2007-2018: Raymond Redington Owned The Property Located At 10522 Knik Goosebay Road. [Matanuska-Susitna Borough, Real Property Detail, accessed 8/8/18]
Redington Was An Iditarod Musher, Who Lived On The Property At Knik Lake Willed To Him From
His Grandfather’s Estate. “Dog mushing is a family tradition for Ray Redington Jr. He’s a 3rd generation
Iditarod musher. […] The Redingtons live in Knik, Alaska on land bought from Ray’s Grandparents’ estate.
Their home was the original food drop site for the first few Iditarod races in the early 70’s. The property has
direct access to the historical Iditarod Trail. It also overlooks Knik Lake where the Knik 200 Joe Redington Sr.
Memorial Sled Dog Race starts and ends, a race in which Ray regularly competes.” [TeamRedington.com,
accessed 8/8/18]
Redington Invited Watkins To Spend A Month Training With Redington’s Dogs For The Iditarod. “Ray Redington Jr., a veteran musher whose grandfather helped found the Iditarod race, gets these
solicitations regularly. They usually come from someone in the lower 48 who probably would be more
comfortable on an Alaskan cruise ship. ‘A lot of times I don’t mess with them,’ Redington says. But
Redington saw something in Watkins’s pitch — he was impressed with his service, his ability to complete
marathons, his familiarity with Alaska — and invited him to spend a month around the dogs and see if it
stuck. […] Watkins’s first time on a sled came in November 2013. He was just a few weeks removed from
surgery. Redington pulled the sled with a snowmobile, and Watkins lost his balance and took a nasty spill.”

November 2013: Watkins Started Raining With Redington And His Dogs For The Iditarod. “Ray
Redington Jr., a veteran musher whose grandfather helped found the Iditarod race, gets these solicitations
regularly. They usually come from someone in the lower 48 who probably would be more comfortable on
an Alaskan cruise ship. ‘A lot of times I don’t mess with them,’ Redington says. But Redington saw
something in Watkins’s pitch — he was impressed with his service, his ability to complete marathons, his
familiarity with Alaska — and invited him to spend a month around the dogs and see if it stuck. Requiring
balance, determination, patience and an attention to details, mushing is not an endeavor for short attention
spans. Just 731 people have completed the Iditarod since the inaugural race in 1973. Of the 78 entrants in
this year’s race, 20 are rookies, most from Alaska or cold-weather states. ‘A lot of people get into this and
don’t realize how much work it is,’ Redington said. ‘You don’t want to invest that much time into
somebody that you don’t think can make it.’ Watkins’s first time on a sled came in November 2013. He
was just a few weeks removed from surgery. Redington pulled the sled with a snowmobile, and Watkins
lost his balance and took a nasty spill.” [Washington Post, 3/6/15]
Watkins Rented His Dogs For The Iditarod From Redington For Around $65,000. “Ray Redington Jr.,
a veteran musher whose grandfather helped found the Iditarod race, gets these solicitations regularly. They
usually come from someone in the lower 48 who probably would be more comfortable on an Alaskan
cruise ship. ‘A lot of times I don’t mess with them,’ Redington says. […] An Everest climb costs around
$65,000, and Watkins says all of his Iditarod prep, which includes leasing the dogs from Redington, costs
about the same.” [Washington Post, 3/6/15]

Military And Contracting Career
Significant Findings
Watkins said he “started an engineering and security company. It was a paramilitary company that did
work strictly for the US government. This was in Iraq and Afghanistan.” He also claimed he grew the
company from around three employees to over four hundred, hired Sunnis and Shiites, had women in
middle management roles, and saved American taxpayers money by ensuring projects were performed
within budget. There were no records with USASpending.gov matching Watkins’ small business claims.
From 2004 to 2018, Watkins worked for Versar, Inc., a “global project management company” that
provided “solutions in harsh environments.”
In 2013, Watkins suffered a traumatic brain injury. The VA classified him as 90 percent disabled. Since
the mid-2000s, Watkins has suffered from PTSD.
Watkins was an Army Captain, paratrooper, and engineer. He voluntarily extended his duty obligation
and worked in engineer management at Forward Operating Base Salerno near Khost, Afghanistan.

