1 Introduction This Consultation Statement has been prepared to fulfil the legal obligations of the

Neighbourhood Planning Regulations 2012 (set out in 1.1 below) relating to the St Mean Neighbourhood Development Plan (NDP).

1.1 Legislative Requirements Section 15(2) of Part 5 of the 2012 Neighbourhood Planning Regulations sets out what a consultation statement should contain:

(A) contains details of the persons and bodies who were consulted about the

proposed neighbourhood development plan; (b) explains how they were consulted; (c) summarises the main issues and concerns raised by the persons consulted;

and (d) describes how these issues and concerns have been considered and, where

relevant, addressed in the proposed neighbourhood development plan. Consultation and community engagement has been fundamental to the

development of the Neighbourhood Plan and has gone far beyond the requirements of the regulations.

2 Background The rural Parish of St Mewan is situated on the southerly side of Mid Cornwall, Between Truro and Bodmin.

The Parish has a population of 32101. There are three main villages within the

Parish, Trewoon, Sticker and Polgooth, each of similar size.

2.1 Reason for Undertaking a NDP Following the introduction of the Local Act in 2011, and thus the introduction of

Neighbourhood Planning into the hierarchy of special planning, the Parish Council took steps to find out more.

In the summer of 2013 the Parish Council discussed the possibility of setting up a steering group to develop a NDP. They felt that it was an opportunity to expand

on the Parish Plan that they had consulted on and written in 2010, with regard to shaping land use and development in the parish. The NDP would give local people

the opportunity to be more active and involved in the planning system. The Parish Council experience of the planning system sometimes left councillors and local people feeling powerless –the perception being that their local knowledge

and views did not hold any significant weight. Whilst realising that a Neighbourhood Plan must be in general conformity with county and national

planning documents, this would be a chance to have some influence over the future development of the parish, as part of the planning process.


It was agreed that a NDP was a good opportunity to get local issues and beliefs due recognition within the planning process.

2.2 Formation of the Neighbourhood Planning Steering Group Following local advertising on Parish notice boards, St Mewan Parish Council invited interested members of the community to attend a meeting in September

2013 to discuss the formation of a committee to develop a Neighbourhood Development Plan.

Five councillors and five members of the public attended the meeting and a NDP Steering Group was formed as a sub-committee of the Parish Council. A

Chairman, Vice Chair and Secretary were appointed. Neither the Chair or the Vice chair were parish councillors.

In October 2013 the first meeting of the NDP Steering Group was held and options for the designated area were discussed.

Terms of Reference and A Code of Conduct were developed and adopted by the group. Monthly meetings (with minutes taken) were held throughout the development of the NP.

2.3 Designation of the Neighbourhood Plan Area It was decided in November 2013 to undertake a Neighbourhood Development

Plan using the Parish Boundary as the NDP area as shown in Fig 1 (on the following page). The Parish Council submitted the application and map to Cornwall Council. Cornwall Council subsequently consulted residents and stakeholders on the

designation (reference: PA13/00006/NDP) between 27th November and 8th January, 2014. Approval was received on 28th March 2014.

2.4 Grant Funding Grant funding was sought at various stages through the development of the Neighbourhood Plan and grants were received from: -

1. Department for Communities and Local Government 2. Big Lottery Fund Awards for All

3 The Vision There is a realisation that places and people’s needs change over time and that the Parish Council, community, businesses and stakeholders can plan for this

taking into account social, environmental and economic needs. St Mewan parish is a rural parish with distinct settlements and character.

The Vision is: To maintain and enhance St Mewan Parish as a thriving and popular rural community with varied businesses and interests.

4 Objectives Below is a list of the objectives identified through the consultation and

engagement process. The outline objectives were displayed at events and were consulted upon, in order to seek further comment and refinement.

These eight objectives formed the basis for the policies in the St Mewan NDP.

Housing To ensure any development is small-scale, sensitive, in keeping with the character

and within the boundaries of the individual villages, utilising brownfield and in-fill sites wherever possible and encouraging affordable housing for local people.

Environment

To protect and enhance the natural rural environment, green areas, open spaces, historical heritage and maintain separate identities of the villages.

Heritage

To protect the heritage of the China Clay Industry and Tin Mining operations which express the history of the current and past industries and represent part of the context for the Cornwall World Heritage site.

