That, on the recommendation of the General Manager of Planning and Development, the following report relating to the Placemaking Design Guidelines Implementation Project BE RECEIVED for information.

I PREVIOUS REPORTS PERTINENT TO THIS MATTER

October 27. 2008 - ReDort to Plannina Committee - Placemakina Guidelines. This report introduced amendments to the Official Plan to allow for the implementation of the City of London Placemaking Guidelines and recommended that the City of London Placemaking Guidelines be adopted as a Guideline Document.

II BACKGROUND II On November 3, 2008, pertaining to Placemaking in the City of London, Municipal Council resolved that:

the City of London Placemaking Guidelines be adopted; the City of London Official Plan be amended to add the City of London Placemaking Guidelines to the list of Council approved guideline documents; the Official Plan be amended to consider the principles of Placemaking as part of the subdivision and site plan process; and Planning Staff in collaboration with EESD Staff proactively establish the conditions under which the following Placemaking features may be applied and also proactively establish pre-approved standards that can be used by the development community to incorporate:

o Rear laneways; o Local road connections to arterial roads; and, o Alternative road widths.

In order to fulfil the fourth aforementioned resolution, a detailed Request for Proposals (RFP), attached as Appendix A, was tendered in April 2009. In conformity with the City's purchasing process, Office for Urbanism was selected to be the project Consultants among the four firms which responded to the RFP.

The project will address subject matter relating to the implementation of Council's new Placemaking Design Guidelines, including:

Road allowance standards Grid vs. collector road networks Front yard set-backs Public realm enhancements

Rearlanes Access management Parks, squares, commons & plaza design Storm water management

The timeline for the completion of the Placemaking Design Guidelines Implementation Project is illustrated below. It is noteworthy that contrary to the timeline illustrated below, the Placemaking Design Guidelines Implementation Project will commence in September, 2009 and is expected to be completed in the winter of 2009.

The funds for this Placemaking Design Guidelines Implementation Project have been previously allocated by Municipal Council and as a result, there are no budget implications.

Slnce July 2005, the City of London (herein afler referred to as the City) has been engaged In a Plaosmaking Demonstration prof& The intent of the project is to change the culture of development In the City, such that Placemaklng design becomes a fundamental part of the discussion and proms for all parties involved.

London can be defined as a collection of nelghbourhoods. The neighbourhoods WB are planning and building today will define the London of the future. Piacemaking is an urban design proms aimed at creating communltlcs that offer a dletlnct character, a Strong sense Of community and a context for healmy lifestyles and a high quality of life. The goal of Placemaking is to:

Ensure that wightmurhoads are creeted, through the aubdlviaion of land, with a c W community vblon.

Embrace the lntegratlon of existing topography and natural featuras Into a neighbourhocd wherever possible - rather than dealing and grading lands to begln WHh a %lean slate".

Place an emphasis on pedastrlans and design public and private components of communlUes to suppart walking, cycling and transk usability. rather than designing primarily around automobile usage.

Offer physical environments within communities that provide opportunities for social interaction and strong communlty bullding.

Rejad homogeneity and 'sameness" and seek out variety and diversity in housing mix, demographic diversity and amhitectural creativity.

Lead to high quality publiospam that are comfortable. useabk and functional.

In November of 2007, Placemaking Design Quldelines were prepared by the City's Plannlng Division wlth Uw asslstanos of a locel professlonal planning Rm. The purpose of the Placemaklng Deslgn Guidelines is to provide guidance to developers, builders. consultsnts, and internal Enginaerlng and Planning Staff for the development of outstanding communities that offer a dlstinct charader, a atmng sense of community and a contexl for healthy lifestyles and a high quality of life.

In November 2007, three staff reports wre brought forward to Planning Committee end Cound discussed the flnal outcomes ofthe Plaosmaklng Project. Various remmmendatlons were Introduced through these reporb and they lnolude:

Establish newmntext-based standards for mad allowanw widths.

Review the 2-1 Zoning By-law to estabilsh new contexl-based front yard setbacks.

Prepare a report that explores the opportunity for suppomng rear lane development in London.

Prepare new park standards.

Prepare a report that ldentllles regulatory barriers for mixed-use and IiveEWork developments.
