Public Consultation Meeting After the preparation of the Final Draft ESIA Report and other relevant documents, the following disclosure and engagement activities were undertaken: The Final Draft ESIA Report together with its annexes, SEP, ESAP and Non-Technical Summary of the Final Draft ESIA Report were disclosed in the Project website as of 6 th September 2016. The disclosure of the Final Draft ESIA Report and other documents was announced via newspaper advertisements in one national and one local newspaper on 08 th September 2016 and the public was invited to provide comments on the Final Draft ESIA Report and other documents. Headmen of surrounding communities (selected muhtars), facilities (Doğanköy Primary School) and private parcel owners (two owners and tenant) were reached via phone calls to inform them about the planned and focus group discussion sessions to be held at the end of the public meeting on 23 th September 2016. Additionally, Doğanköy Headmen (muhtar) and principal of the Doğanköy Primary School (vice manager of) were informed about the women focus group discussion (WFGD) session to be held at the end of the public consultation meeting and they were also requested to announce WFGD along the women groups both in school and district. Prior to the public meeting on 23 th September 2016, handouts were prepared and distributed in the neighborhoods (Yolçatı and Doğanköy) around the Project site including surrounding communities and facilities (markets and cafes). Two shuttle services were arranged from two main locations (one is from Doğanköy and Yolçatı central mosque) to be provided to transfer interested people to the meeting location. A Public Consultation Meeting was held on 23 th September 2016 in Doğanköy District. Approximately, 96 people (59 men, 37 women) attended the meeting. The meeting was announced via advertisements in one national and one local newspaper (Milliyet and Olay newspapers, respectively) fifteen days in advance on 8 th September 2016. A presentation was given about the Project, its impacts and identified mitigation measures by a representative of the ESIA team, which was represented by three representatives in total. Five representatives from BRS Sağlık Yatırım A.Ş. were also present during the meeting. The meeting was opened by Cem Dipçin from Rönesans Sağlık Yatırım A.Ş. (RSY) followed by the presentation of the ESIA team. Flyers and project information documents (together with illustrative pictures) were made available on the welcome desk at the meeting venue for the attendees to provide brief information on the Project. Regarding the disclosure of the documents, Non-Technical Summary of the Final Draft ESIA Report was sent to the district heads of Bursa (Municipalities and Governorships) on 20.09.2016. Newspaper announcements, handout and photos from the public consultation meeting and focus group discussions are presented at the end of this summary document.

Stakeholder Engagement Activities during Final Draft ESIA Report Disclosure

1. Public Consultation Meeting

After the preparation of the Final Draft ESIA Report and other relevant documents, the following

disclosure and engagement activities were undertaken:

The Final Draft ESIA Report together with its annexes, SEP, ESAP and Non-Technical Summary

of the Final Draft ESIA Report were disclosed in the Project website as of 6th September 2016.

The disclosure of the Final Draft ESIA Report and other documents was announced via

newspaper advertisements in one national and one local newspaper on 08th September 2016

and the public was invited to provide comments on the Final Draft ESIA Report and other

documents.

Headmen of surrounding communities (selected muhtars), facilities (Doğanköy Primary

School) and private parcel owners (two owners and tenant) were reached via phone calls to

inform them about the planned and focus group discussion sessions to be held at the end of

the public meeting on 23th September 2016.

Additionally, Doğanköy Headmen (muhtar) and principal of the Doğanköy Primary School

(vice manager of) were informed about the women focus group discussion (WFGD) session to

be held at the end of the public consultation meeting and they were also requested to

announce WFGD along the women groups both in school and district.

Prior to the public meeting on 23th September 2016, handouts were prepared and distributed

in the neighborhoods (Yolçatı and Doğanköy) around the Project site including surrounding

communities and facilities (markets and cafes).

Two shuttle services were arranged from two main locations (one is from Doğanköy and

Yolçatı central mosque) to be provided to transfer interested people to the meeting location.

A Public Consultation Meeting was held on 23th September 2016 in Doğanköy District.

Approximately, 96 people (59 men, 37 women) attended the meeting. The meeting was

announced via advertisements in one national and one local newspaper (Milliyet and Olay

newspapers, respectively) fifteen days in advance on 8th September 2016. A presentation

was given about the Project, its impacts and identified mitigation measures by a

representative of the ESIA team, which was represented by three representatives in total.