Economic To support small-scale business growth that will provide employment and economic benefit to the area. This must be sympathetically tailored to the local

environment - primarily local shops, small workshops, office space and small industrial units on brownfield sites.

Infrastructure To ensure transport and road network (including road safety, parking and footpaths) is improved and considered as part of any housing and business

development.

Community Facilities


Enhance the wellbeing of Parish residents by providing and improving community facilities and opportunities for social and leisure activities, bringing together the

communications of the St Mewan Parish for community events.

Open Spaces: To protect St Mewan Parish’s most important “green assets” whilst improving the

provision of open space and green links for the existing and expanding population.

Landscape Character Areas Ensure that development respects the distinctive landscape settings.

5 Overview of the Consultation Process

Extensive community and stakeholder engagement has been undertaken as we have progressed through the different stages of the plan development. We have endeavoured to consult and engage through a range of techniques with the

intention that everyone who wishes to get involved is able to.

The main stages of how we have, since March 2014, carried out the consultation and engagement is shown in Figure 2 (below).

6 The Consultation Stages

6.1 Preliminary Engagement and Consultation - 2014 In order to engage the community and confirm public support the Steering Group arranged a public meeting in Trewoon in March 2014. Over 1450 leaflets were

delivered by hand by group members to every property in the parish. The purpose of the meeting was to:

• Raise awareness of the process, what this would entail and what it could

achieve;

• Explain what impact this might have; and • Attract volunteers and interest.

There were 45 attendees from the Parish, but mostly from Trewoon. The format of the meeting was to present Neighbourhood Planning and then run a workshop

to collect comments. These would be used to inform a questionnaire for future circulation. The workshop was split into two sections: firstly people were asked to

write on post-it slips their likes and dislikes about the village that they lived in. The post-its were displayed on the hall wall. This was a very successful and enjoyable exercise and generated meaningful informal discussions between the

attendees. Secondly, after some explanation, people were asked to post up their comments on Economic, Social and Environmental issues within the Parish. Again

this was very successful. Finally a vote was taken to ask who would support a Neighbourhood Plan in St Mewan, and the result was unanimously positive. Volunteers to be co-opted on to the Steering Group were asked for and six names

were taken. The post-it comments were collected, photographed and later typed up as evidence.

Following the success of this meeting two further public meetings were held, in

Polgooth on 8th May 2014 (41 attendees) and in Sticker on 11th June 2014 (21 attendees). The same format was used for the meetings and all post-it comments retained.


Additionally, the steering group manned a NDP display stall at Sticker Carnival fete on 21st June 2014. Committee members engaged with people attending the

fete to explain the NDP and again comments were written on post-its and recorded.

6.2 Website A website was developed using an outside provider and it became live in July 2014. The Sticker carnival fete stall was used to advertise the new website. The

website was maintained and updated throughout the consultation. It was used extensively for the main questionnaire in 2014 and for making information

available to the community on the progress of the Neighbourhood Plan

6.3 Questionnaire - August 2014 In June and July 2014, the Steering Group reviewed evidence from the public

meeting comments and the St Mewan Parish Plan of 2010 to develop an in depth questionnaire. This was reviewed in draft form by Cornwall Council. Although

primarily focused on the NDP it asked wider questions about community enjoyment and involvement with life in the parish.

Leaflets were distributed by committee members to every property within the parish (over 1450) to give an outline of the NDP and to advertise the questionnaire

which could be filled in, preferably online on the NDP website, or alternatively by collection and return of paper copies from any of the three post offices in the parish.

161 responses were received, 121 on line and 40 paper copies. A response rate

of 11% by property or 5% by population. The paper responses were transferred to the on-line forms to facilitate a statistical

analysis using Google software. This was posted on the website evidence base. In


addition independent consultants (PFA) were engaged to analyse the questionnaire responses together with comments obtained from public meetings

and Sticker fete. After the comments were added a draft copy of this report was received in January 2015. These reports were formally sent to St Mewan Parish

Council for review and comment in Feb 2015.

6.4 Business questionnaire - October 2014 In October 2014 a business questionnaire was posted out to the 71 businesses

within the Parish. Although stamped addressed envelopes were included for return of completed forms, businesses were also able to complete the questionnaire on-

line on the NDP website. 11 responses were received (16% response). These were analysed by hand on a spreadsheet.

