A Regeneration Committee investigation into stadium-led regeneration across London

The Committee has visited the following stadiums and football clubs to learn about different approaches to stadium-led

regeneration. We have heard about lessons learnt, and best practice to engage with communities impacted by refurbished or

new stadiums.

Wembley Stadium is the home of The Football Association. Work is underway to create Quintain’s Wembley City: a 42-acre housing, leisure and retail development. 520 new homes have been completed and there are plans for another 1300 homes, including student accommodation.

The Committee visited the London Designer Outlet, next to Wembley Stadium, which was part of the Brent Council Wembley Stadium regeneration scheme.

When the Committee visited Arsenal FC, they heard that the football club committed to a number of projects to benefit the local community as part of the new stadium scheme.

The development helped to create: • Around 3,000 new and refurbished homes • A new sports and community centre• A learning centre • Funding for local projects for schools and community groups.

Arsenal FC also built a £70 million waste recycling centre at Hornsey St, with an underground recycling centre and a classroom. The Club also converted their old stadium into housing.

Alex attended the learning centre set up by Arsenal FC, which helped him get qualifications and a job working in hospitality at Emirates Stadium.

The Committee visited Tottenham Hotspur FC to see the site of their new stadium and to discuss the Northumberland Development Project.

The club plans to deliver: • A 56,250 capacity stadium • A Football Club megastore• 285 homes, including affordable homes• Sainsbury’s supermarket and 216 jobs (completed)

• A New University Technical College for 1000 students aged 14-18

The Committee met with the new Principal of Tottenham University Technical College to get a sneak peak inside the building. The college is situated next to the site for the new Tottenham Hotspur stadium and opens in 2014.

The Committee visited Brentford FC and heard plans for the club’s new stadium and regeneration scheme.

The Committee met with West Ham United FC to discuss their plans to move into the Olympic Stadium in 2016, their community engagement activities, and a regeneration scheme to convert their Boleyn Ground stadium into a residential and commercial space.

The Committee met with Manchester City FC and visited the City Football Academy and the expansion of the Etihad Stadium in east Manchester. Committee Members also heard from Manchester City Council about the Council’s vision for the regeneration of the area.

The Regeneration Committee are interested in whether new stadiums help to improve neighbourhoods and how local

communities are consulted during planning or development.
