The government of Ontario recently released the 2013 budget, revealing some interesting numbers for surrounding municipalities, especially regarding transportation.

The governmenT of onTario recenTly released The 2013 budget, revealing some interesting numbers for surrounding municipalities, especially regarding transportation. unfortunately, Hamilton, for the most part, was missing from the discussion.

Much of the budget’s information on funds for Hamilton was lumped into the gtHa category; an increasingly popular acronym for the greater toronto and Hamilton area. the 2013 budget stated the gtHa will see “widening key sections of Hwy. 401 in the gtHa… and new HOv lanes on sections of Hwys. 401, 404, 410 and 427 in the gtHa.” note there is no mention of funds allotted to relieve congestion on the main Hamilton-toronto route via Hwy. 403. it seems as though Hamilton was completely left out of budget discussions. in fact, the only mention of Hamilton (as its own entity) was funding for a new facility at st. Joseph’s Hospital.

Other municipalities, however, were allocated quite sufficient finances for their transportation needs. For example, Ottawa was allotted $600 million towards its lrt project and the region of Waterloo was given

$300 million for its lrt project. another $416 million was set aside for the renewal of toronto’s streetcar fleet and $879 million for the extension of the spadina subway to vaughn. and what about Hamilton? aside from the perceived benefits of some highway improvements in the gtHa, Hamilton received zero dollars for transportation projects specific to our city; most significantly our own lrt project. this reflects the general uncertainty around this issue and the lack of provincial funding echoes this ambiguity. On a somewhat positive note, there was mention of some vague investments in gO transit that will hopefully fund all day service to and from Hamilton and increase ridership.

next month, Metrolinx will release its report detailing the revenue tools (such as taxes, fees or levies) that will be used to fund investment in public transit for the gtHa. Of course, Hamiltonians will be

expected to contribute to funding these p l a n s a nd new homebuyers w i l l likely be targeted for increased taxes, as all levels of government tend to do.

Over the next two years, developers of Port Place will initiate a transformation of this popular summer locale on the Lake Ontario shore with an ambitious mixed-used waterfront development that will preserve

At the heart of the development will be a public square surrounded by shops, outdoor patios and a mix of restaurants to energize the waterfront. In winter, the square will provide an outdoor skating rink. The ground level of the tower will be a collection of retail stores, restaurants, and services complementing the beach, boutique shops, cafes and activities that already exist, with a suite of professional of� ces on the second storey accessible by elevator. Also just released are 15 Harbour Lofts, which sit atop the commercial space and

have prime views. They’ll be joined to the tower by a glass bridge.

Port Place will introduce residential units to the waterfront, while the theatre, hotel and commercial space will draw patrons to boost the local economy. The project will be an asset for the community, says Brian Tilley, vice-president of sales and marketing for The Augustine Group. “It really will become a year-round destination.”

Another component of the Port Place development – a 103-room boutique hotel – is on the brink of being sold to a major name in the hotel and hospitality industry. The hotel will also run the project’s 400-seat world-class theatre. The hotel will incorporate the preserved facade of the Austin Hotel, a tiny 1845 stone jail that is one of the oldest in Canada, and the Lakeside Hotel, of� cially designated as a heritage building.

Sales are at 30 per cent for the 80 condo units in the tower, with prices ranging from $297,990 for a 565-sq.-ft. suite to $3 million for a 3,000-sq.-ft. penthouse. Average suite size will be 1,100 sq. ft., with average prices of about $500,000. With the retail space sold, reduced pricing is being offered for a limited time on 20 suites to secure the � nal stage of � nancing. Only a few remaining sales are needed and then construction can begin with a completion date just in time for the 2015 Pan Am games and the rowing competitions that

will take place on the neighbouring Henley course. “It’s waterfront pricing and there’s not much waterfront

available in the Golden Horseshoe,” points out Brian Tilley, vice-president of sales and marketing. “You’d pay twice the price for the Toronto waterfront.”

With experience in the construction industry totaling more than 50 years, the diverse team behind this project includes Derek Martin with 20-plus years of experience in heavy civil construction and other major projects, including the bobsled track for the 2010 Winter Olympics in Whistler; Harvard-trained architect Michael Kirkland of Toronto’s Kirkland Partnership to design the tower, which offers expanses of glass and large balconies; and Toronto designer Alex Chapman of Union31 to design the suites and common areas as well as the onsite model suite, a showpiece of the level of luxury living that awaits.

