Approve New Student Enrollment and Orientation Fee Rate for 2020 – University of Washington, Bothell RECOMMENDED ACTION It is the recommendation of the administration and the Academic and Student Affairs Committee that the Board of Regents approve for the Bothell campus:

A. Recommended NSEOF Rate for 2020: The NSEOF rate history at UW Bothell for the past two biennia of incoming students is as follows, along with the recommendation for 2020:

Incoming Cohort Fee Rate 2016 $300 2017 $300 2018 $300 2019 $300 2020 $330

With the Board’s approval, UW Bothell will begin charging this new fee rate in Winter 2020 to students who are entering as part of the Winter 2020 incoming cohort. The 2020 recommendation grew out of Orientation & Transition Programs Student Advisory Committee (OTPSAC) discussions over the course of the current academic year—discussions that included, at several different times, representatives of the units supported by NSEOF income. This student led committee also sought out approval from ASUWB to get broader support and student input. ASUWB also passed a resolution in support of this fee increase. B. Recommended NSEOF Budget for 2020: Based on FY18 and FY19 NSEOF revenue collections and current year enrollment information, the NSEOF Committee estimates that the 2020 $330 per incoming student fee rate will generate approximately $62,760 in new incremental revenue in FY21 (compared to FY19, because FY21 is the first full year in which the new rate will be implemented). This will bring total revenue to $690,360 in FY21. Due to the timing of fee implementation, the fee will also generate $14,190 in new revenue in FY20 compared to FY19. In FY19, we anticipate that 2,092 new undergraduates will pay the $300 NSEOF. The incremental revenue is based on zero growth or changes in the new student enrollment in FY20 or FY21 and only accounts for the 10 percent fee increase. The UW Bothell NSEOF Fee reserve is currently a total of $144,669 and is typically used for piloting new initiatives and one-time technology costs. It has also helped to absorb salary increases for staff the past several years. The NSEOF

strives to maintain a reserve of 20 percent to absorb fluctuations in enrollment, union contract wage increases for student employees and classified staff, and merit increases that aid in retention of professional staff. This allows units to course correct and implement reductions over a two-year period. This fee increase is necessary because the staff salary increases and minimum wage increases since 2016 can no longer be sustained without going into the reserves. Since 2016, staff pay increases and the increases to the benefits load, have resulted in $64,930 of additional expenses on the NSEOF budget. If the recommended fee is not supported, the NSEOF reserve will be used to cover these costs. This will deplete a large portion of the reserve this year and will require cuts to staff and programming in future years. Using the reserve for this purpose will also reduce the balance that is available to address future needs and, ultimately, relying on reserves is not a sustainable long-term practice for staffing costs. This recommended increase has been reviewed and endorsed by the Orientation & Transition Programs Student Advisory Committee (OTPSAC). The OTPSAC voted to increase the fee on April 16, 2019 (vote count: 6 - 1). The OTPSAC Chair, Malea Capuno, presented to ASUWB the proposed increase at the April 16, 2019 ASUWB meeting and ASUWB voted unanimously in favor of a resolution to support the increase on April 23, 2019 (Attachment 1). The OTPSAC Chair then sent a written recommendation to increase the NSEOF to the Dean of Student Affairs on May 3, 2019 (Attachment 2). The Dean of Student Affairs concurred with the recommendations on May 6, 2019 (Attachment 3). C. Recommended NSEOF Incremental Revenue Uses for 2020: The incremental revenue from the NSEOF increase will be used as follows: Purpose Amount Salary and Wages $62,760 TOTAL $62,760

Salary and Wages The following staff are currently funded off of the NSEOF and have received unfunded merit increases and minimum wages since 2016:

• Director of Orientation and Transition Programs: Departmental oversite, staff development, training, aligning programmatic priorities with institution priorities and program assessment.

• Assistant Director of Orientation Programs: Manages the Advising & Orientation Program, On-line Orientation, Welcome Week, Parent and Family Programs, and New Student Mentorship Program.

• Program Manager of Transition Programs: Manages the New Student Network Program, Husky Leadership Camp, and Peer Instructor Programs for Living-Learning Communities and Discovery Core III program.