Five representatives from BRS Sağlık Yatırım A.Ş. were also present during the meeting. The

Report was sent to the district heads of Bursa (Municipalities and Governorships) on

20.09.2016.

Newspaper announcements, handout and photos from the public consultation meeting and focus

group discussions are presented at the end of this summary document.

The key issues that were raised during the public meeting are presented below:

1. Nilüfer Municipality, City Planner (woman participant):

Within the scope of the stakeholder engagement activities during the initial stages of ESIA

studies, a letter was sent to Nilüfer Municipality in order to give information about the

Project as well as to ask for their opinion. They claim that, after giving their opinion and

asking several questions about the Project in response to that letter, they could not receive

an answer from Project developers.

Several comments were raised on the public consultation meeting presentation and ESIA

report:

o Definition and scope of the medical services need to be given in the presentation;

o Since there will be high amount of visitor coming to the health campus in the future,

site access, urbanization/city planning around the Project site need to be considered

in the surrounding areas together with the Project development.

o Together with the Project development, it is expected that effects of influx of people

and development of settlement areas around the site will be realized in the

neighborhood. Limited information regarding the developments is given on how

these issues will be evaluated.

The Project Location: The Project location is not appropriate for such a big scale Hospital

Project. How will the Project site be accessible for the high number of visitors? Use of private

cars (which is stated as 95% in the report) is too high and the surrounding road infrastructure

cannot meet the demand with its current conditions. The recommended approach for such

big scale projects is that first the infrastructure around the Project site is completed followed

by Project realization in order to provide adequate services.

Although, the Project is located within Nilüfer district, the opinion of the Planning

Department of the Nilüfer Municipality was not asked during the site selection phase of the

Project.

Should hospital projects will deliver medical services to the public, it should be accessible

both logistically and socially.

Who will be responsible during the 28-year Project period for the medical services and

operation services?

Regarding the road infrastructure (both internal IHC and surrounding) and surrounding

developments and associated Project simulations, modelling studies shall be made available

to public.

BRS Sağlık Yatırım A.Ş. Response (Representative from RSY):

It has been explained by the representative of BRS Sağlık Yatırım A.Ş. that this project has been

ongoing under the control and with contribution of Ministry of Health, experts, consultants and

international coordinators. Although it is not possible to provide all the details regarding the

Project in one presentation, BRS Sağlık Yatırım A.Ş. declared that they can anytime repeat the

presentation and give details of the Project upon request. Finally, they have admitted that the

presentation is not held only in compliance with the international lenders’ requirements, it is also

to show the intention that the BRS Sağlık Yatırım A.Ş. is open to share the information regarding

the Project and make them available for public.

The selection of the Project site location is under the responsibility of Ministry of Health (MoH).

The final Project site location was determined together with Ministry of Health and Bursa

Metropolitan Municipality. BRS Sağlık Yatırım A.Ş. initiated their Project activities within the

dedicated Project site and within its borders and in accordance with the defined scope of work.

BRS Sağlık Yatırım A.Ş. is not only considering the internal infrastructure/facilities within the

hospital campus but also considering the surrounding infrastructure and evaluated with the

Hospital project as being in contact with the municipalities regarding the planned developments

such as road infrastructure and the planned junction near the Project site. A detailed design and

modelling study has been conducted by the international firms regarding the capacity of the

Project by taking into account the surrounding infrastructure.

The participants were informed regarding the responsible parties that have been identified for

medical and operational services to be provided during 28-year old Project period.

2. Participant (retired individual):

The participant claimed that for him it is hard to understand opposing views to the Project given

the fact that the project will provide positive impact on the surrounding community with its

services.

3. President of Nilüfer City Council:

Will the site be accessible with public transportation? The surrounding neighborhoods such as

Yolçatı and Görükle have high population density; is there any study and/or arrangement made

on the public transportation from those locations? Detailed information regarding the planned

infrastructure and their routes shall be shared with the community.

Requested an aid and/or investment on the education facilities in the surrounding

neighborhoods (Doğanköy, Yolçatı) in terms of community relations. What are the future plans

regarding the community interactions?

How will the road connection be provided in between Uludağ University Hospital and IHC?

