3.2 PatrolTypesFordetaileddescriptionsofthevariouspatroltypesthatcanbeconducted,pleaserefertotheStandardOperatingProcedures,LS4.3ClubPatrolTypes.

3.2.1 BasePatrolA Base Patrol is the core patrolled area for a lifesaving service established at all times and dates asidentified intheLifesavingServiceAgreement.A BasePatrolmustmeetallminimumsforpersonnelandequipmentasstatedbelowtobeconsidered‘beachopen’.

A Base Patrolmay be supported bymultiple Sub Patrols to effectivelymanage the beach operations asidentifiedintheservicesPatrolOperationsManual.


3.2.2 SatellitePatrolASatellitePatrolisasubpatroltypewithpatrolflags,andoperatesasanextensionoftheBasePatrol,asdefinedwithin the services’ Patrol OperationsManual to provide surveillance at an area of high risk. ASatellitePatrolmayoperatealmostindependentlyofaBasePatrolduetosimilarminimumrequirements.

3.2.3 OutpostPatrolAnOutpostPatrol isestablishedatotherareasofcoastline.This subpatrol typehasnopatrol flags,andoperatesasanextensionoftheBasePatrol,asdefinedwithintheservices’PatrolOperationsManualtoprovidesurveillanceatanareaofhighrisk.

3.2.4 BeachClosedPatrolABeachClosedPatrol isBasePatrolwithaclosedswimmingarea.Theswimmingareamaybeclosedforsituationssuchasdangerousconditionsoranemergency.

ABeachClosedPatrol includesallminimumpersonnelandallminimumequipmentwiththeexceptionofpatrolflags.

3.4 Nippers/WaterSafetyNipperactivities(andlikeactivities)aretoadheretotheSLSAWaterSafetyPolicy(SLSAPolicy1.01)atalltimes.Nipperactivitiesaretoonlybeconductedintheimmediatevicinityofanactivepatrolledareaandhave its own sufficient water safety (minimum 1 water safety for every 5 participants). It is highlyrecommendedthatanIRBbeavailablewatersafety.TheIRBshouldbeonthewater,ratherthanstationaryonthebeach.

Nipperactivitiescannotbeundertakenonaclosedbeach.

ThePatrolCaptainistohave‘control’overallNipperactivitiesandmaydelegatetoaNipperCoordinator.

4 EmergencyOperationsPlans4.1 EmergencyBeachClosurePatrol Captains should consider the ‘closure’ of a beach at any time that there is anunacceptable/unmanageable risk to thepublicof the lifesaving service isunable to safelyperformwatersafety tasks. For a detailed procedure, refer to StandardOperating Procedure ‘LS 9.1 Emergency BeachClosure.’

4.3 ClosurePeriods

Generallythebeachwillremaincloseduntilsuchtimeastheidentifiedhazardiscontrolledornolongerpresentsarisk.

Recommendedclosureperiodsinclude;• Dangeroussurfconditions–asdetermined/appropriate• Shark–minimum30minutesfromlastconfirmedsighting(orcompletionofsearch)• Chemical/biologicalhazards–afterconfirmationfromappropriateauthoritiesthattheareaissafe• Lightning–minimum30minutesafterthestormhaspassed(afterlastsightingoflightning)


4.4 TsunamiPlanSurfLifeSavingNewSouthWalesisrecognisedundertheStateEMPLANasa‘supportagency’inaTsunamievent.Broadly,ourroleincludes;

• Contributetotsunamicommunityeducationinitiatives• AssisttheSESwiththedisseminationofwarnings• CloseandevacuatebeachesonreceiptofaNSWTsunamiWarningoruponobservationofunusual

oceanbehaviourindicativeofatsunami,inconsultationwithLocalGovernmentCouncils• Assistwiththerescueofpeoplefromthesurfzonefollowingtheimpactofatsunami• NotifytheSESwhenunusualoceanbehaviourindicativeofatsunamiisobservedoratsunamihas

occurredforwhichtherehasbeennopriorwarning

Foradetailedprocedure,refertoStandardOperatingProcedure‘LS9.12TsunamiWarning’andthe‘SurfLifeSavingNewSouthWalesTsunamiPlan.’

EachSurfLifeSavingClubhasanobligationtobepreparedandrespondasoutlinedinthe‘SurfLifeSavingNewSouthWalesTsunamiPlan’.

Therearetwotypesoftsunamithreats;1. Marine threat – may influence currents/rips/water energy and immediate foreshore (more

common)2. Land threat –may impact coastal areas, inlets and inland inundation (rare event, but significant

impact)

4.4.1 NotificationThe SES is the ‘lead agency’ for tsunami response andwill advise Surf Life Saving of a tsunamiwarningthroughtheStateDutyOfficer,whowillco-ordinatetheSurfLifeSavingresponse.

Due to the location of ‘fault lines’ (starting points of tsunami’s) a warning should precede the tsunamiimpactbyanumberofhours.

Dependingonthetimeofday/year,thenotificationprocesswilldiffer,howeverwillremainsimilartothestandardemergencyresponsenotification;Patrolsonduty

• StateDutyOfficernotifiesSurfComandBranchDutyOfficer• SurfComadvisesondutypatrolsoftsunamiwarningandtoactivatetheir‘ClubTsunamiResponse

Plan’

4.4.2 KeyEquipmentThe following equipment (minimum) is key to maintaining a viable lifesaving service during a tsunamiwarning (bothmarine and land threat) and restoring the service following the impact of a tsunami to a‘rescue ready’ status. This equipment should bemoved to a safe location prior to the tsunami’s impact(marineandlandthreat);

EachSurfLifeSavingClubhasanobligationtobepreparedandrespondinlinewitha‘landthreat’tsunamiwarning.

Coastal areas are likely to be affected by either ‘flash flooding’ or ‘storm surge’ flooding. ‘Storm surge’floodingwillgenerallycoincidewithhightidesand iseasiertopredictandpreparefor. ‘Flashflooding’ isunpredictableandoccursinashortperiodoftime,occasionallyastormwarningmaybeissuedpriortothefloodingevent.

4.7 HelicopterLandingZone(LynnOval)Duringmajorincidents,rescuehelicoptersmayberequiredtolandonthebeachornearthebeachtoassisttreatingthepatientandpossiblytransportingthepatienttohospital.Ultimately,thedecisionofwheretoland is made by the pilot of the aircraft based on weather conditions, the nature of the incident andsurroundinghazards.PatrolCaptainscanprepareandsuggestalandingzoneusinglocalknowledgepriortoahelicopterarriving.
