The old water main in Hendersonville,N.C., was from the 1920s, so the city tookadvantage of a major landscaping project totake care of the problem. Pouring new con-crete for the sidewalk and plaza areas aswell as new pavement is something that no

ASA Past President AnneBigane Wilson made a radicalstatement about subcontractorpayment abuses at the ENR Risk& Compliance Summit on Sept.20 in New York City — the pur-pose of which was to discuss howcontractors manage risk, includ-ing subcontractor default. “Construction subcontractors

and suppliers should get paidpromptly and in-full for workproperly performed,” she said.“While it may seem silly for thatto be a radical statement, it is a sadfact that in our construction indus-try many subcontractors and sup-pliers do not routinely get paidpromptly — and sometimes not atall — for their work.”

Richard Korman, EngineeringNews-Record’s managing senioreditor of ENR.com, noted in his“Views Differ from Places on thePayment Flow-Chart” thatWilson’s “conversation seemed tohave as much to do with moralityand the public good as with man-agement. The prompt paymentsthat subs need to stay alive, she

implied, were just as important asthe risks to the prime contractor ofsubs going belly up,” Kormanwrote. Wilson, who is president of

As the Highway Trust Fund (HTF) lurches toward itsfifth insolvency crisis in seven years when the MAP-21surface transportation law expires in September 2014,federal surface transportation investment to the statescould be dealt a crippling blow unless Congress acts, theAmerican Road & Transportation Builders Association(ARTBA) said at a Sept. 25 hearing on Capitol Hill.Testifying before the Environment & Public Works

Committee, ARTBA President Pete Ruane told senatorsthat federal highway funds account for nearly 52 percentof state roadway and bridge capital outlays annually.Eleven states rely on the program for 70 percent or moreof their road and bridge capital improvements, and 20states rely on federal reimbursements for 50 to 69 per-cent of their capital outlays. For the remaining 19 states,federal investment accounts for 35 to 49 percent of theirhighway construction activities.“Although the amount of reliance on federal funds for

needed road and bridge improvements may vary state bystate, it is clear that for the vast majority of states theeffectiveness of their highway construction programs areheavily dependent on a strong and reliable federal part-ner,” Ruane said.According to a July Congressional Budget Office

(CBO) report, the HTF would be unable to support anynew highway and transit investments in fiscal year 2015. “We should be clear that the continuing saga with the

Parker Unveils Engineering Center Ahead of ScheduleBy Cindy RileyCEG CORRESPONDENT

After months of planning and construc-tion, engineers are busy analyzing and test-ing materials and systems in a new facility inHuntsville, Ala. Parker Instrumentation hasunveiled a multi-million dollar EngineeringCenter of Excellence that includes a 1,300sq. ft. (120.8 sq m) conference center and atraining room equipped with video displaymonitors and a drop-down projection sys-tem. “Ideas and inputs were developed by our

local team of scientists and engineers,” saidGlenn Geis, project engineer of Parker.“Leaders from our Cleveland, Ohio, head-quarters helped steer our design with veryvaluable insights. Through this process, wedetermined the requirements for materialstesting, systems development and manyother design factors. Two laboratory areas,focused on chemical analysis and mechani-cal testing and system development, weredesigned for today’s challenges, and to allowfor future challenges.”Turner Construction Company served as

the general contractor on the project. Workon the renovation and expansion began inJuly 2012, with a ribbon cutting ceremonyheld in late May 2013. The project’s originalforecasted timeline was reduced by fourmonths, which resulted in substantial sav-ings and allowed associates to occupy thelabs and office area well ahead of schedule.The ING Engineering Center of

Excellence was developed to service chemi-cal, refining, oil and gas, power, microelec-tronics and pulp and paper customers ofInstrumentation Group. The ING divisionsconsist of Parker PGI Manifolds, ParkerVeriflo, Parker Porter Instruments, alongwith Instrumentation Products Division inAlabama. “The renovation area is approximately

