1.0 Introduction and Background

1.1 This Consultation Statement has been prepared in accordance with The Neighbourhood

Planning (General) Regulations 2012 (SI No. 637) Part 5 Paragraph 15 (2)1 which defines a

“consultation statement” as a document which –

(a) contains details of the persons and bodies who were consulted about the proposed

neighbourhood development plan;

(b) explains how they were consulted;

(c) summarises the main issues and concerns raised by the persons consulted; and

(d) describes how these issues and concerns have been considered and, where relevant,

addressed in the proposed neighbourhood development plan.

1.2 Planning Practice Guidance provides further advice:

"A qualifying body should be inclusive and open in the preparation of its Neighbourhood Plan

(or Order) and ensure that the wide community:

• Is kept fully informed of what is being proposed

• Is able to make their views known throughout the process

• Has opportunities to be actively involved in shaping the emerging Neighbourhood

Plan (or Order)

• Is made aware of how their views have informed the draft Neighbourhood Plan (or

Order). Reference ID: 41-047-20140306.

1.3 Sprotbrough Neighbourhood Development Plan (NDP) has been prepared in response to the

Localism Act 2011, which gives parish councils and other relevant bodies, new powers to

prepare statutory Neighbourhood Plans to help guide development in their local areas.

These powers give local people the opportunity to shape new development, as planning

applications are determined in accordance with national planning policy and the local

development plan, and neighbourhood plans form part of this Framework. Other new

powers include Community Right to Build Orders whereby local communities have the ability

to grant planning permission for new buildings.

1.4 The NDP has been prepared by a steering group of interested local residents and parish

councillors on behalf of Sprotbrough and Cusworth Parish Council.

1.5 The Parish Council approved the first proposed Neighbourhood Area at its meeting on 21st

April 2016 and applied to Doncaster MBC on 22nd April 2016 for the area to be designated.

The Sprotbrough Neighbourhood Plan area was designated by Doncaster MBC in February

2016 but was later reviewed and Sprotbrough & Cusworth Parish Council requested a

change to the existing boundary of the designated Neighbourhood Plan area on 2nd August

2018. The change to the Neighbourhood area boundary was consulted upon for six weeks

by DMBC until 11th December 2018 and subsequently designated by DMBC. The designated

neighbourhood area for the NDP is shown on Map 1.

1.6 The Neighbourhood Area is slightly smaller than area covered by the Parish Council. It

comprises the southeast section of the DMBC Ward of Sprotbrough by using its north and

south boundaries; extends the north eastern boundary to include all of Sprotbrough up to

York Road; and includes an area from the A1 to the River Don, to create a western boundary.

This equates to the area covered by the Wards of Danum, East, Park, Stonecross and Central

within the administrative area of Sprotbrough and Cusworth Parish Council.

2.0 Early Informal Consultation and Engagement Activity

2.1 The NDP Steering Group is named The Sprotbrough Neighbourhood Champions. This group

has prepared the SNDP on behalf of the Parish Council. The group was set up in November

2015 and has held regular open meetings to oversee the NDP preparation process and the

extensive community consultation and engagement processes. Progress on the

Neighbourhood Plan is also periodically reported to the Parish Council as an agenda item

and the minutes are available on the SNDP website.

2.2 An NDP website was set up in Spring 2016 (http://www.sprotbroughnc.co.uk/ ) and this has

provided up to date information about progress on the NDP together with supporting

evidence throughout the process. In addition, there are two Facebook sites which have

been used periodically to provide relevant updates. Three community magazines were also

used to promote and provide updates on the NDP's progress; the Sprotbrough Arrow, the

Parish magazine and the Churches magazine.

2.3 Early on in the process (4th July 2016), the steering group produced a SWOT analysis which

formed the basis of further consultation. This is set out below.

