National Night OutSave the Date – August 2, 2016

National Night Out is an annual community event held on the first Tuesday of August. It promotes police-community partnerships to make neighborhoods safer and renew community pride. This event provides a great opportunity to bring police and neighbors together under positive circumstances. Neighborhoods across the nation host block parties, cookouts, ice cream socials, or any other type of event, which are then attended by both police and fire personnel.

On August 4, 2015, seven neighborhoods in Campbell hosted a National Night Out event - the most neighborhood gatherings ever held within the City! These seven gatherings were spread throughout Campbell and represented a good portion of our residents. The Police Department had a team of officers, who along with our command staff, attended all of the events held that evening. It was great to meet neighbors, community leaders, and see various City Councilmembers and representatives from the Santa Clara County Fire Department. We look forward to joining you at this year’s event on Tuesday, August 2, 2016. Get your neighbors together and let us know where you will celebrate - and we will be there!

New Surveillance Camera RegistryThe Campbell Police Department is pleased to introduce the Surveillance Camera Registry. This new program is a great way to help deter and solve crime quickly in our community. The Police Department is working with businesses and residents to compile a list of privately owned surveillance cameras to enhance crime prevention efforts. Providing the location of your security camera empowers the Police Department with information needed to catch criminals faster. Participation is 100% voluntary and the Department has no direct access to your camera system.

With the increase in surveillance cameras at homes and businesses, the intent is to partner with the community to capture valuable evidence for criminal investigations. An example of a recent success occurred during an attempted kidnapping in May 2015. A pre-teen female victim was walking her dog when a suspect pulled up in a car asking for directions. The suspect approached and grabbed the victim, trying to get her into his vehicle. The victim was able to fight back, which caused the suspect to flee the scene in his vehicle. A surveillance camera at a nearby home captured the suspect’s vehicle, which ultimately allowed detectives to identify and arrest him.

The Police Department is requesting that residents and businesses voluntarily register their surveillance systems via the Campbell Police Department app or on the Police Department page of the City’s website. In the event of a crime, investigators will contact you to ascertain if evidence was captured on your camera. Thank you for helping make Campbell a safer community.

22 Campbell Profile - Newsletter

Message from the City Manager

Dear Friends,

It is my pleasure to present the Summer 2016 issue of the “Campbell Profile.” The purpose of the newsletter is to provide residents and businesses with an update of City projects and programs. The Profile is included with the Recreation Activity Guide each season.

Last December, the City contracted with a firm to conduct a Community Satisfaction Survey to assess resident satisfaction and priorities for City services. Interviews were conducted December 10-20, 2015, via telephone interviews and e-mail surveys. The Community Satisfaction Survey found that 95% of respondents are satisfied with the quality of life, and 92% of respondents are satisfied with the job the City is doing to provide City services. Police and fire services, street maintenance and sewer and storm drain services were identified as City service priorities. The survey results are consistent with prior satisfaction surveys the City has conducted, and I am pleased to have data that confirms our residents love their community and recognize the outstanding work our City staff does to make that happen.

In February, the Campbell City Council took action to join Silicon Valley Clean Energy Authority (SVCEA), a new non-profit public agency that will offer clean energy alternatives for residents and businesses in participating Santa Clara County communities. SVCEA will operate a Community Choice Energy (CCE) program, creating a new way for local residents and businesses to buy cleaner, greener electricity from solar, wind and biomass sources at competitive rates. Under the program, the supply of electricity will be managed at the local level. In collaboration with other Santa Clara County cities, the SVCEA will buy “clean” power on the open market, thereby encouraging competition that can result in more renewable energy sources at lower rates. Pacific Gas & Electric (PG&E) will continue to deliver the electricity over existing infrastructure, as well as maintain power lines, send bills, and provide customer service. Customer bills will even look the same. When a community decides to join a CCE program, all customers within that jurisdiction are automatically enrolled in that CCE program. However, customers can choose to opt-out and remain with PG&E. In existing CCE programs, the vast majority of customers have chosen to stay with the new local agency as their electricity provider, opting for the cleaner, greener, local choice. Stay up to date by visiting Campbell’s website at www.cityofcampbell.com and sign up for a free e-Notify account to receive updates from the City.

The City of Campbell is embarking on an update—Envision Campbell—to its General Plan. As required by State law, the updated General Plan will take a comprehensive, long-term view to guide future growth of the City over the next 25 years. Envision Campbell is still in its initial stages and a timeline has not yet been finalized. However, throughout the update process, community involvement will be welcomed and encouraged. Workshops and meetings will be held on a regular basis and the public will be invited to comment on the draft General Plan elements and Environmental Impact Report. The City’s website will provide up-to-date information on Envision Campbell, including upcoming meeting dates and draft documents as they become available. Additionally, to foster constituent participation, as well as greater civic transparency, the City is in the process of completing a new mobile General Plan app version of Envision Campbell, which is expected to be available this summer. In particular, the General Plan app will keep interested members informed of any project updates and meetings, and provide a forum to ask questions directly to the City. (Continued on the next page)

(Continued from previous page)Another opportunity to connect with the City on your mobile devices is through the Campbell Police Department app, which provides the public unprecedented access to the Police Department. The mobile app gives access to the Police Department’s news feed, online crime maps, videos, photos and social media content. In addition, users will be able to submit crime tips and official reports from their mobile devices. Anyone can download the application for free through Apple’s App Store and the Google Play Marketplace.

Lastly, as summer approaches, the City looks forward to a fun and enjoyable tradition. The Recreation and Community Services Department will once again sponsor free summer concerts at the Orchard City Green. Every week, starting in July, a different band or orchestra will perform live music ranging from Top 40 and Big Band Swing to Classic Rock and Disco.

