• Application is received for C to E for Incineration of dead animals/carcasses (4000 Kg/Day)

• Application Received at RO Pune on 30/10/2012 and at HQ on 15/1/2013. • The case was discussed in Consent Committee dated 15/2/2013 and it was decided to

keep the case in abeyance and concerned HOD shall separately call Industry representative to examine project details including technology proposed, source & type of raw material, Pollution Control System proposed etc. alongwith the representative from Municipal Corporation for their opinion and resubmit the case in next CC.

• Accordingly, vide letter dated MPCB/RO(HQ)/TB/B-1046, dtd. 25/02/2013 officials of M/s. Saara Traders, PMC and MPCB Pune office were called for hearing on 26/02/2013 before RO (HQ).

• The technology adopted for operation of this facility i.e. Hurikan 500E (Advance Mobile Incineration System).

• The total capacity of the machine is 4 MT/day operated in 2 shifts. • Incinerator capacity is 500 kg/hrs; Dual Chamber (pairy, mobile and Flap System)with

smith Gas retention time is 2 minutes and Ignition height of incinerator is 10 mtrs and there will not be any air pollution hence APC is not requires as said by Operator.

• Ash generated will be approximately 2-5% at which will be sent to CHWTSDF, Ranjangaon.

• The location of Proposed Project from River Mula-Mutha(A-IV) is 0.3 Km. • The representative from Pune Municipal Corporation Shri Wagh, Veterinary Supdt.

Explained the need of shifting of previous Carcasses Utilization plant situated at Uruli Deaoli to proposed location and scientific disposal of carcasses through incineration Activity, they also informed that About 90 Acre PMC land ,said project is situated on 7.5 Gunte and there is no human habitation around 1 Km from proposed project

• RO Pune recommended grant of C to E may be taken at HQ as the unit is 0.3 Km from River Mula-Mutha.

• The river Mula Mutha as shown /informed is approximately 300 Mtrs which is classified under A-IV as per RRZ Policy and usage of A-IV is for Irrigation purpose (Copy enclosed).The technology adopted for operation of this facility i.e. Hurikan 500E (Advance Mobile Incineration System) which is mounted for mobility hence we may consider C to E and can be discussed in CC Meeting.

Applicant has submitted C.A. certificate stating project cost is Rs.250 Cr.

Applicant has started construction work without obtaining E.C. CRZ clearance & C to E.

RO-Kolhapur - has recommended the case for grant of consent to Establish.

Remarks of HOD- It was decided in C.C. dated 30/11/2012 to grant C to E with condition not to start construction activity till obtaining EC. But query raised on the line of construction work without obtaining EC, CRZ clearance. Further in the CC dated-11/1/2013 decided to differ the case for next meeting.

In view of above we may place case for further decision before CC.

• The case has been discussed in the Consent Committee meeting held on 18/01/2013 and the Consent Committee has decided to recommend the case for issuance of SCN for refusal of consent to establish with direction of not to take effective steps for expansion, as it does not satisfy RRZ policy. Industry submitted the reply

• We may ask the industry to submit the certification on No increase in Pollution Load from competent authority like NEERI/UDCT

• We may place the consent application before CC for further consideration.


Agenda no. 4 Name of Industry: Vinati Organics ltd, B-12, B-13/1, MIDC, Mahad, Dist- Raigad.

1. Application for Consent to Establish for expansion. 2. Manufacturing of Organic Chemicals. 3. Application received at SRO on 15/05/2012 and at HQ on 07/08/2012. 4. Industry was communicated vide letter dtd-11/09/2012 to submit the details for zero

discharge along with No increase in pollution load certificate from institute ,with a copy to SRO .

5. In reply to our letter industry submitted “No increase in pollution load certificate’ issued by BATU Lonere, Tal- Mangaon, Dist-Raigad.

6. The industry was again informed vide letter dtd-17/10/12 that the basic data considered for calculation of the pollution load is not submitted and also observed that there is increase in fuel quantity & H.W generation given /shown in the certificate submitted.