Strengths Weakness

Trees and wildlife Clean air Well-being Green space- access to countryside and river (Don Gorge) Diverse community Local facilities e.g. schools, doctors, nursery Range of businesses Access to road networks Footpath network Heritage Community activities Volunteers

Linear community A1 - divisive effect Air pollution Increase traffic volumes Lack of allotments Insufficient sports facilities Buildings in inappropriate styles Limited range of housing Infill housing Bus service Internet availability Capacity of existing doctors’ services

Opportunities Threats

Growth of the Village could result in: Expanding schools Improvements to sports facilities More businesses into the area Expanded Drs surgery New housing could be designed to better ecological standards Improved footpaths and cycling routes Expand river activities/ tourism potential? Heritage - attracting visitors increasing awareness amongst local people Possible heritage restoration projects

Hedge removal Increase in traffic volumes and Road safety issues Lack of pedestrian crossing Doctors, school's other services will become increasingly oversubscribed Reduction of bus services Reduced resourcing by the DMBC overlooked for prioritisation of services Flooding

Household Questionnaire, Autumn 2016

2.4 A Household Questionnaire (see Appendix 1 for the Questionnaire Survey and Report) was

delivered to all residents in Autumn 2016 and had a 22% return rate. A copy of the survey

was hand delivered by members of the Sprotbrough Neighbourhood Champions to all

residents and businesses within the Plan area (3165 households). The survey was also

available on line. 6 Drop off points were provided across the Plan area and if anyone was

physically unable to return the survey it could be collected by the group.

2.5 A total of 697 surveys were returned. Respondents were given 4 weeks to complete the

survey and the deadline for reply was 15th November 2016. The survey was designed by the

Sprotbrough Neighbourhood Champions (SNC) with input from a neighbourhood planning

consultant and printed in full colour. The survey was structured around a set of closed

questions but after each one, respondents were encouraged to add any other comments.

Children's Consultation, September 2016

2.6 The SNC Group considered the adult questionnaire and decided it was not accessible for

children and that there were too many questions. The Group decided to create a

questionnaire for children aged between 9 and 11 years of age. This was because:

• Older children could access the adult questionnaire;

• Younger children may not fully understand the purpose of the questionnaire. A lot of young

children tend to want to please an adult with their answers rather than having the

confidence to express their own opinions particularly if they are unclear as to the purpose of

the question or the content is unfamiliar to them.

2.7 The Group looked through the adult questionnaire selecting the 4 key elements that would

be relevant to the children and that would interest them. These questions married with the

adult questionnaire. They felt that 4 questions would be sufficient to keep the children’s

interest.

2.8 The format for the questionnaire was child friendly questions with ‘tick box’ options for

answers to ensure that all children, whatever their writing ability, could take part. The

Group then considered child friendly and appropriate language for each question and for the

introduction on sheet 1.

Question 1 asked about the child’s year group. We wanted the children to have ownership

of the activity and to feel that they and their answers were valuable to us without divulging

confidential information.

Questions 2 – 4 included space for children to add anything further that they thought

relevant to the question.

Question 5 allowed opportunity for the children to express further ideas (either written or

drawn so that all children could answer).

2.9 The Group wrote an introduction of the Neighbourhood plan for the head teacher of each

school explaining how the children’s voice would be an important contribution to the plan

and therefore to the future of the village. This included points also mentioned in the

questionnaire for adults.

2.10 Two Sprotbrough Neighbourhood Champion members went into Copley Junior School and

Richmond Hill Primary school on 30th September 2016, leaving a copy of the introduction

and a set of questionnaires. They gave the schools three weeks to complete the

questionnaires leaving a date that we would call back for collection. They spoke to the

school’s receptionists asking them to confirm with the head teacher that the children could

take part. They also pointed out that this activity would fall within the ‘British Values’

element of the school curriculum.

2.11 Prior to collecting the completed questionnaires, we created a recording sheet to help

collate the data. They made each school a certificate to show our appreciation for taking

part. Data was transferred from each questionnaire on to the recording sheet. Totals and

percentages were calculated for each response and free script responses were recorded.

The responses from the children became an integral and invaluable part of the Sprotbrough

Neighbourhood Plan.

2.12 The full report on the Children's Consultation is provided in Appendix 2.

2.13 In total, the Group worked with 65 Year 5 and 6 pupils (ages 9-11). The SNDP

representatives met with the teachers to clarify the aims of the consultation and the

questions were left with the school for the teachers to use. An explanation as to the reasons

for the consultation was also given.