Toronto is just an hour away by car – or 30 minutes byboat – and the Buffalo international airport is a 30-minute drive. Being in the heart of Niagara, wine country is also minutes away, and golf courses are found in every direction.

Tarion studying WARRANTY PROTECTION FOR CONDO CONVERSIONS

TARION WARRANTY CORP. IS STUDYING THE FEASIBILITY OFproviding warranty coverage for condominium conversions.

Harry Herskowitz, the chair of Tarion’s board of directors, made the announcement recently during Tarion’s annual public meeting in Toronto. “While we’re proud of the warranty coverage we provide to new condominium owners, we would like to do more, if possible, to level the playing � eld for consumers purchasing so-called condo conversions,” he says.

These are condos that may have started life as a commercial property, a hotel, an apartment or a schoolhouse. With varying degrees of refurbishing and new construction, they are turned into condominium units and sold to new owners. As the Tarion warranty program was conceived as a new home protection plan, Tarion at present cannot provide warranty protection for such conversion projects.

The current rules do not allow Tarion to offer coverage in older buildings, even those that have not previously contained residential units. Given the unique nature of most condo conversions, these projects present additional challenges for warranty coverage and a signi� cant � nancial risk.

Tarion President and CEO Howard Bogach adds, “We’ll be doing extensive research to determine the feasibility of providing statutory warranty coverage for homes in converted condominium buildings. At Tarion we are committed to always looking for better ways to serve Ontario consumers.”

Tarion expects to be able to report its findings and recommendations to the minister this fall.

Tarion Warranty Corp. is a private corporation established in 1976 to serve as the regulator of the new home building industry in Ontario. In this role, Tarion licenses all new home and condominium builders pursuant to provincial legislation. This statute requires new home builders to provide purchasers with warranty coverage that is guaranteed by Tarion. Tarion also establishes minimum time standards for after-sales service and adjudicates issues between homeowners and builders. As of the end of 2012, more than 381,000 homes in Ontario were protected under warranty.

OntariO hOmeOwners have selected the building industry’s finest for Tarion’s 2013 Awards of excellence. Although it may seem cliché, I think of each of the 20 finalists as true winners because they made it to the top of their categories by providing the very best customer service for their homebuyers. It’s no small feat to be considered as a Tarion Awards of excellence finalist, as there were 252 builders eligible for an award.

I was joined by the honourable Tracy macCharles, minister of Con-sumer services at a recent luncheon to honour the finalists. The minister offered her congratulations to the 2013 Tarion Awards of excellence recipients for so capably representing ontario’s building industry.

Along with members of Tarion’s Board of Directors, minister macCharles and I presented the 2013 Tarion Awards of excellence to: • Tridel, Toronto – highrise category • Fusion Homes, Guelph – large volume category • Klemencic Homes, Trenton – medium volume category • Parry Homes Inc., London – small volume category It’s no surprise to me that many of the award recipients and finalists have been recognized in previous years as leaders in customer service. Providing exceptional service takes commitment and dedication on behalf of everyone involved. For many of these builders, that means investing in a culture of customer service excellence throughout the organization.

The awards are based on the results of a comprehensive survey sent to more than 40,000 ontario homeowners who took possession of a new home between oct. 1, 2011 and sept. 30, 2012. more than 6,800 survey responses were received, representing 17 per cent of consumers who bought a new home in ontario during that time. The results were tabulated by Crunch research in partnership with harris Decima.

survey questions covered every stage of the homeowner-builder relation-ship beginning with the signing of the agreement of purchase and sale, through construction, pre-delivery inspection and after sales service.

The Awards of excellence represent an honour every business person strives for; recognition of a job well done, based on the people whose opinions matter most – their own customers. I consider it a privilege that these are the only awards in ontario that recognize new home builders exclusively for customer service and congratulate all of the 2013 Tarion Award of excellence finalists.

For the Fourth time, Fusion homes has been named by Tarion Warranty Corp. as the winner of the prestigious Award of Excellence – Ontario Builder of the Year in the large-volume builder category. This award recognizes home builders in Ontario based solely on their customer service delivery. Fusion Homes is the only builder in history to win this award four times in the low-rise division.