7. The application was discussed in CC dtd-18/01/2013. 8. As per CC decision SCN dtd-29/01/13 issued to the industry with copy to RO/SRO. 9. Till date we have not received reply from Industry and RO/SRO. Hence the consent may

be refused.


Agenda no. 5 Name of the Industry: M/s. Shardashree Ispat Ltd. (Expansion Project),

Plot No.E-12, MIDC Butibori,

Dist: Nagpur.

1. Industry is having existing Steel re-rolling mill at the same plot no.E-12, MIDC, Butibori.

Industry is having valid consent for the same.

2. Now industry has applied for 1st consent to operate for expansion.

3. Earlier Industry has submitted application for grant of consent to establish for expansion

project to install new re-rolling mill of capacity 20,000MT/M in the same factory

premises.

4. The said consent to establish expansion project application was discussed in Consent

Committee of the Board held on 8.8.2012 and it was decided to clarify whether the

rolling mill will require Environment Clearance or otherwise. The decision regarding

environment clearance to the said project will be taken by the Committee constituted by

the Board.

5. The case was discussed in CC meeting held on 18.1.2013 and it was decided to keep the case in abeyance till applicability of E.C. is verified by E.C. committee of the Board.

6. In the CC meeting held on 15.02.2013, Members of E.C. Committee were present and confirmed the non-applicability of E.C. to Rolling Mill in Case of M/s. NAMCO Industries Pvt. Ltd.

Put up before Consent Committee for further discussions.

Treatment for 500 CMD. Treated effluent is used on land for

gardening . Land available 65 acres. • Effluent will be treated in ETP of sugar plant. • Dust Collector provided to Bagasse fired boiler as an APC. • SRO reported that plant is commissioned & ready for trail . • SRO Latur & RO Aurangabad recommended for grant of !st consent to Operate with

condition of bank guarantee of rs 5.0 lakhs for Operation and mainantance & Rs 2.0 lakhs for providing necessary arrangement to cover the effluent system & to avoid ingress of bagasse & other material.

• After receipt of SCN application was discussed in CC dtd 11.01.13 & recommended for refusal of Consent.

• We may reconsider the matter as representation was received from SSK. • Submitted to CC for decision.

Applicant has previously obtained Consent to Establish for the Textile Weaving, garmenting, Packaging, Knitting activities only (Without Dyeing/ Bleaching/ Processing/ Sizing activity), dt: 14/03/2008.

As per CC Meeting dated 4/9/2012,Letter is written to Hon’ble Secretary, Environment, GOM Dated,18/10/2012 regarding clarification in respect of applicability of EC and Reply awaited.

The case was placed in CC Meeting dated 4/1/2013 and it was decided to keep the

case in abeyance and to resubmit the case in next CC after re-examination with respect to applicability of EC.

RO-Pune has recommended the case for grant of Consent to Operate subject to

obtaining undertaking from project proponent to not to allow any other type of industry other than green category.

In view of above we may place case for further decision before CC.


Agenda no. 9 Name of Industry: M/s Shah Petroleum Ltd, Plot No. 14-15,

Shah Industrial Estate, Vill. Valiw, Dist.Thane.

- Applied for consent to operate for expansion.

- Industry has valid consent up to 31.03.214 for mfg. of speciality oil, Bituminious products and cutting oil- 25 KL/Day and proposed for expansion in production i.e. mfg additional qty. 420 KL/Day.

- Industrial effluent is nil. Industry has provided adequate height of stack to thermo pack

- Environment statement submitted for the period2011-12. - Industry has submitted cess returns for the period up to 31.03.2011.

- The case was discussed in CC meeting dtd. 04.01.2013, it was decided to grant consent to establish for expansion by imposing BG of Rs. 5 Lakhs towards restricting of consented production quantity. The consent to operate shall be considered only after submission of location clearance.

