PRE- FEASIBILITY REPORT
1 Executive Summary.
M/s S.R.Y. BRICKS is applying for the grant of Environmental Clearance over a mining lease
area of 2.0 Acres (0.809 Ha), which is located at Mauza- Semra, Khata No.- 138, Plot No.
199, 200, Thana- Chainpur, Thana No-92, District-Palamu (Jharkhand), as per the directions
given by MoEFCC (Ministry of Environment Forest & Climate Change).
The mining Plan of the concerned Project has been prepared with proper attention to ensure
that the relevant provisions under MMDR Act-1957, MMR-1961, and Mines Act-1952, Mines
Rules 1955, JMMCR 2004 & JMMC (A) R 2014 are followed.
1.1 Project in Brief.
Brick making is as ancient as human civilization itself. Great architectural wonders and the
immortal monuments built in the antique past had been built with bricks besides stones
and mortar. Ever since man realized the housing as basic need, he started using bricks in
various forms like green bricks, sun dried bricks and the fired bricks. Today from the hum-
ble dwellings to the modern skyscrappers and labyrinthine structures, brick forms the most
important building material. Like the earth withstanding the passage of unimaginable as-
tronomical years, the bricks also, made of earth’s clay and soil do withstand even the worst
disastrous onslaughts of nature for quite a long time.
Today, one cannot imagine a construction at the exclusion of bricks and such is the im-
portance that bricks have assumed as a building material.
The concerned Brick clay mining Project is an opencast surface mining Project. In this min-
ing Project Soil/ clay will be excavated from the earth’s surface for casting of Bricks. Method
of mining is manual. Hence the mining activity will not affect the environment adversely.
Mining will be done as per approved mine plan.
Environmental factors that are vulnerable to mining are Air, Water and Noise. Proper mitiga-
tion measures will be implemented to reduce the pollution load on Air, Water and Noise. For
Air pollution control, water sprinkling at mining site and haulage road is proposed. Surface
water will not be polluted, since housing facility for workers is not proposed at the mining
site. Ground water table will not be punctured; as mining activity will be done to a maximum
depth of 2 m from surface. Noise pollution is not effective, as this is a manual mining Project.

At the quarry labours will be equipped with PPE (Personal Protective Equipments). Con-
cerned Project will not affect the local Biodiversity and its related Flora & Fauna. Occupa-
tional Health issues will be dealt by providing PPE and regular health checkups for the work-
ers at mining site. Work will be carried out in daytime only therefore no housing for workers
is required at mine site. Therefore water requirement, generation of municipal wastes will be
negligible.
Location of the Project site had been defined by using the GPS Co-ordinates. Geographical
features within a radius of 1 km from the periphery of the Project site is shown in the Google
map of 1 km radius and is attached as Annexure- V

2. Introduction of the project Background information
2.1. Identification of project and project proponent.
M/s S.R.Y. Bricks (Brick Kiln) located at Mauza- Semra, Thana No-92, Thana- Chainpur, Dis-
trict-Palamu (Jharkhand), had proposed Brick Clay mining over an area of 2.0 Acres (0.809
ha), for casting of Bricks.

2.2. Brief description of nature of the project.
The proposed Project is to mine Brick Clay within proposed mining lease area. Mining activi-
ty will be opencast & manual, and will be done using shovel, spade, sieve etc. as per ap-
proved mine plan. The Project does not involve production or usage of any hazardous ele-
ments. This Project will promote indigenous production of Bricks using brick clay. Land use
of the lease area will not change, after closure of the mine proper reclamation of the mine
lease area will be done as per approved mine plan.
2.3. Need for the project and its importance to the country and or re-
gion.
With growth in infrastructure, the need and importance of Bricks had continuously increased
and will keep on increasing as per the current status. Mining of minerals had been one of the
most primitive works associated with societal development. Need of mining had always been