18,000 square feet, and we cleared an addi-tional 13,500 sq. ft. of area for future manu-facturing growth by removing a large por-tion of interior buildings which were nolonger needed at this location,” Geis said.“The front entrance vestibule is the only pro-jection outside of the existing facility on thisrenovation project.”A demolition crew was called in for the

safe removal of the existing central buildingsand all associated utilities within the originalmanufacturing facility. Plumbers, electri-cians, HVAC mechanics, drywall installers,fire protection services, roofing and sidingexperts were required, along with securitysystem installers, concrete finishers,painters, custom cabinet makers, brickmasons, carpet and tile installers and land-scapers.“The entire area under renovation

required all utilities and structures to beremoved prior to the fabrication and con-struction of the new facility,” said Geis.“This required the removal of all existingplumbing lines, electrical distribution panels,communications and security wiring. Theentire concrete floor was bead blasted andground smooth for the installation of carpet-ing and tile.”Equipment on site included front-end

loaders and skid steers with interchangeablebuckets and forks for the removal of debris,and to safely move construction materialsbetween the laydown yard and constructionarea. Concrete cutting saws and a number ofbackhoes were used to remove concrete sec-tions during the cutting and removal process.

One third of a mile of concrete wasremoved, in order to install a new sewer sys-tem. Numerous man lifts with a 30 ft. (9.1m) lift capacity were used to install metalstuds, air conditioning ductwork, plumbing,drywall and electrical systems.Materials included masonry brick, dry

wall, metal studs, concrete, plumbing pipe,power and control wiring, energy efficientwindows, insulation and air handling duct-work. “The most time consuming portion of the

project was related to the concrete finish coatof the floors in the laboratory areas,” Geissaid. “Achieving the correct thickness anddesired finishes was very challenging andrequired a number of long weekends to com-

plete properly. This is due to the out gassingof the coating product as it cures. We neededto limit any employee traffic in the areas tomaintain a clean floor between coatings.”Trade groups worked simultaneously in

an effort to maintain the aggressive buildingschedule. When the project started, therewere approximately 20 workers on site. Asthe work progressed and the demolition ofthe old areas was complete, 45 workers wereon site. Crews used a one-shift operation, butthis one shift could be 12 hours long, accord-ing to Geis. “This was a renovation project within an

existing structure, so the project was notadversely affected by the variations inweather conditions,” said Geis. “We used thereclaimed area, which was cleared throughthe demolition process as a dry laydownyard within the facility. It helped to ensuredry building materials which helped ourworkers maintain a safe working environ-ment. The main challenges for this projectwere identified early on, as we worked toensure a tight schedule of materials, equip-ment and labor to maintain a safe and pro-ductive environment.” The center’s amenities include a confer-

ence center with drop-down projection, threewall mounted video display monitors andsophisticated sound and lighting systems.Managers, engineers and customers cancomfortably review product ideas, engineer-ing designs and presentations. In addition, a1,400 sq. ft. (130.1 sq m) training room witha capacity for 24 attendees features a theaterdesign with adequate space for participantsto move around freely. A Winovation room was designed to facil-

itate collaboration of Parker engineers. Here,engineers can discuss complex applicationand transform ideas into new products. Eightsupervisor offices, 24 cubicles and four visi-tor cubicles were constructed, along with aworkout room with attached bath facilities,restroom facilities, a new front entrance anda large kitchen.“There are two levels. The lower level

consists of the reception area, laboratories,offices, conference center, training room,kitchen and restrooms, while the secondlevel has a much smaller footprint,” saidGeis. “This is the area where the electricaldistribution panels, HVAC equipment andsome attic stock storage is located. Thelower level is approximately 18,200 squarefeet and the second level is 2,952 squarefeet.”The mezzanine contains red iron I beams

and channel iron, metal corrugated deckplate and concrete with reinforcing wire. Thelower portion of the facility incorporatedconcrete masonry blocks, steel studs, drywall, suspended ceiling grid, acoustic tiles,

