President’s Message
Greetings from the Spokane District Dental Society! I want to take this opportunity to say that it is a privilege to serve as your President for 2014-2015. I truly hope everyone had a terrific summer and continues to enjoy our wonderful weather. I want to welcome all of our new
members and look forward to meeting them this year.
We held our 2nd Annual Summer Social event last Thursday. We saw many faces. It was great to see some of our retired members as well as the young, new members. I want to thank Wendy Johnson for all of her hard work organizing this event to make it the success that it was. I would also like to thank our sponsors, Numerica Credit Union and Aurum Labs. I believe this event is just an another example of what makes our dental society special and
how we value our members. Thank you again, Wendy.
Our first General Membership meeting is scheduled for Tuesday, September 9th at the Lincoln Center. Dr. Brian Mitchell, an ear, nose and throat surgeon with Spokane ENT, will be lecturing on Human Papilloma Virus. It should prove to be a very informative and valuable
lecture.
While on vacation this summer at the beach in North Carolina, I spent time reflecting on what I want for our dental society this coming year. I am excited about our new members and getting them involved in our society and organized dentistry. But that won’t happen if we don’t reach out to them and introduce ourselves and invite them to our meetings. A few months after I moved back to Spokane in 2005, Gerry Phipps called me and asked to go to lunch. During our lunch he asked if I would be interested in serving on our Continuing Educa-tion Committee. I reluctantly agreed not sure of what I would be able to offer as a brand new member. As it turned out it was a great experience and I served on that committee for 5 years. I enjoyed working together with our members and developing those relationships that
have lasted to this day.
Two and a half years ago I received a call from Blake McKinley, someone for whom I also have a great respect, asking me to consider running for Secretary/Treasurer. After deliberat-ing about the decision, I again reluctantly agreed. And again I am glad I made the decision to get involved. The past few years we have seen a lot of changes in dentistry and healthcare and through my involvement with SDDS and WSDA it has reinforced the importance of the need for a strong membership, both at the state and local levels. I know as you read this you may be thinking…”where is he going with this…?”. What I am hoping you will take away from this is that my involvement eight years ago began with a simple phone call asking a new member if they would like to be involved and that they can contribute something. I would like to continue to carry that forward for the coming years. I realize we are all very busy with work, running the practice, family, sports and other activities and often times we feel like we have very little free time. I simply want to reinforce to all of our members that their involve-ment, at whatever capacity, is vital to the strength and success of our dental society and your
contribution is welcomed.
In closing, l would like to extend a thank you to Dr. Jared Evans for all of his hard work as
President last year and I look forward to seeing everyone in September!

~ License Renewals ~
How do I renew my license?
Dentists must renew their licenses annually on or before their birthday. They are required to submit the appropriate fee and attest to completion of 21 hours of continuing education with each renewal cy-cle. Refer to WAC 246-817-440 and 246-12 (7) for more information. Please keep your address updated to receive courtesy renewal notices.
Avoid an expired license
Do not let your license expire. You must make sure we have your renewal before it expires. Otherwise, you will not be allowed to practice. A timely postmark on your renewal will not prevent an expired li-cense. Renewals sent by mail take about two weeks to process.
How long will it take to process my renewal?
If you send it by mail it will take about two weeks to update. If you walk the payment in to the front coun-ter it will take about 3-7 business days. This saves mail time and you will receive verification during the visit.
The goal is to process all renewals within seven business days after received. This includes payment and processing time.
How do I renew my credential without a renewal notice?
Courtesy renewal notices are not required for renewal. You may update your credential by mailing your renewal payment to us with documentation of your name, credential number, current mailing address and any other renewal requirements.

Medical emergencies In addition, you must take a healthcare provider basic life support (BLS), advanced cardiac life support (ACLS) or pe-diatric advanced life support (PALS) course. You may not use BLS, ACLS, or PALS hours for the required seven but may use it toward annual 21 hours.

