City Council Message
El calor está en marcha! Aquí llega el verano, con esos díasen la piscina, visitas a los parques, y las vacaciones de veranoal estilo antiguo. Una vez más, este año la Ciudad ofrece unaamplia variedad de actividades para todas las edades en lapiscina. Estas incluyen clases individuales de natación, aAquaZumba y el Luau siempre divertido y Summer SplashBash. Otra diversión se puede encontrar en la música y losprogramas de artes marciales, con programas de artes, artesaniay lectura en la biblioteca, el tiempo familiar en la almohadillade chapoteo y mucho más. La Ciudad ofrece algunos de losmejores programas de recreación y esperamos que encuentranalgunos para disfrutar.
El Ayuntamiento continúa trabajando en el desarrollo de unparque regional. Los procesos de anexión se están llevando acabo los que van a mover este tan esperado proyecto un pocomás a la realidad. El parque ayudará a ampliar los camposdisponibles para los entusiastas de los deportes locales, asícomo la oferta de equitación y las instalaciones del centro deeventos.
La Ciudad espera recibir un nuevo camión Vactor y Barredorade Calles para el Departamento de Servicios Públicos muypronto. Estos vehículos van a ayudar al personal a responder a
Luau and Summer Splash Bash. Other fun can be found inmusic and martial arts programs, reading programs witharts and crafts at the Library, family time at the splash padand more. The City offers some of the best recreationprograms and we hope you will find some to enjoy.
The City continues to work on the development of aregional park. Annexation processes are underway thatwill move this long awaited project one step closer toreality. The park will help to expand the fields availablefor local sports enthusiasts, as well as offer equestrian andevent center facilities.
The City hopes to receive a new Vactor truck and StreetSweeper for the Public Services Department very soon.These vehicles will assist staff in responding to water andwastewater emergencies and maintenance services; andkeeping our city looking cleaner. The units will also meetnew state emissions standards, a requirement that the old
vehicles could not comply with.Housing and commercial development is continuing
with new model home complexes opening up and newcommercial facilities underway. We welcome newbusinesses such as the Rodeway Inn, (formerly theAirporter Inn), SeaPort Airlines operating at the remodeledairport, and new restaurants in the core of downtown andAten Express. The Holiday Inn project is now easilyvisible from many areas of the city and helps to raise theskyline and business opportunities in town.
While keeping tight strings on the budget, the City ofImperial continues to partner on efforts to homebase theJoint Strike Fighter F-35 at NAF El Centro, assist with theRainforest Art Center in downtown and schedule nextseason’s Farmers’ Market Days events. We wish everyonea Happy Fourth of July and a truly wonderful summer herein the center of the valley!

Imperial officer getsideal patrol partner
Any law enforcement officerwill say that after training theirmost important ally is their backup, those who work alongsidethem and come to theirassistance. In the case ofImperial Police Officer JoshRios, his backup is about asdependable and loyal as theycome.
“Corbi” is a three-year-oldGerman shepherd with whomRios trained for nearly threemonths last fall and winter andwho now accompanies him onpatrol and special operations.The pair’s specialty is druginterdiction and Corbi literallyhas the nose for it.
“The thing that took thelongest was learning to look atthe dog and see the difference inher when she sniffs the odor ofnarcotics,” Rios recalls of thetraining.
Asked how he knows whenCorbi has found something, headds, “It’s a process, hersniffing. The final alert is shewill sit down where she detectsthe odor.”
It’s a dream job for Rios, 27, who has five years combinedwith Imperial police, first as a reserve and now as a full-timeofficer. He served in regular patrol before being assigned to thecanine unit, but he says much of his time is still spent on patrol,though he and Corbi are on call any time to help find drugs orassist in arrests and search warrants. They can be spotted in amarked K-9 police cruiser that has a special ventilation systemto keep Corbi cool in the back seat area.
“Being a police officer you prefer certain areas and mytraining has been focused on narcotics. Those are the people(involved with drugs) that are committing other crimes. If wecan stop the drugs, we can stop the other crime,” Rios says.
There are some lighthearted duties on the horizon, too. Riosand Corbi are expected to start visiting schools later this year.

