The SSI provides the basis for managing risk by making an informed decision on

inspection frequency, level of detail and types of NDT.

“Risk-based Inspection- RBI” is one of the Inspection Scheme which falls under the definition of SSI

RBI – Authority Perception

“Risk-based Inspection” is an inspection system where its inspection interval is scheduled based on the category of risk associated with each pressurized machinery

Integrating RBI –Industry Tasks & Roles

Industry Roles are to : 1. implement RBI,

2. collect data;

3. identify the common degradation mode,

4. determine the likelihood & consequence of failure of machinery; and

5. rank it based on category of risk

to prepare an inspection plan based on the risk associated with each pressurized machinery

to submit to the Chief Inspector for approval

R. 3- Application for Approval of risk-based inspection scheme

Industries to submit a written application to the Chief Inspector, include:

Document on OSH Management System, Documents on RBI; and A prescribed fee.

R. 4 - Conditions for application

Document to be submitted to prove that –

(i) an occupational safety and health management system, OSH-MS 1722 or equivalent has been implemented;

(ii) a risk-based inspection has been established comprising of –

(a) a risk-based data; and

(b) calculation, evaluation and results of risk-based inspection scheme;

(c) a risk-based inspection team has been established;

(d) a Risk-based Inspection Team Leader has been employed; and

(iii) any other conditions as required by the Chief Inspector from time to time have been fulfilled.

The applicant shall also submit Document to prove that the pressurized machinery –

a. is fit for service; and

b. has no defect which can lead to failure.

R17.- Risk-based Inspection Team Leader

Duty to employ a qualified person to act as a Risk-based Inspection Team Leader.

Duties of a Risk-based Inspection Team Leader –

i. lead and manage the risk-based inspection team;

ii. notify the Risk-Based Inspection User and the Chief Inspector of any abnormality observed in the Risk-Based Inspection System;

Duties of a Risk-based Inspection Team Leader –

iii. assign responsibilities and duties to each member of the risk-based inspection team;

iv. chair the meeting of the risk-based inspection team; and

v. present the progress status of the risk-based inspection scheme to the applicant or Risk-based Inspection User, as the case may be.
