Instrumentation Ltd., Kota Complex. In this context we would request you to please let us know whether M/s. Instrumentation Ltd. has been closed or only M/s. Instrumentation Ltd., Kota Complex. As regards information/documents from S.No.1 to 4we have to state as under:- 1. You are well aware that Land was allotted to SCOPE and L&DO, Ministry of Urban Development & Poverty Alleviation, is the lessor. The matter regarding Sub Lease between SCOPE & constituents were discussed at length during various Supervisory and MMC meetings. Due to practical difficulties & as per legal advice, SCOPE has not entered into Sub Lease with any of the constituents. 2, The Project was executed on behalf of the constituents and during the execution and till completion, the progress was intimated through correspondences to all the constituents including M/s. Instrumentation Ltd. All the documents must be in possession of concerned officials of M/s. Instrumentation Ltd. 3. The project has been executed as per norms of integrated multistoried office complex. Therefore no separate approved drawings for Instrumentation Ltd. areas were prepared/available. 4. As far as dispose off of M/s. Instrumentation Ltd. area is concerned. It may be informed that land was allotted by L&DO on certain conditions. The Executive Board, SCOPE had deliberated on this issue, in its 116thand 121s1 meetings held on 20.07.2002 & 14.11.2003 respectively & took decision in the matter. The relevant extract of the minutes of the meeting are enclosed for your reference. It may also be noted that as per Clause No.XI of allotment letter "the SCOPE shall not transfer the premises or any part thereof the building constructed thereon without the prior approval of the Lessor i.e. L&DO in writing". As regards information/documents from S.No.1 to 4we have to state as under:-

1. You are well aware that Land was allotted to SCOPE and L&DO, Ministry ofUrban Development & Poverty Alleviation, is the lessor. It may be noted that an amount of Rs.1,54,85,113/- as on 31.03.2017 is duefor payments to SCOPE, towards maintenance charges. Similarly an amountof Rs.9,43,721/- as on 28.02.2017 is due for payment to SCOPE towardsElectricity charges for the area allotted to M/s. Instrumentation Ltd.

Under the circumstances, Ws. Instrumentation Ltd. may take up the matterwithAspo through theirAdministrative Ministry under intimation to this officefcirefieseidpurpose.

Thr issue was ditcussed by the members in detail. Keeping in viewthe decisions taken by the Supeivisory Committee of constituents ofSCOPE Complex and the Letter ni Allotment of had by L&DO:th,".Board finally decided the matter as folio=

1) in case any PSE; render::: surplus apace, pNsihility may beexplored to rent out/sale to the constituent PSC of t'3CO1-EComplex.

ii) In ca se the above ij is not feasible' or the response is notpositive, the possibility may be explored to rent out to anyother PSE.. .

viii) Alternatively in case actions at & ii) above are exhausted,only renting to any Government agency only be resorted to.

This has reference to our discussions on the issue of transfer of title to Instrumentation Limitedin respect of the premises belonging to instrumentation Limited, SCOPE complex at 7, LodiRoad, New Delhi.Regarding the registration of premises allotted to Instrumentation Limited, legal opinion hasbeen sought and after examination of the agreement between SCOPE and the Government ithos been found that there is no way under the terms of agreement with the Government,SCOPE can transfer the ownership of the land or building to the Constituents or anyorganization set up by them. Further the Maintenance Management Committee in its meetingheld on 24/6/99 discussed the issue relating to individual registration of various Constituents ofthe complex with L&DO, with respect to its usefulness versus the financial liability. MMCmembers took a consensus decision to keep the issue in abeyance in view of the extra financialburden on PSUs specially, the sick ones, unless it becomes very essential.