BRS Sağlık Yatırım A.Ş. Response (Representative from RSY):

It is further explained by the representative of BRS Sağlık Yatırım A.Ş. that there are some

plans/developments are ongoing in close surrounding of the Project site. These planning

(junction, high-speed rail system, public transportation network such as buses, mini-busses etc.)

are not made available and shared with the communities before final approval. Bursa

Metropolitan Municipality, MoH and Provincial Directorate of Health are working in coordination

for the surrounding road development. The aforementioned road developments are not under

the responsibility of BRS Sağlık Yatırım A.Ş. and they are not involved directly in the planned

developments.

On the other hand, the actions regarding the community health and safety (e.g. dialogue with

local authorities and the schools) have been defined in the ESAP document attached to the ESIA

report.

4. An individual from Yolçatı Neighborhood

It is stated that access to Project site is an important issue. The main concern/question is

regarding the public transportation connections to the site. The assumption given within the

content of the ESIA report regarding the access to Project site states that 95% of the access will

be provided with private cars (an assumption made by traffic consultants). In addition to this,

what other ways of transportation will be possible such as light rail and bus?

BRS Sağlık Yatırım A.Ş. Response (Representative from RSY):

It is further explained by the representative of BRS Sağlık Yatırım A.Ş. that Bursa Metropolitan

Municipality and related General Directorate of Highways have some plans/developments in

close surrounding of the Project site. As reportedly, those plans have not been completed yet,

they are still ongoing. These planning are not made available and shared with the communities

before final approval. It was mentioned that the aforementioned road developments are not

under the responsibility of BRS Sağlık Yatırım A.Ş. and BRS Sağlık Yatırım A.Ş. is not involved

directly in the planned developments. On the other hand, the IHC project details have been

shared with the authorities to inform them about the future projections.

It was also explained by the representative from the ELC Group that some information were

retrieved from the related authorities and they are incorporated into the ESIA report. Moreover,

a figure showing the planned and ongoing development of transportation options has been

shown to the attendees during the meeting. It was also stated that the authorities will provide

additional transportation services (e.g. shuttle services to the IHC site from the nearby light-rail

stations) to ease the access to the site via public transport.

5. Yolçatı Headman (Muhtar):

Yolcatı neighborhood is 5 km to Dogankoy and 2 km to Uludag University. The cadastral roads

between Uludag University and Yolcati are closed (it is understood that these cadastral roads fall

into the land of Uludag University). There is a closed road between Uludağ University Hospital

and IHC which is approximately 7-8 km. On the other hand, if the Bursa ring road connection is

used between the IHC site and Uludag University Hospital, it is approximately 20 km from using

Görükle Junction. As the representative of Yolçatı neighborhood, he requested that the closed

road to be open and come into use.

Apart from that, they have presented their concerns/grievances on the truck movements

(exceeding weight, causing damages) on the roads around Yolcatı Neighborhood.

BRS Sağlık Yatırım A.Ş. Response (Representative from RSY):

It is further explained by the representative of BRS Sağlık Yatırım A.Ş. that all the construction

vehicles need to be weighted before leaving the Project site and need to fulfill the tonnage

capacity (not to exceed limit) and obey the H&S rules during transportation.

Moreover, the related management approaches have been defined within the content of the

Construction Traffic Management Plan and actions regarding the community health and safety

(e.g. road safety) have been defined in the ESAP document attached to the ESIA report.

They have admitted that anyone who has grievance will be welcome to the Project site to

mention their concerns/comments. If there is damage on the road and neighborhood, it will be

immediately compensated.

2. Stakeholder Communication Sessions after Public Consultation Meeting

2.1. Communication with Focus Group Discussions- Women Group

The communication was held with approximately 7 women participants from Doğanköy and Yolçatı

Neighborhoods. The following comments were gathered:

The residents in Doğanköy feel that the construction vehicles are exceeding the speed limit.

None of the women within the focus group have problems related with noise and dust

originated from the Project activities.

Their common feeling is that the Project is a big-scale construction Project therefore some

impacts are inevitable; however since there is no major impact up to now, they are all

acceptable.

As a result of construction vehicle movements, some roads are being harmed; however they

feel that this situation is within acceptable limits.

They do not feel any issues regarding security resulting from traffic movements and

workforce.

In the current situation they usually go to Mudanya Hospital. They can reach there by using 2

different buses. Although the Uludağ University Hospital is very close, access to the hospital

is very hard. This is mainly due to the closed roads in between Doğanköy and the hospital.