“Our team has a relentless focus on providing the highest level of customer service and this award is a reflection of our commitment to providing clients with a high-quality product and an exceptional customer service experience,” says Fusion Homes President Lee Piccoli. “This award is determined by homebuyers and is therefore the most highly-valued award in our industry.”

In its 13th year of operation, this is the sixth time Fusion Homes has been recognized by the Tarion Warranty Corp. In addition to this year’s win, the company won the Tarion Award in 2008, 2010 and 2012. The builder was also a finalist in 2005 and 2011.

“Customer service is the most important part of the Fusion Homes experience. From the time a client walks through the door of one of our sales centres, through the

To determine the award recipients, a Harris Decima and Crunch Research survey was sent to 40,000 Ontario homeowners who took possession of a new home between Oct. 1, 2011 and Sept. 30, 2012. Survey questions cover every stage of the homeowner-builder relationship beginning with signing the agreement of purchase and sale, through construction, pre-delivery inspection and after-sales service.

Tarion Award of Excellence winners are decided by homeowner feedback and recognize builders who go the extra mile to put their purchasers first,” says Howard Bogach, Tarion president and CEO. “We congratulate the winners and all finalists for being leaders in customer service excellence.”

Reid’s HeRitage Homes Has been cHosen to be one of five canadian home builders to participate in a new project in cooperation with natural resources canada and owens corning canada, part of the ecoenergy innovation initiative. the overall project will see the construction of at least 25 net Zero energy homes in four provinces – nova scotia, Québec, Alberta and ontario. reid’s heritage homes is the only company chosen in ontario outside the capital city region.

blake seeberger, senior vice-president of residential construction, reid’s heritage homes, says, “reid’s heritage homes has a long-standing commitment to building environmentally friendly homes and communities, and we are honoured to be chosen for this important initiative that will take us to the next level of green sustainability. We believe this is one of the most important environmental projects in the country at this time.”

seeberger adds, “We always have sustainable initiatives at the forefront of our minds. We constantly aim to improve in this area, and take on the newest advancements in energy efficient building practices whenever we can. We were thrilled to be one of five builders handpicked by national resources canada and owens corning canada for a national net Zero homes program, especially as the only homebuilder chosen in ontario, outside the ottawa area.”

the $4-million net-Zero energy housing Project is co-funded by the canadian government, owens corning canada and the participating builders. At least 25 net Zero energy homes will be built across the country; reid’s heritage homes has committed to building five in southwestern ontario.

“our participation in this program means that reid’s heritage homes agrees to invest knowledge, time and resources into the future of sustainable building in canada,” seeberger says. our team will build five homes that produce as much energy as they use. As net Zero homes, these homes will be the most advanced homes in the way of energy efficiency in canada. to be specific, the net Zero homes are 15 years ahead of the homebuilding industry today. the building technology used will pave the path for future environmentally conscious builders and future eco-conscious communities.” reid’s heritage homes has accepted this exciting challenge with the goal of advancing the awareness and science behind sustainable building practices, by determining optimal innovative systems that will work in the ultra-efficient, net Zero homes.

the project, beginning with technical design, planning and training, and culminating in the construction of the homes, is now underway, and will be completed by 2016. the net Zero homes built by reid’s heritage homes will include advanced heating, cooling and ventilation systems; high efficiency windows; superior levels of insulation and air tightness; solar panels that feed back to the grid; significant water conservation measures; and many other environmentally progressive features.

reid’s heritage homes has a long history of being at the leading edge of advanced building. Accomplishments in this area include:

• building the first leadership in energy and environmental design (leed-h) Platinum home in canada – specifically in guelph in 2007

• building the second leed-h Platinum home in canada (and the first in the Kitchener-cambridge-Waterloo area)

• maintaining status as an energy star builder – with many of reid’s heritage communities entirely energy star Qualified

• receiving the energy star Participant of the year award in 2012, as the first homebuilder in canada to be acknowledged with this honour

• Partnering with the city of guelph to offer the blue built home Program in master-planned community Westminster Woods

• Participating in the optimum home Program, offered by union gas

While there are a number of factors to consider when deciding on the right location to buy a home, Canadians view the safety of a neighbourhood to be the most important (63 per cent) feature of a home’s location, according to a new BMO Bank of Montreal survey.

The survey, conducted by Pollara, also found that living on a quiet street (43 per cent), having good neighbours (30 per cent), having a short commute to work (28 per cent) and being near family and friends (25 per cent) rank high on Canadians’ list of location priorities when buying a home.