On Sept. 26, Company Wrench held anopen house and grand opening at itsnew Kobleco dealership located in

Wilson Proposes Legislation to Solve Predatory Practices manufacturing plant, explained that paymenthas always been a problem in the construc-tion industry. “That’s why the American Subcontractors

Association for which I served as nationalpresident in 2002-03 was founded in 1966,”she noted. “While a lot has changed aboutthe industry in the last five decades, industrysurveys indicate that serious payment prob-lems persist.” The ENR summit brought construction

industry leaders together to assess variousnew and changing risks, discuss how tomeasure and control them and explain howthe risks may change in the years ahead.Wilson turned the focus around and backonto contractors. She explained that somepayment challenges can be attributed tooperational mistakes, which may be quicklyrectified, or institutional delays, which canbe attributed to standard operating proce-dures and may be more difficult to over-come. “But they don’t have to be and shouldn’t

be SOP,” she said. “Indeed, standard indus-try documents, including ConsensusDocs …have addressed these issues with more rea-sonable payment terms.”

Wilson urged those in the audience toexamine their own companies’ contract doc-uments and consider modifying some of theprovisions so they’re in the best interest ofthe project. Many payment problems, how-ever, are the result of predatory practices bybad business operations, she continued. “These firms prey on subcontractors and

suppliers that are small, inexperienced, naiveor just too hungry,” Wilson said. “They usestrategies and tactics that delay and evendeny payment to those that can least afford it,with the goal of lining their own pockets.” Wilson proposed several legislative solu-

tions for predatory practices, including legis-lation making pay-if-paid clauses void andunenforceable and legislation allowing con-tractors and subcontractors to stop work fornonpayment. “The time has long since come when con-

tractors but, particularly subcontractors,can’t continue to have the life squeezed outof us by operational, institutional and preda-tory slow pay. We must lead the industry —kicking and screaming if need be — downthe road to payment reform.

The old adage “one size fits all,” normal-ly does not apply to important trench safetyequipment like trench shields and shoring.However, for three north Florida, SouthCarolina and Alabama contractors, a moreapplicable adage would be, “one shoringsystem fits all sizes.”Recently, north Florida-based Watson

Construction LLC, South Carolina-basedTerry R Lee Contracting, and Alabama-based BallCon Inc., completed projects inGainesville, Fla.; Hardeeville, S.C.; andMobile, Ala., respectively. All three under-ground utility installation projects were verydifferent from each other — a gas tank, a liftstation, affluent pumps — yet the trio ofprojects did have one thing in common; theyall used an Efficiency Production manufac-tured Slide Rail Shoring System rented anddelivered from Efficiency Shoring & Supplyin Jacksonville, Fla.

LEED Platinum Rating This past December at the University of

Florida’s Institute on Aging in Gainesville,Fla., Watson Construction installed a 36 ft.(11 m) long, 10 ft. (3 m) tall fiberglass col-lection tank. The project was slated as aLEED Platinum rated facility and the rain-water collection and reuse system was anintegral part of achieving the Platinum rat-

ing.The tank was installed at a moderate

depth of 15 ft. (4.6 m); however depth was-n’t the primary challenge for Watson. Thebig challenge was contending with the sur-rounding structures, as the excavation sitewas crammed into the main building’s court-yard and had only limited access on threesides of the long pit.“One of the biggest advantages of

Efficiency’s Slide Rail System is the fact itcan be installed with very limited access tothe worksite,” said Mike Hemenway,Efficiency Shoring & Supply’s Jacksonville,Fla., branch manager. “And the system canusually be installed with a standard sizedexcavator that many excavation contractorsalready have in their fleet; another advantageover other shoring system.”“After careful consideration of the con-

straints of installing the tank such as thetank’s length and the depth of the pit, plus thelimited space, we chose the Slide RailSystem by Efficiency Production,” saidSteve Miller, Watson’s assistant operationsmanager. “It was almost a no brainer considering

our past experiences with using theEfficiency system,” Watson said.Slide Rail is considered “positive

shoring.” It is installed by sliding the panelsinto integrated rails on the posts, and thenpushing the panels and posts incrementallydown to grade as the pit is dug; a processcommonly referred to as a “dig and push”