• Staff Support Supervisor: Manages the University of Washington Bothell Welcome Desk and is the department’s financial administrator. They are also responsible for database management, communication, and marketing.

• 8 New Student Network Leads: Identity based peer support student staff that serve as mentors and provide university and community support resources to students entering college. The New Student Networks currently serving 8 identity groups with over 1,781 new student affiliations with the program last year. The current Networks are LGBTQ, Veterans, Student with Disabilities, Low Income, Student of Faith, Parenting Students, First Generation, and International Students. They also staff the New Student Mentorship Program.

• 14 Orientation Leaders: Student staff for the New Student Mentorship Program and Orientation Programs for students and families. This includes a mandatory Advising & Orientation program for all new students, Husky Adventures, Husky Leadership Camp, and Welcome Week

• 4 Living Learning Communities Peer Instructors: Student peer instructors for themes based, academic communities in campus housing. Current community themes are Science & Technology and Leadership.

• 3 Student Coordinators: These senior student assistants help with the management and coordination of all Orientation & Transition Program initiatives. They also help recruit, select, train, and supervise student staff for all programs.

Dean Tim Wilson,  During my time as Chairman the Orientation and Transitions Program Student Advisory Committee (OTPSAC) and I have collectively assessed the proposed new student fee and have support for the 10% increase from $300 to $330 starting Winter quarter of 2020. This will result in incremental increase of $62,760 in new revenue.     The mission of the department is “Orientation & Transitions Programs facilitates student engagement and student success for students in transition by developing and connecting students to resources, people, and opportunities.”   The NSEOF has not had an increase to the fee for the past four year and during this time there have been a number of increases to labor and programming costs. The increased labor costs are related to merit and minimum wage increases. We recognize that the NSEOF budget is no longer able to sustain these costs moving forward. With that in mind we recognize the implications that if the fee does not get increased, the Orientation and Transition Programs (OTP) office will have to look at cutting critical programing to account for the lack of funds to pay for student workers and full time staff. The fee increase we are requesting is to sustain the staffing without making cuts to the critical programs that this department provides for students so OTP can continue to support their mission. The services of OTP provides have a direct impact on the sense of belonging and success of our students. The mentorship, resources, student development, and opportunities to connect as a new student are invaluable and directly tie back to a student’s ability to succeed and flourish on campus, ultimately impacting student retention. By keeping staff levels the same, this will also allow for the department to have the capacity to build out a Sophomore Orientation experience and expand on the New Student Network program offerings with the use of some money in the reserve.    It is also important to note that OTP employs about 30 student employees that serve as mentors/coaches and peer instructors. These student employee are not only serving new students but they are also gaining very valuable transferable skills and leadership experience, while also making money that will help them finance the cost of their education. It is important to our committee that we sustain these

student positions. Being a past student employee in the OTP department helped me gain skills in leadership and personal development while allowing me to network and find a community at UWB. Not only did I grow into a stronger leader but It also allowed me to support the develop the grow and path of new student leaders.  We have also presented to the Associated Students of the University of Washington Bothell (ASUWB) because we value the voice of the students at large and felt that ASUWB would be a stakeholder and resource in this process. Presenters’ Biographical Information

Malea Capuno is the 2018-2019 Orientation &

Transtition Program Student Advisory

Committee chair.

Malea is a junior, planning to major in Biology

and minor in Neuroscience. She is currently the

Senator for Marketing and Outreach for ASUWB

and President for FASA (Filipino American

Student Association). This is her second year on

the board of ASUWB and FASA.

Malea also served as an Orientation Leader and

New Student Mentor during the 2017-2018

academic year. This is her first year as the chair

of OTPSAC.

Terry Hill, MPA is the Director of Orientation

& Transition Programs at UW Bothell.

Terry joined UW Bothell in 2008 and previously

worked at UW Seattle in the First Year Programs

office since 1996.

Terry was the first in his family to attend college

and has dedicated his carreer to helping students

succed at their goals.

Terry also received his undergraduate and

graduate degrees from the University of

Washington.
