THE FACULTY OF CANON LAW OF THE PONTIFICAL UNIVERSITY

OF

ST. THOMAS AQUINAS

In 1896 the Faculty of Canon Law of the Pontifical

University of St. Thomas (Angelicum) was founded. Thus

the study and teaching of canon law became an integral

part of the Collegium of St. Thomas alongside the

Faculties of Philosophy and Theology. The Faculty of

Canon Law consists of a team of professors each of whom

is a specialist and practitioner of his or her discipline.

There is a mutual and enriching influence in the

professor’s teaching and his pastoral practice of the law.

The Faculty aims at preparing clergy, religious and

laypersons to fulfill various functions, whether it is

teaching in seminaries and universities, performing

specific tasks in apostolic or diocesan tribunals, or

carrying out various administrative assignments in diocesan offices or the offices of institutes of

consecrated life. In accordance with the tradition of the Dominican Order, one of the characteristic

features of the study of canon law at the Angelicum is the connection made with philosophy and

theology. In its study of the Code of Canon Law the Faculty aims at a deepening of the philosophical-

theological and ecclesiological ratio legis in the light of Vatican II. The study of the sources of canon

law and of Roman law, as well as certain elements of comparative law, completes the juridical formation

of the student. Knowledge of the essential traits of the Code of the Eastern Churches and of the major

principles which govern the relations between the Holy See and Nations or other political bodies

constitutes a further enrichment for the student of canon law. Relevant sections of International law are

also discussed.

THE HISTORY OF THE INTERNATIONAL INSTITUTE OF THEOLOGICAL

AND TRIBUNAL STUDIES

The Synod of the Archdiocese of Los Angeles proclaimed that the call to ministry

and leadership comes specifically from the grace of Baptism. Thus, there are many

forms of ministry that pertain to the laity and are not restricted to clergy and

religious. One of the pastoral strategies called for was the establishment of a “school

of ministry for laity” or its equivalent in each pastoral region to train parishioners for

participation in a variety of parochial ministries.

In response to this Synod priority, to the needs of the Archdiocese and to the growing

shortage of canonists and qualified Tribunal staff in the U.S., Canada and elsewhere, in December 15,

2005, the Graduate Theological Foundation of Indiana formally established the International Institute of

Tribunal Studies in Los Angeles, with the endorsement of His Eminence Cardinal Roger Mahony,

Archbishop of Los Angeles. At that time, the Cardinal stated that the Archdiocese of Los Angeles has

much to offer the Institute, including facilities, expertise and faculty. In 2007, the Graduate Theological

Foundation granted to the International Institute of Tribunal Studies the new status of P.R.I.M.E.

(Partnering Resources in Ministry Education), with the hope that many of the excellent educational

programs of the Archdiocese could be used to allow Christ’s Faithful to obtain degrees in different areas

of studies.

The Institute has its philosophical roots in the legal concept of apprenticeship, “reading the law” with an

experienced lawyer. This was once the primary means of obtaining a legal education in the American

colonies and in the early history of the United States. From John Adams to Abraham Lincoln, many

Presidents had “read the law” under the tutelage of experienced lawyers. The Institute also has its roots

in the Catholic academic tradition of the residential study of canon law. Throughout the world the Holy

See has established faculties of canon law with an environment truly suited to the formation of canon

lawyers. These two traditions are merged in the Master’s of Tribunal Studies and the Doctor of Tribunal

Studies. While not pontifically accredited, these two programs allow for the combination of the self-

study and apprenticeship found in the early American tradition, and the lecture and tutorial system

employed in tradition of Catholic universities.

The ancient belief of the Catholic Church is that canonical norms must be juridical expressions of the

Church's theology. John Paul II stated:

The pastoral nature of this law, that is, its function within the salvific mission of the pastors

of the Church and the entire People of God, thus finds a solid basis in the councilor

ecclesiology according to which the visible aspects of the Church are linked inseparably to

the invisible ones–forming a single unified whole–comparable to the mystery of the incarnate

Word (LG, no. 8) […] the Council did not fail to draw many practical consequences from

this pastoral character of canon law, by taking concrete measures to ensure that canonical

laws and structures might always be more suited to the welfare of souls (John Paul II, Alloc.,

January 18, 1990: Woestman 209-210).