Watkins Said He Won A Contract For A Company In Iraq That He Grew From Three To Over Four
Hundred People, Had Women In Middle Management Roles, And Had Sunnis And Shiites. Watkins: “So I
won a contract to do some work in Iraq and it started off with three people. Over the course of a few years it grew
to 470 people and I was the manager of all that. Early on they asked, Steve do you want this to be a Sunni company
or a Shiite company? And being the American, I was like well we’re just going to have them both. They said yeah
you can't do that. You want a Sunni company or do you want a Shiite company? I said I'm having both. Can't do
that. I said watch me. Time? Well how much do we get? Thirty seconds? All right. Long story short, through hard
work and a lot of weeding out of people that didn't conform to the culture, we were able to not only have both

Sunnis and Shiites but I did something they said I could never do, which is I had female middle managers

Watkins Claimed That His Company Protected Tax Payer Money
Watkins: “I Intentionally Went After The Contracts Dedicated To Protecting The American Tax-Payer
Money.” Watkins: “You better believe it. Now, in a previous life I was in the Middle East and instead of pursuing a
lot of the more lucrative and sexy defense contracts, I intentionally went after the contracts dedicated to protecting
the American tax-payer money. Contracts that were to oversee and do quality assurance on construction projects.
My job and my company's job was to assure that the projects were being performed as per the codes and
specifications within that budget. So I've seen, firsthand, government over-spending and I've dedicated and
enormous amount of my career finding and seeing. I know the tricks of the trade of these defense contractors. So
I've been in there and over the course of my career probably read the entire federal acquisition regulation because I
know what their secrets are and I know I can cut defense spending.” [KSNT News, 7/25/18]

There Are No Records With USASpending.Gov Matching Watkins’ Small Business Claims
No Records From USASpending.Gov Matched Watkins’ Claims Of Operating A Paramilitary Small
Business. In August 2018, there were no USASpending.gov records that corroborated Watkins’ claim that he ran a
paramilitary company that received government awards. According to USASpending.gov, there were four veteran-
owned companies that received government awards between 2008 and 2014 that did work in Afghanistan or Iraq
and were based in Kansas, Massachusetts, Alaska, Afghanistan, and Iraq. Those four companies were AISG Inc.,
Ahmadzai Standard Logistic PVT LT, BRBCC, and Armet Logistic Services. Watkins did not found AISG Inc.
Ahmadzai Standard Logistic PVT LT, BRBCC, and Armet Logistic Services were not paramilitary companies.

on the battlefield, or through the Iditarod trail straightaways, Watkins uses the time mentally preparing for
scenarios in any foreseeable situation. If Watkins were going to deal with a monotonous moment, he would rather
fill the time in a productive way. He wishes it were like that for every soldier. ‘If you’re a soldier in distress, be it
behind enemy lines or doing lines on your bathroom floor, you have an obligation to send out a distress signal,’

Political Activity & Policy Positions
Significant Findings
Watkins met with Democratic Party officials before launching his campaign allegedly to discuss running
as a Democrat; he said he thought he met with them about transportation.
Watkins’ father said he would not have contributed to his son’s campaign “if he was a liberal.” Watkins’
father was the sole donor to the Kansans Can Do Anything PAC, which spent $598,258.80 in support of
Watkins in the primary.
In 2018, Watkins said he wanted to repeal “completely” the Affordable Care Act. He also said his
alternative to the ACA was “treating healthcare as a service and not right.”
In 2017, Watkins called the Republican tax scam “a great bill and I know it will do wonders for my
fellow Kansan neighbors.” In 2018, Watkins said he was “really liking” the legislation and that he liked
that the legislation “lowered the tax rate from thirty to twenty one percent which makes the US
businesses more competitive abroad.”
In 2018, Watkins said he supported the Supreme Court decision limiting the ability of public sector
unions to collect union fees.
In 2018, Watkins said he was “starting to see is good results from school choice programs.”
In 2018, Watkins said, “a free trade economy is one that stands to benefit Kansans far greater than any
regulated method that will only burden our small and rural communities,” in response to Trump
instigating a trade war with China.
In 2018, Watkins said that he did not think he would not have voted for the Farm Bill.
In 2018, Watkins said, “all you need to do in this country in order to avoid sustaining poverty is three
things: graduate high school, get a job, and don’t have a baby out of wedlock.”
In 2018, Watkins said using the death penalty as a punishment for repeat drug offenders “seems like
perhaps an appropriate punishment for the crime.”
Watkins said he opposed abortion, without exception.
Watkins referred to himself as a “Pro-Choice Christian” on tape; he later called the remark a “gaffe”
and said he was pro-life. Conservatives also criticized Watkins because his wife was pro-choice.
His now-wife, Fong Liu, previously served on the Board of Planned Parenthood Alabama. In 2004,
Planned Parenthood awarded Liu with the Young Volunteer of the Year Award for her work.
Watkins came under fire in conservative circles for Liu’s work for Planned Parenthood and for
supporting the campaign of a pro-choice U.S. House candidate from Texas.
STEVE WATKINS (KS-02) Research Book | 19
In 2018, Watkins said, “my wife…is pro-life in the context of our marriage. She's pro-life in the
context of our fellowship.”
At least twice in 2018, Watkins said that he was “discouraged” when he heard “millennials” speak
about “identity politics” and determine the value of someone’s argument based upon “the historical
disenfranchisement of the people they are related to.”
In 2018, Watkins said, “it is painfully obvious that special counsel Mueller had failed to come up with
evidence that proves there was collusion.”

