Spring Garage Sale, May 6th
Presidents Message
By now members have received their 2017/2018 MCCA Budget proposal.
Along with a summary of the Budget and your proxy. The Board is requesting
the Budget be adopted as submitted. In preparing the Budget the Board looks at prior
Budgets, upcoming projects and any anticipated capital improvement projects. This is all
accomplished by being fiscally responsible, maintaining a strong reserve fund, staying
within the Budget and no special assessments. Your Board and management also have a 30
year Project and Equipment Reserve Budget for capital replacement items. The Board takes
serious it’s responsibly to protect the finances of MCCA and the investment we all have in
our community. Please return your completed Proxy by APRIL19,2017. THE ANNUAL
BUDGET MEETING IS APRIL 19, 2017, AT 5:00 PM IN THE MCCA BOARD ROOM.
All members are welcomed to attend.
It looks like Spring is almost here and along with that comes home and yard projects. Just a
gentle reminder, before starting any of those projects STOP and review your MCCA
Covenants. Most exterior repairs, maintenance, or changes require prior approval of the
MCCA and at times from the City of Mill Creek. If in doubt, check with the office. Either
Joan or Mary Ann can answer your questions. This help eliminates problems and ensures
neighborhoods are in compliance with all Covenants.
Last year the Board initiated the Yard Beautification Award and an
award for The Best Entrance. Each subdivision had at least one home
winning a Beautification Award (actually a sign for all to see and envy).
The response we received was great so we will continue the program
again this year. We will provide more information in the late spring. We
promise to give ample time for yards and lawns to be at their best for the
judges to view.

Whether you are away from your home for hours or days, we are here to serve
our members. If a package delivery is expected, just notify MCCA Security and
we will retrieve, store and return your package to your home. Mill Creek

Yeah, it's finally Spring. I don't know about you but after our long, wet winter I am really
looking forward to springtime in the Northwest.
Unfortunately, one of the down sides of a wet winter is "MOSS". And there appears to be a lot
of it. So, in addition to all of your springtime yard rituals, you probably need to treat your
lawns, roofs, driveways and walkways for "Moss". To get rid of moss I pressure wash our
patio, sidewalks and driveway and apply moss killer to our yard and flower beds.
Spring time cleaning usually involves:
raking up all fallen leaves and winter storm debris
cleaning your gutters so they are not overflowing during rain storms
mowing your lawn and applying fertilizer and continue mowing on a weekly basis
cleaning your flower bed areas of all weeds and leaves
The Mill Creek Community Association Board has again asked the Covenants Committee to
canvas the neighborhoods and write up all homes that are in violation of the Covenants
Guidelines. Depending upon the weather, the Covenants Committee will begin sometime in
April. So, it is important to start working on your yard to ensure that you are not in violation of
the Covenants Guidelines.
Important reminder: Per Article IX, 9.1.5. No signs or other advertising device of any
character shall be erected on any Lot or Building Site or maintained upon any part of the
Properties except one sign advertising the Lot or Building Site for sale or for rent by the Owner
of the property or his agent. Any and all signs in violation of this Article will be removed
by Mill Creek Security. The only exception is the approved Mill Creek garage sale held in
the Spring and the Fall.

happen to you!
MCCA does not want to impose fines
and expensive fixes, but our covenants
must be consistently enforced.

The Architectural Control Committee and Board of Directors made an addition
to the ACC Guidelines. They added the section below:

7.1.3 YARD MAINTENANCE
improperly maintained yards, including lack of mowing, fertilizing,
watering, edging, and weeding (to include all areas within the
Property line)
failure to maintain trees and shrubs, including lack of trimming and
watering necessary to maintain a landscaped appearance
failure to remove weeds, errant grass, dead vegetation, etc. from
landscaping
failure to remove dead trees
failure to remove tree stumps, except for tree stumps aesthetically
incorporated into landscaping plans
7.1.9 It shall be the duty of the Owner of any Building Site to landscape his
Property within one year from the date of final building inspection or
within six months of first occupancy of the structure, whichever occurs
first. This includes the entire Property (front, back, and side yards) and
may include grass, plantings, shrubs, trees, rocks, ivy, bark, chips, etc.
Exposed dirt is not acceptable.
NEW GUILDLINE
1.22 Street View Landscaping
Any major landscaping project, including, but not limited to lawn removal,
requires an approved landscape plan.
Any landscaping visible from the street must enhance the appearance of the house and
contribute to a harmonious neighborhood streetscape. There must be a balance of
evergreen and deciduous trees, shrubs, groundcovers and grasses. It may or may not
include a lawn. Yards should be well maintained and free of debris: trees and shrubs
pruned, gardens mulched and free of weeds, and lawns edged, mowed and watered.
MCCA encourages homeowners to use environmentally friendly gardening practices.
Please fill out and turn in an ACC application before making major changes to
your yard to stay in compliance with the above guideline. If you don’t know if

We want to thank the Mill Creek Community Association Covenant Committee for their tireless work
of encouraging us to keep our landscapes healthy and beautiful. The MCCA covenant reminders help
keep our community verdant and thriving. The landscaping application process also ensures that
proposed projects meet or exceed MCCA’s high standards.
We have a compact front and side yard in Chatham Park, located close to a salmon-bearing stream
(Nickel Creek). We have always been committed to saving water and avoiding toxic pesticides and
herbicides. However, our lawn received too much shade from structures and trees, suffered from poor
drainage, and had an abundance of moss and mushrooms. We interviewed some landscape designers to
find a better alternative to water-intensive grass lawn, and we found one and was impressed with the
companies views on sustainable native gardens. We decided to work with them, especially because they
had already renovated another neighbor’s front yard in Chatham Park that won a 2016 Beautiful Yard
Award from the MCCA.
The landscape architect, carefully listened to our concerns and designed an appealing low-maintenance,
water-thrifty, pollinator-friendly perennial garden with improved drainage and plants that will not
outgrow the small space. He and his team did a superb job in just two days - half the expected time. The
lawn, old shrubs and tree stumps were removed mechanically, without using toxic chemicals, and the
soil was amended with organic compost and mulch to improve plant nutrition and water conservation.
Each plant was selected for pest- and disease-resistance, and located in the proper light and soil
conditions. The healthy existing trees and plants were conserved, or in some cases transplanted to more
suitable locations. Everything was kept very tidy. Our new yard now looks open and welcoming. We
look forward to our upcoming backyard project.
We were happy to learn about the Snohomish Conservation District’s Native Garden Cost-Share Program,
which provides grants to homeowners who want to install water-sparing, sustainable landscapes.
Kate Riley, The Community Engagement Program Director (425-377-7004; [email protected]),
helped us complete the application, and the Cost-Share Program committee approved our project within
a week of submission. The committee meets once a month to review Cost-Share proposals. After our project
was completed, Kate brought us our City of Mill Creek “Certified Sustainable Landscape” sign for our yard.
As participants in the program, we agree to keep our sustainable landscape for at least 10 years, or
beyond; we view this as a wise long-term investment and a pledge to “live lightly” on the land,

The Snohomish Conservation District (www.snohomishcd.org) provides many helpful resources,
including free site visits, soil analysis, drainage tests, affordable rain barrel kits, fact sheets, designs for
rain gardens, classes, tours, events and speakers on how landowners can protect and enhance natural
resources. They hold an annual plant sale, which is extremely popular (http://snohomishcd.org/annual-plant-sale).

District and sustainable landscape designers landscapers, with vision and dedication to keep our

2017”. Trevor will be bringing some of those plants to share with us and sell. Trever is
the new president of the Evergreen Arboretum and Garden at Legion Park in Everett.
Trever was born and raised in Everett and has work in the horticulture field for over 30
years. He is presently employed as a Certified Professional Horticulturalist at Sunnyside
Nursery in Marysville.
If you have not added the 2017 Mill Creek Garden Tour to your calendar, the date is
Saturday June 25th. Planning for the tour is in full swing. The gardens are beautiful and
the garden owners can’t wait to share their passion with you! The tour supports the Mill