ConExpo ’87 set new world records in Las Vegas, Nev.,Feb. 21-26! The largest international construction equipment exposi-

tion in history not only boasted a huge attendance (130,000people), but also a record 900,000 square feet of exhibitspace, with 30,000 tons of equipment, valued at over a halfbillion dollars, shown by 280 exhibitors.The city of Las Vegas handled the crowds with great skill

and professional courtesy. Everyone was taken care of,except in the casinos, where they were on their own!Exhibitors at the show said reaction to their displays was

unprecedented. Manufacturers interviewed by ConstructionEquipment Guide said qualified leads were “beyond ourwildest dreams.”One trailer company executive brought a large box chock-

full of qualified leads per day back to his office. The box helda treasure trove of 500 to 600 names and companies.A person represented a manufacturer of heavy-duty quar-

ry equipment said he was “flabbergasted,” not only at thenumber of inquiries, but also by the fact that his companyhad sold over $2 million in equipment during the first three

the various hit shows of the week.These included Siegfried & Roy’s“Beyond Belief” show at the Frontier,Bill Cosby at the Las Vegas Hilton, andTom Jones at the Bally’s Grand (wow-ing all the gals who showed up).All these shows were sellouts every

night and tickets were rather difficult tocome by.Action Helicopters did a thriving

business taking interested daredevilsover Hoover Dam and Lake Mead anddown into the Grand Canyon for somemagnificent scenery and experiences.Besides showcasing the colossal dis-

Rail; there’s no over-excavation,” saidHemenway. “The system keeps constantpressure against the surrounding dirt, whichwas critical for Watson digging so close tothat tall building.” With the help of Efficiency Shoring’s

onsite installation team, Watson installed a10 ft. (3 m) wide, 41 ft. (12.5 m) long, 16 ft.(4.9 m) deep; two-bay, 4-Sided Multi-Bayconfigured Slide Rail System. Multi-Bayutilizes Efficiency’s exclusive ParallelBeams that roll up and down the slotted railon the inside face of the linear posts and havespreader collars — like trench shield side-walls — which pin standard trench boxspreaders.For the Watson project, tie-back waler I-

beams were added at the top of the system,to attach into integrated waler brackets thatconnect into a slotted rail on the outside faceof the linear posts. Paired with a sacrificialmember (such as a spreader pipe or timberbeam) braced cross-trench against the bot-tom of the linear posts; the entire parallelbeam spreader assembly can be completelyremoved which provided Watson a full 40 ft.(12.2 m) of open space to install the 36 ft. (11

m) long tank.“The Slide Rail System proved efficient,

effective, and easy to use,” said James Tilley,project foreman of Watson. “I had neverused a Slide Rail System before, but withhelp from the guys at Efficiency Shoring, itwas as easy as any conventional trench boxI’ve ever used, if not easier in this particularapplication.”

Terry R Lee Contracting installs lift Station in Tight Spot With

Slide Rail System About 150 mi. (241.4 km) north of

Jacksonville, Fla., in the little town ofHardeeville, S.C., Terry R Lee Contractingwas utilizing an Efficiency Slide RailSystem on the Old Charleston CDBG sewerupgrade project for the Beaufort JasperWater & Sewer Authority. However, Lee’sSlide Rail System was configured into a sim-ple 16 x 16 x 20 ft. (4.9 x 4.9 x 6 m) 4-SidedPit configuration, which shored the excava-tion for Lee to install a pre-cast 6 ft. (1.8 m)diameter, 20 ft. (6 m) tall round lift station.Though location and other project factors

may change, excavation shoring challengestend to run in patterns such as dealing withsurrounding structures and other environ-mental issues.

