• THE KOREANS IN JAPAN
While Japane e toun and enterprl.t.'s are gOlllg out to all parts of the world in their "agc of inter· nationalization" and hawing great enthusiasm for ('uitural exchange .. it appears a rea l problem In Ill·

Public clitici m mounted in wake of tln~ anti· Korean inCIdent. Koku hlkan university officiat~ be· gan reorganizlIlg Its educational policiel'. which hale been labeled "ultranationalistic" The metropollian police organized a special squad 10 In\(' ·tigale the mcident and the uni\'ersil' DIet members al'o look II ue. ince the Korean tudents attacked attended a school operated for pro-Pyongyang reo idl'nts and most of the the a saults occurred in April and ~lay as If they were timed for P~'emier Kim n ung' birUlday on April 15 and founding of the General FederatJon of Korean ResidenL~ in Japan (Chongryunl on ~Iay 15.
Kokushikan ruf(ian.~ ha\'e battered other groups l nd individuals but the bulk of the violence has been directed again t Koreans with ob. ervers blaming the kind of education instilled at Kokushikan and theIr militan lic discipline , A facult~ committee noll' proposes to aboH h the univer ity practice of ob 'erving national holida\'s b\' their defunct name~ and cu. tom. l nd without fanfare refer to them by the generally l ccepted titles of loday, such as Tenno Tanjohl in· ~tead of the old Tenchosetsu. Kenkolm Klnembl for Kigensetsu.
Kokushikan even ,ancelled thi~ pa. I \\ eek. tll.elf traditional term·end ritual. which included Ingll\~

Ichool uniform, reading of the lmperial Re 'clipt on Education and shouting cheer for the Emperor which l~iI1 be suspended hereafter along \\'ith guard duty by students at the university gates.
The police, while taking measure~ to a:sure the u lety of Korean tudents in Japan. found acts of Violence involving Korean students totaled 126 ,n ]971. 14.2 III 1972 and 56lhis year Of the e Koku hikan students were involved in 36 cases in 1971, 36 In 1972 IUld 27 this year. Uniformed police are riding the Odal.;yu Line trains, which pass by Kol·;ushikan and ll'e being po ted at key train tations to prel'ent reo currence o[ the inciden .
The university also disso!l'ed the cheerleaders club on grounds that it· members were involved III the incidents, An arrogant group, they even intimidat d rest of the student bod~'-most of them from 1I0kkai· do, Kyushu and oulll~ng areas who tressed, " We don't lVant the people to think all Kokushikan Univer· sity students act I'iolenlly." University authorities further felt ome students have an inferiority complex
other tuden look at them in their uniform which goads them to impulsive reaction.
While the justice minister told a DIet comnutlee hIS investigations of the repeated clashes between Kokushikan University students and Korean students indicated no ethnic overtones .. orne on the committee believed to the contrary. that Kokushikan's policy en· couraged Japanese scorn against the Koreans and that there was a connection with the government's revised bill on immigration control which Koreans had pro· tested The foreign minister also hasn't ruled out stu· dent clashes might reflect tbe [act that Japan ha not normalized diplomatic relal10ns with tbe Democratic People's Republic of Korea
The Koku hikan Incidents represent "but a mere tip of the whole iceberg", according to a recent Asahi

First proposal Cite the prmciple of nonviolence, to be pursued in all aspects of daily life. Acts oC vio· lence are inexcusable whether committed by right· ~I ' ing or left·wing elements, "to say nothing of the lOexcusableness of VIolent acts without cause and hav· ing no bearing on ideology". Differences of opinion can be debated without resorting to violence to which. the editorial adds, training in free debate in education hould prevail at all levels. A pitch for student seli·
government in the primary and secondary schools was also injected.
Second proposal cites the principle of peaceful coexistence, delving into the area of international relations and emphasizing Japan must establish har· monious lies with neighboring countries and the citi· zeru; of these nations who reside in Japan. " A free and tolerant mind lhat denies to oneself the seli· righteousness of maldng one's own position absolute is indeed the strength needed to realize peace, and It is on this point that Japanese education must place emphasis," the Asahi pointed out.
Third pnnciple IS respect for the minority, It is important for the Japanese to be humble and big· hearted and to recall the difficulties expedenced by the Japanese American minority in the U.S. "10 be able to appreciale fully the position of rninOlity groups (in Japan)".
Fourth pomt stresses international understanding after faulting the Japanese with insuWcient under· tanding Of. other .Asians. Listening to the opinions of
Korean reSIdents 111 .Japan would be a positive effort and also be helpful "in improving our mentality and constitullon". the Asahi concluded.

