2. Objectives

station and the “Euro Gate” truck terminal, the Logistic and Trade Centre.

2.3 Accession Partnership and NPAA priorityThe project complies with the Accession Partnership’s priorities and NPAAcriteria. Reinforce road transport capacity is one of the AccessionPartnership’s priorities. Expanding the reliability of the Záhony bordercrossing station is an NPAA criteria.

– Development of roads in harmony with the development of EU corridor V.development.

3. Description

3.1 Background and justification:

As a result of measures taken to enhance economic development in the region a“Euro Gate” truck terminal was constructed. It serves the border crossing of120.000- 130.000 trucks a year and consequently several enterprises started tooperate in the region.

The Logistics, Trade and Business Center operates in Záhony and provides theenterprises involved in the east-west trade with business services. It providesoffices, meeting and negotiation rooms as well as exhibition halls. At the momentonly half of the offices are rented by Hungarian and international companies.Another factor aiming at accelerating the development of the region is theindustrial park in Záhony, which is currently under construction. In addition, it isworth noting that this border crossing is particularly important also because of itsrailway relay station, whose capacity is equal to the capacity of the port ofHamburg.The road Nr. 4. goes through Tuzsér - its industrial park is the only one in Hungarywhere the wide trans-Siberian gauge and the standard gauge European railwaysystems come together. The growing activity of the companies requires moretransport both by truck and by train. (Enclosed maps-Annex 9.)

The existing infrastructure places a barrier to possible further development: trafficis slowed down on the access road to the truck terminal and at the border station.Due to the unfavourable cross-section characteristics the access road is obstructingthe passengers’ transit and the freight-traffic.

Reconstruction of this road is essential since the safe accessibility of the borderstation will ensure that the trucks coming from Western Europe could use this roadand will not detour to the North avoiding the region.

The access road to the border station, at its present technical state, is not suitablefor growing international transport. Furthermore, it is not adequate to carry theincreased traffic generated by the border station. Therefore a reconstructionplanned is crucial for the growing traffic needs.

After the implementation of the project the carriageway will be strengthened to11,5 tons load on axle and levelled into the road profile with asphalt between pointof junction of Fényeslitke and point of junction of Tiszabezdéd (between 323+400and 336+580 km sections).

The project complies with the complex logistics development plan that is intendedto improve road transport, accessibility of the industrial park and of the Trade,Logistic and Business Centre.

3.2 Linked activities:• In 1995 the bridge linking Hungary with the Ukraine as well as the border

station were reconstructed and enlarged from EU funds in order to raise thelevel of border crossing services for the increased transit traffic.

• Truck terminals were constructed on both sides of the border, in order toprovide full customers services.

• The construction of the by-pass road (which is part of the highway road Nr.3.) for Nyíregyháza in the north of region, will soon begin.

• Reconstruction of the road Nr. 4. between Záhony and Tiszabezdéd which isunder construction. (Project number: HU 0008-06-02)

• The modernisation works of the Chop border post in the Ukrainian side,opposite to Zahony, have been funded under the 1999 Tacis CBCProgramme. The project was completed in September 2002.

• Reconstruction of the road from Chop in the Ukrainian side will be financedby Ukrainian national fund.

3.3 Results:The project will achieve the following result:

• Upgrading 13,18 km of main road Nr. 4., to 11,5 tons load on axle betweenpoint of junction of Fényeslitke and point of junction of Tiszabezdéd.(between 323+400 and 336+580 km sections)

• Easier access to the Záhony border station and to the Logistics, Trade andBusiness Centre and Tuzsér Industrial Park.

• Increased accessibility of the local population and the companies to theUkraine.

3.4 Activities:Upgrading 13,18 km of main road Nr. 4, to 11,5 tons load on axle between point ofjunction of Fényeslitke and point of junction of Tiszabezdéd

3.5 Lessons learned:The Road Management Company of Szabolcs-Szatmár-Bereg County successfullytook part in many projects financed by the PHARE Programme. Experiencesgained during implementation of previous project (HU 0008-06-02) had beenconsidered during project design.

4. Institutional Framework

The engineering tasks during the implementation will be carried out by theSzabolcs-Szatmár-Bereg County State Road Management Public Enterprise. TheMinistry of Economy and Transport Management delegates the right of the

ordering party to the Road Management and Co-ordination Directorate1, whichthus becomes the Employer. The Owner will be the Hungarian State.

The project will be jointly co-financed between Phare and government resourcesto be provided by the Ministry of Economics and Transport. The rate of Pharesupport within the total funding will be 75 %, while the Hungarian governmentwill contribute 25 % (tax free). The ratio between the Phare and the nationalamount is binding and has to be applied to the “final contract price”.

6. Implementation Arrangements

6.1. Implementing AgencyThe project will be implemented under the co-ordination and supervision of thePrime Minister Office, whose representative, Lunk Tamás, will be designated asPAO.

The Prime Minister Office – through the National Agency for RegionalDevelopment (1016 Budapest, Gellérthegy u. 30-32) - is responsible for tendering,contracting, implementing and for the administrative and financial tasks.

6.2. TwinningNot applicable.

6.3. Non-standard aspectsThe rules of the PraG will be strictly followed.

6.4. ContractsThe project will be carried out in the framework of one open international workstendering and contracting operation. The contract net value will be 2,667 M EUR.The project will be implemented through 1 open international works tenderincluding 1 LOT. The procedure will be carried out according to the valid rules ofthe PraG.The Phare support will amount 2,0 M EURO the national co financing is0.667 M EURO

9. EnvironmentAn environmental impact report is not required when strengthening public roadsaccording to Government Act Nr.152/1995. (XII.12.). In any case, after theimplementation of the project, since the throughput of the road will increase andthe waiting time at the border station will decrease, the level of noise, vibration anddust pollution will be measured.

10. Rates of returnIn this type of investment the calculation of the financial rates of return is notapplicable, since the project will not generate direct income. In any case, theeconomic internal rate of return is estimated at 14%.

11. Investment criteria

11.1. Catalytic effect:Faster and safer border crossing will improve the transit both on national andinternational level. At the same time easy access to Industrial Park in Tuzsér willassist national and foreign forwarding companies in making their operation in a moreeffective way, and it will accelerate economic development of the border region.

11.2. Co-financing:The Road Management Company of Szabolcs-Szatmár-Bereg County via the RoadManagement and Co-ordination Directorate will provide in total 0,667 M EURO asown contribution to the total project costs.

11.3. Additionality:Financial support provide by Phare will not displace any other funding.

11.4. Project readiness and Size:The plan and the detailed budget needed for the implementation of the project willbe available by 20 May 2003. Working design will be completed by July 2003.

The projects complies with minimum project size requirements. The Phare supportis 2,0 M EURO.

11.5 Sustainability:The economic benefits originated from the road reconstruction will over-compensate the costs of the project.The construction and the technology comply with EU norms and standards. Theproject has not adverse effects on the environment because of the increasedthroughput of the road. However, the level of air pollution, noise, vibration anddust pollution can be measured.After the construction the Road Management Company will take care of permanentmaintenance of the road.

11.6. Compliance with state aids provisionsAll actions financed by Phare will be carried out in line with the PraG and willrespect the state aid and competition provision of the Europe Agreement.

11.7. Contribution to National Development PlanThe project is in full compliance with the priorities of the Regional DevelopmentPlan and the priorities of the National Development Plan.

12. Conditionality and sequencingThe project beneficiary provides adequate guarantee of the availability of fundsfor the required co-finance contribution and for the subsequent operation andmaintenance.
