2011andbeyond.Encouragedbyrecentsuccess,anoutpouringofsupportfromourmembership,aswellaskeepinginmindrecentthreats,thePACwillworktowardexpandingitsinfluenceacrossthestate.Thismeansamoreactiveroleinlegislativeandcityelectionswhilemaintainingourcongressionalandstatewideactivities.City Elections Thisyearwehaveseveralopportunitiestohelpelectpro-469citycouncilmembersacrossthestate!The469PAChasalreadybegunitsinvolvementincityelectionsthisyear–reachingouttothreesmallertowns–andwehavealreadyseensomesuccess(page4).The469PACis
currentlyinthemidstofitsendorsementprocessforlargercitiesincludingPhoenixandTucson. The469PACcanslowlyimprovetheperceptionoftheorganizedconstructiontradesinArizonabyworkingtoelectcandidateswhobelieveafewsimplefacts:workisdonesafer,fasterandbetterbyquality,well-trainedcraftspeople.Safetyonajobsiteleadstoamoreproductiveworkcrewandabetterbuiltproject–yougetwhatyoupayfor.FindingandpromotingcandidateswhoagreewiththesesimplefactswillgoalongwaytopromotingthePipeTrades’highlyskilledworkers.Legislative DuetoapublicpolicydebateattheArizonaCorporationCommissionbetweentheAssociatedGeneralContractors(AGC),ArizonaBuildersAlliance(ABA)andtheArizonaPipeTrades469,weanticipatedanti-workerlegislationin2011thatwoulddirectlytarget

Arizonatownswithlessthan70,000residentsareonadifferentelectioncyclethanlargercitiesandstateoffices–holdingtheirelectionsinthespring.WorkingcontinuouslytoincreasetheArizonaPipeTrades’sphereofactivitiesinthestate,the469PACinvitedthreespring-electiontownstoparticipateinthepoliticalendorsementprocess–GilaBend,CasaGrandeandGoodyear. Aftercarefullyreviewingthecandidates’returnedendorsementquestionnairesandspeakingtoseveralofthecandidates,the469PACvotedunanimouslytoendorseWallyCampbell,SheriLauritanoandRogerMatlinforGoodyearCityCouncil.BasedonthelackofresponseandqualityofthequestionnairestheCommitteedecidednottoendorseanyoneinGilaBendorCasaGrande. TheelectioncycleinGoodyearwasshortlived,astherewasnoneedforarun-offelection.Twooutofthethree469-endorsedcandidatesweresuccessfulintheirraces:SheriLauritanoandWallyCampbell!The469PAClooksforwardtoworkingwithbothWallyandSheritoensurelocalworkersarepromoted,job-sitesafetyisapriorityandcityprojectsarebuiltbyethicalcontractors. TheArizonaPipeTradesendorsedWallyCampbellandSheriLauritanobecausetheywouldliketo
seecontinuedenergy–relateddevelopmentinandaroundGoodyear.CouncilmemberCampbellstated,“Wehavebeensuccessfulatattractingsolarandnuclearpowerintheimmediatearea.Wewanttoattractmoreoftheseplants.Theyaregoodforoureconomyandourenvironment.”Shewentontoexplaintheimportanceofutilizing
local,well-trainedworkersfortheseprojectsbysaying.“Idosupportandwilladvocatefortheemploymentoflocalworkersbyensuringthatitisstipulatedintherequestsforbidsofanycitydevelopmentproject.”CouncilmemberSheriLauritanoechoedmanyofthesesentimentssaying,“Itisimportantthatthecityutilizeexperiencedprofessionals.Whenwebuildacityproject,weneedtoensurethatwe
areusingourcitizens’moneyinthebestmanner.Weneedtomakesurethatthequalityisofahighlevelsothatourcitizenscanutilizethebuildingorstructureforyearstocome.” TheArizonaPipeTradesislookingforwardtoworkingwithsuchlaborconscious,forwardthinkingCityCouncilmembersasWallyCampbellandSheriLauritano!