As per CC decision the consent was granted for consent to establish subject to obtain location clearance from MMR and BG of Rs. 5/- Lakhs vide letter dtd.18.01.2013. Industry has submitted copy of locational Clearance vide their letter dtd. 06.02.2013, and requested to grant consent to operate and to waive the condition of BG which was incorporated in consent to establish. Also industry has submitted additional consent fees for the period up to 31.03.2017

- Recommended for grant of consent to operate for enhancement in production quantity with amalgamation of existing consent.


Agenda no. 10 Name of the Industry: M/s. WCL Ghonsa Open Cast Mine,

Vill: Rasa, Tal: Wani, Dist: Yavatmal .

• Applied for consent to Operate for expansion from 0.3 MTPA to 0.45 MTPA with amalgamation

existing unit consent.

• 1) Earlier Consent to Establish for expansion is valid up to COU.

2) Existing unit Consent is valid up to 31.07.2013.

• SRO noted in the result sheet that the mine is not in operation since 16.10.2012 till date.

• Earlier the case was discussed in CC held on 18.1.2013 and it was decided to issue SCN for refusal of consent. SCN issued on 23.1.2013. Industry has submitted the reply of SCN vide letter dated 31.01.2013. SRO Chandrapur vide letter dated 1.3.2013 submitted the present status of the industry.

• In view of above, we may grant consent to operate with amalgamation of existing unit

consent for the period up to 31.7.2013 with forfeiting of 25% of existing B.G. of Rs.10/-

Lakhs as unit fails to achieve consented standards and also take double amount of B.G.

Name of the industry: - M/s. Kalyani Thermal Systems Ltd., 72,76, Mundwa, Pune 411 036

• Applied for renewal of consent with expansion • Application received at SRO- Pune on dtd 05/07/2012 and at HQ on 28/08/2012 • consent was valid up to 31/12/2008 • SRO-Pune –I reported that industry has applied previously for 600 MT/M 0n

13/12/2008 & same application was submitted to HQ on 13/01/2009. • The case was discussed in CC meeting held on 10/07/2009 it was decided to

recommend the application to Hon,ble Chairman for grant of consent to establish for expansion after verification of consent fees paid and with condition to obtain Environmental clearance as per EIA notification 2006 and same was return back to industry.

• Industry has resubmitted the case and applied for renewal of consent with expansion. Personal hearing extended at RO Pune on 02/07/2012..Industry has given clarification on 13/07/2012 and reported that they have paid consent fees of Rs. 3,75,000/- along with application on dated 13/12/2008 and Environmental clearance does not required because unit production capacity is only 9000 T/A as per EIA notification 2006 & amended their in the increase in production above 30,000 MT/A attracts environmental clearance from MOEF.

• Industry is located @ 2.0 KM away from river Mula Mutha. Satisfy distance criteria.

• Generation of Industrial effluent is NIL • Domestic effluent generation is 14 CMD. For which sewage treatment plant

provided • Industry has 4 nos of heat treatment furnaces, 1 No. tempering furnace, 2 nos

heating furnace, weld shop & press shop. APCS provided to heat treatment furnaces with stack height 30 mtrs

• RO Pune has recommended the case for grant of renewal of consent for period up to 31/12/2013.

• We may grant of renewal of consent for period up to 31/12/2013 with operational B.G. of Rs. 2/- Lakhs



Agenda no. 12 Name of the Industry: M/s Tata Steel Ltd., Plot No. F-8, MIDC Tarapur Industrial area,

Dist. - Thane.

1. Applied for renewal of Consent to operate. 2. Application received at SRO-Tarapur-I on dtd 1.11.2012 and at HQ on dtd 7.1.2013.

3. Previous consent was valid upto 31/12/2012.

4. Water is used for cooling of S.G. Iron and TC rolls of wire rod. This hot water is collected in scale pit and clarifier, treated water is recycled back for cooling again. Hence industrial effluent is Nil.