Watkins Met With Democratic Party Officials Before Launching His Campaign Allegedly To
Discuss Running As A Democrat; He Said He Thought He Met With Them About Transportation
2017: Watkins Met With Democratic Party Officials Before Launching His Campaign Allegedly To Discuss
Running As A Democrat; He Denied That He Met With Them For That Reason. “A GOP candidate for
Congress in Kansas met with Democratic Party officials last year before launching his campaign, but he denies
their claims that he ever considered running as a Democrat or professed socially liberal views at that
meeting. Three Kansas Democrats said they met with Steve Watkins, an Army veteran running as a Republican in
Kansas’ 2nd District, at the Shawnee Democratic Party headquarters in Topeka in August 2017 when he was
contemplating a run for the open seat. ‘He was basically trying to feel us out and see if we’d support him for
Congress,’ said Ty Dragoo, the Democratic vice chair for the 2nd District.” [Kansas City Star, 7/13/18]
2018: The Sentinel Reported They Asked Watkins About This Meeting A Week Before The Star Broke The
Story Locally, And Watkins Failed To Recall The Meeting Told Them He Had “No Idea” About The Rumor. “‘When the Democratic door closed, though,’ said the Daily Kos, ‘Watkins tossed himself into the Republican
primary, making his lead statement: ‘Conservative Family Values.’’ Reluctant to run with an unsourced allegation,
the Sentinel reached out to Watkins on Saturday, July 7, for clarification. The conversation went as
follows: Sentinel: ‘Is there any truth to the Daily Kos story that you initially sought the Democratic nomination? If
so, could you please explain why?’ Watkins: ‘No — no truth to it whatsoever.’ Sentinel: ‘Steve, thanks. How did
that rumor get started?’ Watkins: ‘No idea.’ Sentinel: ‘Thanks. [The Sentinel] will not write about this then unless
you think the rumor is widespread enough to deserve a denial.’ The Star article puts this story fully back in play.
According to the Star’s Bryan Lowry, Watkins, an Army veteran and political newcomer, met with three Kansas
Democrats at the the Shawnee Democratic Party headquarters in Topeka in August 2017. […] A week earlier,
Watkins had assured the Sentinel he had ‘no idea’ how the rumor got started that he was seeking the Democratic
nomination. He obviously did have an idea. By misleading the Sentinel, Watkins postponed the end of his political
career by a week.” [Sentinel, 7/13/18]
2018: Watkins: “I Met With A Transportation Lobbyist …He Set The Meeting Location As Being A
Democratic Office… Bald-Faced Lies Saying That I Was Going To Run As A… Democrat.” Hooser: “And
I'm glad you brought up the attacks that came down on you. I know that they were pretty vicious at some points and
I know that it may potentially come up in the general election as well so for a lot of the constituents, a lot of the
voters, to clear that out I mean there was the criticism that you had met with Democrats prior to running as a
Republican, and that your wife had worked for Planned Parenthood and that you were pro-choice, and you know
those kind of issues. From those attacks that came on you what was your response to those and what is the story?
What's the rest of the story as they would say?” […] Watkins: “Yes well, when I came back, I graduated about a
year or so ago from Harvard with a degree in politics, public policy. And so I came back and I met with all sorts of
people. I was, I met with a transportation lobbyist who turned out to be more of a liberal leader than what was

