Case Study: IIIT Allahabad Protest (31 March 2011 to 06-April 2011)

What and When Happened:

The Indian Institute of Information Technology, Allahabad- India (IIIT A) is a premier institute in the

field of Information Technology in India. Together with the IITs and NITs, it ranks among the reputed

institutions of higher learning in India. Ever since its inception, IIIT Allahabad has been run by Dr. M.D.

Tiwari (Director, IIIT Allahabad). Through the several extensions and appointments he obtained in his 13

years reign at IIIT Allahabad.

It was the morning of29th march 2011. At 8:15am, Akshya Tyagi, a student of First Year of Electronics

and Communication branch of IIIT Allahabad was run over by the bus, when the bus was getting reversed

without a conductor and without use of horn. The student died on the spot in a cruel manner. The driver

ran away from the spot assisted by guards and mess staff. Akshya was a brilliant student who comes from

an economically weak family & has already lost his father.

The administration of college reached the premise, Naini Hostel of IIIT Allahabad, which is

around 25km away from main campus and maintained separately for First Year Students. As the

authorities reached the venue, they advised the students to refrain from filing an F.I.R against the institute.

As stated by the students present in Naini Hostel, when the students were not ready to give in to the

authoritative words, the competent authority called up the parents of the eye wittnesses and complained

that their kids were causing riots in college. But as stated by the students, when they came to know of the

misguiding FIR filed, students got agitated and then the students claim to have gone to the police station

to correct the FIR. The body was also sent for post mortem. The college was not declared close to mournthe death.

The next day, 30th March 2011, the cremation took place in the presence of family members, students and

college officials. But the family was not told the correct version of how the incident took place.

On 31st March 2011, Morning 11am there was a candle march for the deceased soul but the

administration forcibly stopped the students to do the same. These acts of administration kindle the fire on

students and they started hooting and put forth few demands for his demise friend:

Compensation for the family

Correcting the media reports of this incident as there were all sort of discrepancies in the reports.

Improving the health and living conditions of the all the hostels of the institute.An ambulance at the disposal of students at any moment of time.

Dropping the Naini hostel.

Facebook, twitter and other blogs proved invaluable in keeping students connected during the protest and

even thereafter. There were many groups formed in facebook emphasizing on justice for Akshay tyagi.

These groups on social media helped to large number of students to gather in a short amount of time. It

also provided a prime platform for alumni of IIIT Allahabad those working in abroad. Several new

comments dropped by students and alumni in every minute during protest. Digital media allowed for anon-hierarchical and collective communication unlike traditional media. The social networking is the only

source of information about what was done by our alumni living abroad and vise-versa.

We have also filed an online petition signed by more than 25 thousand people. The number of

students purchased several data card for internet access when the institute cut down the internet service

within campus. In this way Facebook and many other blog sites went beyond simply providing a posting

site for friends and families. A group sms service was also initiated by number of students in order to get

quick decisions made by core-committee. In this protest, Facebook group was one of the main

contributors to the revolution, sending protest updates, news updates and politicians and media reaction.

The large number of group posts, user comments, and message exchanges and students mobilization were

more than enough to indicate the kind of protests. More important, the technologies helped to gain the

support of Alumni across the world.

The role of TV Media

Many channels like India TV, Sahara Samay, NDTV and others played a major role in the protest by

broadcasting the protest story and students statements and their demand. The institute administration

went into desperate situation by the daily news coming from print media and continuous covering of new

channels. Therefore they banned the entry of media persons and TV reporters inside the campus. But

students went outside for interview with media. Many TV channels started live conferencing through

mobile phone to TV studio during their telecast. The protestors gained energy by broad coverage of print

and electronic media.

The students reported that the Director announced that "the family had rejected a compensation of 50 lakh

rupees" but when later the students called to confirm with the family, the mother of the demised informed

that she was never approached by IIITA adminstration. Since then, the students have assembled outside

the administration building and put forth their protest and their demands. The administration was being

very unresponsive and insensitive to the issue and has been trying to crush the peace protest of the

students.

