire alarm control panel, a fire alarm enunciator panel, a dialer for monitoring by a central monitoring company and detection. The building fire sprinkler system shall be monitored by the fire alarm control panel and any flow or tamper will be transmitted to the monitoring company.

A new intrusion detection/security system will be provided at the elementary school. The intrusion detection system shall include motion detection and monitoring of operable doors configured in zones to allow for partial de-activation where appropriate. The CCTV system shall utilize IP connectivity and digital storage. Fixed and PTZ cameras can be provided (or roughed-in for future devices) in different areas based upon programming information, district preference and coordination with the local police department. An electronic access control system shall be provided at exterior doors used for ingress to the facility. This system shall accommodate emergency lock-down procedures and allow for administration to secure the facility by pressing a button. These systems shall be capable of being monitored by the owner’s current monitoring company.

The telecommunication distribution system shall consist of a new premise cabling infrastructure to support Local Area Network (LAN) and Wide Area Network (WAN) voice, video and data applications. The system as described will provide the Owner with cabling infrastructure to support connectivity for a voice, data and video networks. For a fully operational network the equipment and hardware such as servers, Ethernet switches and routers and computers shall be provided by the Owner. Wireless capabilities are also desired by the district throughout the facility—for convenience and future demands. If required, the facility will have a first responder antenna signal booster on site for improved first responder communication.

The project will include provisions for a classroom audio visual (AV) system to distribute audio and video signaling from sources within the classroom to a smart projector located in each classroom.

The Multi-Purpose, Gymnasium and Music Room shall be provided with all requirements for a mobile sound system cart. The mobile cart shall contain a tuner, amplifier, CD player and ADA required hearing impaired equipment. All microphones, auxiliary inputs and speakers shall be wired to input plates located within these three rooms. The mobile cart shall connect to the system for a particular room by connecting to the input plate for that space.

Teaching spaces will incorporate new technology and balance the needs of the various users. Efficient and reliable building systems will reduce maintenance and provide overall operational savings. The final design and layout shall incorporate teaching areas that compliment both instructors and students which are integrated into a comprehensive educational complex.

High-Performance School Buildings:High-performance features will be incorporated into the school design and construction following the requirements of the Washington Sustainable Schools Protocol (WSSP). The WSSP Protocol addresses the features of high-performance schools by providing credits in the categories of energy efficiency, water efficiency, site planning, materials, and indoor environmental quality. It allows the development of a high-performance school while considering the regional, district, and site-specific possibilities and constraints for each project.

PROJECT PHASES

The seven-step process used to accomplish this building program consists of the following phases, complete with a brief explanation of each level:

1. EDUCATIONAL SPECIFICATIONSThe educational specifications will describe all the educational activities which the proposed school facilities and grounds shall support. The specification will also acknowledge the types of spaces and their physical relationship, in order to accommodate program requirements. Moveable furnishings (ex.-desks, chairs, etc.) are not normally included in the space relationships. This phase must be approved by the School District and all involved parties, prior to commencing with the next phase.

Design West has worked with an on-site committee made up of teachers, administrations, school board members and patrons to develop the Educational Specifications.

2. SCHEMATIC DESIGNUpon the school board approval of the educational specifications, generic drawings and other documents, illustrating the scale and relationship of the project components will be prepared. The schematic design investigation will include review of local jurisdiction zoning, building codes and site development requirements. The design team will investigate available utilities and plan for utility connections for the project.

The architect will schedule on-site workshop(s) with the facility committee representatives to develop the Schematic Design.

3. DESIGN DEVELOPMENTUpon school board approval of schematic design, actual drawings and other documents to describe the size and character of the project: as to architectural, structural, mechanical, and electrical systems, materials and other elements will all be prepared.

The architect will be meeting individually with the facility committee representatives to finalize the design.

4. CONSTRUCTION DOCUMENTSUpon school board approval of design development, documents consisting of drawings and specifications setting forth in detail the requirements of construction will be prepared. Minimal design changes will take place, as this process should have occurred in the above Steps 1 through 3.

5. BIDDINGWith anticipated approval from the WA State Department of Enterprise Services, the project will follow the General Contractor/Construction Manager (GC/CM) delivery method. Upon school board approval of construction documents, the selected GC/CM will obtain bids to establish the maximum allowable construction cost.

6. CONSTRUCTION This phase begins with the award of the construction contracts and ends after the date of substantial completion of work.

7. CONTRACT WARRANTYConsultation will occur with the Owner, during the one-year warranty period, to make recommendations concerning defective materials, systems and/or equipment. All materials and systems are to be inspected prior to the expiration of this time period.

A strong working relationship with the project teams and architects throughout these seven steps will allow this project to become a reality that everyone is proud to have been part of.

OBJECTIVES

This student restroom shall connect to the Special Education and Self-Contained classrooms and accommodate disabled students. Clearance on either side of toilet is preferred with swinging grab bars. This room is unique to toilet room spaces in the school because the student who will use this space may require a large degree of assistance when using the facilities. This room needs to be large enough to incorporate a high/low changing table as well as the supplies that would go along with that function. It is the goal of the district to provide this type of facility away from the general student population for several reasons. The first is convenience for the student who may have difficulty controlling body function so immediate proximity is good. Second, supplies that are kept in this room are expensive and should be in a more controlled environment so that they don’t disappear. Third, and most important, the dignity of the student, to keep this equipment and its intended use away from the view of the general student population.

There is a possibility of these buildings being pre K-5th grade down the road. Eva and I did some math

and we propose 6 rooms at the K size for pre-k and K, and 16 at the 1-5th grade size.

Also- not a separate band room, but storage in the music room for band instruments.

Also- the OT room 3.9 is listed in the office area. This would be better suited in the Special Instruction

Spaces as 2.9. Could that be moved?

West Valley School District,

Thank you for your time last week at our Educational Specifications meeting. The

feedback provided was helpful and allows us to better understand the needs of the

District and end users of each school. Using the information provided at that meeting,

we have drafted descriptions of each required program space for your review. This

portion of the Education Specifications will be used as resource to consider as the

prototype design moves forward.

Please distribute the attached document to the essential District staff you choose to

review each program space. We would like WVSD comments for each space, if any, to

be returned by May 2nd. Based on those review comments, we can determine whether

or not a follow up meeting is necessary.

Also, we discussed touring two of our recently constructed schools in the Tri-Cities. For

an opportunity to visit the schools before staff leave for summer break, it would be best

to schedule the trip for a date in May. Here are some potential dates we are available:

Attached are updated Educational Specifications incorporating comments from the School Board, Bond

Oversight Committee, and Community during last night’s Study Session. For clarity, all changes are in

red font. Here is a summary for reference:

Page 7 – An introduction to the Executive Summary was added to provide background information on

the project more specific to WVSD.

Page 7 – A comment related to Outdoor Learning was added to the end of the Architectural section.

Page 9 – The security system will be provided in the project by the contractor. “by the school district”

Page 9 – A section titled High-Performance School Buildings was added to describe the WSSP