2.14 Teachers used the information to facilitate the completion of the questionnaires by the

children. The exercise was undertaken during the same consultation period as the

questionnaire which went to each household in Sprotbrough. The data from the two

sessions was manually collated by the SNC group members and aggregated and set out in a

report.

2.15 The responses to the Household Questionnaire and Children's Survey were considered

carefully and used to inform the preparation of the First Draft Plan. The First Draft Plan

focused on the key themes identified and included detailed supporting text and emerging

draft planning policies.

3.0 Informal Consultation on the First Draft Plan

3.1 A first Draft NDP was published for informal public consultation from December 2018 to the

end of March 2019.

3.2 The consultation period was initially from December 2018 to the end of January 2019 but it

was then extended up to the end of March 2019, to encourage as many local stakeholders

and residents as possible to comment.

3.3 The consultation process was publicised on the NDP website and Facebook (see Appendix

3), and promoted in the church magazine and local newsletter The Arrow. Copies of the

Draft Plan and feedback form were provided at Sprotbrough Library and Goldsmith Centre.

3.4 Members of the Steering Group attended the Sprotbrough Library Coffee Morning and

Cricket Club Christmas Market on Saturday 1st December 2018 - see photos below.

3.5 A member of the Neighbourhood Plan Champions group posted leaflets at the permanent

Gypsy and Traveler site located on Nursery Lane, Sprotbrough.

3.6 Around 22 representations were received and these, together with the Steering Group's

responses and details about how the Plan has been revised in response to the comments,

are provided in the published response tables published on the NDP website. In addition

detailed comments were provided by DMBC in relation to local heritage and the Draft NDP

has been amended to incorporate these suggested changes.

3.7 The full reports on the consultation responses and how these were used to inform changes

to the Draft Plan are provided in Appendix 3.

3.8 The various extensive informal public consultation processes have ensured that all residents

have not only been kept informed about the process but have had the opportunity to

influence the extent and scope of the Plan.

Copy of Summary

Sprotbrough Neighbourhood Development Plan

This is a summary of the First Draft of the Sprotbrough Neighbourhood Development Plan (NDP)

which is published for informal public consultation until Thursday 31st January 2019.

The NDP has been prepared by a dedicated group of local residents (the Sprotbrough

Neighbourhood Champions) on behalf of Sprotbrough and Cusworth Parish Council. After several

more stages of public consultation and an examination by an independent examiner, the NDP will be

subjected to a local referendum and local voters will be able to decide if the plan should be used to

help determine future planning applications in the area.

The Draft Plan includes local planning policies to guide development in Sprotbrough up to 2032 - the

same time frame as that for the new emerging Local Plan for Doncaster. The NDP has been

prepared building on the results of a Household and Schools Survey, previous public consultations

and the local knowledge and research of the Sprotbrough Neighbourhood Champions. The Draft

NDP has a Vision and 9 Objectives and sets out 12 draft planning policies:

· Policy S1 Guidelines for New Development in Sprotbrough

· Policy S2 Sprotbrough Conservation Area

· Policy S3 Garden and Back Land Development

· Policy S4 Mix of Housing Types and Sizes

· Policy S5 Protecting and Enhancing Local Community Facilities

· Policy S6 Local Green Spaces

· Policy S7 New Retail Facilities and Car Parking in Sprotbrough Village Centre

· Policy S8 Supporting Small Scale Business Development

· Policy S9 Supporting Homeworking

· Policy S10 Wildlife

· Policy S11 Protecting Local Landscape Character

· Policy S12 Improving Accessibility

These planning policies seek to protect the distinctive local character of Sprotbrough, identifying

those built heritage assets we value and promoting high quality and sensitive design in new

development. The NDP policies protect important scenic views and the natural environment

including wildlife and landscape character. Housing related policies guide and inform back-land

development and promote a suitable mix of housing. Community and recreation facilities are

identified and protected and several new green areas are also identified for protection as Local

Green Spaces. The significance of local shops is recognised and there are policies to support suitable

economic development and proposals linked to home working.

