ified shotgun rounds to 37mm roundsthat had to be fired from special launch-ers. The primary application for thesewood or rubber baton rounds was toquell riots in residential areas and cor-rectional facilities where tear gas wouldhave been impractical. They were alsoused in conjunctionwith tear gas to dis-perse rioters.Today, SIMs are a great addition toour use-of-force toolbox. They provideus with additional use-of-force optionsby extending the baton's distance and, enhancing the safety of the officersusing the munitions and the subjectsthey are arresting.policemag.com November 2005

We use SMs during certain situationswhen deadly force is not justified, butthere is still a high level of threat andrisk of injury to the officer, the sub-ject(~), r bystanders. Impact munitionsare also used when it is not safe for anofficer to close in on a subject and tocontrol him or her physically,TheRightToolOne of the most important decisionsthat you have to make when using spe-cial impact munitions is what type ofround to use. There are a variety of fac-tors that you have to consider. You have to determine how much

lpact energy you need to do the job.so, how accurate does your shot havebe to achieve the desired effect on the

unic than others and offer less resist-ance to the airduring flight, therebyin-easing their effective range andihancingtheir accuracy.Another major factor that afPectsbothcuracyand impactpower isthe weightthe actual munition. For example,am baton rounds are much lighter.anbean bag rounds or rubber batonunds. So generally they aren't quite asaccurate, and hey don't hit ashard. It's important to rememberwhen dis-cussingthe effectiverange of less-lethalmunitions that there mayibeminimumaswell as maximum effective ranges toconsider. If you use the munition tooclose to the subject, the impact may bemuch more traumatic than you desire. It could even be lethal. There are several variables that de-termine the effectiveness of SIMs on asubject. The size and mass of the subject is amajor factor that can determine thesuccess of a SIM deployment.A subjectwho weighs 150 p ~ u n d s nd who isshot with a 37/'40mm foam batonround at a range of 24 feetwill experi-ence a different effect'ithan a subjectwho weighs 314 pounds who is shot atthe same range with the same round.Heavy coats and other padded clothingcan also mitigate the effects of a SIM.To achieve maximum effect, you alsohave to hit the subjectin the right placeon his or her body. This is easier saidthan done because SIMs are harder to

Theeffectiverange of tear-shaped beanbags is 45 to 60feet. Therounds are mar-keted under such names as "DragStabi-lized," "Super Soc," and "PowerPunch."

37/40mm Bean Bag Rounds-The primary difference between the 12-gauge and the 37/40mm square beanbag round is, of course, size. But thereare also other differences. The impactpower of these munitions is muchgreater than a 12-gaugeround, and thisshould always be remembered when de-termining if such a large bean bag issuitable for a particular application.

Typically, the projectiles used in37140mm rounds are constructed ofspecial nylon or canvas closed withcotton or nylon stitching. These bagsare filled with lead shot, small metalpellets, silica sand, or glass beads. Gen-erally, these rounds weigh approxi-mately 25 to 40 grams.

Like 12-gauge square bean bags,37140mm square bean bags can some-

times flatten out, pancake, or saucer. With crosswinds, they may "J" turn(right or left). If fired into the wind, they can float upward or dive down-ward. In a tailwind, they can go into aspiral motion like a cork screw.

The effective range on these muni-tions is about 25 feet.

37/40mm Baton Rounds-Madeof soft foam, hard rubber, or wood, these munitions are approximately oneinch in diameter.

Baton rounds aremost accuratewhenskip fired into target areas. This is be-cause they are really not that accurate. When leaving the barrel, they some-times start to spin, tumble, or stop spin-ning, which causes them to knuckle likea spinlessbaseball pitch and follow thesame possible movement for crosswinds, head, and tail winds.

The best point of aim for theseweapons is about 20 to 30 feet. Asnoted above, they should be skippedinto the target.

Spin-Stabilized Foam BatonRounds-This special round is avail-able only in 40mm cartridges and can