City looking long-termon development
There was a time not so long ago when development inImperial kept a frenetic pace. Those days may be returning,and city officials are putting in place long-term plans to ensurethat growth meets the needs of residents and businesses alike.
A major building block is the General Plan Update on whichthe city was getting comment in April in anticipation offinalization and approval by the city council in May, CityPlanner Jorge Galvan says.
“It’s a 20-year plan and concerns growth and annexationareas and how we are going to deal with it, though it does notaddress specific annexations,” Galvan says. “We’re calling thisthe building block. Identify large swaths of land, such as 1000acres, each will have a village center with a commercialdistrict, a park and a school. The main goal is to have awalkable community.”
An example of the more immediate impact is the “SouthColonia” area along Treshill Road on the south boundary ofthe city and whether long-tem that should be zonedcommercial or include apartments, Galvan adds.
He also expects the plan will include a “military overlay”that will spell out areas that are affected by military air trafficand likely formalize the decision not to allow development

More immediatechanges will occurfrom the recentlyadopted CapitalImprovement Plan.A firm has beenhired to surveystreets and identifythose most in needof repaving.
“They willreport to the cityand the city willuse that to moveforward withpaving projects.We’re looking atthe critical needs first, especially arterials. The major roadswill be paved in 2014,” Galvan says.
Other components include a proposed dog park andimprovements to park restrooms.
Other active projects include: Holiday Inn Express at Highway 86 and Neckel Road and
the accompanying traffic signal at the intersection -- The hotelis under construction and along with the traffic signal could becompleted by year’s end. The main need is connecting the siteto city water and sewer lines.
Downtown transit center -- the city is still working on landacquisition
Dollar General -- later this year will open a store with aparking lot on Imperial Avenue just north of city hall, the siteof the former cottage homes. Galvan describes it as a “beefedup dollar store with some groceries.”

Kaye Thompson and Darrel Bostic, co- grand marshals of the 2013 Imperial Fair Parade, ridein the lead vehicle during the Feb. 23 event. The parade drew a sizable crowd, many of whom joinedothers at the Tri Tip Cook-off and Market Days that followed at Eager Park. Thompson is thewidow of the late Dr. James Thompson, a highly regarded veterinarian who owned El CentroAnimal Clinic. He was tragically killed in a plane crash in 2012. Bostic is president of the CaliforniaMid-Winter Fair and Fiesta Board - 45th District Agricultural Association. He has served on theboard since 2006. He also is the vice president of Black Dog Farms.

Parks and Rec planningbest summer ever
Since the City of Imperial Parks and RecreationDepartment was formed in 2006 it has gained a reputationfor providing fun, fitness and learning all year long. Yet it’sbiggest challenge comes during the steamy summer monthswhen school is out and myriad children and their familiesare looking for something interesting to do.
Year in and year out Parks and Recreation has comethrough with full schedules of a variety of activities andexciting special events. This summer Parks and RecreationDirector Stan Armstrong and Program Coordinator EmberHaller are confident they’ve put together one of the bestline ups ever. Some of the programs and events are listedon page 9.

Fire prevention bettersooner than later
When it’s 110 degrees on a summer day in Imperial thatscorching heat is not the only danger lurking in and aroundhomes and businesses. There are other risks that go unnoticedand the best time to detect them is before it gets hot enough tostifle motivation.
“Spring is the ideal time for fire safety,” says Imperial FireCapt. Danny Stauf. “Start on the outside of the house orbusiness first. You want to get out there before it gets too hot.”
Stauf stresses that obvious hazards, such as leaky ordeteriorating containers of liquids, including fuel andpesticides, should be secured or removed to the hazardousmaterials drop off at 702 E. Heil Ave. in El Centro. Next,excess vegetation growth should be cleared to form aperimeter around the dwelling. Other items in that area, suchas automobiles or lawn equipment, should also be properlyplaced or removed if not in use.
“Vegetation and cars and lawn equipment can cause a fire,make it worse or impede the fire department’s access to theproperty in case of an emergency,” Stauf says. “Create adefensible space around you.”
Inside, the fire culprits are overloaded electric sockets,extension cords that are worn out or pinched by furniture,improperly stored household chemicals, and non functionalsmoke and carbon monoxide detectors. Stauf also reminds that“extension cords are not meant for long-term use, that is, morethan 90 days.”
He also urges home and business owners to have afunctioning fire extinguisher on hand and know how to use it.Batteries in detectors should be checked twice a year.
“Pick the birthday of someone in the house and check it onthat day and then six months later. That will help youremember,” he suggests.
Meanwhile, any electrical repairs should be left to experts.“If you are
not certified asan electrician,call someone.There areelectric shockand fire hazardsif you dosomething wrongwhile working onan electricalsystem,” Staufsays.

