Economic Success of Individuals and their Communities

STEP AmeriCorpsThe STEP AmeriCorps program partners with variousnonprofit organizations and schools in Lycoming andClinton counties to provide service opportunities to meet the region’s community needs.

Through their service, members gain experience thatenhances employment skills. A member helps the hostorganization to increase their service delivery efficiencyand effectiveness. AmeriCorps service memberscoordinate volunteer opportunities, in the community,connecting with diverse individuals and families.

Full-time members serve a minimumof 1,700 hours, receive a biweeklylivingallowance,healthcarebenefits,andchildcareassistance, if eligible.Upon completion, they can earn a$5,730 educational award to repayqualified student loans or apply tofuture education expenses. (Those 55or older may transfer this award to achild,grandchild,orfosterchild.)

Half-time members serve a minimum of 900 hours, earn a biweekly livingallowance, and receive a $2,865educational award upon completion.

Leads to Success in School and Life

STEP Head StartThemissionofSTEPHeadStartistofosterhope,growth,self-sufficiency,andsocialcompetence inchildrenandtheirfamilies in partnership with parents and the community.

Preschool children in Lycoming and Clinton counties are eligible for enrollment. There is no cost to participants.Applications are taken year-round, and vacancies arefilled from the waiting list. While children from low-income families have enrollment priority, children fromhigher-incomefamiliesmaybeenrolledaswell.

The services provided by STEP Head Start include:Education: Individualized learning experiences that foster each child’s social, emotional, intellectual, and physical growth.

Health: Physical and dental examinations, immunizations,comprehensive health screenings, and necessary follow-upservices.

Nutrition: Nutritious snacks and lunches that meet USDAstandards; nutrition education for children and parents.

Family Engagement: Individualized family partnerships goalsetting, and personal support; volunteer opportunities.

Parent Decision Making: Opportunities for parents to participatein program planning and decision making, in addition tosharingprogramgovernancewiththeSTEPBoardofDirectors.

Social Services: Support and referrals to help families.

Support for Children with Disabilities: Early identification andintervention to support children with disabilities and theirinclusion in all program activities.

STEP Early Head StartEarly Head Start provides early, continuous, andcomprehensive year-round child development and familysupport services to pregnant women, infants, andtoddlers,includingthosewithdisabilities.

The Early Head Start health specialist visits the homes of pregnant women to support positive maternal and child health.Childrenfrombirththroughagethreeandpregnantwomen inLycomingandClintoncountiesareeligible forenrollment. Applications are accepted year-round and vacancies are filled from the waiting list. While childrenfromlow-incomefamilieshaveenrollmentpriority,childrenfromhigher-incomefamiliesmaybeenrolledaswell.

There are two Early Head Start program models:Center-Based: STEP has fourcenter-based classes: twoin Lycoming County and two in Clinton County.Classes have eight children each and meet year-round.Home-Based: Early Head Start home visitors make weekly 90-minute visits to the homes of infants,toddlers, and their familiesin support of early learning.Monthly playgroups arespecial opportunities for home-based children andfamilies to socialize and learn together. Visits and playgroups are year-round.

STEP Pre-K CountsPennsylvania Pre-K Counts provides high-quality preschool education to three- and four-year-olds with funds providedby the Pennsylvania Department of Education. Highly qualified, trained, and caring staff provide educationalservices to help children grow intellectually, physically,socially, and emotionally. Parents are every child’smostimportant teachers. The program encourages parentalparticipation in all program activities to help childrensucceed.

Preschool children in Lycoming and Clinton counties,includingthosewithdisabilities,areeligibleforenrollment.Applicationsaretakenyear-roundandvacanciesarefilledfrom a waiting list as they occur. Early Learning Resource Center - Region 7The Region 7 Early Learning Resource Center (ELRC) is the hubofchildcareinformationforLycoming,Clinton,andTiogacounties.TheELRCisapartnerwiththePAOfficeofChildDevelopmentandEarlyLearning.TheELRCprovidesquality supports for early learning programs and helps families access high quality early learning programs.

Support for families:ELRCs provide families with information on quality child care and personalized child care referrals to child care providers basedonyourspecificneedsorpreferences.ELRCsalsoadministertheChildCareWorkssubsidizedchildcareprogram.Forallofyourchildcarequestionsandneeds,contact the ELRC for your local area or call the Child Care WorksHelplineat1-877-4-PA-KIDS.

Support for providers:ELRCs provide support for child care providers through Quality Coaches to help the provider achieve Keystone STAR3and4status,assistinginbuildingconnectionswithcommunitypartners,andsupportingchildrenandfamiliesin accessing additional services.