&J::ec:uUl'e Allirta.nt to the Di rector. NIMB
A general transportation Itrike th$ fir&t In 100 years In Japan's hlHtory that almost stopped the activities of the entire country; a seri.. of holidays that almost ellmln· ated an entire week: and organizational chang .. at home that almost clouded the atmosphere ot the entire triJ>but none ot them were allowed to mar the otfJclal visit of the Director of the National lnstItute of Mentai Heallh and his Executive Assistant on thelr U.S.-Japan Mental Health Mission.
The three-man delegation 01. Dr. Bertram S. Brown, DIrector ot NIMH; K. Patrick Okura, Executive Assislant to the Direclor, NIMH; and PbllJp Hallen, President ot the Maurice F alk Medical Fund of Pittsburgh, Pa., spent the two week.! In the latter part of AprU and the first part ot May vislUnJ( various psy· cblatric fa cUlties and mental hospital. in Tokyo, Kyoto, Osaka, NagoYa, and Kobe.
Following the first three days In Tokyo In conterence with the NIMH at Japan, as well as with lhe Ministry ot Heal th and Wellar. oUid als; a day at the Tokyo Universi ty Department of Psychlatry; and a day at the Nihon University; we found ourselves caught In the middle of the transportation strike and no way to get to Kyoto where we were to meet with the chair man. Department of PsychiatTY, Kyoto University. and hls staU. We finally were able to find our way abroard Pan American Airlines, and had to rely on good old Yankee ingenuity for us to find our way to the Kansal area
'Golden Weekend'
Also. during the two-week Ilay In Japan we ran Into the so-called "golden week· end" wblch strated wllh a two-day hoUday celebration of the Emperor'. birlhday. which WaJ; then tollowed by May Day. ConstituUon Day on
May 3. wilh ChUdren's Day on May 5. This was truly R golden week In that there were many testivals and activlUe. and It was probably one of Ihe mosl InteresUng times of the year to visit Japan. Untortunately. we had so many meetings scheduled that we were unable to fully enloy the festive occaslon~
I personally found the Japa ne.e way at dolnJ( thin~. left much to be desired as tar a. our appointments were con .. cerned When we asked our host II Ibe next day's mcetIngs were firm the answer was always "yes," followed by IImaybe" or HJ think so," which left us with somewhat ot an uncertainty. However, we did not miss a single meet.Ing or appOintment In our 14 days In Japan.
Our host In Tokyo wa. the Japanese N ~ti onal Institute ot Menial Health at the Minist ry of Heallh and Welfare. The entire two-weeks visit was one at unlnterrupled aellvity Including 14 conferences or meetings, several !leld trips to mental hospitals and relardatlon centers. Following each day's acll vi ty our hosts for the day had arranged a special social hour and dinner aa only lbe J apanes. know bow.

Everything Is carried 0 u l In an Ol-Hal way. J apan ,vives understand their hu.bands In an Impre",lve way. while AmerIcan wives catch theirs In an expre.slve way. Thls also seems true In their ascertaining their husband'. affections for them, doesn' t It?
What Is tundamental In J apanese Ule is to judge mlltteY8 tacitly. As you may .ee, Z." Buddhism Implies tru th In taclturnlty. A de e p and sharp insight Is lhe spiri t of the zen - mondo (zen - dialogue). which dlscards and despises tedious words or logics. (Th is, some schola rs say, ha. somet.bing to do with the structure of our language. )
So II Is possible betwcen us In foresi ght each olher almost more than hall of what we are going to say betol'e we utter tha t. Human "Tf' la· Lions In J apan may be likened to those In a home.