6.5 Children and Young Persons Questionnaire - 2014-15 Questionnaires were developed for children and young persons. There had been

very few questionnaire responses from the age group 12-25 and some difficulty was found in deriving ways to engage with this age group, there being no secondary schools within the parish.

Local schools and colleges were contacted to ask if they could forward the

questionnaire to students within the Parish. Also paper questionnaires were given to the Sticker scout group for return. Problems with getting a meaningful response from this age group continued for many months. The three local secondary schools

were contacted to request their help in circulating the questionnaires, but after some consideration they felt that this was not part of their remit and declined to

help. Members of the committee made efforts to hand forms to children within their

locality but almost none were returned. Sticker scout group returned one form only. A NDP stall was set up at the Sticker Carnival fair but very few children of

this age group attended and only three forms were returned and these were incomplete. After some discussion and review it was concluded that due to the limited information received the feedback was inconclusive.

6.6 Young children Painting Competition - December 2014 St Mewan School is the only school within the parish. It has a preschool class and

teaches children from ages 4 to 12. The school agreed to help with an art competition where children were asked to paint or draw what they liked about

their village. Two tie breaker questions were asked:

1. What do you like about living in your village? 2. What would you like to see changed within your village?

A small prize of a £5.00 voucher was offered for each of the 4 age groups. The response was terrific with over 400 paintings received. The steering group

judged the winners and the chairman awarded the prizes, including small trophies at a school assembly in February 2015.


A similar competition was held at the Sticker playgroup called Whirlybobs for ages

3 – 5years. There were only a few responses and again a small voucher and trophy were awarded.

Consultation with local groups and clubs in January 2015

Meetings were held with the following local groups and clubs to outline the NDP and to gain their visions and plans for the future: -

1. Polgooth village hall committee 2. Sticker village hall committee 3. Sticker St Mark’s church hall committee

4. Trewoon social club 5. Sticker football club

6. St Marks church St Mewan 7. Polgooth chapel

Notes on these meetings were written up and are included in the evidence file.

6.7 Consultation with Local Large Companies - January 2015 Meetings were held with Imerys who are a major landowner in the northern section of the Parish. One joint meeting was also held with Ecobos who had planned an Ecotown development north of Trewoon.

Again notes of these meetings are included in the evidence file.

6.8 Consultation on Local Landscape Character Assessment Development of the draft Plan by early 2015 had reached a stage where it was felt that it would help to catalogue information to help protect certain locally

important areas. Local Landscape assessments were suggested as a means where detailed analysis of the parish could be carried out to form a complete

picture. The LLCA report was written by members of the Neighbourhood Plan Committee and several volunteers who offered to help with the process.


Members worked on the areas that they knew the best, often through living and walking in that area for many years. An informal consultation was undertaken in

May 2016 to verify and add to the content.

The LLCA report underpins the Neighbourhood Plan policies acting as an evidence base as follows:

•conservation and enhancement of what is valued, such as protection of the

undeveloped landscape and green space between settlements •positively plan for future development, informing decisions on the

environmental implications relating to the siting of housing and renewable energy for example •ensuring quality of design, where local character and vernacular building

styles are respected

6.9 Vision and Development of Objectives and Policies. The committee started work on this in January 2015 when the vision and objectives were developed as described in the Plan. Development of policies and reference maps proved to be a long process with many revisions from early 2015

through to the autumn of 2016 as more information became available. Many sources were examined to gain information to fully develop the Plan. These

6.10 Consultation with Neighbouring Parishes The Clerks of the seven neighbouring parishes were contacted in March 2015 to let them know that St Mewan Parish are in the process of developing a NDP. They all responded and wished to be kept notified. Subsequently these clerks were

contacted again in May 2016 and invited to the informal presentation sessions.

6.11 Consultation with Cornwall Council Copies of the draft plan documents were sent to Sarah Arden, Principal Planning Officer in June 2015 and Colleen O’Sullivan Neighbourhood Planning Officer in February 2016.Their comments were reviewed and taken into account in the Plan.