It is the belief of the International Institute of Tribunal Studies that its theological endeavors safeguard

the main philosophy of the Institute, which is based on the organic relationship between ecclesiastical

law, tribunal ministry, and theology. To this end, the Institute provides theological courses that can lead

to a bachelor’s, master’s and doctoral degree in theology.

Because of the widening of the I.I.T.S. mission from solely preparing those in tribunal ministry to the

formation of all of those in ministry, in 2009, with the approval of Cardinal Roger Mahony and the

Graduate Theological Foundation, the I.I.T.S. became the International Institute of Theological and

Tribunal Studies (I.I.T.T.S.).

In 2011, I.I.T.T.S, along with the entire Catholic community,

welcomed Archbishop José H. Gomez as our new spiritual leader.

His support was felt from the very beginning with his letter to the

bishops of the United States, inviting them to send students to the

Angelicum Summer Canon Law Program in Los Angeles. His

support has been much appreciated by I.I.T.T.S.

THE HISTORY OF THE COLLABORATION

In November 2008, Cardinal Roger Mahony invited the administration of the Pontifical University of St.

Thomas Aquinas to join in a collaborative venture which would allow students the experience of

studying canon law during the summer months in the Archdiocese of Los Angeles as part of the process

of obtaining the Licentiate in canon law through the Angelicum. In December 2008 the Cardinal

received letters from Fr. Joseph Agius, O.P., Rector of the University, and Fr. Bruno Esposito, O.P.,

Dean of the Faculty of Canon Law, stating that the Faculty Council unanimously accepted the proposal.

The first summer

semester was held

during the months of

June, July and August

of 2009 at the

Immaculate Heart

Retreat House in Los

Angeles. The students

consisted of one lay

woman, two laymen,

one married permanent deacon, one religious priest and

four diocesan priests. The faculty consisted of professors

from Rome, Budapest, Los Angeles, California and

Cleveland Ohio. The first experience was considered academically challenging yet manageable and an

opportunity to grow in faith as well as in the skills needed to minister in the Church as a canonist.

The students and professors were tremendously grateful to the sisters and staff of the Immaculate Heart

Retreat House. Their care and professionalism aided those involved in the program a great deal.

ST. JOHN’S SEMINARY: OUR NEW CAMPUS

While being very grateful to the Immaculate Heart Sisters for their generosity in

housing the Angelicum Summer Program for three summers, it has been decided,

under the leadership of Archbishop Gomez,

that the 2012 summer Angelicum Canon Law

Program be held at St. John’s Seminary in

Camarillo, CA. This change will provide an

academic setting and greater access to the

Seminary Library which is essential for the academic goals of the

students of canon law.

THE PROGRAM OF STUDIES FOR THE LICENTIATE

IN CANON LAW

The curriculum for the Licentiate is in conformity with the requirements of the

Apostolic Constitution, Sapientia Christiana, and the Decree of the

Congregation for Catholic Education revising the order of studies in the

faculties and departments of Canon Law (2002).

Students who have successfully completed the philosophical-theological curriculum in a seminary or in

a theological faculty (the first cycle), or have completed the two-year propaedeutic program of studies

required by the Decree of the Congregation for Catholic Education may be admitted immediately into

the program for the Licentiate in Canon Law (the second

cycle) unless the Dean deems it necessary or opportune,

prior to their admittance, to require that they take a

preliminary course in Latin or in the fundamental concepts

of canon law.

In accordance with the Apostolic Constitution, Sapientia

Christiana, and the Decree of the Congregation for

Catholic Education, the educational collaboration between

the Angelicum and the International Institute of

Theological and Tribunal Studies provides a learning

opportunity that fulfills the requirement of six semesters or three years. This program provides for the

in-depth study of the entire Code, including its sources, both magisterial and disciplinary, and the study

of other disciplines having an affinity with canon law.

The collaboration between the Angelicum and the International Institute of Theological and Tribunal

Studies provides three possibilities for obtaining the Licentiate in Canon Law:

Plan A: June 2012 to June 2015 (Three-Years/Six-Semesters Plan)

June 2012 through August 2012, students take the first

semester of the first year of canon law in Los Angeles.