In the hospitals, the waiting times can be very long, this is an important issue that needs a

solution.

They have heard that the residents living next to the Project site are facing some problems

due to vibration and noise.

The women are looking for job opportunities within the Bursa IHC Project.

2.2. Communication with Private Parcel Owners

The communication was held with three agricultural land (private parcel) owners adjacent to the

Project site. The name and contact details of the owners are given below:

Tacettin Yaman: The owner was contacted before the public consultation meeting to inform about

the meeting and to obtain information on his parcel details/ associated activities held in his parcel.

Cavit Yaman: The owner was contacted before the public consultation meeting to inform about the

meeting and to obtain information on his parcel details/ associated activities held in his parcel.

Ziya Doğan: The owner was contacted before the public consultation meeting to inform about the

meeting and to obtain information on his parcel details/ associated activities held in his parcel.

Sabahattin Yılmaz: Could not be able to contact before. However, the tenant of this parcel was

contacted before the public consultation meeting to inform about the meeting and to obtain

information on his parcel details/ associated activities held in his parcel.

The parcel information regarding the agricultural private land is presented in table below:

There are some issues/concerns/ comments have been raised during the communication held at the

end of the public consultation meeting:

They have some problems regarding the entrance/exit to-from the Project site together with

their family especially with their children. In some occasions, the land owners wanted that

their children (8-10 age) to be involved and work in the land to deal with the products,

plants.

BRS Sağlık Yatırım A.Ş. Response (Representative from RSY): It is explained by the

representatives that since BRS Sağlık Yatırım A.Ş. has strict health and safety rules in the

construction site, it is not safe to enter to the site with children (especially such small

children). After BRS representatives explained the health and safety rules and the risks that

may arise during the construction works, land owners also understood and confirmed that it

is important to be aware of the risks and the H&S rules of the construction site.

The other concern is that since they have conduct their daily agricultural activity with the

machinery, they do not want to have problems regarding to carry out their

equipment/machinery to their private land.

BRS Sağlık Yatırım A.Ş. Response (Representative from RSY): The representative from the

BRS Sağlık Yatırım A.Ş. assured that they can enter to the site with their equipment and

machinery by using the Project site entrance together with the security personnel. If they face

with any problem, they have asked to raised their concern/comments to the BRS Sağlık

Yatırım A.Ş.

Is there any plan regarding the expropriation of the agricultural lands in the near future? If

this is the case, they want to know beforehand. Since they are going to cultivate their land in

November, they want to know the future of their land whether it is going to be expropriated

or they can continue to use their land after Hospital come into operation.

BRS Sağlık Yatırım A.Ş. Response (Representative from RSY): The representative from the

BRS Sağlık Yatırım A.Ş. further explained that there is no expropriation plan regarding the

agricultural lands.

The parcel owners stated that if the hospital comes into operation, since they will have

access to the water in their site, they can continue to work for their daily farming activity

with fruit planting which will be more beneficial as compared to wheat and sun flower.

On the other hand, one of the private land owner wants to sell his own parcel since he

cannot see the future of his land whether it is going to be expropriated and/or cannot decide

on how he will sustain his daily farming activity.

In addition to the all comments/grievances as stated above, the parcel owners

recommended to open a new road during construction activity so that they can enter their

parcel without using the construction site entrance. They suggested a new road to be

constructed along the northern part of “Bursa Ring Road” (from east to west direction) and

the entrance could be opened just next to the culvert.

owners are presented in Annex B of this document.

http://www.pppbursahastanesi.com/ Bursa Integrated Health Campus Project comprises of an integrated health campus with a total capacity of 1,355 beds consisting of three different hospital: 1,055-bed Main Hospital, 200-bed Physical Therapy and Rehabilitation Hospital and 100-bed High Security Forensic Psychiatric Hospital. Main hospital will include 375 General Hospital, 252-bed Oncology Hospital & 275-bed Cardiology and Cardiovascular Hospital, 253-bed Women/Maternity & Pediatrics and Psychiatric Hospital. BRS Sağlık Yatırım A.Ş. will be responsible for the detailed design, construction, equipping, financing and maintenance for a 28 year project period; and medical services will be under the responsibility of Ministry of Health. At the end of the 28-year project period, the Bursa Integrated Health Campus will be transferred to the Ministry of Health.