“We were digging in a residential area sowe had very little space; really only accesson two sides of the pit,” said Bobby Lee,project manager. “We knew Slide Railwould be the best choice for the conditions;we’ve used [another manufacturer’s] systembefore. However we were convinced to tryan Efficiency Production Slide Rail Systemnow that they have a close dealership,” Leesaid, referring to Efficiency Shoring &Supply’s Jacksonville, Fla., branch.To help install the system, Efficiency

Production sent Tim Hurst, senior slide railinstaller of Special Operations ShoringDivision, to assist Lee with the installation.“The Lee guys were great to work with;super hard working,” said Hurst. “They wereable to get the entire system installed in a lit-tle over five hours which is great time for asystem that size.”

BallCon, Inc. and HCL ContractingUse Slide Rail for Pump Install

in Congested WWTPMobile, Ala., was the next location featur-

ing a Slide Rail System-shored excavationproject. Mobile-based General ContractorBallCon Inc. was the low-bidder to install aneffluent pump station at the Wright Smith Jr.Waste Water Treatment Plant; one part of an

overall project to upgrade the municipalWWTP.Staying true to form, BallCon chose

Efficiency’s Slide Rail System in part for itsease of installation in a tight, congested spot.The 20 x 40 x 20 ft. (6 x 12.2 x 6m) deepexcavation needed to be dug and shored inand around the treatment plant’s operationalstructures.There were two other reasons BallCon

chose an Efficiency Slide Rail System. “It was less expensive than sheet piling

and every bit as efficient,” said BallCon’sRichard Ball. “We had great communica-tions with [Shoring & Shielding Specialist]Ryan Nalls at Efficiency Shoring. We’dnever used Slide Rail before but because ofthe help from Ryan, we’d use it again,” Subcontractor HCL Contracting, based in

Mobile, Ala., performed the excavation,shoring, and pump installation.

Mack Teams Up With Shell to Encourage Use of LNGMack Trucks announced a

collaboration with Shell tocoordinate efforts and supportactivities that encourage the useof liquefied natural gas (LNG)as a fuel for commercial vehi-cles.

“Mack has had natural gas-powered vehicles in customerservice since 2009, and we lookforward to working with Shelland other fuel providers to fur-ther support the burgeoning nat-ural gas truck market here inNorth America,” said KevinFlaherty, president of MackTrucks North American Sales &Marketing.

The agreement will fostercollaboration on multipleissues, including emissions andfuel specification, as well asincreased knowledge sharing.This agreement is not exclusiveand does not prevent Mackfrom working with other part-ners.

Mack has long been a leaderin alternative driveline solutions,and began offering a natural gas-powered Mack TerraPro refusevehicle when it became clearthat natural gas was a viableheavy-duty truck fuel for closed-loop applications.

The company also recentlydelivered its first natural gas-powered Mack Pinnacle model,offering an LNG solution for on-highway applications. Mack alsoannounced plans to launch a nat-ural gas-powered Mack Granitefor the construction segment in2013. Brewer Farms, Inc. invited PetersonPacific personnel and guests to its 40-acre facility for the first ever Peterson

demo day. Tom Brewer, owner of BrewerFarms, is a long-time Peterson customer andhas owned Peterson equipment and is wellrespected in his industry for creating mulch,poultry bedding, landclearing, and biomassproduction. The event was held inEvansville, Ind., on Sept. 27. More than 300people from seven different countries, and27 states attended theevent. The demo day fea-

tured stations showcas-ing the 16 pieces ofequipment on display.Guests started at differ-ent sections and had aset time to view themachinery, assisted byat least two membersof Peterson’s person-nel. The types ofequipment on displayincluded 5710C,2710C, 4700B, hori-zontal grinders;4300B, 4310B drum

chippers; 4800F, 5900E disc chippers/flail;BTR70 blower trailer; DS6162 screens; andthe new Terra Select S6-E star screen. “We had our good friends at Terra Select

When Ron Maestas, design engineeringmanager at ANBO Manufacturing, set out tocreate an innovative new attachment, heknew it would take some out-of-the-boxthinking.

“I was getting inquiries for an attachmentthat would dig up large rocks and stumpswith the least amount of force or soil distur-bance,” Maestas said. “There was a hugeneed for a new beast of burden — a beastthat would apply as little burden to the landas possible.”

ANBO’s new extractor does just that.With only two hardened steel tines, theattachment can dig deep into the ground eas-ily and efficiently, zeroing-in on the materialthat needs to be removed, while leaving mostof the soil in place, according to the manu-facturer.

Furthermore, by equipping the tool withAR-400 steel tines that are intricately serrat-ed, roots can be cut down deep. AR-400 steelis the same steel the U.S. Army uses forarmor plating vehicles.

The ANBO extractor’s design includes arounded bottom for added strength andincreased leverage; no need to rely solely onthe machine’s breakout force.

“We call it good old caveman leverage,”Maestas said. “Those rocks and stumps willbe no match for this tool’s capability. They

will virtually pop right out.”Another strengthening feature of this

machine is its front cutting edge. Tying thetines together allows more weight and addedpressure to be exerted in its grasp, whichmeans less chance to bend or break.Additionally, in dual-purpose fashion, thiscutting edge allows you to approach theobject from different angles; an ideal featurefor harvesting roots and tree transplants,according to the manufacturer.

ing the ground for the new road. Beneath,infrastructure has already been laid downand is ready for the next 100 years of opera-tions for the city’s residents.“This is the third year that we’ve done

this,” said Brent Detwiler, city engineer ofthe city of Hendersonville. “We try to domost of the work in the winter months sowe’re not affecting the city’s merchants. Butwith this particular project we have less mer-chants in the block we’re working on. Thisparticular phase of the project was a littlemore complicated so it’s running longer thanthe other two.”A fountain was built at the corner of one

of the intersections and improvements to abuilding facade were done as part of thestreet scape project. There has been a largeamount of rainfall in the area this year. As aresult, the contractor lost six to seven weeks.Work on the project has been proceeding

one block at a time, according to Detwiler.Crews have the pavement ripped up in oneblock now, but it is compacted aggregate andthe base is down. Currently there is littlemigration and erosion. The water line was 4to 5 ft. (1.2 to 1.5 m) deep; only 3 ft. (.9 m)for those lines is required. The old water linewas built from cast iron pipes. The city hasadded a storm sewer system. “We had somewhat substandard drainage

in this area,” said Detwiler. “There reallywasn’t an existing storm sewer goingthrough the area so we have added one andit’s the HDPE, high density polyethylenepipe. The diameter of this drain pipe variesfrom 15 to 24 inches in diameter. The proj-ect should be done in August after starting inJanuary of 2013.”It made sense to replace this water line

now that everything is torn up, according toDetwiler. The alignment of the old water linewould have been right underneath the oldinfrastructure, trees in the plaza area and

concrete that is being installed. “You don’t want to spend two million dol-

lars total on a project and then have to go ina year from now and tear up sectionsbecause there is a leak in the old water line,”said Detwiler. “That’s the reasoning behindwhat we are doing.”Funding for this project comes from

Hendersonville’s city budget. There is onegeneral contractor on the project in additionto three subcontractors work-ing with them. TraceContractors is the generalcontractor, out of nearbyMountain Home, N.C. Theproject has ranged from 10 to15 workers onsite at any onetime. This is the final phaseof the project that started in2011.“The feedback we’ve been

hearing regarding the project— especially from the city’sarea merchants — has beenvery positive,” said Detwiler.“We also plan on entering thefinished product with thiswork into various area com-petitions involving the bestdesigns on Main Street andother plans the planners andlandscape architects are involved in.”Trees planted varied from Lace-barked

elm, Dogwoods, Magnolias, Red maplesand others. A landscape architect assistedwith the selections, according to Detwiler. “We’ve pretty much been involved in the

building on all three phases of the work inthe city of Hendersonville,” said Todd Trace,who owns Trace Constructors and Companywith his wife, Lisa. “For the most part we’veused two Cat 305CCRs and one Cat 257 B2skid steer. The people involved from the cityof Hendersonville have been excellent towork with, a good group of people. This

includes the engineering department and thedepartment of public works. We’ve workedwith them on a couple of previous phases ofthe project too.“We are blessed and fortunate to have this

work over the three phase, three year periodof the project. We do a lot of work withearthworks, curbing, sidewalks and gutters;when I started I was involved in earthworksonly. My business started up in back in 1987.

The operation started out with me and oneother individual. We have grown over theyears to be up to 50 employees. At the pres-ent time we average somewhere in the mid-thirties as far as our workforce. We areclimbing back up; but everyone’s also a bitskittish about increasing too fast after whateveryone’s been through.”Including trucks, trailers and other

machinery involved in construction, thisbusiness now has close to 85 pieces ofequipment. Trace Constructors andCompany are completing renovations for theFresh Market in Hendersonville as well as

work in communities all around this scenicmountain area of North Carolina.“We’ve lost perhaps six weeks of work

due to rainy weather this year,” said Trace.“We get out there and work as fast as we canbetween rain showers. Some of the work weeven do in the rain. Concrete of course can-not be poured in the rain, so that’s ourbiggest concern. After the concrete sets up itis fine to have it get rain on it. But there has

to be at least a half-day win-dow to get the concrete onthe ground and setting upbefore the rain comes.”All the gravel work is

being done by Trace. In addi-tion, an electrical contractoris wiring street lights in thearea, according to Trace. “We knew what we were

up against with this project,”said Trace. “Starting with theother phases we did knowwhat to expect. Other than awater line here and there aswell as some old coal chutesnow and then that we didn’tsee or count on that we hadto block up. After doing thatwe’d just move on with theproject. Nothing out of the

ordinary such as old graves or bones werefound.”Trace encountered old trolley tracks a

year or so back. In that case, crews ripped upthe iron tracks and put them aside to beincluded in a museum once they are cleaned.Trace also did some sidewalk work in near-by Brevard, N.C. They are now preparing tostart a new project in the scenic city.


Crews have been working fast to avoid this year’srainy weather.

erate the Highway Trust Fund’s revenuestream have not been adjusted for 20 years,”according to Ruane. “As a result, the trustfund has limped along from insolvency cri-sis to insolvency crisis since 2008.”He warned that if federal highway and

transit investments fall off the cliff, stategovernments would likely slash their high-way construction programs, allowing roadsand bridges to deteriorate. Tens of thousandsof jobs would be eliminated in the construc-tion and supplier industries, further weaken-ing a U.S. economy that is being kept afloatby the Federal Reserve.Given the current situation for highway

and bridge contractors, further decline in themarket would have dire consequences,Ruane told the panel. He pointed to ARTBAeconomic data showing the amount of real

pavement work is on pace to decline eightpercent in 2013, and the real value of workon highways and bridges has dropped 30percent since 2009. Average employment byhighway and bridge contractors through July2013 also is down 16 percent compared topre-recession levels.Ruane noted that if Congress continues

the recent practice of transferring resourcesfrom other parts of the budget to the HTF, itwill have to add $135 billion to the federaldeficit over the next 10 years or shift $135billion from other governmental activities tothe trust fund. “Neither of these approaches are sound

fiscal or economic policy,” Ruane said.He called on Congress to finish the job

started with MAP-21’s policy and programreforms by generating new revenue streamsto bolster the HTF. “The lone remaining impediment to deliv-

Anexperienced industrial parts spe-cialist, Marin will play a key roleas Kobelco gears up in support ofthe company’s aggressive growthstrategy following the relaunch ofits excavator line in NorthAmerica earlier this year.

In his new role, Marin will beresponsible for compiling com-parative parts pricing in order todevelop and implementKobelco’s pricing strategy.