The student community of IIIT Allahabad proposes the following set of demands to the Board of

Governors of IIIT Allahabad:

1. The student community has lost its confidence in the leadership of the Director Dr. M.D. Tiwari and

under his directorship we do not feel safe, neither in practic ing our right to Freedom of expression nor

academically. Thus we demand that our director should be changed and a new director should be

appointed in light of the following facts:

For over 12 years now the Naini campus is still being used to house the first year students of the

B.Tech programme at IIIT Allahabad. The administration has failed to provide regular

accommodation for first year students at the main campus while at the same time ample land anddevelopment funds have been available with the institute and have not been utilized as envisaged.

Further, minimal facilities are available at the Naini campus and recently Akshay Tyagi died at

the Naini campus and could not be rushed to any medical assistance as the Naini campus has no

medical facility and is 19km away from the main Allahabad city.

Dr. M.D. Tiwari has consistently used his position to harass the faculty and staff of IIIT

Allahabad. In recent years, the institute has seen a steady exodus of faculty members and false

charges were slapped against Dr. U.S. Tiwary (former Dean Academics of the Institute) to force

him to leave the Institute.

Under Dr. M.D. Tiwaris tenure students have regularly faced the brunt of summary fines and

dictatorial actions. In a recent incident, students were fined Rs. 1000 per person for taking a leave

on the festival of Rakshabandhan. Such actions from the administration are the order of the day at

IIIT Allahabad.

It is pertinent to mention that the director informed the entire student community present at

Akshyas condolence that his family was offered a sum of 50 lac rupees. This turned out to be a

false information.

2. As promised earlier by the Director of IIITA himself, a sum of Rs. 10 lakhs should be awarded as

compensation for the family of the deceased studentAkshay Tyagi. Further, employment for the family

member of the deceased and other scholarships in his name should also be instituted.

3. The Naini hostel should be withdrawn from service with immediate effect and all first year students

should be accommodated into the main campus at Jhalwa promptly. The Naini campus offers no utility

value to the Institute or to the students and it makes no sense whatsoever for 250 students to travel 19 km

to and fro daily for their regular classes.

4. An ambulance with emergency medical services should be pressed into 24-hour service at all

campuses of IIIT Allahabad with immediate effect. Further, proper medical staff should be hired and

services at medical centers of the Institute should be upgraded as soon as possible

5. Transparency should be observed in the awarding of mess contracts and students should be involved in

the running of messes at hostels. Food poisoning and other complaint cases have been a regular feature at

IIITA hostel messes and therefore mess contracts should be scrutinized and cancelled when appropriate

quality standards are not adhered to.

6. Even after 12 years of its inception IIIT Allahabad does not have a student Gymkhana or any

independent student body. We demand that a Student Gymkhana be constituted with immediate effect to

effectively raise student interests and demands with the administration as necessary.

The situation was getting worse by the day in IIIT-A.

Day 5, 04-04-11 Started on similar lines as the last four days. The students inside the campus are being

denied basic amenities, the washrooms, canteen, mess are still closed. The ones outside the campus are

not allowed inside but the ones inside are free to go out only to break the unity among the students and

weaken the movement, which has been the main motive of the college administration ever since theprotest has begun. Inspite of all the threats, intimidation and inconsiderate attitude from the admin, the

determined students refused to relent to their wishes and are still peacefully protesting inside the campus.

Many of the students who have been denied entry inside the campus continue to provide support by

staying outside the college gate in the scorching sun and refusing to move an inch from there.

In the meanwhile, as per the warning by the college administration in an official order on the previous day

to vacate the hostels, soon after 10 am in the morning, the warden and other officials are raiding the boys

hostel and are forcibly vacating and locking them down. Even this could not deter the motivated students

and they started protesting by sitting outside the hostel gates devoid of water, electricity and food.

All this effort on the part of students has finally taken its toll on some of them and their heath is being

affected severely. The complete dictatorship and insensitive behavior of the college admin is evident fromthe fact that no health facility in terms of ambulance/doctor is provided for the students. The mess in the

boys hostel is closed and no provision for food is there for hundreds of students inside or outside the

campus. The alumni continue to offer their full support many of whom are already here and protesting

along with the students.

The students express their views on the proceedings of protest with more than 50 press-reporters, who

arrived on the venue on a very short notice considering seriousness of the situation .It was a first time

free press conference ever held. A CD containing videos and pictures of all the false statements said by

head authorities and their proofs, along with an Appeal were distributed to all.