At the end of the semester the students return to their home

diocese or community for a year of work experience in their

local tribunal or an administrative ministry in their

community or diocese that will provide the practice that is so

valuable for effective academic studies.

June, July and August 2013, students return to Los Angeles to complete the second semester of

the first year of canon law.

October 2013, the students transfer to the Angelicum in Rome in order to complete the second

and third years of the standard course of studies in Canon Law (finishing course work by June

2015).

Italian will be taken as non-credit. The final exams or papers are

not due until the end of November 2012. Exceptions can be

made to accommodate the needs of the professors and students.

Plan B: June 2012 to June 2014 (Two-Years/Six-Semesters Plan)

Because of the pastoral needs of a diocese or religious community the Two-Years/Six-Semesters Plan

could be chosen. This program fulfills the requirement of six semesters of study while completing the

course work in two calendar years.

June 2012 through August 2012, students take the first semester of the first year of canon law

in Los Angeles.

October 2012 students transfer to the Angelicum in Rome as extraordinary students for the

study of the two semesters of the second year of canon law.

June, July and August 2013, students return to Los Angeles to complete the second semester of

the first-year courses.

October 2013, students return to the Angelicum in Rome as ordinary students to complete the

last two semesters of the third year of Canon Law (finishing all course work by June 2014).

Italian will be taken as non-credit. The final exams or papers are not due until the end of November

2012. Exceptions can be made to accommodate the needs of the professors and students.

Plan C: Flex Plan (Six-Semesters with longer breaks between semesters in Los Angeles and

Rome)

This plan allows for greater flexibility. Students after completing the two summer semesters in Los

Angeles may not be able to start their studies in Rome immediately. The Flex Plan takes into

consideration students’ unique situations and allows students to begin their second year of canon law in

Rome based on their schedule.

Canon Law Courses: $11,100.00 (Classes with room and board on site)

Library Resources:

Students will have access to the Library at St. John’s Seminary, as well as daily access to the

Metropolitan Tribunal Library located at the Archdiocesan Catholic Center.

Italian Language:

Courses at the Angelicum are taught only in Italian. Therefore, the summer program in Los Angeles

requires the study of Italian. In addition to the three-week intensive Italian language classes, the summer

program will provide as many opportunities as possible in July and August to help students gain fluency

in Italian and grow in their understanding of the Italian culture and lifestyle. It is strongly recommended

that students make every effort to study Italian even before arriving for the summer program.

Housing for Students:

During the language courses (June 11, 2012 through June 29,

2012) the students will be provided housing at Bella Capri in

Downtown Camarillo and the courses will be held at

St. John’s Seminary.

During the core courses of

canon law (July 9, 2012

through August 24, 2012)

the housing and courses

will be at St. John’s

Seminary.

The Role of the Auditor-A Practicum (August 27, 2012 through August 31, 2012) will take place at the

Marriage Tribunal in Los Angeles. This will give the students a hands-on experience of auditing

marriage cases in a real Tribunal setting. The housing will be provided to the students at a nearby hotel

next to the Marriage Tribunal on Wilshire Boulevard.

REQUIREMENTS FOR FIRST-TIME REGISTRATION:

While the staff of the International Institute of Theological and Tribunal Studies is more than happy to

assist students in applying for the Licentiate program in Canon Law, it is the Dean of the Canon Law

Faculty of the Angelicum who must accept the student. A letter of request for acceptance into the

program must be sent by May 1, 2012 to the Dean of the Faculty of Canon Law in Rome with the

following documents:

a. authentic and detailed certification of completed studies, showing: the academic title, the number

of years of study completed, the content of the studies, and the credits and grades obtained;

b. three photographs in passport format, for use by the University Secretariat;

c. two photographs in passport format for the library;

d. a letter of recommendation with a nihil obstat from the student’s Ordinary, showing the

student’s diocesan incardination, or affiliation to a particular religious institute, and the place of

permanent residence;

e. If the student is a lay person, a letter of recommendation is required from his/her diocesan bishop

or a priest.

Based on the interests and

availability of the students and

staff, visits to historical and

cultural sites will be organized.