explained to me. He set the meeting location as being a Democratic office. I didn't back down from that. I had met
with insurgents and I had met with warlords in Iraq and Afghanistan so I wasn't intimidated by a liberal in a liberal
office. And so I went into that meeting to learn about transportation policy. And they have completely
mischaracterized the nature of me going there. They, I’ve heard just absolute fake news, bald-faced lies saying that
I was going to run as a, interested in running as a Democrat.” [Steve Watkins - Voice of Reason Interview via

Son’s Campaign And His Own “Legacy Of Conservatism.” “Kansans Can Do Anything PAC, a political action
committee that formed in April, began airing television ads last week in support of Watkins’ candidacy in the
crowded primary to replace retiring U.S. Rep. Lynn Jenkins. Records filed with the Federal Election Commission
this week show that the PAC’s sole donor is Steven Watkins, a Topeka doctor and the candidate’s father. The elder
Watkins confirmed in a phone call Monday that he set up the PAC as way to support his son’s campaign. ‘If my
son didn’t share my beliefs in the importance of the Constitution … I wouldn’t contribute a dime to him even
though I love him with all my heart,’ Watkins said. […] Watkins said that he chose to form a PAC as a way to get

2018: Watkins: “I Can See Myself Getting Behind” The Death Penalty For Repeat Drug Offenders And “It
Seems Like Perhaps An Appropriate Punishment For The Crime.” “[46:05] Well so opioids, that's an
epidemic. It ought to be treated as such. Now, Donald Trump has a three-pronged plan that if you're not aware of I
think you should look into. I've seen some precursors to it. It's not a bill yet but what I've seen I like. We have one
aspect of it that's pretty interesting, it's worth noting, is the first of the three prongs is law enforcement. That has to
do with interdiction and what he's entertaining is actually increasing the punishment for repeat drug offenders to
include the death penalty. Now that might sound a bit serious and it might be tough to push it through, but I can tell
you, I can I could see myself getting behind something like that. I mean think about this if you're apprehensive,
okay you shoot somebody we're going to kill you, death penalty, right? Well drug dealers help to kill dozens

appropriate punishment for the crime.” [Candidate Forum via YouTube, uploaded 3/26/18] (VIDEO)

I've been to about 75 different countries. Almost my entire adult life has been dedicated to international affairs.
That plays to why I chose to run at the federal level. You see the Congress debates, legislates, and influences at the
international level. And there are many people who can help to govern state, county, and municipality better than
me but when it comes to State, Defense Department affairs overseas, when it comes to critically analyzing
international strategic relationships that we have with various countries I've been doing that for my entire adult

Checks For Gun Purchases.” “[10:50] Questions was, do I support improving background checks for gun

opposing abortion, cutting regulations on businesses and repealing the Affordable Care Act. He said he thought the
country’s gun laws could be better enforced to prevent gun violence and mass shootings like the one Sunday in
which a gunman entered a Texas church and killed 26 people. He said he supports of the Second Amendment but

about “an epidemic of mass shootings,” Watkins replied, “The 2nd amendment should not be modified. There is no
constitutional freedoms without the 2nd amendment, it is the fail safe of our republic and without it there are no
other freedoms. The 2nd amendment exists to protect us. Taking away guns from law-abiding citizens does not
protect them, it only puts guns in the hands of criminals who do not mind breaking the law. We should debate the
issue of mass shootings. A cornerstone of those debates must be mental health — that’s the crux of this issue and
needs to be addressed across the board.” [Topeka Capital-Journal, 7/14/18]

Health Care
Watkins Said He Wanted To “Completely” Repeal The Affordable Care Act
2018: Watkins: “I'd Like To Focus On Jobs, Ending Illegal Immigration And Repealing Health Care.” Hooser: “Talk about some of the I mean your platform again I know we have a lot of listeners in the Second
Congressional District and as you mentioned I mean with health care and with the wall, immigration being a large
factor of that.” […] Watkins: “Well I'd like to focus on jobs, ending illegal immigration and repealing health care.
Those are my focal points and I've got a lot of experience in those.” [Steve Watkins - Voice of Reason Interview