CRCC were tasked in January 2016 to contact CC Education and Roads

departments to request details of any future plans within St Mewan Parish. The Education department came back that there were no plans for the development or future expansion of St Mewan School.


6.12 Informal Community Consultation Events – 2016 By March 2016 it was felt that the NDP had developed sufficiently to present it to the community at informal consultation events. This was the culmination of work undertaken on policy development. CRCC had been engaged to work with the St

Mewan NDP Steering Group and the policy drafting had commenced. Initial drafts based on the evidence to date had been discussed with the Steering Group and

revisions made to reflect other factors and updated evidence, such as the Local Landscape Character Assessment (LLCA).

Similar to the initial public consultation events in early 2014, three sessions were planned; one in each of the three main village halls between 3.00pm and 7.00pm.

The events were well advertised locally and on the website. Each session was supported by committee members and CRCC representatives and were very successful with over 100 people attending. All comments were logged as described

in the consultation event report in the evidence file.


In September 2016 the final draft of the NDP was nearing completion and it was

decided to hold one more informal consultation event to inform the community of the changes to the Plan following the very informative consultation events in May.

Three sessions were held, one in each of the main village halls, between 3.30 and 6.30pm. Over 40 people attended and there was a general approval of the changes to the plan. Again all comments were logged as described in the consultation event

report in the evidence file. None of the comments required significant change to the NDP.

The NDP and maps were submitted in December 2016 to Cornwall Council for a screening review. Comments received at the end of January 2017 were of a helpful

and supportive nature and small amendments were made to the plan accordingly. The screening review confirmed that SEA and HRA were not required.

The plan was subsequently approved for progression to the six week formal consultation stage by the Steering committee and the Parish Council.

6.13 Six Week Formal Consultation The formal consultation was carried out between 22nd May and 3rd July 2017. The

list of consultees is included in section 8 below. Advertising was carried out in the local press and on Parish noticeboards. Copies

of the Plan were made available in the three village Post Offices as described on the poster below. Only seven responses were received and only minor amendments to the wording

in the plan and the appendix maps were required. The plan was then formally approved by the NDP steering group and the Parish Council prior to the formal

submission to Cornwall Council.

The Steering Group of the St Mewan Parish Council Neighbourhood Development Plan have been working on this important local initiative for 4 years.

Hours of voluntary time, local knowledge and public consultations have resulted in the final draft plan now being presented for formal consultation to key stakeholders and the people of the Parish.

The draft proposal of the Neighbourhood Development Plan for St Mewan Parish is now

out for the statutory six-week consultation period running from the 22nd May 2017 until

the 3rd July 2017 and can be reviewed at www.wearestmewan.org.uk

The policies within the St Mewan Parish Neighbourhood Development Plan would be the

most important for local planning application decision making. They would take

precedence over non-strategic policies set by Cornwall Council in its Local Plan Document

and other planning policies.

The proposed plan seeks to address the following issues, through the implementation of

planning policies driven by local need, infrastructure and character:

7 Summary of Consultation Results by Theme Issues important to the Parish

The 2014 questionnaire results gave over 80% agreement that the following issues are important to the Parish: -

• Village Halls • Open Countryside • Village shops

• Community spirit • Green Areas

• Separate village identities • Wildlife

• Footpaths • Playgrounds • Peace and Quiet.

These themes were consistent with the outcomes from the preliminary consultations in 2014 where rural, green and quiet were often used to describe

the benefits of life within the Parish.. Infrastructure Needs

Although there were those who were concerned about the current infrastructure during the consultation, they were often balanced by those who felt the

infrastructure was sufficient. Recurring concerns were footpath and pavement maintenance, traffic speeds and public transport (mainly in Polgooth)

Types of housing required This question was addressed in the 2014 questionnaire where small developments

were the clear favourites. The requirement for affordable housing was a recurring theme in all consultations. However the availability of sufficient infrastructure and local services should be

reviewed prior to approving any new development.

Assets to improve and protect There were clear leaders here in the 2014 questionnaire where over 80% of respondents felt that the following assets should be protected:

• Green areas within villages • Green areas around villages

• Footpaths and local walks • Agricultural land • Designation of wildlife areas

• Playing fields. These were supported in the other consultation events where peace and quiet

were often used to describe the benefits of life within the Parish.
