What?

Strategic Centres for Science, Technology and Innovation willprovide a new way of coordinating dispersed research resources

to meet targets that are important for Finnish business and society.

In the strategic centres Companies, universities and research institutes will

agree on a joint research plan. The plan will aim tomeet the application needs for practical applicationby companies within a 5-10-year period.

In addition to shareholders, public fundingorganisations will commit themselves to providingfunding for the centres in the long term.

Why?

While the current innovation system has worked well,it no longer meets future challenges in all respects

Research, development and innovation, and fundingfor them, have taken place mostly as fragmentedshort-term projects

International exposure has only been managed by ahandful of organizations and individual top researchers

A new approach is needed to strengthen areasof research and technology that are important to

Finland and to create new areas of national competence.

How will the centres benefit companies?

At the centres, companies will be able to Improve the speed and effectiveness of

their innovative activities Participate in determining a research

planfor the centre so that it meets their needs

Harness diverse know-how necessary formeeting their targets

Obtain longer-term public research anddevelopment funding than is currentlyavailable

How will the centres benefit universities and research institutions?

At the centres, universities and researchinstitutions will be able to

Participate in long-term strategic research anddevelopment

Network with other scientific top researchers intheir field

Create and strengthen contacts with businessesand researchers in them

Improve both the qualitative and quantitativeoperational preconditions of their high-levelresearch teams

Improve their appeal among students due totheir increased business contacts

Obtain users for the knowledge and know-howthey produce

How and when?

Tekes will manage the practical preparatory workneeded for establishing Strategic Centres forScience, Technology and Innovation incooperation with the Academy of Finland.Autumn 2006

Companies, universities and research instituteswill determine a joint research plan and agree onadministrative arrangements for each centre.2007

Five centres in the first phase

In the first phase, centres will be established,as decided by the Science and TechnologyPolicy Council of Finland, for the followingareas:

Energy and environment Metal products and mechanical engineering Forest cluster Health and well-being Information and communication industry and

services

Any proposals concerning other possiblecentres will be made by a management groupset up by the Ministry of Trade and Industry