there as it provides products for infrastructural development. In India, the brick industry is
one of the important labour intensive industries which provides employment to both skilled
and unskilled rural people. There are about 30000 brick kiln units in India employing over
five million landless labourers (Financial Express, (On-line Edition), October 24th, 2003)
A brick is a building material used to make walls, pavements and other elements
in masonry construction. So there is a huge requirement of these minor minerals in infrastruc-
tural Development, which leads to socio economic development. Apart from this, it also plays
an important role in generating revenue to the State.
2.4. Demand-Supply Gap.
With the increase of urbanization the demand for Brick, is growing in infrastructure sector in
our country. A brick is building material used to make walls, pavements and other elements
in masonry construction. The demand of Brick is directly proportional to the supply.
2.5. Imports vs. Indigenous production.
Imports of Brick is not applicable in the region and indigenous production is efficient in the
production of quality Bricks. Bricks required and produced in the region are mainly for build-
ing construction. Indigenous production of Bricks will provide Bricks at low cost, and will
also provide employment to the locals.
2.6. Export Possibility.
The Bricks produced in the region is mainly for building construction, and is not feasible for
export.
2.7. Domestic / export Markets.
Production of Bricks will be limited to domestic market and is not feasible for export. Con-
struction companies and local vendors in the nearby town and cities are the potential market
for the brick made up of brick clay.
2.8. Employment Generation (Direct and Indirect) due to the Project
This concerned Brick clay mining Project is having good scope for employment generation.
There would be 180 working days in a year.

3. Project Description
3.1 Type of project including interlinked and interdependent projects, if
any.
This is an independent, new mining project. The proposed project is for the extraction of
Brick Clay from the proposed mining lease area.
3.2 Location (map showing general location, specific location, and

The mining lease area is located at, Mauza- Semra, Khata No.- 138, Plot No. 199, 200,
Thana- Chainpur, Thana No-92, District-Palamu (Jharkhand).

3.3. Details of alternate sites considered.
No alternative site considered.
3.4 Size or magnitude of operation.
The proposed mining lease area is of 2.0 Acres (0.809 Ha). Total Mineable reserve of the
proposed mining lease is 10,640 cum for entire life of mine. Magnitude of operation is pro-
vided below as per MCR 1960 and approved mine plan:

As per approved mine plan of the project prepared by RQP. The quantity of annual excavated
soil will be 1440 cubic meter per annum. The mining will be done up to depth of 1.5 meter
and brick production will be 6,00,000 lacs Bricks per annum (considering 180 days i.e. up to
6 month in a year).
3.5 Project description with process details.
The proposed Project is a Brick Clay mining Project, having a mining lease area of 2.0 Acres
(0.809 Ha), and is located at Mauza- Semra, Khata No.- 138, Plot No. 199, 200, Thana-
Chainpur, Thana No-92, District-Palamu (Jharkhand). The method of mining will be opencast
and manual. Bricks produced here will be used as building material to make walls, pavements
and other elements in masonry construction.

per year).

Process details:
The proposed Project is to mine Brick Clay within proposed mining lease area. Mining activi-
ty will be opencast & manual, and will be done using shovel, spade, sieve etc. as per ap-
proved mine plan.
First of all mining lease area will be prepared for removal of top soil. Top soil (0-6 inch) re-
moved will be stored and stabilized within mine lease area, and will be further used at the
time of reclamation of mine. Mining activity is proposed for daytime only in order to reduce
accidental hazards and reduce environmental pollution. Maximum allowable depth of mining
is 2m from surface in proper bench form as per MCR-1960.
The clay is mined and stored in the open. This makes the clay soft and removes unwanted
oxides. This clay is then mixed with water to get the right consistency for moulding. Mixing
is done manually with hands and feet. Sometimes and in certain areas, animal driven pug
mills are used. A lump of mix is taken, rolled in sand and slapped into the mould. Initially
moulds were made of wood, now metal moulds are used. Sand is used so the brick does not
stick to the mould. Moulded Bricks will be left for drying within the mining lease area, after
drying of moulded Bricks it will be transported to the Brick Kiln, using manual carts.
No drilling and blasting is proposed. Approximately 1440 cum/season minor mineral will be
extracted and mining activity will remain close during the monsoon season.