Non planning matters such as the management of traffic and car parking are also addressed in a

separate section.

Council are not addressing the problems around traffic / parking in the village of Sprotbrough now. People feel no need to park safely or with consideration as there is no enforcement of regulations and therefore no consequences. A Traffic Warden once a month would sort this immediately. It is difficult to imagine how only new development will be able to provide public car parking. There are currently extensive problems around safety & nuisance in existence already. Again, traffic and parking will be a serious issue

the NDP. S12 promotes movement by means other than the private car. As before enforcement of parking regulations is a major concern The 4 PC reps should take this as an agenda item to PC who should then have to explain their response. Agreed – Action for PC group members.

1st November 2019

Dear Sir/Madam,

Notification of Formal Public Consultation on the Sprotbrough Draft Neighbourhood Development

Plan (Regulation 14 Town and Country Planning, England, Neighbourhood Planning (General)

Regulations 2012 (as amended))

I am writing to advise you that the Sprotbrough Draft Neighbourhood Development Plan (NDP) has now

been published for formal consultation by Sprotbrough and Cusworth Parish Council and we are trying to

raise awareness of it to as many Sprotbrough residents as possible. As a result, I would be grateful if you

will share this information with your group members, family, friends and neighbours.

The Draft Neighbourhood Development Plan has been prepared by a neighbourhood plan steering group

of interested residents and representatives of local organisations on behalf of the Parish Council

("Sprotbrough Neighbourhood Champions"), building on extensive informal public consultation and

engagement undertaken since 2015. This has included a questionnaire to every household, consultation

on Issues and Options and then the publication of the emerging First Draft Plan for consultation between

the 1st December 2018 and the 31st March 2019.

The formal consultation period will run from Friday 1st November 2019 until 5pm on Friday 31st

January 2020

The Draft Neighbourhood Plan and other supporting documents can be viewed and downloaded from the

Neighbourhood Plan website: www.sprotbroughnc.co.uk or the Parish Council’s website: www.sc-

pc.co.uk.

A hard copy of the Neighbourhood Plan can be viewed in Sprotbrough Library and the Goldsmith Centre

during normal opening times. In addition, members of the Planning group will be in attendance at local

public events and galas held in Sprotbrough throughout this period when copies of the Plan will be made

available.

A Response Form is provided for comments which can be downloaded from the websites above or hard

copies are available at Sprotbrough Library and Parish Council offices. The Parish Council also

welcomes comments by email to [email protected] or in writing to: The Parish Council Office,

Goldsmiths Centre, Sprotbrough Road, DN5 8BP.

Please submit all comments on the Sprotbrough Draft Neighbourhood Development Plan by 5pm on

Friday 31st January 2020.

Following the public consultation process on the Draft Neighbourhood Development Plan, the Plan will

be amended and submitted to Doncaster Metropolitan Borough Council together with supporting

Page 84: Sprotbrough NDP Consultation Statement...April 2016 and applied to Doncaster MBC on 22nd April 2016 for the area to be designated. ... (4th July 2016), the steering group produced

documentation, including a Basic Conditions Statement demonstrating how the NDP meets the required

Basic Conditions, and a Consultation Statement setting out who has been consulted, how the consultation

has been undertaken and how the representations received have informed the revised Plan.

Doncaster MBC then re-consult, before the Plan is subjected to an Examination by an independent

Examiner. If the Examiner is satisfied that, subject to any recommended changes, the NDP meets the

required Basic Conditions, then the amended Plan will be subjected to a local Referendum. If there is a

Yes vote, then the NDP will be made (adopted) by Doncaster MBC and used to help determine planning

applications in the Plan area.

When we submit the plan, personal information, including your name, address and email may be shared

with Doncaster MBC to enable them to discharge their legal duties in relation to publicising and

consulting on the submission version of the Plan and for organising the examination in accordance with

the Neighbourhood Planning (General) Regulations. To comply with the requirements of the recent Data

Protection legislation, please confirm you have read and understood this statement and give your consent

for your details to be passed on to Doncaster MBC. If you respond using the Response Form there is a

box to tick to indicate your consent. If you respond by email or letter please indicate that you consent for

your personal details being provided to Doncaster MBC to enable them to perform their duties.