STEP Utilities Assistance ProgramThe vision of the Utilities Assistance Program is for individualsandfamiliestolearntomanagetheirownresources,andplan for their futures.

STEP’s Utilities Assistance Program works with individuals and families toward solutions for improving their quality of life,alleviatingcrisissituations,andassistingcustomerswithmakinginformeddecisionsabouttheirfutures.

The Utilities Assistance Program partners with PPL ElectricUtilities and with UGI Corporation’s subsidiaries, PennNaturalGas andCentral PennGas.Qualified customersare offered affordable utility payments through theirCustomer Assistance Programs (CAPs). CAPs offer a reducedmonthlypaymentascoverageforutilityservice,cancelaportionofanydebtowedtothecompany,andprovide energy education and weatherization services.STEP’s Utilities Assistance Program includes:

PPL OnTrack Program: Works with households at or below150% of Federal Poverty Income Guidelines (FPIG) onestablishingafixed,affordablemonthlypaymentplantopayforelectrical usage. ThebenefitPPLpays is thedifferencebetweentheactualmonthlybillandtheOnTrackPayment.UGI Customer Assistance Program:Offersanincome-basedorusage-basedpaymentagreementwithpotentialforshortfallforgivenesstoresidentialcustomersatorbelow150%oftheFPIG.PPL’s Operation HELP:Assistshouseholdsatorbelow200%ofthe FPIG who are experiencing unexpected hardships withpayingutilitybills.UGI’s Operation Share: Provides assistance with paying heating billstoresidentialcustomerswhoarefacedwithhardshipduetoanunforeseensituation,andwithincomesatorbelow200%of the FPIG.

STEP Housing & Building InitiativesSTEP’s Housing & Building Initiatives is dedicated to the development and improvement of residential housing,in partnership with families, neighborhoods, and localgovernment.

This program offers residential housing rehabilitation,accessibility, and energy-efficient housing improvementsto residents of Lycoming and Clinton counties. Through community collaboration and partnerships with countyand local municipal governments, and other nonprofitorganizations, the program leverages local, state, andfederal housing resources.

The program is income based.Eligibleapplicantsmust haveahouseholdincomebelow80%ofthe area’s median income level.Staff members engage eligiblehomeowners and renters indeveloping a plan to use identified resources to provideaffordable,safe,accessible,andenergy-efficienthousingimprovements. The program utilizes a highly trained staffwith demonstrated design and construction managementcapabilities, and extensive training and field experiencein roughandfinishcarpentry,masonry,plumbing,HVAC,and energy conservation techniques.

Housing & Building Initiatives plays an integral partnership role in housing rehabilitation and strategic and holisticcommunityrevitalizationplansinbothcounties, includingthe Main Street programs, Brownfield Revitalization,PA Wilds, and the Brodart Neighborhood ImprovementProject.

STEP Weatherization Assistance ProgramSTEP’s Weatherization Assistance Program (WAP) for Lycoming and Clinton counties, a federally fundedprogram under the Department of Energy (DOE), isdesigned to help eligible residents reduce their homeenergy costs. Weatherization measures are performedonhouses,apartments,andmobilehomes.

After a client is determined to be eligible, an energyauditor visits the home to inspect the heating and watersystems, and the dwelling itself. A blower door is usedto determine air leakage into the home. The energyauditor reviews information to determine measures thatneedtobeperformed.

STEP’s Weatherization Assistance Program includes:DOE Weatherization Program: Reduces total energy usagethrough technologies and analysis for households with incomesbelow200%oftheFederalPovertyIncomeGuideline(FPIG).PPL Weatherization Program (WRAP): Reduces electric usagefor PPL customers with incomes below 150% of the FPIG.Low Income Home Energy Assistance Program (LIHEAP): Providesforwinteremergencyheatingsystemtroubleshootingand replacement for households with incomes below 150%of the FPIG.

Workforce DevelopmentLeads to Employment and Self-Sufficiency for Individuals,

and Economic Success for the Community

STEP Work Ready ProgramSTEP’s Work Ready Program assists individuals who arereferred by the County Assistance Office. The objectiveof the program is to assist individuals with stabilizingtheir barriers to success and with developing skills thatprepare them for employment.

The program offers successful employment and personalskills development opportunities to help individualsimprove theirability to“earn,keep,andgrow”asteadyfamily-supporting income.

Once potential employees are armed with importanttools and skills, they are prepared to be successfullymatched with potential employers. Customers are provided with case management and referred to other services such as skill and behavior assessment, supportgroups, life skills, GED instruction, counseling, substanceabuse treatment, and others. These are services thatwill help them both attain and retain employment anddevelop the capacity to earn a life-sustaining income.