Earlylastyear,theArizonaPipeTradeslaunchedthe“SaveOurSolarJobs”initiativetopromotethehiringofArizonaworkersonlarge-scalesolarplants.Concernedaboutafloodofout-of-stateworkersduetohighconstructionunemployment,coupledwiththenumeroussolarplantsbeingproposedinArizona,469decidedtofocusontheprotectionofArizonajobs.Thismulti-facetedapproachutilizedbothapoliticalandaregulatoryapproachtoensuringtheuseofArizonalabor. Theinitiative’sfirstfocuswasattheArizonaCorporationCommission(ACC),where469workedwiththecommissiontoensuretheuseofArizonansona$2.2billionsolarplantinMohaveCounty.This“ArizonaFirst”policytriggeredaviciousresponsefromtheArizonaGeneralContractors(AGC)andtheArizonaBuildersAlliance(ABA).Workingtogether,theAGCandtheABAwereabletostripthepro-Arizonalanguagefromasolar-plantprojectnearGilaBend.Soonafterthissetback,theArizonaPipeTradescounteredtheABAandAGCatthecommission.Aftertwodaysofdebate,469wasabletochampionlanguagethatrequiresthedeveloperofthismassivesolarplanttoworkwithtradeorganizationstoutilizelocallabor.469prevaileddespitethedeceptivemisrepresentationsoffactsandtheanti-unionsentimentgeneratedbytheAGCandABA.
TheAGCandABArespondedwithtwopiecesoflegislationaimedatpromotingout-of-stateworkers.HB2538andSB1403would,amongotherthings,limittheACC’sabilitytoencouragetheuseofArizonaworkers.Thetwobills,sponsoredbyRep.HarperandSen.Shooter,weretargetedattacksontheArizonaPipeTradesanditsmembers’abilitiestoprovidefortheirfamilies.TheAGCandABAwentasfarasrecruitingbackupfromaCaliforniaanti-unionorganizationcalledtheCoalitionfor
FairEmploymentinConstruction(CFEC).Inlocksteptogether,theAGC,ABAandCFECspoketoanyonewhowouldlistentothematthelegislature,attemptingtospreadanti-unionhysteria,falselycharacterizing469’s“SaveOurSolarJobs”initiativeasa“unionpowergrab.”Likeanylegislativeskirmish,
amendmentscanbemadeandbillscanbechanged–thebattleisonlybeginning. The469PAChelditsThirdAnnualLunchontheLawnattheArizonaStateCapitol.TheArizonaPipeTrades469hostedtheeducationaleventforlawmakersandtheirstafftomeetwith469membersandlearnaboutwhatitmeanstobeworkinginthepipetrades.Hundredsofmembersparticipated,includingmanyretireesandapprentices. Neverbeforehavewehadsomanylegislatorsandstaffmembersfrombothsidesoftheaisleattendthisevent.469membershadthechancetohavelunchwithlawmakersanddiscussissuesimportanttothetradeandtheirfamilies. Thankyoutoallthevolunteerswhohelpedfeedtheseveralhundredattendeesandmakethisyear’sLunchontheLawnthebestever!

TheArizonaPipeTrades469continuestoincreaseitsrelevanceinArizonapolitics.Wehaveheldmoreeventsthaneverbefore,witharecordnumberofvolunteers,andhavehelpedelectpoliticianswhoarecommittedtothegoalsandvaluesof469.Thishasbeenpossible,thankstoourdedicatedvolunteers! Duetoourdedicatedmembers,the469PAChostednearly40eventsin2010.Weconductedphonebanks,literaturedrops,signpoundingandsomuchmore!Morethan350volunteersattendedourevents;morethan80ofthosevolunteerswereapprentices. Becauseourvolunteersplayedsuchapivotalroleinthesuccessofourendorsedcandidates,weheldourfirstVolunteerAppreciationCeremonyat
theAnnual469familyPicnicatSahuaroRanchPark.Theeventwas
anopportunitytothankall469PACvolunteersfortheirhardworkduringthelastelectioncycle.RamonRubioandJamesMacZurawererecognizedfortheiroutstandingvolunteerservice,aswellasJimKennedy,RobertStowandRodneyOpat,fortheirdedicatedservice. ThetragicshootinginTucsonshockedthenationandleftArizonagrieving.Shortlyaftertheevent,theArizonaPipeTradesjumpedintoactiontoshowitssupportforCongresswomanGabrielleGiffordsandTucson.Toexpressitssupport,theArizonaPipeTradescreatedalargewell-wishingbannerthatwassignedbyhundredsof469members.Thememberswrotewordsofencouragement,aswellastheirthoughtsandprayersforGabbyandherfamily. Toshowitssupportforthecommunity,469alsotooktheadviceofCongresswomanGiffords’husbandanddonated$2,500toboththeTucson
CommunityFoodBankandtheAmericanRedCross−twoofGabby’sfavoritecharities.