If you require any further information, please contact the Clerk to the Parish Council at the address

provided above.

Yours faithfully,

Emma Garner Clerk to the Parish Council

General comment

Government planning policy, within the National Planning Policy Framework (NPPF), identifies how the planning system can play an important role in facilitating social interaction and creating healthy, inclusive communities. Encouraging communities to become more physically active through walking, cycling, informal recreation and formal sport plays an important part in this process. Providing enough sports facilities of the right quality and type in the right places is vital to achieving this aim. This means that positive planning for sport, protection from the unnecessary loss of sports facilities, along with an integrated

Noted. The NDP sets out policies to protect recreation and community facilities (S5) and local green space (S6). Community objective 7 sets out to protect and where possible extend the footpath network, open spaces and access to the countryside.

approach to providing new housing and employment land with community facilities is important. It is essential therefore that the neighbourhood plan reflects and complies with national planning policy for sport as set out in the NPPF with particular reference to Pars 96 and 97. It is also important to be aware of Sport England’s statutory consultee role in protecting playing fields and the presumption against the loss of playing field land. Sport England works with local authorities to ensure their Local Plan is underpinned by robust and up to date evidence. In line with Par 97 of the NPPF, this takes the form of assessments of need and strategies for indoor and outdoor sports facilities. A neighbourhood planning body should look to see if the relevant local authority has prepared a playing pitch strategy or other indoor/outdoor sports facility strategy. If it has then this could provide useful evidence for the neighbourhood plan and save the

neighbourhood planning body time and resources gathering their own evidence. It is important that a neighbourhood plan reflects the recommendations and actions set out in any such strategies, including those which may specifically relate to the neighbourhood area, and that any local investment opportunities, such as the Community Infrastructure Levy, are utilised to support their delivery. Where such evidence does not already exist then relevant planning policies in a neighbourhood plan should be based on a proportionate assessment of the need for sporting provision in its area. Developed in consultation with the local sporting and wider community any assessment should be used to provide key recommendations and deliverable actions. These should set out what provision is required to ensure the current and future needs of the community for sport can be met and, in turn, be able to support the development and implementation of planning policies.

3. Don Gorge Community Group

All Comment Much of the report in relation to these policies and objectives talks about the need to improve access, the preservation of green spaces and verges, and the support that will be provided through the parish council and DMBC.

Noted.

S10 S11

Comment The Don Gorge is a special area and acknowledged as such by both councils. When publicising Doncaster's attributes, this area which includes several SSSI's is usually put first, but when it comes to the support of these doing their utmost to preserve and maintain it, it has sadly neglected.

Noted. Policies S10 and S11 acknowledge the importance of the Don Gorge SSSI and the need to ensure its protection and enhancement.

None

All Comment An application for a footpath, which give access to the Gorge from the village, i.e. from Cadeby Road to Nursery lane, should be approved by PROW and registered as such. This should have been done in 2007 when a previous application was made, but failed due to lack of departmental support. It was still open as an application, but this information was not shared with our group when a new application was requested. This particularly important is a new

housing estate is built on Cadeby Road.

Policy S7 Policy S8

Comment Much is also made in the report of lack of parking space in the village, though businesses which are likely to attract more vehicles have been encouraged to start up or extend there, seemingly without taking parking into account; the disadvantages of this strategy are now more than evident. The report implies that there are spaces that might possibly be used for parking in the village, but it does not reveal where they are. It would be interesting to hear where they are, as we cannot think of anywhere that would ease this problem

Noted. The NDP sets out policies relating to parking provision for new development taking place (Policy S7 and Policy S8). It would be the responsibility of the developer to ensure compliance with these policies not for the NDP to allocate additional car parking provision.