“The Affordable Care Act Should Be Repealed Completely.” “The Affordable Care Act should be repealed
completely. Repeal is what Republicans promised for the last eight years and I am incredibly disappointed that they
failed to deliver on their promise despite controlling the federal government since the 2016 election. Solutions to
our problems should be found in establishing in capitalism, transparency, and competition. That drives down costs,
increases innovation, and quality.” [Topeka Capital-Journal, 7/14/18]
2017: Watkins: “Congress Now Has A Responsibility To End The Crippling ACA Tax Mandates.” “‘I believe
Congress now has a responsibility to end the crippling ACA tax mandates and work together to replace Obamacare
with a patient-centered system that reduces costs, promotes competition, and gives patients more control of their
health care.’” [SteveforKansas.com, accessed 12/4/17]
Watkins Said His Alternative To The ACA Was “Treating Healthcare As A Service And Not Right”
2018: Watkins: “We Need To Strip It Of A Lot Of The Burdensome And Unnecessary Regulations That
Don't Benefit …Actually Begin Treating Healthcare As A Service And Not Right.” Moderator: “Thank you
Mr. Fitzgerald. Okay Kevin if we could get you back up now and get in the right order of things. And that first
question was President Trump has stated that the Affordable Health Care Act should be repealed and replaced.
What would you envision that replacement to be?” […] Watkins: “Thank you. So the healthcare industry is
comprised of lots of systems and whenever you've got a lot a large and broad deep collection of systems, you need
to build it on a foundation of capitalism. That means it's characterized by transparency and competition. Se their
problem is, whatever metric that you're searching for lower-cost, faster delivery, safer work environment, RND,
you're going to do good by allowing transparency and competition to ensue and so one of the things, one of the
things I'd like to see is less regulation. My wife is a doctor. She wants to, first it takes a lot of regulations a lot of
years for to become a doctor and because its heavily regulated. It’s a heavily regulated market. We need to strip it
of a lot of the burdensome and unnecessary regulations that don't benefit the patient nor the physician so these
health care providers we need to empower them and actually begin treating healthcare as a service and not right.
That's why, that's how we're going to better healthcare for all. And that’s my time.” [KS-02 Republican Candidates

sensible right. You know, to take a closer look at the healthcare industry which that's part and parcel to the question
on what we've got is a system that is broken and whenever you have a large and complex system and you'd like for
the services and products to, to be better and faster and cheaper you have to unlock the potential of the service
providers. You do that by overlaying it building on top of a free-market system characterized by transparency and
competition. That's the only way to drive down prices to drive up quality, to decrease delivery time, to make it in a
safer working environment, whatever the metrics are the free market economy will deliver it always has and it
always will.” [Kansans for Life - Second Congressional District Debate via YouTube, uploaded 5/2/18] (VIDEO)

2015: Watkins Trained To Mush Iditarod And Then Climb Mt. Everest During One Season. “Guiding 16

captain who served in Afghanistan, plans to try to do both this spring, starting with the Iditarod, which begins this

adjectives. But which is the most difficult? Far more people have summited Everest.” [Washington Post, 3/7/15]

barely one week later, Watkins will board a flight to Kathmandu, Nepal, where he’ll embark on an expedition
to climb Mount Everest, the tallest mountain on the planet.” [Washington Post, 3/6/15]