Agents used in sedation and anesthesia In addition, you must take a healthcare provider basic life support (BLS) or advanced cardiac life support (ACLS) course. You cannot use BLS and ACLS hours for the required 18 but may use it toward annual 21 hours.
~ GENERAL ~
Can a dentist charge a patient for a copy of the patient record?
Yes. RCW 70.02 governs medical records — healthcare information access and disclosure RCW 70.02.010, RCW 70.02.080, and WAC 246-08-400 provides how much can be charged.
Do all dental offices have to be paperless?
The Health Information Technology for Economic and Clinical Health (HITECH) Act requires that healthcare provid-ers who accept Medicare and Medicaid patients/payments change from paper to electronic patient records by 2015. This act is part of the American Recovery and Reinvestment Act (ARRA) of 2009 and has an impact on HIPAA as well. More here: http://www.healthit.gov/policy-researchers-implementers/hitech-act-0
How long must a dentist keep a record?
Five years according to the maintenance and retention of records law, WAC 246-817-310.
Does my prescription pad need two signature lines?
Yes. RCW 69.41.120 requires that all written prescriptions have two signature lines at opposite ends of the bottom of the form. Under the line at the right side shall be clearly printed the words “DISPENSE AS WRITTEN.” Under the line at the left side shall be clearly printed the words “SUBSTITUTION PERMITTED.” The practitioner must com-municate instructions to the pharmacist by signing the appropriate line. For oral prescriptions, the practitioner or the practitioner’s agent must tell the pharmacist whether a therapeutically equivalent generic drug may be substituted. This law includes prescriptions generated electronically.
Do I need to keep a copy of written prescriptions I provide to a dental laboratory or a dental techni-
cian?
Yes. WAC 246-817-330 indicates an original prescription shall be referred to the dental laboratory or the dental technician and the carbon copy shall be retained for three years by the dentist in an orderly, accessible file and shall be readily available for inspection by the secretary or his/her authorized representative. WAC 246-817-340 requires an accurate record of any medication(s) prescribed or dispensed be clearly indicated on the patient histo-ry.
Do I have to post my license in my office?
Yes. Dentists, dental hygienists, expanded function dental auxiliaries, and dental assistants must place their license so it is visible to individuals receiving services in the premises. (WAC 246-817-301)
May I advertise through Groupon for my dental office?
Although dental laws do not specifically address Groupon or fee splitting, RCW 19.68 prohibits fee splitting by healthcare providers. The American Dental Association (ADA) Principles of Ethics and Code of Professional Con-ducted states under 4.E. that “dentists shall not accept or tender ‘rebates’ or ‘split fees’” and that this applies to “business dealings between dentists and any third party, not just other dentists.” The commission is not aware of the specific contract terms and cannot make a comprehensive determination as to whether Groupon contracts in general violate the anti-rebating statute. If you choose to use Groupon or other like service, it's encouraged that you seek independent counsel to evaluate the actual service contract and associated laws.

The Surprising Facts about Preventing Cavities

You might know the basics about good oral health (floss, brush, avoid too much candy), but do you know that cavities are
caused by germs? Or that it is the frequency of snacking, not just the type of snack, that leads to decay?
Oral health is an essential part of overall health. Yet, a recent statewide survey showed that many people don’t know what
causes painful and costly cavities, or how to prevent them. Here are five surprising facts that everyone should learn to pre-
vent cavities, stay healthy and save money.
Surprise #1 ‑ Cavities are caused by infectious germs
Most people don’t know that cavities are caused by germs. Even more surprising is that these cavity-causing germs are in-
fectious. The germs can actually be spread via saliva (typically from moms to babies) by sharing food, utensils, or even kiss-
es. If you’re pregnant, get any active decay treated before your baby is born.
Surprise #2 ‑ Snacking too frequently can cause cavities
Another big surprise, it is the frequency of snacking (or sipping) — not just the type of snack — that leads to cavities. Sweet
or high-carb foods and drinks feed the germs that cause decay. After eating, these germs make acid. The acid attacks
teeth for 20 minutes, literally destroying the enamel on your teeth, leading to cavities.
Continually snacking (or sipping sweetened lattes, juice or soda) throughout the day means teeth are being exposed to a
constant acid attack. If you have a snack, it is better to eat it all at once rather than nibbling throughout the day. Like mus-
cles, teeth need time to rest and recover.
Surprise #3 ‑ Even foods regarded as “healthy” can lead to decay
Many foods often considered healthy (bagels, granola bars and dried fruit) are not good for teeth. Cavities are not just
caused by consuming too much sugar. Carbohydrates and other sticky foods are also big contributors to decay. When food
sticks to teeth, it feeds the germs that cause cavities. Choose tooth-healthy snacks such as fruits, vegetables, cheese and
nuts. If you can’t resist that delicious treat, it’s good to brush afterwards. If you can’t brush, rinse your teeth with water.
Water is always the best choice. Juice and sports drinks, sometimes viewed as a healthy alternatives to soda, contain sugar
that lead to cavities. And watch out for diet soda too, it has acid that harms your teeth.
Surprise #4 - Each cavity costs more than $2,000 over a lifetime
Cavities are preventable and prevention saves money. With good oral hygiene (don’t forget the floss), smart snacking and
regular checkups, cavities are almost totally preventable. The use of fluoride helps too. Fluoridated water, fluoride tooth-
paste and fluoride varnish are important tools to prevent cavities.
If caught early enough dental decay can even be reversed. Each cavity prevented saves more than $2,000 over a lifetime.
With more than 32 teeth in your mouth, taking care of your teeth and gums is good investment! Plus, if you and your chil-
dren have a healthy mouth you don’t have to take time off from work or school because you’re in pain.
Surprise #5 - You’re more fit if your mouth is fit
Oral health affects overall health and fitness. Poor oral health has been linked to heart disease, stroke and diabetes. Plus,
problems with teeth and gums affect appearance. You won’t look your best with a stinky infection in your mouth. And you
can’t feel your best if that infection spreads to other parts of the body.
The good news is you can keep your teeth healthy throughout life, but only by taking care of your mouth. Unleash the power
of good oral health: brush, floss, eat healthy snacks and get regular oral health checkups. Your health and appearance will
benefit, and so will your pocketbook.