5. Domestic effluent is 85 CMD. Provided STP.

6. Industry has provided Dust collector.

7. Industry has submitted the B.G. of Rs. 10/- Lacs as per consent condition 9.

8. SRO recommended for grant of renewal of consent upto 31.12.2015.

9. The case was discussed in CC meeting held on 2.2.2013; during the meeting it was decided to call verification report of RO/SRO regarding water balance and hazardous waste generation.

10. This office was call verification report to RO/SRO on dtd. 7/2/2013. SRO was submitted the verification report on dtd. 15/2/2013 & stated that, water consumption is well below the consent limit. Hazardous Waste is sent to authorized recyclers.

11. HOD Remark – We may grant renewal of consent upto 31.12.2015 by extension of existing B.G. upto consent validity period.

• Applied for Renewal of Consent. • Industry is manufacturing Newsprint, writing and printing paper. • Industry is reusing waste papers. • Application was discussed in the CC meeting dt. 30.11.2012. • It was decided to issue SCN for refusal of consent towards the non- compliances of

consent conditions. • Industry has submitted reply to the SCN vide letterdt.16.01.2013 and reported that due to

failure of Air compressor on 22.07.2012 the MLSS got disturbed which results into not achieving the standards and immediately after incidence industry has installed two more air compressors. And for APC – industry has installed ESP to the Boiler. Considering the efforts, industry has requested for consideration of their application for grant of consent.

• Recommendation - as per recommendation of RO regarding Zero Discharge condition of treated industrial effluent and regarding condition of providing STP and to reuse treated sewage on land we may call meeting of RO/SRO and Project proponent to decide further, before grant of consent.

• Alternately we may issue renewal with BG of Rs. 5.0 Lakhs towards proper O & M of ETP to meet consented standards and with condition to provide SP and treated effluent on land for gardening / plantation (As new condition) with time period of 1 year to comply and Rs. Of 5.0 Lakhs towards its compliance

• Board has granted consent for development of software on 56127.72 sq. ft. area. (i.e. 5214. 39 sq. mtrs.), However, applicant applied for total plot area of 23789 sq. mtrs & BUA 9854.02. sq. mtrs.

• Earlier consent was granted in the name of M/s Geometric Ltd. and now they have applied with changed name M/s 3D PLM Software Solutions Ltd.,

• Now, capital investment is increased, i.e. 102.54 Crs. The C.I. of Rs. 25.19 Crs. increased up to 102.54 Crs. SRO, Pune – II has reported that the rise in investment is due to cost of land, building, plant & machinery.

• Earlier domestic effluent qty was 45 CMD. Now they have applied with 70 CMD. They are discharging their domestic effluent into MIDC CSTP of 4 MLD capacity.

• No generation of haz waste.

• We may grant renewal of C to O for expansion up to 31.03.2014 by change in name with the condition of BG submission of Rs. 05 Lakhs for compliance of consent conditions as applicant has not generated Biodegradable waste & having membership of CSTP, Hinjawadi.

3. Application received at SRO on 01/11/2012 and at HQ on 14/12/2012. 4. Industry has claim that there is no increase in pollution load due to addition &

deletion of proposed production & in this connection they had submitted certificate from UDCT Matunga for no increase in pollution load.

5. IE generation as per Existing consent is 71 m3/d. I. E. generation due to proposed rearrangement of production quantities is Nil. Industry has provided primary treatment followed by MEE to treat industrial effluent. JVS results not meeting consented standards. Industry is a member of CETP.

6. ID issued by RO Kalyan on dtd. 13/04/2011. RO has reported non compliance of ID and accordingly Board office has given approval to forfeit the BG of Rs. 50,000/-

In view of above, we may consider the case for amendment in consent by imposing Rs. 5 lakh BG and condition about no increase in pollution load.


Agenda no. 11

Name of Industry: - M/s. Metropolitan Eximchem Ltd.,

Plot No. B-CFC, MIDC Phase-II Dombivli,

Dist. Thane.