9.3 9.5

Comment Because of the nature of the gorge, only a few legitimate parking spaces are available and the lack of such a facility is not mentioned in the report, nor the need for it, which is great. Verges are being damaged, lives are being put at risk by parking on pavements and on the bend and congestion is considerable on warm, sunny days. We as a group have been

Noted. The Parish Council as landowners are aware of the current problems with parking relating to the Don Gorge. As there are significant problems with the availability, suitability and achievability of the site the NDP cannot allocate it as

attempting to acquire land, currently owner by 21 different people, for some 10 years, during which time our finances have been reduced and the traffic has increased out of all proportion. Some financial support has been offered, but not enough to ensure that this important amenity facility can be acquired. I would refer you to the Millennium Edition of the Sprotbrough and Cusworth Parish News in Spring 2000, where the history of this piece of land what spelled out in the article "The Gypsy Site at Sprotbrough" by Roger Luffman. Towards the end it states: "Despite the money spent to make it (the quarry) safe, Sprotbrough Parish Council has always believed it was an unsuitable site for human habitation. Its proper use, as the Parish Council has consistently maintained, would have been to provide parking space for visitors to the adjacent nature reserve and the beauties of the Don Gorge. That has never happened, and the river front and the difficult piece of road on the south (north actually) side of the river have been

an amenity space. It is not used as such at present and the feasibility of the site has not been established nor its future use as a car park.

increasingly cluttered with parked vehicles of anglers and visitors to the nature reserve." We believe this piece of land should be included in the Neighbourhood Plan as an amenity resource for the future.

4. The Coal Authority

All Comment The Neighbourhood Plan area lies within the current defined deep coalfield. However the Neighbourhood Plan area does not contain any surface coal resources or recorded risks from past coal mining activity at shallow depth. On this basis the Coal Authority has no specific comments to make on. In the spirit of ensuring efficiency of resources and proportionality it will not be necessary for you to provide The Coal Authority with any future drafts or updates to the emerging Neighbourhood Plan. This letter can be used as evidence for the legal and procedural consultation requirements. The Coal Authority wishes the Neighbourhood Plan team every success with the preparation of the Neighbourhood Plan.

5. Historic England

All Comment Thank you for consulting Historic England in connection with the Pre-submission Draft Neighbourhood Plan prepared for Sprotbrough & Cusworth Parish Council. We did not wish to comment in detail upon the Pre-submission draft of the Sprotbrough Neighbourhood Plan and do not consider it necessary to make any additional comments at this stage. The Sprotbrough Neighbourhood Plan area is situated east of Doncaster, and contains 2 grade I, 20 grade II listed buildings, 2 Scheduled Monuments and 2 Conservation Areas, Sprotbrough and Cusworth. It will also have a number of locally important buildings, sites, areas and landscapes. These designated and non-designated heritage assets should be identified in the plan, and protected by appropriate policies, taking into account their physical fabric and appearance, there setting, and views of and from them. We trust the above is helpful, and look forward to being consulted on the Strategic Environment Assessment

Noted. The draft plan identifies all designated heritage assets located within the neighbourhood plan area. Policy S2 sets out guidelines for Sprotbrough Conservation Area, Newton Conservation Area and Locally Valued (Undesignated) Heritage Assets and sets out how they will be protected/taken into account in any planning application.

consideration with more details provided in the policy themed responses below. In general, it is felt that there is scope to add more local specificity to some of the policies to really add value and draw out what is special and unique to Sprotbrough. Some of the policies as drafted include repetition of more generic policy that is perhaps sufficiently already set out in the emerging Doncaster Local Plan. That said, it is not initially identified that there are any conflicts between the Neighbourhood Plan and Doncaster’s Local Plan. The second observation is that the draft plan contains a fairly large amount of supporting evidence base which could be removed to supporting Appendices, or even a separate evidence base to support the Plan through Examination. This would help with the plan being more succinct.

The Doncaster Local Plan now covers the period 2015-2035 and was extended as part of the Publication plan published summer 2019 in line with NPPF requirements for at least 15 years from adoption of the plan.

Noted Amended date throughout the NDP

The revisions to NPPF (Feb 2019 para 135) set out how Neighbourhood Plans can now make changes to Green Belt boundaries. Whilst what the Council are saying regarding allocations remains, Neighbourhood Plans can make some detailed amendments to the Green Belt.