Watkins On Mushing Iditarod And Climbing Mt. Everest: “‘I Knew I Needed To Take On Risk In
Order To Feel Happy And Normal.” “Watkins is an Army captain who served in Afghanistan and then spent
parts of the next 10 years working as a civilian contractor there and in Iraq. There are addictive qualities to
war, he says, and the adrenaline rush associated with danger. His current pursuits, he realizes, are attempts to
scratch an itch that never seems to go away. ‘I knew I needed to take on risk in order to feel happy and normal,’
he said.” [Washington Post, 3/6/15]
Watkins On Mushing: “It’s My Time Where I’m Away From People — Away From People Who May
Judge Me Or I May Feel Uncomfortable Around.” “‘It’s my time where I’m away from people — away
from people who may judge me or I may feel uncomfortable around,’ he said. He’ll be on the sled at times in
the middle of nowhere, surrounded by his dogs, snow and little else, and Watkins will break down in tears. It
happens to him sometimes on the mountain, too.” [Washington Post, 3/6/15]
Watkins Referred To His Time Alone While Mushing As “A Psychological Process Of Trying To
Communicate With People Who’ve Died That I’ve Known.” “He thinks about these things when he’s alone,
remote and the world feels still. The isolation provides time for a dialogue, ‘a psychological process of trying to
communicate with people who’ve died that I’ve known . . . kind of message I’d like to send to my dead
friends,’ he says. Watkins apologizes to them and tries to offer explanations, likening the dialogue to a
conversation or a prayer. Most days, he’ll return the dogs to the kennel and feel like a weight has lifted, similar,
he says, to how someone might feel after attending church service.” [Washington Post, 3/6/15]

2018: Watkins On His Career: “Has Taken Me All Over The World. To 75 Different Countries, Some Eight
Or So Years Spent Outside Of Our Country.” Watkins: “Absolutely so thank you very much and thank you all
for being here. It's a pleasure and I've been looking forward to it for a long time. My name is Steve Watkins. I'm
here from Topeka, but my story actually begins six generations ago when my ancestors push West and settle in the
Topeka area. Not just settle, but homestead. And for all those generations we've been ranchers and farmers and
cowboys and soldiers. And I'm a proud engineer and veteran of the United States military. And I learned the values
passed down from those ancestors to my parents to myself. Those values of hard work and integrity, honesty. And
those values have done me well in my career, which has taken me all over the world. To 75 different countries,
some eight or so years spent outside of our country.” [Miami County GOP 2nd District Candidate Forum via

Kansas City Star: “Watkins, Who Also Has Lived In Alaska And Massachusetts, Said He Could Not
Remember Whether He Registered To Vote In Those States.” “Watkins is a registered Republican, but last
year’s local elections in Topeka appear to be the first time he ever voted in Kansas, according to the state’s voter
registration data. That election took place the same week he launched his campaign. Watkins, who also has lived in
Alaska and Massachusetts, said he could not remember whether he registered to vote in those states.” [Kansas City
Star, 7/13/18]
Watkins: “I Don’t Remember If I Was Registered Or Not. … I Don’t Recall. I Was A Young Army
Officer And That’s What My Focus Was.” “Watkins, who also has lived in Alaska and Massachusetts, said
he could not remember whether he registered to vote in those states. The Star could find no evidence that
Watkins cast a ballot before last year, and the 41-year-old candidate said he could not remember if he had ever
registered before in any state. He said during his time in the Army he was discouraged from participating in
politics. ‘We just stayed out of politics,’ he said. ‘…I don’t remember if I was registered or not. … I don’t
recall. I was a young Army officer and that’s what my focus was,’ said Watkins, who left the Army in 2004,
according to his LinkedIn page.” [Kansas City Star, 7/13/18]

2018: Watkins: “Voting. Haven’t Voted Much And The Reason For That Is I've Been Over In Conflict
Environments And Highly Tactical And Highly Dangerous Places For Most Of My Adult Career.” Hooser:
“And I'm glad you brought up the attacks that came down on you. I know that they were pretty vicious at some
points and I know that it may potentially come up in the general election as well so for a lot of the constituents, a lot
of the voters, to clear that out I mean there was the criticism that you had met with Democrats prior to running as a

Republican, and that your wife had worked for Planned Parenthood and that you were pro-choice, and you know
those kind of issues. From those attacks that came on you what was your response to those and what is the story?
What's the rest of the story as they would say?” […] Watkins: “as for there's another arrow that they like to sling at
me is voting. Haven’t voted much and the reason for that is I've been over in conflict environments and highly
tactical and highly dangerous places for most of my adult career and that's what I've done for a living. That's my
job, my livelihood and I was good at my job and miss it. But one thing is is that my focus was on keeping my men
and women alive. And I had a group, an organization from four people or three people to 470 people operating in
some of the most violent places in the world. And so could it have been possible for me to vote during that time?
Yeah possibly. I you know could track down an ATO here and there, but it was my focus. My focus was the safety
and livelihood of my people, and also keeping my company solvent.” [Steve Watkins - Voice of Reason Interview