Imperial Valley is for much of America a remote area notoften paid attention to, and that includes elected leaders inWashington, D.C., even those who represent California. Itmeans local leaders have to be the “squeaky wheel” toensure the area’s needs get sufficient consideration. Thereis one way to do that best.
“We went to Washington, D.C., and met with the officesof Sens. Barbara Boxer and Dianne Feinstein, andmembers of the House of Representatives from SouthernCalifornia,” Imperial County District 3 Supervisor MichaelKelley explains. “We carried our game plan for the federalgovernment’s involvement in the Salton Sea – not justmitigation, but restoration.”
Kelley continues that the Imperial Valley contingent, ofwhom he was a member, spoke “of the danger to air qualityif the sea is not restored” and the toxic sea bed is exposedand blown around by the wind.
He adds the group also lobbied for expansion of theDowntown Port of Entry in Calexico, which experienceschronic congestion that impedes local commerce.
“We spent two full days there making sure the ImperialValley’s voice is heard and what we want on the agenda,”he says of the March trip.
Meanwhile, back in Imperial County, Kelley notes theevent recognizing the one millionth solar panel at theTenaska Energy development near Mount Signal is thelatest example of the area’s burgeoning renewable energyindustry. It all was on display in March at the annualRenewable Energy Summit hosted by the Imperial ValleyEconomic Development Corp. at the Barbara Worth Resortin Holtville.
“Industry leaders came from all over North America. Itwas very successful and demonstrated what an importantplayer we have become,” Kelley says.
The county and Imperial Irrigation District officials alsoare teaming up to help geothermal projects benefit from thesame fast-track permitting process as other renewableprojects, such as wind and solar. Imperial County is aleading generator of geothermal energy in the U.S. andKelley says such a change would further spur localgeothermal developments.

The ImperialIrrigation District’s new Quality A/C Maintenance Program isdesigned to help you properly maintain your system so it can runmore efficiently, use less electricity and reduce the cost of repairs,all saving you money.
How does the program work?A certified specialist will work with you to evaluate the necessary
maintenance of your air conditioning unit and perform the requiredmeasures, as covered under the program.
Which measures are included?• Duct test and seal (DTS)• Refrigerant charge adjustment (RCA)• Inspection and correction, if needed, of condensate drain,
system controls and thermostat settings• Cleaning of evaporator and condenser air conditioning coils
How much does it cost?The program is complimentary for IID residential and small
commercial customers. Small commercial customer accounts arebusiness accounts with a monthly electrical demand of 100 kW orless, as per the rate schedule.
Who will perform the work?IID has partnered with Enalasys for this program. Enalasys has

Story Time at the Imperial Public Library is going well,providing entertainment and an introduction to books forpreschoolers. Participants get to hear a story, make a craft, andhave a good time. We’d like to thank our special helper, Sylviafrom Kindermusik, for making Story Time so much fun.
The Minimum-Day Matinee continues to provide free familymovies on those regularly-scheduled IUSD minimum days andattracts more children to the library. After June, the program willtake a break for the summer, and come back with the next schoolyear.
Once again, we are planning the Summer Reading Program andactivities, which will begin July 8. Our theme is “Dig intoReading” and the library staff already is working on ideas to makeit more fun. There will be reading, arts and crafts, game days, andmaybe even a movie or two. We hope to make this the best summerprogram ever!

On March 13, the California Legislature took an importantstand for Salton Sea communities: the Joint Legislative AuditCommittee voted unanimously in support of my request for acomprehensive audit of the Salton Sea Restoration Fund.
The Salton Sea Restoration Fund was created in 2003, as anelement of the Quantification Settlement Agreement (QSA)pertaining to the water transfer deal to divert Imperial Valleywater from the Salton Sea to San Diego. When the QSA wascodified, the legislation made the state liable for the restorationof the Salton Sea ecosystem, as well as for the mitigation of theenvironmental and air quality impacts related to the transfer.
To meet this obligation, the state created the restoration fundto develop a restoration plan for the sea. Signers to the QSAput millions into the fund, and it is also the repository forProposition 84 bond monies authorized for restoration.
Ten years have now passed, and some $32 million have beenexpended, yet there is still no agreed-upon restoration plan orgovernance structure to guide decision-making.
The restoration fund remains the primary vehicle for thestate to meet its mitigation and restoration duties under theQSA, yet there is little transparency about how it is managedand how projects are prioritized. The audit, to be completed insix months, will detail how the dollars have been used, as wellas help to ascertain whether the fund is being managedappropriately for the state to fulfill its obligations to ourregion.
The state audit is one element of the Save Our Sea campaignI initiated earlier this year. It also includes three bills that seekto enhance local self-determination by defining the terms forlocal participation in governance (Assembly Bill 71),developing homegrown financing through the development ofrenewable energy and alternative fuels (AB 148) and requiringour air agencies to develop an air quality mitigation plan tocombat anticipated dust pollution from the Sea (AB 147).
Given what’s at stake, it is imperative that the state meet itsobligations to our region, and the approval of the audit requestis an important step forward.