88 Para 88 - should there be some logic in order? Number 1 is in bold so needs formatting. The assets include the platforms and railway station building. We do not think the altered stationmaster house is worthy of inclusion. For no. 14 (Anchorage House, Anchorage Lane) see below. Does the fact that the last four are in Newton Conservation Area need to be under separate heading or better to amend description. Omit separate heading or provide two other headings (Sprotbrough Conservation Area and Not within any conservation area). This distinction could be significant as planning permission is needed for demolition for a building above 115cu3 within a Conservation Area but is not a requirement outside a Conservation Area only notification. Should the order of Maps 9 and 10 be reversed to match the order they are listed?

44 There appears to be an unnecessary inclusion of the evidence base to support the local green space/open space policy within the plan. We are pleased to see a robust assessment. The nine proposed local green spaces could be listed and shown on a map, and the evidence could be in an appendix or separate document. It doesn’t need to form part of the main document. The tables need a final concluding section that sums up why it is allocated.

Noted. The nine local green spaces are noted on map 14

The plan also duplicates a lot of the 2013 Green space audit information, including ‘Table 6 Green Space Audit Sprotbrough Community Profile’ list; does this really need to be in the document as some simple maps and associated policy would be sufficient. Para 117 should quote the ‘2013’ Greenspace Audit. Para 119 should be CF2 not CDF2. If mentioning RL policies of the UDP, then it’s advised to also mention CS17 of the Core Strategy.

The use of the word “re-use” implies these are not in use? Suggestion for this policy is seeking to protect the facilities for their allocated use and support the retention of these / oppose redevelopment except in exceptional cases? The policy needs some further thought as to the wording and what it is seeking to do. Point 3 and the paragraph afterwards in particular isn’t strong enough as to what it is requiring. It needs to be clear that this has to be strongly evidenced and robustly justified. Needs a bit of consideration and further thought. Words like

“exceptional” and “robustly justified” etc. should be considered, as it appears the main aim here is to protect and enhance these. The recreation facilities such as the Anchorage Lane, Goldsmiths, cricket pitch and others are protected through draft policy S5. This is fine and positively prepared.

Policy S9 The home working policy is a nice touch and important giving this is an increasingly popular work-life solution given the flexibility offered by many modern work practices and employers.

It could be shortened with an emphasis on the range from woodland songbirds, wildfowl and raptors as well as a yearly influx of migrants from the arctic and Scandinavia. At para. 169 (Landscape Character) further extensive species lists appear and these along with those from para. 155 could be included as an appendix not in the main text (evidence document rather than Plan text).

157 Paragraph 157 - the 'preservation' of trees is a universal truth that does not need to be stated here. To be specific to Sprotbrough the paragraph should mention ancient woodlands, waterside, veteran trees and species distinctive to Sprotbrough such as small leaved lime and yew. Also, the term 'connectivity' could be used here. The mention of air quality improvements is a little odd and does not really belong in the Biodiversity section.

content. In summary, the Council do not consider that local biodiversity issues and priorities have been focused on to a sufficient degree. There is no mention of: ancient woodland, limestone cliff faces, flood plains (Sprotbrough Ings), and disused quarries as being locally distinctive; and priorities for conservation and enhancement. There is a mention of limestone grassland and that is detailed quite well. There should be a paragraph that brings these together in order that they can be identified as habitat priorities. Those priority features can then be incorporated into the policy text box.

Overall, there are a number of polices contained within the draft Plan that will have a positive impact on and maintain good levels of air quality. Policy S1 and S7 regarding car parking states this should be in line with DMBC standards, this currently includes electric vehicle standards and would support the air quality agenda. Policy S9 seeks to support homeworking and reducing the need to travel which again is supported

Omit any reference to station house and describe it as Station and Platforms. In respect to No.13 – Park House - not sure what ‘Cottage’ meetings are. Would this be understood? In terms of No 14 – Anchorage House, Anchorage Lane - as noted in the main text of the plan previously it is very doubtful that the ancient Ancres Chapel was in fact here so would be best omitting this from the description as well as not mentioning the stone from the chapel was used for the barn. It is just perpetuating a myth. Not sure about the last sentence, if this is thought to being changed so much there is no point being a ‘local list building’