3.6 Raw material required along with estimated quantity, likely source,
marketing area of final product/s, Mode of transport of raw Material
and Finished Product. Resource optimization/ recycling and reuse en-
visaged in the project, if any, should be briefly outlined.
The operation involves the extraction of Brick Clay in its existing form, from the proposed

mining lease area. Extracted Brick Clay be tempered, moulded and dried. Finally dried up
moulded Bricks will be transported to the Brick Kiln via manual carts. Finished products
will be supplied to the local market directly. The existing roads will be utilized for the
transport of Bricks to the market.
3.7 Resource optimization/ recycling and reuse envisaged in the Project.
This is an opencast and manual Brick Clay mining Project and does not require any resource
optimization. Recycling of Rain water collected in the mining pits, will be done. Recycled
water will be utilized in dust suppression and plantation work.
3.8 Availability of water its source, Energy/ power requirement
and source.
Requirement of water at the mine site can be categorized into following sectors i.e. water re-
quired for drinking, casting of Bricks, suppression of dust and plantation.
Considering the fresh water requirement for 20 site laborers, it is estimated that approx 0.6
KLD (@ 30 lpcd) water will be required. Apart from that 3.4 KLD water will be required for
Purposes i.e. casting of Bricks, suppression of dust and plantation. Therefore total require-
ment of water is 4.0 KLD.
Drinking water requirement will be met by Bore wells/ Dug wells located in nearby Villages
i.e. Semra, Khura Khurd etc. For dust suppression and plantation water supply will be met by
Saunri River (0.3 km from Mine site) or by private tankers.
Power requirement is not anticipated, as this is an opencast manual Brick Clay mining and
mining activity will be done by using tools as given below.

The scope of Project is as such that the generation of wastes either in the form of solid or liq-
uid is negligible. Since there is no provision for housing of labors in the mining area and
work hour is day time, the production of domestic wastes will be negligible. No liquid efflu-
ent will be generated at the site; if any wastes generated at the mine site will be managed by
providing dustbins within the vicinity, also encouraging the labors to keep the area clean.

4.2 Land Form, Land Use and Land Ownership:

4.3 Topography (along with map).
The topography of Palamu district is characterized by highly rugged landscape with
green forest all over the area. The elevation of the hill ranges in southern part of the
district varies from 360-1110 m above msl. The master slope of the area in general
tends towards north and east.
The Proposed Mine Lease area is flat land with slight undulated formation. The area
shows a general slope toward SE-NW while the highest RL of 229m occurring
whereas the lowest RL of 228m within the Mining Area. Detailed topography of the
applied lease area is provided in Toposheet map of 5 km radius and is attached as
Annexure VI .
4.4 Existing land use pattern.
Existing Land use: Fallow land.
The mining lease area is not under CRZ.

4.6 Soil classification.
Three soil orders namely Entisols, Inceptisols and Alfisols were observed in Palamu
district. Alfisols were the dominant soils covering 53.9 percent of total gross area fol-
lowed by Entisols (21.5 %) and Inceptisols (20.0 %). Alfisols amongst which Red
sandy soils are common and Ultisols of which red and yellow soils are common.

4.6.1 Regional Geology.
The Palamu district is covered by three major geological formations viz, the Precambrian
crystallines, the Vindhyans and the Gondwanas. Besides, the tertiary laterite and alluvium
also cover part of the district. The Alluvium cover of considerable thickness occurs in the
northern part of the district along the Son and North Koel rivers. Ground water occurs mostly
under phreatic condition in all the lithological units and locally under semiconfined and con-
fined condition.

The regional geological formation of the area is as follows:
The geological formation of the Palamau district comprise mainly rocks of Archaean, Vin-
dhyan and Gondwana ages, the last cut by dykes of Deccan trap age. The Archaean rocks in-
clude both schists of Dharwar age and gneisses and granites. The schists, mainly horn-blendic
and biotitic, are the oldest rocks of the area and occur as parallel and lenticular bands in the
gneisses. The schists are intruded by epidiorites, amphibolites, and gneisses. Garnetiferous
sillimanite-graphite-schists, similar to the Khondalites, also occur near Daltonganj and
Latehar. Smaller patches of these rocke are found in the manner of inclusions in the most
prevalent and the biotite and sillimanite schists are rare.
Calc-silicate rocks and crystalline limestones of Dharwar age are largely developed in certain
areas. The gneisses and granites are, however, the most predominant rocks of the district as in
other parts of Chotanagpur. They give rise to prominent groups of hills in the northern and
southern parts of the district.
Geologically much of the district is yet unexplored except the areas around Daltonganj and
Latehar, the coalfields and other economic deposits such as those of magnetite, limestone and
clays, etc.
The Archaean rocks can be grouped under the following heads:-
(1) Crystalline limestone. Marbles and Calc-silicate rocks.
(2) Amphibolites.
(3) Dolerites and Meta-dolerites.
(4) Granites and Granite-gneisses.