“Everyone has a unique set of personal and financial priorities, so it’s important that those particular needs are considered when deciding on the right location to purchase a home,” says Laura Parsons, mortgage expert, BMO Bank of Montreal. “Taking a practical approach to home buying is the key to preventing yourself from getting ‘swept away’ by the bells and whistles of a house. Home buyers should make a list of needs versus wants

and prioritize them in order of highest to lowest importance.”

The poll also revealed that significant differences become apparent when comparing the national averages to first-time homebuyers. For instance:» Having a short commute to work is

more important to first-time buyers than the average buyer (34 per cent versus 28 per cent)

» Living near public transit (28 per cent versus 19 per cent) is also higher on the priority list for first-timers than repeat buyers

However, living on a quiet street (30 per cent versus 43 per cent) and having good neighbours (21 per cent versus 30 per cent) are far less important to first-timers.

“BUY LAND, THEY’RE NOT MAKING IT ANYMORE.” NO DOUBTyou’ve heard this adage, originally a quote from Mark Twain, but what you may not realize is just how prophetic the sentiment has become, particularly when it comes to the home building industry.

A review of 2012 sales from the BILD Industry and Land Develop-ment Association (BILD) and RealNet Canada Inc. provides some excel-lent insight into how policy issues are affecting the market. Speci� cally, it underlines how challenging land availability is becoming for develop-ers – and, though they may not realize it yet – for consumers.

A recent conversation with a prospective new-home buyer illustrates the point from the latter’s perspective. John Brown (not his real name) was discussing his plans to buy a new lowrise home and, after reading reports that “the housing market is slowing,” he said he decided to wait, until, in his words, “prices come down some more.”

Well, John, prices may indeed dip in some areas of Southwestern Ontario and the GTA, and in some housing categories, but your gen-eralization that new lowrise home prices are going to come down across the board is not entirely accurate.

Perpetuating a common misconception, John fails to differentiate the new home market from resale. Generally, the two are very different, and the factors that in� uence each are distinct.

Now is still a good time to buy a new home – and here’s why.In the Toronto example, the issue affecting new home sales is not

the “slowing market,” rather land supply and other challenges speci� c to the home building industry.

The results speak for themselves. Lowrise new home sales in the GTA are way down, as is lowrise supply. Prices in the same period, meanwhile, are way up – great for people who’ve already bought new homes, but less so for prospective buyers on the new-home hunt now.

WHAT’S AFFECTING SUPPLY TO SUCH AN EXTENT?BILD president and CEO Bryan Tuckey explains that “The decline in lowrise sales is a direct result of provincial public policy that has en-couraged intensi� cation in existing communities and constrained land supply in the regions surrounding the city of Toronto.”

Adds BILD First Vice-Chair Steve Deveaux: “Governments must acknowledge that the constraints being placed on the market, particu-larly in the lowrise sector, are having dire results. Land constraints, regulatory requirements and a complex approval process fraught with delays are seriously challenging the vitality of the lowrise sector, as well as housing choice for the new-home buyer.”

The issue is not exclusive to the GTA. Tuckey and Deveaux’s counterparts in Hamilton, Ottawa and elsewhere in the province are citing similar challenges.

Hamilton-Halton Home Builders’ As-sociation Executive Of� cer Mathieu Lan-gelier recently wrote in New Home & Condo Guide that one city council deci-sion was directly adding at least $3,000 to the cost of new homes in Hamilton.

A builder recently recounted a story about how one municipality instituted at 125-per-cent increase in development charges – 125 per cent – as the city in question (and others across the province) tries to improve on decades-old infra-structure. The company saw talking the municipality down to only a 100-per-cent increase as a victory. The net effect of this action is that each homesite in the p r op os e d de ve l opment b e g i n sat $65,000 – before a shovel even hits the ground.

What effects new home prices more than market conditions is hard costs – land, materials, trades and development fees – and none of those is going down.

If you’re lucky, you may � nd a builder selling off remaining lots in a community by offering incentives such as upgrades to standard features, credits in décor centres or design services – or slight dis-counts off inventory. But developers are more likely to delay a project launch, rather than lower prices.

So, John and other prospective new-home buyers – there’s no need to wait. If you’re � nancially prepared (and the Bank of Canada just, once again, announced it was holding interest rates), now is a good time to buy.