1. Application for Renewal of consent with change in product mix without increase in pollution load.

2. Product- Dye & Dye Intermediates. Existing consent granted on 13/12/2010 which is valid up to 31/12/2012.

3. Application received at SRO on 02/01/2013 and at HQ on 15/02/2013. 4. Due to the change in product mix there is no increase in pollution load. Industry

has submitted No increase in pollution load certificate from Institute of Chemical Technology, Matunga, as well as in Boards prescribed format.

5. I. E. generation as per existing consent is 200 m3/d. Industry has provided incineration with double chamber for processing of strong stream. Primary & tertiary treatment provided for weak stream. Treated effluent sent to CETP. JVS results are with in limit. Solid waste generated from incineration is used in process again. Industry is a member of CETP.

6. RO Kalyan has issued Proposed Directions on 07/09/2012 and Interim Directions on 27/09/2012. Industry fulfilled all the conditions of ID.

7. CI as per pervious consent was Rs. 17.52 Crore, hence previous consent granted by MS. Now CI increased from Rs. 17.52 Crore to Rs. 27.77 Crore. Hence now this is new entry to CC list. Industry has paid consent fees for renewal and difference consent fees also. Increase in investment is due to replacement of old machinery.

In view of above, we may consider the case for renewal with change in product mix as per the MoEF Circular dtd. 14th Sept. 2006 by imposing condition of No increase in pollution load due to product mix change and submission of BG of Rs. 5 lakh.


Agenda no. 12 Name of Industry: - M/s. Shreyas Intermediates Ltd.

1. Application for plain renewal of consent. 2. Product- Dyes. Existing consent granted on 23/01/2012 which is valid up to

31/12/2012. 3. Application received at SRO on 21/01/2013 and at HQ on 08/02/2013. 4. I. E. generation is 110 m3/d. Industry has provided primary & tertiary treatment to

treat the trade effluent. Treated effluent is discharged to CETP. JVS analysis results are exceeding the consented limits.

5. Industry has provided Scrubbers to process reactor and dust collector to Boiler stack control air emissions.

6. Board Office has issued Conditional Directions in June 2012 for disturbing functioning of CETP. After that industry has made up-gradation in existing ETP by the way of providing Activated Carbon filter and sand filter. The up-gradation work is completed in the month of Oct. 2012. Compliance report of Conditional Directions submitted by SRO. RO Kolhapur has issued Conditional Directions dtd. 24.12.2012 for installation of TOC analyzer to out let with data logger and real time display by March 2013 duely supported by BG of Rs. 3 Lakh. Industry vide their letter dtd 27.02.2013 submitted that they are in process of installation of TOC analyzer.

7. CI of the unit is Rs. 45 Crore. Industry has paid consent fees of Rs. 2,60,100/- on 16.06.2011 fees of Rs. 1,50,000/- was taken for renewal up to 31.12.2012 and remaining amount of Rs. 75,000/- is taken for renewal fees up to 31.12.2013.

Since the proponent has failed to installed TOC analyzer and also exceeding JVS results, it is proposed to forfeit the BG of Rs. 50,000/- and obtain fresh BG of Rs. 2 Lakh to wards O & M of PCS and BG of Rs. 2 Lakh towards timely installation of TOC analyzer.

5. SRO vide their letter dtd. 11.12.2012 communicated query to industry regarding Environment Clearance required for Built up area more than 20000 Sq. Mtr. In this connection industry has submitted their reply dated 20.12.2012 stating that their industry not falling under category 8a & 8b as mentioned in the schedule under the Environmental Clearance Notification. This needs to discuss in CC meeting in depth.

6. As per previous consent CI was Rs. 63.52 Crore Now CI of the unit is Rs. 64.74 Crore. Industry has paid consent fees or Rs. 300000 & Rs. 30000 (for increase in CI) for renewal of consent up to 31.12.2015.

In view of above, we may consider the case for plain renewal of consent.
