    Why is it important?

    Very large portion of national budget formaintenance and investment is spent for

    - the performance but not the methods used toachieve them; and

    technical specifications which detail physicalcharacteristics, such as size, capacity and type ofmaterials required.

    Requirements are often classified as;

    'Mandatory' - essential requirements that suppliersmust meet

    'Desirable' - requirements that whilst bringingbenefits are not essential

    parts of contract, which shows the requirements(needs and expectations) of the Employer.

    Specifications are referred more in cases ofconflict and dis utes whereas the drawin s aredealt in day-to-day work execution.