Many TV channels like Star News, NDTV, Sahara Samay, IBN7, MvTV and ETV were also arrived

along with print media persons of Hindustan Times, Dainik Bhaskar, ,iNext, Amar Ujala, Dainik Jagran

and many more.

IIIT Alumni Protest at seven indian cities and abroad

1) Alumni protest at Jantar Mantar, New DelhiIIIT A students and alumni held candle light march at Jantar Mantar in New Delhi on 10th April. It was

part of the ongoing peaceful protests against the corrupt practices of Dr MD Tiwari (Director, IIIT A),

which has most recently led to the death of Akshya Tyagi, a student of first year at the institute. Around120 people attended the protest which was held from 7 to 9 pm on Sunday evening.

Apart from IIIT fraternity in NCR, protest also caught the fancy of other social activists in capital.

Students from JNU and IIT Delhi joined hands in demanding Director's resignation and an end to

corruption in Indian academics.

News Report: Student agitation in progress at IIITA to demand action against negligent

administration

At 8:00 am on 29th March, 2011 Akshay Tyagi - a first year undergraduate student of Indian Institute of

Information Technology lost his life as the Institute bus ran over him while he was boarding the bus. This

happened at the Naini campus of the institute which is about 19km away from the main Allahabad city.

Per eyewitnesses the authorities did not rush Akshay to any medical aid and Akshay died on the spot

suffering from wounds and injuries. The driver also fled the scene and an FIR could only be lodged late inthe evening after much pursuance by the first-year cohort at IIIT Allahabad.

IIIT Allahabad is a premier institute of Information Technology in India and was established by the

Ministry of HRD in 1999. Ever since its inception, the institute has maintained a small campus at Naini,

Allahabad around an industrial area where no medical facilities are available for students. Despite being

in service for around 10 years, the Naini campus has no full-time doctor at service and it takes at least

about an hour for students to reach the main city to receive any medical aid.

To make matters worse there was no representation from the institute at the cremation of Akshay's body.

Reports from students suggest that the administration tried its level best to suppress the news and

pressurized students to not take up the matter with the police or local media. To mark Akshay's tragicdeath students have been protesting ever since near the administrative block of IIIT Allahabad to demand

better amenities and prompt action against negligent officials responsible for the lack of medical facilities

at Naini campus. Students have also blamed the Director for ignoring the condition of the Naini campus

until matters took turn for a worse on 28th March. Till the compilation of this report, students had already

sat for near about 36 continuous hours to demand proper compensation and accountability from the

administration.

As per latest reports and videos from the campus the administration has resorted to pressure tactics to

coerce the agitating students to discard their peaceful protest. Heavy presence of armed police force has

been called while the local media is being deterred from giving any coverage to the incident. Some

reports suggest that the administration has informed parents and wards of agitating students warning themof dire consequences unless they end their protest. According to unconfirmed reports the institute has

been adjourned sine die until further notice.

It is interesting to note here that this is not the first time students have died from lack of medical aid at

IIIT Allahabad. In 2009 another B.Tech student Megha Goel and in 2010 a student from the MBA class at

IIIT Allahabad had died primarily because of the lack of proper medical care.

Justice for an innocent DEAD student

A student of IIIT Allahabad dies due to carelessness of institute's bus driver, and what does the DeputyFinance Officer has to say on this - "So what?? Many people die in this country"!!!

This is what IIIT Allahabad administration has been for the past 10 years or so. The director of the college

didn't even consider demise of Akshay Tyagi, sad enough to atleast close the institute for a day.

Moreover it has been reported that witness of incident was threatened by Director - M.D. Tiwari to not

report any accusation against the institute. This all was enough to get the students of the college on THE

ROAD. To suppress the revolt one of the faculties even tried to harass a student physically so that

students get scared and stop the revolution.

This particular director has opened yet another institute in his name - Rajiv Gandhi Institute of

Information Technology which he uses for an excuse of development to fill his pockets. Students have

been treated very miserably over all these years. All the admin behaves very rudely to all the students.

And after all these suffering and this particular incident We Want this Director out of college. Please

support the IIITians as this director is a politician and has lot of powers in his hands. Please give us your

support and spread the word around. We the real IIIT-family thank you from the bottom of our hearts for

immense support was the fact that Alumni were well aware of the corrupt and tyrant ways of the Director.Its the corruption that had taken a talented young life.