4.7 Climatic data from secondary sources.
The Palamu district is characterized by warm climate in March to June and later on there is a
gradual decline in temperature from October onwards to December. January is the coolest
month of the year. March, April and May are the hot and dry months of the district. The tem-

perature varies from 5°C to 46°C. The district witnesses dust storms between March and June
associated with low humidity, high temperature and fast blowing wind.
During winter season the district records temperature between 6 to 18 degrees centigrade and
during summer the temperature increases up to 47 degrees centigrade.
The district falls under unassured rainfall zone and hence receives monsoon rains during June
to September. The average annual rainfall of the district is less than1200 mm as it comes un-
der the rain shadow part. More than 80% of the precipitation is received during the monsoon
months. Annual normal rainfall of the district is 1163 mm of which about 85 % is received
between June and October.
4.8 Social Infrastructure available.

5. Planning Brief.
5.1. Planning Concept.
Mining methodology of the Brick Clay mining is opencast and manual, where mining will be
done using shovel, spade, sieve etc. Proper benching of 1.0 m height and 1m width will be
maintained for mining blocks as per guideline MMR-1961, under rule 106. Brick Clay mined
out from the proposed mine lease area will be tempered and moulded, after that moulded
Bricks will be dried. Futher moulded Bricks will be transported to Brick Kiln using manual
carts. Casted Bricks from Brick Kiln will be sent directly to the market.
No housing facility is required at the mine site, as the workers will be hired locally and work-
ing hour is daytime. Rest shelters and other basic amenities shall be provided to the workers.
Mining will be carried out in proposed mine lease area only as per MCR 1960 & approved
mine plan without affecting the adjoining area.
5.2. Population Projection.
In the Proposed Project working duration is for daytime only, and there are no provi-
sions for dwelling of labors at mine site, labors will be hired from local market or vil-
lages. Therefore there is no permanent influx of the population.

5.3. Land use planning.
There will be no change in land use of mine lease area. During the mining period mine
lease area will be converted into open pit. Reclamation of the mine lease area will be
done as per approved mine plan.

5.4. Assessment of Infrastructure Demand (Physical and Social).
Infrastructure such as rest shelter, mobile toilets and availability of drinking water for
labors will be provided. Apart from these there is no provision of housing facility as the
labors will be hired from local markets or nearby villages. Extracted minerals will be
casted into raw Bricks and will be sent directly to the Brick Kiln. From Brick Kiln
casted Bricks will be directly transported to the local market; there is no provision for
stocking of extracted minerals.
5.5. Amenities/Facilities.
Temporary rest shelters, drinking water and first aid facility, PPE, mobile toilets, will be
made available to the mine workers at mine site.
6. Proposed Infrastructure.
6.1. Industrial Area (Processing Area).
No Industrial Area proposed.
6.2. Residential Area (Non Processing Area).
No residential area is proposed as the labors will be hired from nearby market or near-
by villages, only rest shelter is proposed at mine lease area.

6.3. Green Belt.
Number of saplings to be planted for the entire life of mine will be 476 saplings, which
will cover 37% of Green Belt development. Plantation of shrubs along the periphery of
mining lease area will be done and plantation of trees along the haulage route will be
done in consultation with local Authority.

6.9. Solid Waste Management.
Since there is no housing facility for Labors, proposed in the mine lease area, genera-
tion of domestic waste or any other solid waste is negligible.
6.10. Power requirement & supply/source.
All the activities will be carried out manually and at day time only; hence there is no power
requirement for the project at site.
7. Rehabilitation a n d Resettlement (R & R) Plan.

8. Project Schedule & Cost Estimates.
8.1. Likely date of start of construction and likely date of completion (Time
schedule for the Project to be given).
Likely the Project would start as soon as it will obtain all the clearances from various con-
cerning authorities.

The Proposed mining Project will bring long term positive impact, in terms of socio econom-
ic development by providing direct or indirect source of income in the vicinity for the locals
and Tribal population, revenue generation to the Government. Land use of the mine lease ar-
ea will not change. Reclamation of the mine lease area will be done after the end of life of
mine, and the land can further be utilized for agriculture purposes.
