Biographical NoteStephen Fowler Chadwick was born in Colfax, Washington, in 1894, the son of Stephen J. Chadwick,who was a judge of the Supreme Court of the state of Washington and its chief justice from 1918-1919.Stephen F. Chadwick attended schools in Colfax and Olympia, Washington, and then the Universityof Washington, 1911-1912. He graduated from the law school at Washington and Lee University,Lexington, Virginia, in 1914 and from the University of Washington law school in 1915, entering thepractice of law in Seattle in 1915.

Chadwick withdrew from the law practice to enter the U.S. Army in May 1917, serving with the 91stDivision at Camp Lewis, Washington, and the 8th Division at Camp Fremont, California, before beingassigned to the 27th Infantry American Expeditionary Forces in Siberia from August 1918 to May 1919.He was honorably discharged from the service in May 1919 and resumed his law practice in Seattle.

Chadwick was active in veteran's associations, particularly the American Legion, and helped inhandling legal matters for the legion. Chadwick served as the legion's national commander from 1938to 1939. He was also a member of the operating committee of the United Service Organization and thechair of the Council on Services to Armed Forces (United Service Organization Council) in Seattle.

Chadwick was a member of a number of other civic commissions and committees, and was a trustee ofthe Seattle Chamber of Commerce. Chadwick ran unsuccessfully as a Democrat for Congress in 1926,

for the Senate in 1932, and as an anti-New Deal Democrat who broke with the party in 1940 to run as aRepublican for the United States Senate. Stephen F. Chadwick died in 1975.

Scope and Content: Part I includes biographical materials,correspondence, speeches, financial and legal documents,and campaign materials. The correspondence includes96 folders of American Legion correspondence datingfrom 1920 to 1946. Seattle Civil War Commission andUnited Service Organization Council correspondenceincludes materials regarding Chadwick's participation inwar activities in Seattle. The campaign materials includeitems related to Chadwick's runs for the U.S. House andSenate in 1926 and 1932, respectively. Materials onthe Civilian Military Training Camps consist largely ofcorrespondence, including letters between Chadwick andthe state representatives of the Civilian Military Trainingcamps whom he supervised, as well as correspondencewith army officers at the base camps and from the U.S.Army 9th Corps Area headquarters in San Francisco.

"The Military Training Camps, 1913-1931," by Henry S.Drinker, found in the ephemera.Arrangement: Because of the nature of the collection,in which all the correspondence was interrelated, thecorrespondence has been filed in one consecutivechronological order with no separation of incoming andoutgoing material. The bulk within each year lies betweenMarch and July, since the camps occurred during thesummer.Scope and Content: The bulk of the material iscorrespondence, all pertaining to individual camps heldin the state of Washington. Chadwick was the statechairman for the Military Training Camps Associationof the United States. His immediate supervisor was theMilitary Training Camps Association chief civilian aidefor the 9th Corps Area, Mark L. Geistle, and he, in turn,was supervised by the Civilian Military Training Campsof the United States. Tom R. Wyles and Charles Burrallwere the chief aides to the secretary of war from theorganization, as each headed the Military Training CampsAssociation and served as liaison between the MilitaryTraining Camps Association and the United States WarDepartment.The camps in the state of Washington wereheld primarily at Forts Worden, George Wright, and Lewis.Army officers from these bases are well represented in thecorrespondence. There is much correspondence from theUnited States Army 9th Corps Area headquarters in SanFrancisco. There is also material from the United StatesWar Department, the Civilian Military Education Fund, andone 1938 letter from John M. Coffee.Chadwick supervisedthe state representatives of the C.M.T.C., so these agentsare all represented in the collection. The names includedare:
