7:08p Public Comments: • Joan Lubamersky from Assemblymember Mark Levine’s office, who works with him on health,

housing, and disability issues, shared she is here to meet people and listen to the community andinvited community members to reach out to their office with issues and concerns they may have.

• Angel Marshall read a message from Senator McGuire to the community: He is dedicated toensuring that Californians with developmental disabilities have access to the best care andresources possible. In addition to pushing for issues like rate increases, reducing caseload ratios,and developing more community crisis homes, district staff is happy to assist constituents.

7:12p Sheraden Nicholau lead a Discussion on SCDD Priorities. • She gave an overview on the activities of the State Council Bay Area Office during Quarter 4 and

pointed out that page 7 of 32 of the meeting packet showed the overview in plain language.• She shared an overview on a meeting held earlier in the day getting feedback from self-

advocates about the goals they are interested in partnering with the Bay Area Office on to helpthe community.

• She gave a preview of the goals for the next 5-year plan.

• Community Outreacho Host a forum around intersectionality/identity and what part disability playso Technological ways to help people get information such as “What’s App”o Find ways to get transition information, aside from transition fairs, to people who lack

support from family or service providers• Confronting Barriers to Services/Access

o More Person-Centered Planningo Smoother and easier access to resources and choices on services:

Supported living over IHSS Better Accountability over Caregivers

o Health and wellness when needed and preventative, not waiting for emergencieso Opportunities for choice and self-determinationo Mental health and behavioral health care needso Better understanding of what is needed by communicating with the person with a

disabilityo Accessible polling placeso Fighting Section 8 discrimination and other forms of discriminationo Better wheelchair access on airlines

• Future Planningo Support for Self-Advocates when others are not supporting their capacity to make

decisionso Training on trusts, insurance, wills, and end-of-life planning

• Law Enforcemento Training on understanding the criminal justice systemo More training for law enforcement agencies to better work with people with disabilities.

• Emergency Responseo Community Emergency Response Teams (CERT) should include persons with

disabilities.• Employment

o Help employers learn the value of staff / hires with all levels of intellectual disabilities.

8:08p Member Reports: RAC members and Councilmember Lau reported on their regional and statewide advocacy work and priorities. Some highlights were:

• Pam Perls attended the Alameda County Disability Employment Conference on October 3rd.• John Marble did a profile with SF Chronicle in the food section about Accessibility in Dining and

brought 14 autistic people with him.• Christina Lasson worked on getting donations for the Carlos Quintong Self Advocacy celebration.• Dianne Millner and her daughter participated in the Bay Area Outreach and Recreation Program

(BORP) bike ride.• Francis Lau reported that the Governor’s office & PG&E are talking about turning the energy off

during extreme weather. More information can be found on the PG&E website.• Regina Woodliff has been sharing information on the upcoming Self-Advocacy Celebration.• Elizabeth Grigsby shared there is an upcoming Self-Advocacy Conference on October 3rd. 9-3 at

SF State Building and that Asm. Ting is speaking.• Marla Silversmith shared there will be a. 2-day training coming on Universal Design.• Francisco Garcia shared Congreso Familiar continues to have community participation and

information is getting to families.• Janet Miller partnered with Sheraden Nicholau on a session on helping people come together and

expand in their advocacy in Marin County.• Sascha Bittner is chairing an independent facilitator training workgroup covering the GGRC

catchment area, with support from the State Council Bay Area Office.

• Regional Center Reports:o Eric Zigman gave the report for GGRC

Performance contract public input meeting October 9th from 2-4:00 Jan 11th will be Congresito at the Fair Oaks Community Center in Redwood City East Palo Alto housing planning has passed all approvals and is going to break

ground. 10 apartments will be set aside for IDD persons. GGRC awarded grantfunding to support this project.

o Lisa Kleinbub gave the report for RCEB Public meeting October 15th about RCEB’s performance contract and taking

public comment. Will be posted on website tomorrow. Almost completed Person-Centered Thinking Training for all case managers and

many service providers.• DD Councils:

o Sandi Soliday gave a report for Alameda County. October 9th is next meeting. It will include a presentation on Self-Determination.

9:30 to 12:00p. Vision for the Future Conference is Sat, October 26th at Chabot College. The next East Bay Legislative Coalition meeting is Wed 10/2 at public health

department in Oakland.

o Ron Usac read a report from Vi Ibarra 6th Annual Disability Access and Functional Needs Forum is on October 30th in

Martinez. Vision for the Future will be held at Chabot College Saturday October 26th.

• People First:o Alameda County DD Council wrote a letter supporting the request for a grant for the Self-

Advocacy Celebration. The State Council awarded People First Bay Area with funding forthe event, in addition to other donations coming in.

8:56p Other Announcements: • The next Statewide Self-Advocacy Network (SSAN) meeting will be in Sacramento in December

4th and 5th.• John Marble gave recognition to Joan Lubamersky for representing Assemblymember Levine at

this meeting.• Valerie Buell reminded people to get nominations sent in.

November 14, 2019State Council Meeting Summary

SIGNIFICANT ITEMS• On November 14th, the Council hosted its last

meeting of 2019 at the Crowne Plaza hotel inSacramento. State Plan Committee ChairKilolo Brodie and Executive Director AaronCarruthers presented the Council a summaryof work done during the 2019 federal fiscalyear. SCDD provided 9,190 people directtechnical assistance on their questions,trained 20,952 people, and overall reached1,963,804 Californians. Learn more here:

o 2018-2019 PPR

• State Plan Committee Chair Brodie presentedCouncilmembers the recommended approachfor the Cycle 43 community developmentgrants. Cycle 43 would make available 12$20,000 grants ($240,000 total) for the toppriority need in each region. The Council alsoreviewed the timeline and draft request forproposals (RFP). Councilmembers had anactive discussion about the recommendedareas of emphasis before voting to approvethe timeline and RFP for Cycle 43. Moredetails are available about the process:

• The Council held elections for the offices ofpermanent Chair and Vice Chair. Candidatespresented speeches to the Council on theirvision for the Council. Councilmember MariaMarquez won the election for Chair andCouncilmember Julie Austin won the electionfor Vice Chair. The Chair and Vice Chairterms run through December 2020.

• Following the elections, the Council went intoa closed session to complete the 2019Executive Director Evaluation. When opensession reconvened, the Chair announcedthat the State Council unanimously approvedthe Executive Director evaluation.

• Council Chair Maria Marquez offered hercongratulations and well wishes to outgoingCouncilmembers Catherine Blakemore andKris Kent.

• Executive Director Aaron Carruthers gave areport to the Council, including updates onthe Self-Determination Program andinformation about the Statewide Self-Determination Advisory Committee (SSDAC).He also discussed several other issuesincluding employment, public safety,disparities and national leadership.