Workforce DevelopmentLeads to Employment and Self-Sufficiency for Individuals,

and Economic Success for the Community

STEP Welfare to WorkSTEP’s Welfare to Work program provides transitionaltransportation assistance and minimizes barriers thatprevent families receiving Temporary Assistance for NeedyFamilies (TANF) and other income-eligible persons frombeing hired in competitive employment and frombecomingdependableemployees.

The program provides transportation utilizing existing partnerships and coordination structures, including RiverValley Transit, STEP’s Shared-Ride, BilltownCabCo., andLock Haven Taxi, to provide the most cost-effectivemeans of transportation assistance for residents ofLycoming and Clinton counties.

Transitional transportation assistance is available through: Bus Passes Shared-Ride Transportation Taxi

Mileage Reimbursement Child Care Transportation

Customers must provide monthly documentation of employment. In addition, taxi and shared-ride servicesand mileage reimbursement require the employer tovalidate that the customer is working the days and hoursthat are consistent with trips taken.

Participants may receive benefits for a maximum ofone year, with a maximum lifetime amount of benefits.Assistance gradually declines as participants achieve longevity in their employment and are able to developself-sufficientmeansof transportation.Customers receivecase management from STEP staff, who coordinateprogress and target a selection of needed services.

STEP Office of AgingTheSTEPOfficeofAgingisthelocalAreaAgencyonAging,which works to advance the well-being of older adultsresiding in Lycoming and Clinton counties.

Theofficeprovideseasyaccesstoservicesforpeopleage60 and over through eight centers for healthy aging and two social services offices. The eight centers for healthyaging are active gathering places for seniors to stayengaged in their communities.

Centers provide opportunities for volunteer work,fellowship, games and activities, health screenings andinformation,variousformsofexercise,andhealthymeals.Centers also serve their communities by deliveringMeals on Wheels, donating crafts, and in many otherways.

TheSTEPOfficeofAgingworks toenableolderadults toremain in their own homes and apartments. Informationand referral tomany federal, state, and local programsisavailable.Caseworkershelpolderadults toassess theirabilities and needs, explore options, develop plans tobest utilize their abilities, and arrange for informal andformal supports to meet their needs. Older adults are involved in the planning process and usually have a choice in the provider of service. Caseworkers can assist older adults who want to enter a nursing or personal care facilitythatwillmeettheirneeds,andassistthoseinnursingfacilities in returning home with supportive services.

STEP Office of Aging: Home Delivered MealsThe home-delivered meals program, Meals on Wheels,provides seniors and persons with disabilities withcomplete, nutritious, home-delivered, noon meals—plusthe friendly smile of a delivery volunteer.

Those in our communities, age 60 and older, who arehomebound and unable to plan nutritious meals, shopfor food,physicallyprepare theirownmeals,or travel totheirnearestseniorcentermaybeeligibleforthisOfficeofAging service. Another stipulation is that they must either live alone or have no one else in the home who can cook at least one hot meal per day. The consumer’simpairmentmay be either short-termor permanent. TheSTEP Office of Aging caseworkers assess applicationsfor the program and arrange for the service.

Weekday delivery of meals can also serve as a point of contact and safety check that contributes to peace ofmindforbothconsumersandtheirlovedones.

STEP TransportationSTEP Transportation provides door-to-door, shared-rideservice Monday through Friday from 6 AM to 6 PM inresponse to the needs of residents and visitors of Lycomingand Clinton counties. Transportation is provided for trips within Lycoming and Clinton counties, once a day toGeisinger Medical Center, and on an as-needed basisto the Eye Center of Central Pennsylvania in Allenwood.

ThroughMedicalAssistance,transportationisprovidedonanas-neededbasistomedicalappointmentsthroughoutPennsylvania. Cross-county transportation is also provided withthecoordinationofotherneighboringtransportationproviders.

Consumers must reserve their rides before noon of thepreceding business day. All residents and visitors toLycoming and Clinton counties are eligible to useSTEP Transportation. Some consumers may be eligiblefor enrollment in certain transportation sponsorshipprograms,whichmakefaresmoreaffordable.

Sponsorship programs include: Persons with Disabilities Shared-Ride

Welfare-to-Work Transportation Medical Assistance Transportation Program

Area Agency on Aging Trips: trips to medical facilities, grocery stores, social service agencies, and senior centers

STEP Transportation also provides safe and accessibletransportation for Head Start students for classroom andfieldtripactivities.