Please take a moment to read the articles of interest and announcements covered in this newsletter. If you have any comments or suggestions, please call the appropriate City Department listed in the City Directory contained in this Recreation Activity Guide.

Sincerely,

Mark Linder

City Manager

Coffee with a CopIn the spring of 2015, the Campbell Police Department began a new community outreach program titled, “Coffee with a Cop.” The program facilitates connections between community members and the men and women of the Campbell Police Department that respond to calls for service, and keep our City safe.

A factor in the growing success of the Coffee with a Cop program is that it provides the opportunity for officers to casually meet people outside of the crisis situations or enforcement activities that frequently bring law enforcement officers and people together. To date, four events have been held in various locations throughout Campbell. Each event has drawn a large crowd of both residents and non-residents from throughout the area. The Police Department works in conjunction with the host location to advertise the program and provide a comfortable setting with a cup of coffee for each community member. The department then schedules various patrol officers, detectives, and professional staff to attend.

Our goal is to foster relationships, create understanding, and serve as problem-solvers rather than simply call-takers. Coffee with a Cop fits perfectly into our core values and philosophy.

The Hacienda Avenue Green Street Improvement Project has been completed! A dedication ceremony was held on November 24, 2015, recognizing the exemplary teamwork of the City Council, City staff, other public agencies, contractors, and residents to deliver solutions that meet the evolving needs of not only the City of Campbell, but the region as well.

The impetus for this project was the street’s overall poor condition, including the lack of sidewalks, bike lanes, and storm drainage. When the project scope was prepared by City staff, the project goals were to reconstruct the roadway, improve traffic and pedestrian safety, as well as improve drainage.

As a “green” infrastructure project, it served as a model for securing grant funds from various sources such as Proposition 84 (Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006), Valley Transportation Authority (VTA), and Santa Clara Valley Urban Runoff Pollution Prevention Program.

A key component of the project funded by the Proposition 84 grant to improve water quality was the

use of the bio-infiltration basins to collect stormwater runoff. The use of these stormwater basins redirects storm water runoff from Hacienda into the groundwater table below rather than being piped directly to the bay. Reducing the street’s width and replacing it with bio-treatment areas is called low impact development (LID), and allows the City to ‘green’ the streetscape and provide the neighborhood with a sustainable street for today and the future.

A Community Design and Transportation Program Capital Grant from VTA supported the installation of the continuous bicycle lanes and pedestrian improvements along the corridor. The City funded approximately 60% of the $6.6 million project through pavement maintenance and capital improvement program reserves; the remaining 40% of the project was funded through the grants mentioned above. Major improvements as a result of the project include:

• Upgraded gas and water mains

• Rehabilitated roadway surface

• Continuous sidewalks and bicycle lanes

• Corner bulb outs (for pedestrians)

• ADA accessible ramps

• Improved transit stops

• Drought tolerant landscaping

• LED street lighting

• Complete storm drainage facilities

• Sanitary sewer improvements including installation of individual property cleanouts

The plants and trees, including the “no-mow” grass, are drought tolerant and are designed to thrive with the newly installed bio-infiltration basins. All the plants, trees and grass will be maintained by the City.

Hacienda Avenue is a signature project as it is the first “green street” of this scale in our region. We would like to thank everyone, especially those who live on or near Hacienda Avenue, for their patience during this project’s development.

Join our year-round youth swim team! We empower young people to become aware of their full potential and strive for excellence through the sport of swimming.

CAMPBELL ‘WAVE’ SWIM TEAM The Campbell Wave competitive USA Swimming team is open to ages 5-18 years. Enrollment is ongoing, and practices are held year-round, Monday through Saturday, and are divided by age and ability level. Swimmers should attend at least three (3) practices per week to see improvement in both endurance and stroke technique. Swimmers in more competitive groups will be required to attend more practice sessions.

PRE-COMPETITIVE SWIMMINGThe pre-competitive swimming group is a training ground for year-round competitive swimming. Eligible swimmers must have completed an “Advanced Beginner” or higher swim lesson and pass a swim test given by coaching staff. Swimmers will later have the option of moving on to a competitive group.

REGISTRATION INFORMATION:A try-out and skills test is required to determine the appropriate group placement. Group fees vary depending on skill level and age. Please contact Wave Coaching Staff at (408) 866-2160 to arrange a try-out and obtain the appropriate fee schedule.

JUNIOR LIFEGUARD (12-14 YRS)The Junior Lifeguard Program provides youth with lifesaving training, leadership skills, experience using lifeguard equipment, and First Aid and CPR knowledge. Trainees will also experience improved fitness and endurance, challenging both the mind and body. The program begins with a three-week Junior Lifeguard Training and continues through the summer season as trainees work along side Aquatic staff to assist during lifeguard and swim lesson programming. Junior lifeguard is held at the Campbell Community Center Pool. Candidates will be chosen based on an application screening and interview process. Once admitted, the program is free. While the program is a great work experience opportunity, it does not guarantee future employment. For application information, please email [email protected]

MUSIC TOGETHER: MIXED AGE (BIRTH-6 YRS)Child development researchers have found that grouping together children of varying ages fosters natural, family-style learning. The hallmark of the Music Together program, our Mixed-Age Class gives children the environment they need to grow musically while interacting both socially and musically with peers of different ages. Younger children enjoy watching and imitating older ones; older children learn by leading younger ones; and adults are happy because their children can go to class together. And any or all of child’s caregivers – parents, grandparents, nannies – can come share in the experience, both in class and at home. The whole family is welcome for this important family music experience. A $50 lab fee is due on the first day of class. For more information, visit www.musicalme.com. Class is held in L-58.
